New Commander takes charge at Volk Field


Going back many years, JCEDC has worked closely with Volk Field on a wide range of projects. The base has a tremendous impact on our local economy and is very cognizant of maintaining extremely good relations with communities in and around Juneau County. Late last year, the former commander, Colonel Ebben was selected as the new Assistant Adjutant General and promoted to Brigadier General. Assuming command on January 1, Colonel Dave Romuald took over as Volk Field Commander. Shortly after graduating in 1981 from Goodrich High School in Fond du Lac where he was born and raised, Romuald enlisted in the Active Duty Air Force where he also continued on with his education, graduating in 1988 from San Diego State University. He was then commissioned and went on to fly F-16s. In 2006 he was selected as the 115th FW Operations Group Commander and in 2009 became Director of Operations for the WI Air National Guard. Colonel Romuald already has shown the same level of collaboration to work in partnership with JCEDC on issues affecting our local economy and communities. Romuald said he is truly honored to be the new commander at Volk Field, but said he is taking over in a time of tremendous uncertainty. The Dept. of Defense has been hit by a perfect storm of budgetary issues. Sequestration, a Continuing Resolution and deficit spending concerns are putting significant pressure on the DoD budget. Despite the current challenging fiscal environment, he said he is confident that the base can survive near term and prosper in the future.

JCEDC prepares for its 22nd Annual Meeting


On May 15, 2013, Juneau County Economic Development Corporation will hold its 22nd Annual Meeting. The organization will hold an election for one position on the Board of Directors. The nine members on the board are non-paid positions and they volunteer their time to direct the activities of the organization. Any current member can put their name in to run for a directors position. Being a non-profit organization, JCEDC is funded in part by way of memberships. Only members may vote. This year, the annual meeting will be held at the New Lisbon Travelers Inn, (at I90 Exit 61), where Wisconsin River Meats will put on a pig roast with all the delicious trimmings! The entertainment will include the New Lisbon High School Jazz Band and the New Lisbon Show Choir. Tickets are $25 and will be available at the JCEDC office at 122 Main St Camp Douglas, or by calling 608427-2070. Membership is not a requirement to attend, and JCEDC invites you to join us for an enjoyable casual evening out.

NEW: Tax Credits for Juneau County Home Buyers


WHEDA has announced a new program that provides a special tax credit to home buyers. Since Juneau County is within the targeted area, any buyer (first time or other) who meets household income limit of $80,040 for two or $93,380 for three or more qualifies as long as the mortgage does not exceed $305,000. Unanimous vote enables lawful connector routes for ATV/UTV riding


Drivers of all-terrain vehicles and utility task vehicles on county highways must be at least 16 years old and limit speeds to 25 mph under regulations adopted by the Juneau County Board of Supervisors. The unanimous vote of the board at its regular monthly meeting in February amended an existing ordinance and capped months of talks between ATV and UTV advocates and county officials. We worked though the (county) Highway Committee and had a discussion about this, said Roger Bean, president of the Juneau County ATV Council. We felt this was the best alternative at this point in time to provide connectors for the routes and networks throughout the county. The council, which represents the five ATV clubs within the county, has worked in recent years to expand the network of trails and town roads designated for use by ATVs and UTVs, which are sometimes called side-by-sides because, unlike smaller ATVs, they are designed to accommodate passengers. But vehicle drivers often are frustrated when a designated route terminates at a county highway, leaving the driver unable to connect with a route that may continue a few hundred yards away on the other side of the highway because he cannot legally use the highway to reach it. It enables those connector routes to prevent unlawful operation, Bean said. The amended ordinance adopted by the board names 23 designated ATV and UTV routes on county highways ranging in length from a quarter-mile to about 2 miles. The new regulations are substantially the same as those tabled by supervisors in December over concern by some that the speed limit and age restriction needed to be added to the new rules. The age restriction makes Juneau Countys new rules more restrictive than state law in the case of ATV use. A new state law now says that UTV drivers must be 16 and that drivers born after Jan. 1, 1988, need to have a safety certificate, Bean said. But the state allows ATV drivers as young as 12 if they have the safety certificate. Bean said training in the safe operation of ATVs and UTVs can be factors equally important for public safety as user age and speed limits. But these are the ones that usually come to the forefront as to concerns from the local area, Bean said. More information is online at www.juneaucounty.com/atving. This yearly event is scheduled for Saturday, August 3, 2013 on beautiful Castle Rock Lake. This year there will be a $500 Best of Fleet prize, plus first, second and third place cash prizes in two categories, commercial and residential. Participants are also entered into a drawing for additional prizes. Registration is free and forms will be available at various locations or by calling the JCEDC office at 608-427-2070. The parade will begin at The Dirty Turtle at sunset, travel along the shoreline to Castle Rock County Park where the grand finale of fireworks is set off at 10:00 p.m. This event is funded by local businesses in appreciation and support of tourism in our area.
