UPDATES ON THE DOLE INITIATIVES TO IMPROVE OCCUPATIONAL SAFETY AND HEALTH IN SHIPBUILDING INDUSTRY

Introduction
The DOLE RO3 with other attached agencies embarked on a massive and comprehensive action plan to ensure the health and safety of the workers employed in the Shipbuilding Industry. The initiative started in 2009 with the issuance of Department Circular No. 1 by former Secretary Marianito D. Roque. Shipyards in Region 3 were inspected in 2009. From then on, several interventions and OSH related activities were conducted as corrective measures to address violations which were unearthed during inspections and safety audits.

Introduction
Spearheading the execution of OSH programs is the Task Force Hanjin created by Secretary Rosalinda Dimapilis-Baldoz. This year witnessed stronger cooperation and support from Hanjin Heavy Industries, Keppel Subic Shipyard and Herma Shipyard through their participation in the Kapatiran Wise-TAV and Safety Milestone Recognition Program.

To ensure the protection and welfare of workers employed in the shipbuilding, ship repair, and shipbreaking industry Collective accidents measures to prevent work related

Serve as policy and procedural guidelines for administration and enforcement of applicable labor laws and social legislations

Formulation of Contingency Prevention Programs: a) Appreciation courses on OSH b) Implementation of OSH Management System c) Conduct of Safety Audit and Inspection of Shipyards

DOLE Initiatives
Creation of TASK FORCE HANJIN on October 3, 2010 Created by Secretary Rosalinda Dimapiliz-Baldoz on October 3, 2010; Composed by the DOLE RO3, BWC, OSH and the ECC; Specific tasks of the task force is the conduct of regular safety and health audits including monitoring of labor standards compliance, provision of technical assistance to Hanjins health and safety committees to address health and safety including compensation concerns.

DOLE Initiatives
Organization of a Technical Working Group (TWG) of the Task Force Hanjin A Technical Working Group (TWG) which is compose of representatives from the member agencies was also organized to ensure the execution of programs and carry out the different activities of the Task Force Hanjin.
Proposed activities of the TWG include the following: Quarterly Site Visit Attendance of TWG in Safety & Health Committee Meetings Attendance in major programs (Fire and Earthquake Drills) Evaluation of Health Programs (one day visit) Conduct of Trainings (Welding Operations, Scaffoldings, Erection, Industrial Hygiene, Use of PPEs, Defensive Driving Training for Expats Conduct of WEM

DOLE Initiatives
Enrollment in KAPATIRAN-WISE TAV (Hanjin Heavy Industries and Construction-Philippines) To ensure voluntary compliance and continuous monitoring of safety and health programs, DOLE spearheaded the signing of a MOA with Hanjin for the implementation of the KAPATIRANWISE TAV; MOA was signed on February 17, 2012 by Secretary Baldoz for DOLE and the President of Hanjin for HHIC-Phils. ; After initial meetings by the Technical Working group of the KAPATIRAN, DOLE RO3 conducted an Orientation of the small brother on GLS and OSH on April 11, 2012.

Enrollment in KAPATIRAN-WISE TAV (Keppel Subic Shipyard) The Office conducted four (4) batches of seminars/orientations on Drug Free Workplace, HIV-AIDS and Anti Sexual Harassment Law with the companys supervisors/employees and contractors/subcontractors; The MOU was signed on October 5, 2011 at Keppel Subic Shipyard, Subic, Zambales.

Invitation for RECOGNITION SAFETY MILESTONE
The Department of Labor and Employment (DOLE) through the Bureau of Working Conditions (BWC) invited companies within the region to join the Annual Safety Milestone (SMile) Recognition Program; Qualified companies will be recognized for their commitment in implementing OSH programs and activities which have resulted to having no disabling injuries or no lost time accidents; One of the applicants to the said award was Herma Shipyard, a ship repair company located at Mariveles, Bataan.

Continous Assistance to Designated SAFETY OFFICERS from different Shipyards preparatory for their full compliance to the safety and health personnel requirements of OSH Standards

Among those approved for accreditation were from HHIC-Phils. Inc., Keppel Subic Shipyard and Herma Shipyard.

Conduct of 2nd NORTH AND CENTRAL LUZON OSH SUMMIT

DOLE Region 3 together with the Central Luzon Occupational Safety and Health Network (CLOSHNET) spearheaded the conduct of the summit. One of the topics presented was the Best Practices in Occupational Safety and Health (Shipbuilding Industry), this was discussed by HHIC-Phils. Inc.
