Dell 'gets' bids from Blackstone, Icahn

'IMF draft cuts 2013 US growth forecast'
The International Monetary Fund (IMF) is pl-
anning to cut its US growth forecast for this
year due to higher taxes and spending cuts,
Italian news agency ANSA said, citing a draft
of the IMF's next World Economic Outlook re-
port. The US economy, the world's biggest,
will expand 1.7 per cent this year, down from

ground, Chinese President Xi
Jinping spoke to his audience
inwordsthat revealedasmuch
as they hid.
We are living through an
eraof fluxandchange,Xi said,
and without mentioning the
US by name, adding, No

foremost economic power. Xi
was reaching out to Russian
President Vladimir Putin who
hasbeeninthecrosshairsof the
Western world for some time.
Both leaders realise they need
to find common ground more
than ever, even as they prom-
ised not to interfere in the
humanrights conditions of the
other nation.
From Russia, Xi will travel
toTanzania, theCongoandSo-
uth Africa, where he will also
attendthe Brazil-Russia-India-
China-South Africa or BRICS
summit.
The China-Russia
traderelationshipisat
a paltry $80 billion
compared to the
approximately $500
bn figure between
China and the US
(India-China is cur-
rently at $72 bn, having
slipped a bit after the export of
iron ore to China was banned)
and both sides signed some 35
agreements to promote both
missile defence and greater
cooperationinenergyissues.
Inparticular,theChineseside
agreed to give a $2 bn loan to
Russian energy major Rosneft
for 25 years, which Russia will
repay in oil. Xi made no bones
about Chinas mainline interest
inRussiasnaturalresources. Oil
and gas pipelines have become
the veins connecting the two
countries in a newcentury, he
said, indicating the Chinese are
hoping to repeat the model in
RussiasFarEastthattheyunder-
took in Central Asia and
Myanmar five years ago, when
they built pipelines to carry oil
andgastoChineseterminals(the
pipeline from Myanmars
ArakancoasttoYunanprovince
in China will be ready in May).
In contrast, India has been
unable to address the concerns
of Russias biggest pri-
vate investor, telecom
giant Sistema, caught
in the imbroglio
around the telecom
spectrumaffair. There
is nowtalk of Sistema,
largelyownedbyRuss-
ian oligarch Vladimir
Yevtushenkovandaclosefriend
of Putin himself, pulling out of
India.
WithIndia-Russiatradestill
hovering around the $10 bn
barrier, Delhisinabilitytoshow
its hand in favour of an old
friend could damage the bilat-
eral relationship. Publicly, the
Russians arent likely to criti-
cisebilateral ties but likesever-
al other international powers,
they are beginning to see the
limits of Indias vision of itself
as a serious partner.
Each week that hits a new
political low in India, the new-
ly installed Chinese leadership
looks better and better. Xi has
explicitly spoken of the tough
line the new China, under
him, will take against corrup-
tion, thereby taking cogni-
sance of a rising peoples anger
against it.
Last month, Chinas State
Council under the newleader-
ship unveiled an ambitious
plan, as part of Xi Jinpings slo-
gan of the great revival of the
Chinese nation, to address
income inequality. Simult-
aneously, China will make
strides towards enhancing
pension and health care.
In contrast, the Indian
governments attempts to
expand economic reform
its most ambitious measures
being to put a two per cent
corporate social responsibil-
ity surcharge on private com-
panies and a 10 per cent sur-
charge on the super-rich
lack both internal coherence
and political will.

Cyprus faces final
chance to save

Cypriot President Nicos Anastasiades,
seeking a last-minute reprieve from
financial meltdownat talks inBrussels
on Sunday, has a very difficult task
aheadof himif heis tosavetheisland's
economy, a government spokesman
said.
WithCyprusfacingaMondaydead-
line to avert a collapse of its banking
system and potential exit from the
euro, late night talks in Nicosia to seal
a bailout from the EU and
International Monetary Fund broke
up without result.
Anastasiades then headed to
Brussels in a private jet sent by the
European Commission to hold talks
with EU, European Central Bank and
IMF leaders ahead of a crunch meet-
ing of Euro zone finance ministers
at 6 pm.
The President and his team have a
very difficult task to accomplish to
save the Cypriot economy and avert a
disorderly default if there is no final
agreement on a loan accord, the
spokesman said.
Underlining the gravity of Cyprus'
position, the EU's economic affairs
chief Olli Rehn said there were now
only hard choices left for the latest
casualty of the Euro zone crisis.
Finance Minister Pierre Moscovici
put it more bluntly: To all those who
say that we are strangling an entire
people ... Cyprus is a casino economy
that was on the brink of bankruptcy,
he told Canal Plus television.
After negotiations ended in the
early hours of Sunday morning in
Nicosia, the government issuing a
statement saying talks were at a very
delicate phase and deadlines were
very tight.
The government's tone jarred with
earlier expressions of cautious opti-
mism during days of intense negotia-
tions betweenCypriot leaders andoffi-
cials from the island's troika of
international lenders, the EU, IMF and
European Central Bank.
Cyprus' overgrown banking sector

of the aircraft.

me but I have returned
home for the sake of my
country and people, an
emotional Musharraf told
his supporters.
