Cops assigned to local o cials during poll period should be in uniform DILG
MANILA, Philippines --All policemen detailed to local elective o cials as protective security personnel (PSP) during the election period should always be in full uniform, according to the Department of the Interior and Local Government (DILG). Interior and Local Government Secretary Mar Roxas said his o ce received reports that the police security personnel have performed their duties in civilian clothes allegedly because of pressure from local elective o cials under their protection. In a memorandum circular to all local chief executives and other local elective o cials, Roxas reminded them to strictly observe the provision of Republic Act 7166 that police personnel assigned to local o cials should be uniformed, their name, rank and serial number written legibly and visible at all times. Local elective o cials have to ensure that their o cial police security escorts are in their prescribed uniform in order to avoid outright termination of the protective security services and possible administrative and criminal charges against the PNP personnel, Roxas said. esterday, the country celebrated the World Press Freedom Day, a sad day for the families of journalists whose lives have been compromised due to their dedication and commitment to do honest work. Barely two weeks to the midterm elections, the same challenge is faced by journalists and writers from unscrupulous people whose war is to silence the truth from coming out. It is sad that they have the temerity to trample upon the hard work and legacy of our brothers in the profession whose lives were laid down that democracy and freedom may triumph. When the pressure of power and money gets underway, the pen gets either lazy or the hands get tied up unable to express some sentiments. But the adage popularized by Rizal proclaiming that the pen is mightier than the sword, still holds true. For most, they are afraid that men, who have the capability to express their thoughts
and the truth through their pen, might wreck havoc on their closely guarded secrets. But for those who are not afraid and could stand tall all the time, because they have nothing to worry about, they become complacent until it is taken advantaged at and itself attacked. For this, the election fever has gone awry but it is something that does not affect those whose work border on the right direction. For those, who have nothing to show to the people, most of them are trying new tactics to hide their inadequacies. One of the seal of democracy is the freedom of the press, when the press is curtailed or is hindered to express the truth or to defend itself, society becomes weak and unhealthy to guard the rights of the people. It is because the journalists are supposed to be the free thinkto page 5

Accentuating the need to be very scrupulous in selecting the names to shade in the ballot, the Parish Pastoral Council for Responsible Voting dishes out the following guideposts which it calls 10 Commandments for Responsible Voting: Vote according to the dictates of your conscience. Respect the decision of others in choosing their candidates. Seek to know the moral integrity, capabilities, and other personal qualities of the candidates you will vote for. Strive to understand the issues, platform, and programs of candidates and parties campaigning for your vote. Do not sell your vote. Do not vote for candidates using guns, goons, gold, and glitter. Do not vote for candidates tainted with graft and corruption. Do not vote for candidates simply because of utang na loob, popularity, good looks, or pakikisama. Do not vote for candidates living an immoral life. Always put the welfare of the country as top priority in choosing the candidate you will vote for. It is about a week from now towards the E-Day and the mood is getting more taxing where the Filipino electorate will have to ponder deeply on whom to vote on May 13. Dagdagbawas is the scheme in the selection process. Except for the traditionalists who keep up a complete slate vote, chance is nil for a judicious voter to pick exactly all the names in a mayoralty bets line-up. While it is always good to support a candidate who is a personal friend or a colleague at work, in a hobby or any other sociocultural and economic afliation, or a renowned political gure, it is 99.9 percent wiser to put all the candidates in a balance and weigh them all at par.
Placing them all at the fulcrum of unbiased scale to resolve whose names get the shading in the ballot is a thought-provoking task. Friendship is a plus factor but in particular instances, this is the very factor that weighs down a candidate. Christ Jesus Himself was quoted in the Holy Scripture saying, A prophet is not without honor except in his home town and among his own relatives and in his own household. In the Gospels of Mark and Matthew, Christ was quoted of releasing those lines after the people spited Him and said about Him, Is not this the carpenter, the son of Mary, and brother of James, and Joseph, and Judas, and Simon? Are not His sisters here with us? The story

Mans deadly enemies are not only big animals like tigers, wolves and snakes. Small germs which can only be seen through the microscope can also be deadly, when they enter into us through food, water or air. Similarly, we Christians have to face in this life big and small persecutors, simply because we live for Christ. Jesus warned, If the world hates you, know that it has hated me . . . If they persecuted me they will persecute you (Jn 15:18-20). When a person goes to a foreign country, the people there consider him a stranger and the dogs bark at the sight of him. As Christians we too are strangers in this world, living in the world but not of the world. So persecutions are to be expected. Persecutions are good for us, because the shock of suffering opens up within us the hidden springs of living water, just as after a shock of earthquake, springs of sweet water sometimes emerge from desert places. Persecutions are good also for the Church as a whole. Never did the Church so much prosper as when she was baptized in blood. How do we react to persecution? St. Paul is a model. He suffered from the whippings, stone-throwing, imprisonment and abuse of all sorts directed at him by his enemies. Yet, he and his companion refused to give up their mission, and kept moving from place to place, to preach and to found churches (Acts 16:6). If we live for God, no persecution can shake us. When our goods are taken away, we will say, I am no loser; I gave my goods to God long ago. When we are put in prison, we will say, I am no loser, I gave up my freedom to God long ago.
