We are approaching one more Conference. This year brightened by the association of ICAO and Eurocontrol. Istanbul will be the bridge between Europe and the Middle East and being this the third edition of the event in which IFAIMA took the lead as organizer, we have great expectations about a great participation (already confirmed) and about its success. We will be celebrating the 60th anniversary of Annex 15 and back to back with the event, CANSO will be performing its CANSO AIM WG meeting and for which, kindly invited IFAIMA to participate. Resuming, we expect in this four day event, in one single geographic location, the major AIM experts concentration the world has ever watched with their projects and ideas (presentations), perfect conditions for the exchange of experiences between colleagues coming from all the ICAO Regions as well as the observation of the latest innovations made available to you by our sponsors on the dedicated exhibition area right next to the conference room. In this regard, we would like to thank the Industry for its participation which makes all this possible to IFAIMA and to the AIM community. We recognize the need of all the worlds organizations gathered in one sole objective and we are ready to contribute in a positive way for the improvement of AIS and for the transition from AIS to AIM towards SWIM facing all the challenges foreseen in the near future. As for this newsletter I draw your attention for the two articles, one regarding the Digital NOTAM from Mr. Eduard Porosnicu and the other one regarding AIM Industry form Mr. Ahmed Allam. One last word to announce the 6th IFAIMA General Assembly in which well be performing the ballot for election of two Executive Board offices, Vice-President and Executive Secretary. I hope I can meet you all in Istanbul next month and count with your collaboration and participation. Enjoy the reading.

ITS TIME FOR NOTAM TO BECOME DIGITAL!
Every day around the world there are closed runways, cranes extending a terminal or a business area near the airport, airshows, military exercises that reserve some part of the airspace, etc. How do we learn about all these things? In general, from the NOTAM system! At least, when people follow the rules On the other side, aircraft are flown by FMS, air traffic control is highly depending on computers, airline operational centers have computerized flight planning systems, etc. Now comes the big question how do computers know about all these closed airspace, closed runway, restricted airports, temporary obstacles? Well, in general someone has to tell it to them, in their keyboard typing J language. Operators read the NOTAM, try to understand it and then encode it in the database. For someone providing services to pilots flying around the world, that is quite a challenging task. Last year, there were around to 900 000 international NOTAM, three times more than ten years ago! The fact is that most of this NOTAM information is missing from the automated data processing systems. Increasingly, this is a safety issue. Many people think that the time to change this has come. It is not efficient to send out text messages and then to have people at the end of the data chain reading these messages and encoding them in databases. There is a risk for typing errors and misinterpretations. It would be much more efficient if the information was encoded digitally at the start of the data chain, in the NOTAM offices or even before reaching the NOTAM office. This would also enable the NOTAM publisher to do a better job as they could see graphically the position of the temporary obstacle, the shape of the closed area. They could click on a map and select the portion of the taxiway that is unavailable, etc. However, the most visible difference would be for the end user. Digital NOTAM will radically improve the pre-flight information process, enabling the use of graphics and better information filtering. The airport situation could be presented as a map with all the events (closed TWY, work in progress, surface contamination, etc.) highlighted. Using on-board Electronic Flight Bag (EFB) devices for storing the Digital NOTAM information, any airport along the trajectory could be a potential alternate. It does not cost more to take with you 30 000 Digital NOTAM instead of just 200; on condition that the machine is able to present you just the ones you need, when you need them! How realistic is this? Well, the technology is available and the specifications for the digital encoding of the NOTAM information are well advanced. The first version of the Digital NOTAM Event Specification was released in June 2011 and it is available on the www.aixm.aero website. The Digital NOTAM encoding is based on the Aeronautical Information Exchange Model (AIXM) 5.1. This is also the model recommended by ICAO for the provision of AIS data in digital format. Very mature Digital NOTAM prototypes have been developed by industry and demonstrated in various exhibitions, on the occasion of ATM/AIS global events. It will certainly be again the case during the Global AIM Conference in Istanbul, Turkey, 14-17 May. A mini-revolution is coming to the NOTAM world. However, this will not happen without the people working in the NOTAM and AIS offices! Just the tools will be different. They will enable NOTAM operators to do a better job, removing some of the text typing effort and enabling automatic data verification.

IFAIMA GLOBAL AIM 2013 & ICAO EUR/MID AIM/SWIM SEMINAR


IFAIMA - International Federation of Aeronautical Information Management Associations, is pleased to announce the joint organization of the Global AIM 2013 and ICAO EUR/ MID AIM/SWIM Seminar. The need for a strategic evolution towards AIM in a manner that will ensure the availability of aeronautical information to any ATM user in a globally interoperable and fully digital environment is well recognized. As part of System-Wide Information Management (SWIM), AIM is required to support evolving requirements for, inter alia, Collaborative Decision Making (CDM), Performance-Based Navigation (PBN), ATM system interoperability, network-centered information exchange, and to take advantage of improved aircraft capabilities. The main objectives of the event are as follows: a) provide States with a better understanding of the planning and implementation issues related to the transition from AIS to AIM; b) provide briefings related to AIM and SWIM global developments and regional/national AIMrelated activities and experiences; and c) address the AIM/SWIM challenges/opportunities and Users requirements/views. In collaboration with ICAO, Eurocontrol, DHMI - Turkish ANSP and TAIMA - Turkish AIM Association, IFAIMA is performing this 2013 Joint Event in Istanbul, Turkey which will also celebrate the 60th Anniversary of AIS - AIS-Jubilee. The theme will be, AIM support to seamless ATM in a SWIM environment. Its important we continue to involve all the stakeholders on the procurement of the AIM/SWIM important objectives. An exhibition area parallel to the Seminar will also be available where you can get acquainted with representatives of the industry and their state of the art AIM products. They will be there to provide and assist the participants with their expertise, demonstrating how their products work first hand. AIM INDUSTRY
INTRODUCTION Is it deserved to stand for a while to reconsider or review AIM Aviation system industry by practical way and economical point of view. Indeed, modern new technology and new ways of communication channels with smart tools became essential gross in data exchanges/update/collate aeronautical data in accordance with new Airspace use regulations for national and global use. Invest in AIM This is not a new word to say Invest in AIM or make some business in AIM, in the past, few companies have concentrated and directed their Business to fulfill AIM needs and requirements. But nowadays, we could Observe increasingly and fast growth with too much investors in our AIM field, there are new corporations understood and accommodated by the economic feasibility and redirected its business to the uptrend AIM field. Classic Investment with AIM Service provision How is the service of AIM provided nowadays? Direct service through the state, here the state may follow the classic way as old ICAO regulations in annex 15 or may be less; Through delegated companies owned by the state as ANSP and AIM service provided as a branch for Air Navigation Service; Through private companies following the procedures of States CARs Modern Investments with Way For AIM Service Provision 1) The best kind of investment in AIM Industry is the third-party, they buy Aeronautical products from the state by regular ways and resell the data in a flexible form where using the best modern technology systems in its operations, note that the third partner is the best gainer, its product depending primarily to the data produced by the state and any relevant changes and effects on the state FIR and global FIRs. The secret of success to these companies lies on using advanced systems enabling the End Users for instantaneous and immediate updating for their data using in its flight Operations. And this increases the demand for products of these companies or originations. All of us know the market of these products and how are the airlines and operators fulfilling their need through these companies, I will not mention any of them particularly but they let me say they have increased as we cannot imagine. 2) Other kind of investment is through direct selling new systems to enable states and ANSP better use and production of their Aeronautical data, depending on ICAO/ Eurocontrol requirements especially the roadmap for the transition from AIS to AIM, also according to the Global Air Navigation Plan - Fourth Edition (GANP-4) and its Blocks. So I advise institutions and organization who express interesting in investment to understand the requirements to fulfill the market by their new systems. 3) Another way for investment in Training and Rehabilitation for ANSP or AIM staff and beginners, now there are a lot of institutions and aviation academies, their market depending partly on providing modern AIM Courses. 4) Also, some kind of new trend in investment to provide consultancy and Human Resources to the ANSP and Big Organizations for the Professionals and talented in AIM field, the market has globally increased and studied the requirement of HR Market, this is the new kind of investment in AIM. Finally, it deserves from us to rethink about AIM Industry.

IFAIMA is approaching its fifth year existence and we thought it would be nice to make a small report of all the activities weve been performing throughout these years and what we have accomplished. We must say also that things don't change so rapidly as we would like them to, but we are now participating in some working groups and letting our opinions and suggestions being heard:

We are organizing the IFAIMA Global AIM for the third year in a row (Lisbon 2011, Buenos Aires 2012) and this year, jointly with ICAO and Eurocontrol, Istanbul 2013. Other than this, we have our website www.ifaima.org and we've shared all the available information and documents in our page on LinkedIn, visit us there (http://pt.linkedin.com/pub/ifaima-executive-board/12/ b80/62b) and adhere to the IFAIMA group discussions (see pg. 3). We call for your participation since most of these discussion groups are directly connected with the working groups above. You can see the related Documentation about whats been discussed and give us your inputs, ideas and proposals for us to express them in the proper place. You can also find the IFAIMA AIM Training Manual project and the IFAIMA AIM Licensing project there, as well as some other documents of interest to our profession. Also the IFAIMA Newsletter is a reality as you can see. We count now with 22 members association, 68 individual associates and 17 corporate members on a total of 48 countries and representing 1370 persons around the globe. We are now in a position to start influencing things but we also need the members participation and cooperation. This work can't be done only by a few bunch of people. Without your inputs we can not be aware of issues and can not influence them. So, we invite you to be more proactive and help us represent you the best way we can possibly do, with the participation of all the IFAIMA members. We kindly ask member Associations to forward the Newsletter and other information to their associates. Individual Associates can do the same and forward also to the other colleagues seeking their participation. If you wish, you can send us their e-mail address contacts and we'll write them directly.

How to become an IFAIMA member?


If you are AIM and/or COM staff its time to join IFAIMA. Our Federation is here to help you and we need your presence amongst us. A Country with a National Association may join IFAIMA. But, if you don't have a National Association we can help you to establish one in your Country. On the other hand, if at the moment it is difficult to create an Association but you are part of a Union (even a Company Union), you also may join us. Only the members of such Union working on AIM and/ or COM may be members of IFAIMA. You may also join IFAIMA as Individual. Corporate membership is also possible, subscription free.
