PALO, Leyte The Philippine National Police has completed the deployment of 1,400 policemen to all cities and municipalities in Eastern Visayas, in preparation for next weeks elections. The consul general was in the city to induct the officials of the Tacloban Filipino Chinese Amity Club Incorporated. In an interview with Leyte Samar Daily Express, city administrator Lim also disclosed that Tacloban is doing good economically particularly when it became the first highly-urbanized city in Eastern Visayas region. It has been a very good year for Tacloban in general. Over the years, from being number 22 in position among 33 HUCs and independent cities in the country, we are now on number 6 in terms of local government performance system. Lim added that since Tacloban transformed from a component city of the Leyte province to HUC in 2008, the mayor has been leading in the re-engineering of the city government itself which, according to him, brought awards and recognitions to the city in terms of good governance and economic opportunities. In 2012, Tacloban received the DILG-Gawad Pamana ng Lahi Award for 2012, the highest honor given by Department of Interior and Local Government to deserving local government units for its exemplary performance in administrative, social, economical and environmental governance. mid growing concerns that the May 13 elections may be one of the messiest and most questionable poll exercise in recent years, various groups are suggesting for a parallel manual count of votes. But the Commission on Elections (Comelec) tries to assuage the fears of the public that through some manueverings, the results in some races will not reect the true will of the electorate. The biggest concern involves the precinct count optical scan (PCOS) machines and the software to be used in the second fully computerized elections in the Philippines. Three years ago, the very same PCOS machines that the Comelec will be using this coming elections were used in the presidential polls, the first time that the country had a computerized electoral exercise. On the surface, the 2010 elections appeared to have gone well. A popular candidate was elected
president. No one questioned the results of the presidential polls. But this was not the case with the other elective positions. There were enough allegations of cheating and statistical improbabilities in some areas to indicate that some form of computerized cheating may have taken place. What remains most bothersome at this point, with less than two weeks to go before the people head for their polling precincts to cast their computerized votes, is the utter lack of safety measures that guarantee that electronic cheating will not occur. How many times must the Comelec chief be reminded that saying a problem does not exist will not make that problem go away. Not when there is a growing body of evidence to indicate that somethingmany things, actually can go wrong on May 13.

In a press release from the senators office, QN learned that Escudero has equated discretion to corruption. Having said that, he said the results of the Report Card Survey (RCS) of the Civil Service Commission showing some 150 government offices miserably mired in red tape was a testament to the deep-seated culture that breeds corrupt practices in government. I have always advocated that discretion equals corruption and cutting red tape is putting a stop to discretion, Escudero said. The quest to provide the nation with industrialized economy has diverted agriculture to industry. Youths have less interest in taking up agricultural courses. If they enrolled in agricultural colleges or universities, the intent is merely to gain a diploma. Many graduates in agriculture related schools are employed in jobs not related with their degrees. It is unfortunate the government have set aside funds to increase food production but failed to reach the goal. Insufficient information dissemination is factor and lack field personnel to establish nurseries throughout the country. In a commentary written by Ernesto M. Ordoez in the May 3rd Philippine Inquirer issue titled Mayor nursing nurseries, he wrote that Charito Barron, director of the Bureau Plant Industry (BPI) estimated there are only 220 nurseries in the country. Out of the said figure there are only 60 percent accredited by BPI. Inadequate sources of seeds and seedlings contributed to the low motivation for agriculture graduates to pursue the courses they secured. In early days as pupil in the elementary school at Los Baos, Laguna, we learned how to plant vegetables within the school grounds. Each of us hoed a plot measuring three feet by 10 feet.
We planted our respective vegetable plots either with pechay, tomato, cabbage, or bell pepper. We watered the plants daily, except on Sundays, until harvest time. Our training in school is extended in our home backyard. We either planted with sweet potato or cassava. Our teachers and parents were happy seeing the harvest brought home. The teachers were proud to see us successfully made used of our time learning works in the garden. Likewise, our parents were proud to show to our neighbors the fruits of our labor as part of the learning process. That training is still practice quite differently in our residential grounds. We have few trees such as lemons, moringa (kamunggay), papaya, mango, rambutan, lanzones, guava, jackfruit, banana, etc. Fruit trees are easier to attend than vegetable plants. Although, we still have sweet potato, cassava, upland watercress (kangkong), chili pepper, sting beans, bitter gourd (ampalaya). Going around the Barangay schools, I noticed few have vegetable gardens. Too often herbal plants are cultivated. If the school authorities will include in their program the vegetable planting, not only inside school grounds, but extended up to their respective residences, it will augment the earnings of the family. In areas with available

We pray then today as we gather for the World Press Freedom that these media practitioners present and all those who are not here may become examples and models of proclaiming such truth. Give them the wisdom and understanding and skill to pursue it so that they may avoid the half-truth which deceives, and reject slanted word which corrupts. As they do their job, they are often manipulated, misled, managed and even maligned. May they not be discouraged. Keep their hearts from despair and give them courage and steadfastness to go to places and ask the questions and shine the light that our readers, listeners, and viewers need to read, listen and watch. May they be aware of the power of words and pictures to help them to choose them carefully, always seeking to minimize harm and never exploiting the facts. May they really possess freedom the media should have, and that they may cherish it and use it for the good and progress of our society. Keep our media practitioners safe from all harm as they do their jobs. May their reports inform, not inflame. May they encourage not discourage. May they be sensitive instead of sensationalistic Be balanced not bitter. May the words they write and speak, and the images they display describe not distort. Help them to educate and to even entertain but never to entice. May they understand that it is more important to be fair than first That respect is more important than ratings, and that truthfulness and honesty and compassion and integrity are the traits that they must pursue in themselves as much and as rigorously as they do in others. We pray, Father, that in the newsrooms and TV stations and radio studios and editing rooms, you would impress on each one of them that there is an Absolute, Unchanging Truth, that there is God that they need to open their hearts to hear. May you plant Your Truth in them so that they can then tell it to others. Father, may they daily be reminded that with great power comes great responsibility. May they please you in the way they exercise it.
