1.0

Introduction

LSEPL (Lanco Solar Energy Pvt. Ltd) Gurgaon, invites tender as per the following document, intended to specify the requirement of Installation and invites offers from reputed Agencies for the following Supplies and Services. PACKAGE-20: Installation ,Testing and commissioning of 6 nos 1000kW Inverters, DCDB, SCADA, internal cabling etc, inside a 20 feet container, including all the cabling from Module to Module, Module to Junction Boxes, Junction Boxes to Combiner Boxes and from Combiner Boxes to Inverter. The Combiner Box is part of Inverter. Earthing of Module structures and Inverters, Laying and termination of DATA & Communication cable. The Connection from Inverter to 0.300/11 kV, 1250 KVA Transformers including interconnection of 11 KV RMU are also included. Installation testing and commissioning of 250kW Traker Inverters (14nos of 20kW each),with cabling from module to box, box to inverters etc. All equipment and cables, structure shall be LSEPLs supplied items.

Bidders may offer Package- 20.The Bid evaluation will be done on Package wise basis. The detailed scope of work is given under separate BOQ. Time Period for Completion of Packages shall be as per the terms and conditions of contract each, from the date of order confirmation / Purchase Order/Service Order. Owener reserves the right to award one or all the package to any bidder.

3.0

Proposed Plant Overview

The proposed PV project is of fixed, south facing orientation, tilted from the horizontal to maximize the total annual incident solar irradiation. The PV modules selected are of Polycrystalline type and are electrically connected with cables sized to minimize DC ohmic losses. The DC electrical output from the PV modules is fed via cables to string combiner boxes, and through DCDB lead to inverters. The inverters convert the DC electrical output to AC at 300V. The cable routes from inverter lead to the MV transformers stepping up voltage to 11kV. Individual Inverter shelters will make Ring Main system of 11 KV as per SLD. This voltage shall further be stepped up for power evacuation at 66kV leading to main substation owned and operated by Gujarat Energy Transmission Corporation Ltd. (GETCO). The metering point for the evacuated power shall be within the plant location at 66kV. The PV module support structures will be locally fabricated in mild steel with appropriate hot dipped galvanizing. They will be spaced and positioned in order to minimize the effect of inter row shading. The proposed plant has been configured with an installed PV capacity of 10 MW peak (MWp). The site is described in the following sections and issues regarding its suitability for sitting a PV power plant are discussed. 63 kVA construction Power will be made available at one single point for the whole plant. 3.1

MODULE STRING / ARRAY CONFIGURATION

The plant is designed such that each inverter is connected to Parallel strings boxes and series parallel string connections at String monitoring boxes. This arrangement ensures the current and voltage levels match the specification of the inverters. The configuration is summarized in the SLD. The DC electricity generated by the modules is converted to AC in the inverters. The design uses 1000 KW transformers less inverters, as selected by LSEPL. These are three phase inverters, which are clustered in groups of two for a single plot module of 1.0 MWp. All the DC and AC cables are designed for outdoor application with a continuous ambient temperature of 50C. They are sized for a power loss below 2.5 % and a voltage drop less than 3%. DC CABLING (CABLE WILL BE FREE ISSUED TO THE CONTRACTOR OF PACKAGE- 20) All the modules shall be equipped with attached junction boxes with 4mm2 connecting leads. Modules will be interconnected to form a string of 24 modules using these leads, Subsequent to string combiner box (SCB), 2 Cores of 95 mm2 multi-stranded copper cable will lead to DCDB of inverters. The three phase AC output from each of the inverters of a plot will be connected to the LV winding of 1250kVA transformer using three runs 6Rx1Cx 240mm2 copper cables for stepping up the voltage to 11kV located centrally in the plot. Power will be fed from the high voltage side of each transformer through one run of 3 core, 240 mm2, 11 kV XLPE insulated cable to the MV Switchgear panel forming double bus. Power will further be stepped up to 66kV at the power plant premises. The string combiner box will be weather proof and for outdoor application with the IP65 protection level. These shall have high resolution monitoring of PV generator with measuring individual string current and connectivity interface of RS 485 ports/CANBUS.All the string combiner boxes shall be equipped with string fuse protection, over voltage protection devices and DC switch. Table below summarizes some important characteristics of the string combiner box.

The low voltage station will comprise of 0.300/11kV, 1250kVA, 50Hz ONAN type step-up transformers suitable for continuous operation. The transformers have been selected to operate at maximum efficiency and to be rated for a maximum temperature rise of 50C with a daily average ambient temperature of 45C. The transformer cores shall be constructed from CRGO electrical grade steel sheet laminations. Winding conductor material should be electrolytic grade copper, free from any scales with no possibility of shrinkages. The core and copper losses shall be minimal. There will be dedicated earthing stations for transformer, MV switch boards and high voltage panels. Maintenance free earthing stations have been considered for the designs. All the modules shall be appropriately earthed in accordance to the NEC. The entire PV plant and the electrical room will be protected from lightning. The protection system will be based on early streamer emission lightning conductor air terminals. The air terminals shall provide an umbrella protection against direct lightning strike covering a radial distance of 60m. The air terminal will be capable of handling multiple strikes of lightning current and should be maintenance free after installation. The lightning arrestor will be installed distributed across the site with a mast height of 5m. These air terminals will be connected to respective earthing stations, and an earthing grid will be formed connecting all the earthing stations through the required galvanized iron tapes. Power shall be evacuated at 66kV level at the GETCO transmission substation owned and operated by GETCO. The point of interconnection at 66kV level will be at plant location, further electrical infrastructure will be provided by GETCO. The equipments shall conform to these specifications and Indian Standards. Equipment shall be suitable for installation and satisfactory operation in the specified service conditions. All equipments shall be of brand new condition and with proven track record.

3.2.1

HV, MV and control cables

All HV, MV and control cables shall conform to the specifications. The cabling work shall conform to the erection specification for cabling. Cable layout drawings, cable schedule, interconnecting diagram, etc. shall be prepared by the contractor and shall be reviewed by LSEPL/Employer.

Cables shall be laid in RCC trenches with RCC covers in switchyard in prefabricated G.I cable trays in multi/single tier arrangement. All high voltage cables shall be XLPE insulated, armored and PVC overall sheathed, aluminum conductor cables. 1.1 KV grade cables shall be PVC insulated, PVC sheathed, armored cable with aluminum conductor. The control cables shall be PVC, 1.1 KV grade, insulated, PVC sheathed armored cable with copper conductor. The power and control cables shall have the following minimum cross sectional areas: a. b. c. All multi-core control cables shall have 10% spare cores subject to minimum of 1 core. The cables shall be sized based on the max. Continuous load current, the voltage drop, system voltage and short circuit with-stand criteria. Besides the derating due to ambient air temp., ground temperature grouping and proximity of cables with each other, thermal resistivity of soil, etc. shall have to be taken into account. All supporting steel structures shall be painted before laying of cables.

3.2.2

Lighting System

Supply, erection, testing and commissioning of all equipments/materials required for the lighting of switchyard/control room, borewell including preparation of lighting layout drawings/panel schedule etc. is in the contractors scope. The work shall conform to the enclosed erection specification for lighting. Fluorescent lighting shall be limited to the Sub-station building while HPSV lights shall be used for switchyard. Post top lantern type fitting shall be used for gate lighting. The following minimum illumination levels shall be maintained for various areas:

Maintenance factor of 0.7 shall be considered for outdoor and indoor areas respectively. Coefficient of utilization shall be calculated as per fixture type and areas. Separate lighting Masts/Poles shall be used if required. Lighting system shall include normal and critical lighting. Normal lighting shall operate on 240V AC and critical lighting on 110V DC supply. Critical lighting shall be located at strategic locations including the Exit points, Control and Switchgear rooms, etc. and shall be switched on automatically in the event of total AC supply failure. All outdoor lighting shall be controlled by means of synchronous timer with manual overriding. The lighting system shall comprise of lighting distribution board, lighting panels, fixtures, switches, junction boxes, 3 pin 15A convenience socket outlets, etc. The lighting distribution system shall be 415V, 50Hz, 3 phase and neutral from lighting distribution board. Lighting fittings shall be fed across any one of phases and neutral i.e. 240 volts to balance the load on three phases as much as possible. Each branch circuit shall carry a load not more than of max. 10 light points. For power sockets, max. two nos. shall be wired in a 2 circuit. Wiring between lighting panel and lighting fixtures shall be with 3 core PVC insulated 2.5mm copper

conductor, armored cable for switchyard and with PVC insulated 2.5 mm copper wire within canceled conduit in building. Lighting panels shall be provided with miniature circuit breakers for control and protection of circuits and ELCB for incomer. A minimum of 20% of miniature circuit breakers of each board shall be left as spares. MCBs shall not be loaded more than 80 percent of rated capacity. Cables feeding distribution board shall be sized taking into consideration future load on spare feeders. The contractor shall furnish design calculations, lighting layout drawing indicating the locations of lighting fixtures, cables runs, conduit, mounting height and mounting details for Employers review.

3.2.3

Earthing system Earthing system shall conform to following particular standards: IEEE-80 Guide

for safety in AC substation grounding. Size and material specifications 3.2.3.1 Earth Electrode

The earth electrodes shall be made from 40 mm dia. 3 meter long G.I. Pits accordance with IS : 3043. 3.2.3.2 Earthing Conductor

Cross-section of earthing conductor shall be designed to prevent fusing of conductor and deterioration of joint under most adverse conditions of fault. The same shall be determined by consideration of potential difference and temperature rise and to meet the regulations of Electricity Regulations. Aluminum/ G.I. earthing conductors shall be used. 3.2.3.3 Earthing System

The entire installation shall be done in accordance with standards mentioned herein. The contractor shall carry out any changes desired by the electrical inspecting authority or the Employer, in order to make the installation conform to electricity rules at no extra cost. Contractor shall prepare as build drawings showing locations of earth electrodes, earth conductors and earth connections to various equipments. Excavation and refilling of earth, if necessary for laying the underground earth bus shall be the responsibility of contractor. Contractor shall measure the earth resistivity of soil. In the evaluation of earth resistivity four or five test locations shall be chosen to cover the whole site. This no. shall be increased if the test results obtained shows a significant difference. The tests shall be conducted during the dry season. The earthing system shall be designed to have a low impedance to ground and a current carrying capacity consistent with the fault current. Earthing system shall also effectively control the touch and step potentials and limit the minimum potential gradients to within safe limits at all points of the whole switchyard. The main earth loop shall be laid at the depth of min. 600 mm below grade level. Wherever cable trenches are available, the earth lead shall be laid in the trenches and shall be firmly cleated to the walls, when run in concrete lined trenches. The earthing strip shall be protected against mechanical damage. Joints and tapings in the main earth loop shall be made in such a way that reliable and good electrical connection is permanently ensured. All joints below ground shall be brazed / bolted and shall be suitably protected. All joints above ground shall be by means of connectors / lugs, and shall be suitable to resist corrosion. Test disconnect facilities shall be provided for the earth pits to check their earth resistance periodically.

The switchyard earthing shall be made up of a lattice grid. Cross-section of earthing conductor shall be designed to prevent fusing of conductor and deterioration of joint under most adverse conditions of fault. Duration of earth fault current should be taken as 3 seconds. Earthing mat of a finer mesh shall be provided just below the operating handles or mechanisms, junction boxes and other accessible areas buried 600mm below the grade level. The method of earthing switchyard fence has to be considered from the view point of touch and step potentials in the area outside the fence. The earth may be extended (if required) beyond the fence, so as to ensure that the area in the vicinity of the substation fence is safe if somebody happens to touch the fence under fault conditions. All electrical equipments are to be double earthed by connecting two earth strips conductor from the frame of the equipment to the main earth grid. There shall be provision for earthing the following: The neutral point of each transformer shall be earthed by not less than two separate and distinct connections with earth having its own electrodes, which in turn shall be interconnected with station earthing mat. Equipment frame work and other non-current carrying parts. All extraneous metallic frame work not associated with equipment. Each lightning arrestor in turn should have independent earth which should in turn be connected to the station earthing grid. All switchgear and their earth buses. Non-current carrying metallic parts of electrical equipment such as Switchgear, switch rack, panels boards, motor control centers, lighting panels, instrument panels, push button stations, etc. All fences / enclosures housing electrical equipment. All steel structures, rails, etc. including bonding between sections. Shield wire / lighting mast. Structural steel

The electrodes and grid conductor shall have a clean surface not covered by paint, enamel, grease or other materials of poor conductivity. All hardware like bolts, nuts, washers, etc. used for earthing installation shall be hot dip galvanized or zinc passivated. Spring washers shall be used for all earth connections of equipment having moving parts or vibrations. Lighting fixtures shall earth through the extra core provided in the lighting cable for this purpose. The switchyard shall be shielded against direct lightning strokes by provision of lightning masts. The lightning masts may be placed so as to provide coverage to the entire switchyard equipment. The earthing work shall conform to the erection specification for earthing.

Testing

Earthing systems / connections shall be tested as below: I) ii) iii) a) b) c) Resistance of individual electrodes shall be measured after disconnecting it from the grid. Earthing resistance of the grid shall be measured after connecting all the electrodes to the grid. The resistance to earth shall be measured at the following: At each electrical system earth or system neutral earth. At each earth provided for structure lightning protection. At one point on each earthing system used to earth electrical equipment enclosures.

d) At one point on each earthing system used to earth wiring system enclosures such as metal conduits and cable sheath or armor. e) At one point on each fence enclosing electrical equipment.

Measurement shall be made before connection is made between the ground and the object to be grounded. 3.2.3.5 GENERAL REQUIREMENTS

The electrical contractor shall furnish necessary meters, instruments, temporary wiring and labor to perform all required tests, adjustments and wiring of all equipment installed and / or connected under this contract including electrical equipment furnished by others, to determine proper polarity, phasing, freedom from grounds shorts and operation of equipments, meters, relays, etc. All testing instruments shall be calibrated and certified for accuracy by competent authority. Inspection and testing shall be carried out to ensure that all equipment and materials has been installed as required and / or recommended by the equipment manufacturers and as per the latest relevant Indian Standard Specifications, Codes, Indian Electricity Rules, requirements of Fire Insurance, Chief Electrical Inspector and any other authorities having jurisdiction. The installation must pass all inspection and will be subject to the approval of the Engineer-in-charge. Before the electrical facilities are placed in operation, the contractor shall make suitable tests to establish to the satisfaction of the Engineer-in-charge that all equipment, devices and wiring have been correctly installed, are in satisfactory condition and will operate as intended and as recommended by the equipment manufacturers. All tests shall be performed by or under the direct supervision of the men qualified for carrying out inspection and testing. The Engineer-in-charge reserves the right to witness all tests, and he shall be notified two weeks before the tests are to take place. Engineer-in-charge reserves the right to approve the test results before circuits or equipment will be energized for the first time.

If motors, record low insulation resistance then they must be dried to obtain the required insulation resistance values. Approval of the drying methods shall be obtained from Engineer-in-charge before applying heat. All results of the tests shall be recorded on prescribed test data sheets. All tests described herein shall be recorded on forms provided or agreed upon by Engineer-in-charge. Test reports shall include, for each test, the date of performance and name of the person in charge of the test. Before starting the tests, a visual inspection of the material / equipment is to be made to determine that all components are installed as per drawings and in a neat and workman-like manner and that, in general, the equipment is ready for testing. In case of fault, the contractor shall isolate the fault and shall take necessary steps to eliminate the fault to the satisfaction of Engineer-in-charge. All defects through faulty workmanship of contractor or equipment and material supplied by him shall be corrected or replaced at his own expense. Before commencement of any test, all equipment shall be thoroughly cleaned by blower and checked for proper and rigid connection of termination, fixing of foundation bolts, etc. On award of contract, contractor shall submit all formats for tests to be conducted on each equipment/system for those to be recorded in accordance with these specifications, for approval to the Engineer-in-charge / Consultant.

3.3

TEST PROCEDURES.

3.3.1

POWER TRANSFORMER

General Check all units for proper rating and size. Inspect earth connections, terminations on E.H.V, H.V. & L.V. sides. Checks for oil leaks at all fittings and connections. Check for thermometer, breather and other safety devices. Check oil level and color of silica-gel. Tests 1. Winding insulation resistance shall be measured from primary and secondary windings to earth and from primary to secondary winding. The winding which is not under test, shall be earthed during the test.

2.

The insulation resistance should be measured by at least 1000 Volts megger. Every time the voltage should be applied for 1 minute. While taking the insulation resistance measurements, the value of insulation resistance shall not be less than 400 Mega ohms at 30 Degree C and 200 Mega ohms at 40 Degree C for HV winding and 50 Mega ohms at 30 Degree C and 25 Mega ohms at 40 Degree C for LV winding. If the values obtained are less than the above figures, drying out process shall be necessary.

Measure the dielectric strength of transformer oil in accordance with IS: 335. The oil should withstand at least 40KV for 1 minute when tested. Test operation of buchholtz relay in accordance with Manufacturers instructions.

3.3.2

HIGH VOLTAGE SWITCHGEAR

Before switchgear is energized, the insulation resistance of each bus shall be measured from phase to phase and from phase to earth. Measurements shall be repeated with circuit breakers in operating position and contacts open. Each test shall be held until constant reading is obtained. Minimum time shall be ten seconds. Minimum megger reading shall be 10 megohms. Before switchgear is energized, the insulation resistance of all D.C. control circuits shall be measured from phase to earth. Minimum acceptable value shall be 1 Megohm.

Each adjustable protective relay shall be set, calibrated and tested by using a cycle counter, load box, ammeter, and voltmeter as required or by using a suitable relay test set having good wave form. Settings, calibration points, and test points shall be in accordance with values given by the approved relay settings for the job. Test all current transformer secondary circuits by applying current (thro secondary injection test) to transformer secondary windings and verifying that relay(s) and/or meter(s) operate properly. Test all potential transformer secondary circuits by applying voltage to potential transformer secondary winding and verifying that relay(s) and/or meter(s) operate properly. Test all the circuit breakers for proper interlocking operation. The sequence of interlocking shall be as indicated on single line diagram. Test the operation of tie breakers / bus couplers. The following tests shall be performed on all circuit breakers before they are operated :Contact alignment shall be checked and adjusted where necessary in accordance with manufacturers instructions. Each circuit breaker shall be drawn out of its cubicle and shall be closed manually, and then its insulation resistance shall be measured from phase to phase and from phase to earth. Close and trip circuit breaker from its control switch, push button, or operating handle. Test operation of circuit breaker latch and check switch, where provided. Test proper operation of lockout device in the closing circuit, where provided, by simulating conditions which would cause a lockout to occur. Trip breaker by manual operation or by applying current or voltage to each of its associated protective relays. All automatic control operations and interlocks shall be tested for correct operation. After completion of tests, all test results shall be recorded in standard format approved by Engineer-in-charge, witnessing site engineer and contractors representative. All test reports shall indicate the details of the instruments used for test with date and time of test. After commissioning of the equipment, all measuring and indicating instruments to be checked properly for operation. Any improper operation of these indicating lamps / instruments shall be corrected by checking fuse / connections, polarity, etc. If still these are found to be not in working condition, the same should be reported to the Engineer-in-charge for suitable action for replacement by the supplier. MEDIUM VOLTAGE SWITCHGEAR

3.3.3

MAIN L.T. SWITCH BOARD / POWER CONTROL CENTRE

3.3.4

H.T. CABLE A D.C. high voltage test shall be made, after installation, on HT XLPE cables. Test data shall be noted for record purposes. Measure values of leakage current versus time. The d.c. high voltage tests shall be performed in accordance with following :Cables shall be installed in final position, with all through splices complete. Terminations shall be kept unfinished so that motors, switchgear, transformers, etc. are not subjected to the test voltage. However, insulation shall be penciled and otherwise prepared for completion of the termination of the cable, including making up & grounding of stress cone for shielded cable. Where potheads are employed, all internal work in making up the pothead shall be completed including filling. Pothead insulators shall be clean and dry. The test voltage, duration of test, and test procedure shall be in accordance with IS : 1255.

3.3.5

L.T. CABLE A megger test shall be made for continuity and proper end-to-end connection and correct termination after installation, on all feeder cables including motor feeder cables. Record test data between phase to phase and phase to earth. The test voltage, duration of test and test procedure shall be in accordance with IS : 4288.

3.3.6

WIRING Before energizing, the insulation resistance of every circuit shall be measured from phase to phase, from phase to neutral and phase to earth. The insulation resistance of the circuits noted below, shall be measured as follows :Motor feeders : with motors disconnected, measure insulation resistance from load side of circuit Breakers or contactors. Motor control circuits: With push buttons and over current devices connected, measure insulation resistance from phase to earth.

Lighting feeders: Measure insulation resistance with circuit breakers or switch-fuse units on panel boards connected but with lighting branch circuit breakers or switches open. Lighting branch circuits: Measure insulation resistance after all lamp holders, receptacles, fixtures, etc. are connected but before lamping. Where splices or terminations are required in circuits rated above 600 Volts, measure insulation resistance of each length of cable before splicing and/or terminating. Repeat measurements, after splices and/or terminations are complete. Measure the insulation resistance of buried cable circuits before cable trenches are backfilled. Repeat measurements after backfilling. Test light intensity of each room by light intensity meter at working height and record the same. All receptacles shall be tested for correct phase sequence and by test lamp for operation of switch and continuity of earthing. INSULATING LIQUID DIELECTRIC TEST

3.3.7

For test of the dielectric strength of insulating liquid or oil in transformer or reactor, test sample of liquid shall be drawn from equipment after filling. In some cases, a test also shall be made with samples drawn from the liquid container before the equipment is filled. Tests shall be carried as per IS : 335.

3.3.8

EARTHING

Specifications Earthing shall be carried out as per IS Code of Practice: 3043 and as shown in the relevant drawings. General Inspection

Check that earthing system is installed as per drawings. Check that all connections are tight and connections are protected from mechanical injury.

Testing

The resistance to ground shall be measured at the following locations : The resistance of the system/neutral earthing should be maintained preferably at less than 1 Ohm. At each earthing point provided for lightning protection, the earth resistance shall preferably not exceed 1 Ohm.

4.0

CONTRACTORS SCOPE OF WORK

All supervisory, skilled and unskilled labor, materials other than free supply items and testing and commissioning of the installation are part of the scope of this tender. Contractor shall include in the price, cost of supply, installation and testing and commissioning of the entire system, including materials and labor, within his scope. He will not ask for any extra cost from the client at later date in respect of such items implicitly covered in the scope of work. The provision of all testing instruments / kits for testing and commissioning of the system shall be arranged by the contractor as a part of his scope of work. Drawings pertaining to the installation shall also be got approved by the contractor from the Licensing Authorities / Electrical Inspector as part of the scope of work.

4.1

CHANGE IN SCOPE OF WORK

Owner shall be free to alter, add to or delete any part of the job without any compensation to the contractor, in case the contractor fails to provide sufficient labor / materials under his scope for the execution and completion of the work on schedule as per owners assessment.

4.2

SET OF DOCUMENTS / INFORMATION TO BE PROVIDED BY CONTRACTOR.


Xerox copy of valid electrical contractors license for the area / State of the Project. List of qualified engineers with designation and work experience, deployed at site for execution and supervision. Field quality assurance plan with time schedule for each activity of electrical installation work. Samples / technical details of equipment / materials to be supplied by the contractor. List of construction / working drawings to be submitted for approval of local Statutory Authority.

The contractor shall prepare a comprehensive erection schedule and submit the same to the Purchaser for approval. The erection schedule, so finalized, shall update every month, submit it to the Engineer-in-charge and shall inform him the progress on all activities falling on the schedule for the next reporting date. The contractor shall depute his team comprising qualified and experienced engineers together with adequate skilled, semi-skilled and unskilled workmen to the site for carrying out the erection work. The contractor would ensure presence of adequate staff required to keep the required pace at all times as per the schedule of completion. Contractor shall make available qualified engineers for placing the equipment in operation and carrying out the necessary tests till the completion of all works, commissioning/start up, trial runs and handing over of the plant. The conduct required for the contractors men is specified below.

It is important that the contractor shall employ men known to be reliable and competent for the work in general and it shall be the requirement of the contract that the men used on special works shall be competent, well trained and trusted employees. The contractor shall depute at least one competent representative (whose name shall have previously been communicated in writing to the Purchaser) to supervise the erection of the equipment and carrying out the work under the contract. This representative shall have full technical capabilities and complete administrative and financial powers to expeditiously and effectively execute the work under the contract. The contractors representative shall be present at the site at all times when work is in progress and any written orders or instructions which the Purchaser may give to the said representative of the contractor shall be deemed to have been given to the contractor. The Purchaser shall normally communicate directly with the said representative at site. Contractor shall furnish to the Purchaser a fortnightly labor force report showing by classifications the number of employment records which shall include any reasonable information as may be required by the Purchaser. The contractor should also display necessary information as may be required by Statutory Regulations. None of the contractors supervisors, engineers or laborers may be withdrawn from the work without notice being given to the Purchaser, and further no such withdrawals shall be made, if in the opinion of the Purchaser It will jeopardize the required pace of progress and/or the successful completion of the work The Purchaser shall be at liberty to object to any representative or skilled, semi-skilled or unskilled worker employed by the contractor in the execution, or otherwise, who shall misconduct himself or be incompetent, or negligent or unsuitable and the contractor shall remove the person so objected to upon receipt of notice in writing from the Purchaser requiring him to do so and shall provide in his place a proper and competent representative at his own expense within reasonable time. Only the contractor, the sub-contractor and their representatives and representatives of the Statutory Public Authorities shall have access to the site. No other person should be allowed to the site. No other person should be allowed to enter the site without the written permission of the Engineer-in-Charge.

4.3

ENGINEER-IN-CHARGES INSTRUCTION

The Purchaser may in their absolute discretion from time to time, issue drawings and/or written instructions, directions and clarifications, which are collectively referred to as Engineer-in-Charges Instructions in regard to:Any additional drawings and clarifications to exhibit or illustrate details. Variations or modifications of the design, quality or quantity of work or the additions to or omissions from or substitution of any work. Any discrepancy in the drawings or between the schedule of quantities and/or specifications. Removal from the site of any material brought there by the contractor and the substitution of any other material thereof. Removal and/or re-execution of any work erected by the contractor.

Dismissal from the work of any work erected there-upon. Opening up for inspection of any work covered up and amending and making good of any defects.

4.4
4.4.1

RIGHT OF THE OWNER.


Discrepancy in Contract.

The various parts of the contract are intended to be complementary to each other, but should any discrepancy apper or any misunderstanding arise as to the interpretation of anything contained therein, the explanation of the Purchaser shall be final and binding upon the contractor.

4.4.2

Right to direct work

The Purchaser shall have the right to direct the manner in which all works under this contract shall be conducted, in so far as is necessary to secure the safe and proper progress and the specified quality of the works. All works shall be done and all materials shall be furnished to the satisfaction and approval of the /Purchaser. Whenever in the opinion of the Purchaser, the contractor has made marked departures from the schedule of completion or when untoward circumstances force such a departure from the said schedule, the Purchaser, in order to ensure compliance with the schedule shall direct the order, pace and method of conducting the work, which shall be adhered to by the contractor. If in the judgment of the Purchaser, it becomes necessary at any time to accelerate the overall pace of the planned erection work, the contractor, when directed by Purchaser, shall cease work at any particular point and transfer his men to such other point or points and execute such works as directed by the Purchaser.

4.4.3

Right to Order Modifications of Methods and Equipment.

If at any time, the contractors methods, materials or equipment appear to the Purchaser to be unsafe, inefficient or inadequate for securing safety of workmen or the public or the quality of work or the rate of progress required, he may direct the contractor to ensure safety and increase their efficiency and adequacy, and the contractor shall promptly comply with such directives. If at any time, the contractors working force and equipment are, in the opinion of the Purchaser, inadequate for securing the necessary progress, as stipulated, the contractor shall, if so directed, increase the working force and equipment to such an extent as to give reasonable assurance of compliance with the schedule of completion. The absence of such demands from the Purchaser shall not relieve the contractor of his obligations to secure the quality and safe conducting of the work and the rate of progress required by the contract. The contractor alone shall be and remain liable and responsible for the safety, efficiency and adequacy of his methods, materials, working force and equipment, irrespective of whether or not he makes any changes as a result of any order or orders received from the Purchaser.

4.4.4

Right to Inspect the Work

The Purchasers/s representative shall be given full assistance in the form of necessary tools, instruments, equipment and qualified operators to facilitate inspection. The Purchaser reserves the right to call for certificate of origin and test certificates for all the materials used in the erection work.

In the event the Purchasers/s inspection reveals poor quality of work/materials, the Purchaser shall be at liberty to specify additional inspection procedures, if required, to ascertain the contractors compliance with the specifications of erection work. Even though inspection is carried out by the Purchaser or their representatives, such inspection shall not, however, relieve the contractor of his responsibilities as per the contract, nor prejudice any claim, right or privilege which the Purchaser may have, in respect of deficient work resulting from defective or unsatisfactory materials or bad workmanship.

4.5

CONTRACTORS FUNCTIONS.

The contractor shall provide everything necessary for proper execution of the works, according to the drawings, schedule of quantities and specifications taken together whether the same may or may not be particularly shown or described therein, provided that the same can reasonably be inferred therefrom, and if the contractor finds any discrepancy therein, he shall immediately verbally and in writing refer the same to the Purchaser whose decision shall be final and binding on the contractor. It is not expected that the work under the contract will be subcontracted. However, in case the contractor desires to subcontract a part of the work, in the interest of the project, he shall request in writing to the Purchaser for approval for the same giving full and complete details regarding the proposed subcontractor, his experience, etc. Approval from the Purchaser for subcontracting part of the work shall not relieve the contractor from any of his obligations and responsibilities under this contract. The contractor shall proceed with the work to be performed under this contract in the best workmanlike manner by engaging qualified and efficient workers and finish the work in strict conformance with the drawings and specifications and any changes/modifications there-of made by the Purchaser . If any work is to done at a place other than the site of the works, the contractor shall obtain written permission of the Purchaser for doing so. The quantities of the various items listed in the Schedule of Quantities are tentative and may vary on either plus or minus side during execution. The final quantities of these materials would be based on the Final Drawings prepared by the contractor. Cost of supply and installation for the any addition or deletion in the quantities will be calculated based on the unit prices as per the order. Further, the contractor shall take back any excess materials which he has supplied and not required for the installation. The contractor when requested in writing by the Purchaser shall perform extra work and furnish extra material not covered by the specifications but forming an inseparable part of the work contracted for, and shall be paid extra for all such works at the rates and terms mutually agreed upon. Items not covered by the schedule of quantities but similar in nature to the items already covered shall be paid for at rates being worked out on the basis of rates for similar items. However, extra items, if any, for which rates cannot be derived from the main contract, shall be paid for on the basis of vouchers of cost of materials and labor deployed by the contractor. The work shall be carried out as the Purchasers authorized representative may approve from time to time, keeping in view the overall schedule of completion of the project. The Purchaser will provide all reasonable assistance for carrying out the jobs .Night work will be permitted only with the prior approval of the Engineerin-Charge. Engineer -in-charge may also direct the contractor to operate extra shifts over and above normal day shift to ensure completion of the contract as per schedule. be provided by the contractor at no extra cost. The contractor should employ qualified electricians and wiremen to maintain these facilities. In case of contractors failure to provide these facilities and personnel, the Engineer-in-charge has the right to arrange such facilities and personnel and charge the cost thereof to the contractor. For the materials and equipments being supplied by the contractor, it shall be the responsibility of the contractor to have such items covered under insurance. The contractor shall, have to arrange for insurance of all his staff (temporary or permanent) and also all the items, brought by him to the site, for executing and handing over of the complete job. The Purchaser/Engineer-in-charge shall not be responsible for any accident or mishappening, and the contractor has to settle the issue. However, on humanitarian ground, the Purchaser/Engineer-in-charge may assist in getting medical facilities, if the contractor asks/fails to arrange for it. The expenditure incurred for such will be chargeable to the contractor. The contractor and his men should honor and observe local rules and administrative orders and should cooperate with the Purchaser / Engineer-in-charge in this regard. Whenever proper execution of the work under the contract depends on the jobs carried out by some other contactors, in such cases, the contractor should inspect all such erection and installation jobs and report to the Engineer-in-charge regarding any defects or discrepancies. His failure to do so shall constitute as acceptance of the other contractors installation/jobs as fit and proper for reception of his work except those defects which may develop due to any discrepancy between the executed work and the drawings. It is, however, made clear that appropriate penalty shall be levied in the event of the other dependent works getting delayed due to any delay on the part of the contractor in executing the jobs as per agreed schedules. The contractor shall extend all necessary help/cooperation to other contractors working at the site in the interest of the work. Contractor shall carry out final adjustments of foundations, leveling and dressing of foundation surfaces, bedding and grouting of anchor bolts, bed plates, etc. required for setting of equipment in proper position. The contractor shall be responsible for the reference lines and proper alignment of the equipment. However, all minor civil works which form an inseparable part of the installation and erection job like digging trenches for laying of cables, conduits and underground pipes, making cutouts in the walls, floors and ceiling for pipelines, adjustment leveling, dressing and grouting of foundation bolts and grouting of supports are to be carried out by the contractor at no extra cost. The contractor should arrange for laying the supports, cutouts, grouting of bolts, etc. when the civil works are in progress, so as to avoid refilling/repair works. The damages occurring to civil and other works are to be made good by the contractor at his own expenses.

4.6

DUTIES OF THE ONWER/ VIS-A-VIS THE CONTRACTOR.

The equipment and items as listed under the clause of free issue Materials shall be supplied by the Purchaser for installation/erection, testing and commissioning by the contractor. Contractor has to make his own arrangements for necessary construction water and power.

4.6.1

SUPPLY OF TOOLS, TACKLES AND MATERIALS.

The contractor shall at his own expense provide all necessary erection tools and tackles such as welding transformer, generation sets for SS welding, gas welding and cutting sets, chain pulley blocks, cranes, portable electric grinders, drilling machines and blowers, electrical testing equipment (megger, multimeter, tong tester), crimping tools, pipe bending machines, SS pipe expanders, tap and die sets, ladders and scaffolding materials, tripods and rigging materials for installation and unloading/lifting of heavy equipment, etc. A list of such items shall be forwarded to the Engineer-in-charge. The contractor shall also provide necessary materials such as anchors, grinding wheels, hacksaw blades, taps and dies, drills, hammers, chisels and files, wire brushes, and Consumables (oxygen, acetylene, argon. lubricating oils, grease) and cleaning material of every kind not listed above but required for carrying out the erection work. The above mentioned tools and tackles will remain the property of the contractor but he shall have to obtain written permission from the Engineer-in-charge prior to removing such items from the site.

4.6.2

PROTECTION OF PLANT.

Except in cases where the Purchasers/s specific permission is applied for and received in writing, no use of the Purchasers plant facilities such as cranes, passenger elevators, toilets, showers, workshop tools and machines, etc., shall be made by the contractor or his employees. The Purchaser shall not be responsible or held liable for any damage to person or property consequent upon the use, misuse or failure of any erection tools and equipment used by the contractor or any of his subcontractors, even though such tools and equipment may be furnished, rented or loaned to the contractor or any of his sub-contractors. The acceptance and/or use of any tools and equipment by the contractor shall be construed to mean that the contractor agrees for all responsibilities and all claims for any damages resulting from the said use, misuse or failure of such tools and equipment. The contractor and his sub-contractors shall be responsible, during the work, for protection of the work which has been completed by other contractors. Necessary care must taken to see that no damage to the same is caused by his men during the course of execution of their work. All other works completed or in progress as well as machinery and equipment that are liable to be damaged by the contractors work shall be protected by the contractor, and such protection shall remain and be maintained until its removal is directed by the Purchaser. The contractor shall effectively protect all the works from action of weather and from damages or defacement and shall cover finalized parts properly, wherever required, for their complete protection. The work shall be carried out by the contractor without damage to any work and property adjacent to the area of his work, to whomsoever it may belong and without interference with the operation of existing machines or equipment. Adequate lighting at and near all the storage, handling, fabrication, pre-assembly and erection sites for properly carrying out the work and for safety and security shall be provided by the contractor at his cost. The contractor should adequately light the work area during the night time also. The contractor should also engage adequate electricians/wiremen, helpers, etc. to carry out and maintain these lighting facilities. If the contractor fails, the Purchaser may provide lighting facilities to the contractor. In any case, the contractor shall be liable for all damages and consequential losses arising out of any neglect in this regard.

4.6.3

UNLOADING, TRANSPORTATION AND INSPECTION

The contractor shall be required to unload all materials/equipment from the carriers, received at site after his team arrives at site. The contractor shall plan in advance, based on the information received from the Purchaser, his requirement of various tools, tackles, jacks, cranes, sleepers, etc., required to unload the materials/equipment promptly and efficiently. It is very important that the contractor must take adequate and all measures necessary to avoid any damage whatsoever to the equipment at the time of unloading, any demurrage charges incurred due to the delay in unloading the materials/equipment and releasing the carriers shall be charged to the contractors account. For providing the manpower for unloading of materials/equipment as explained above, the contractor shall not be paid extra amount. Unloading of all the equipment as explained above shall be carried out by the contractor alone as per the intimation received from the Engineer-in-charge and the contractor would not refuse to unload any equipment during the period when his term is stationed at the site. Free-issue material shall also be unloaded and handled by the Electrical Contractor. Contractor shall safely transport/ shift the materials/ equipment unloaded by him to the storage area/work site as the case may be. All the materials/ equipment received by the Purchaser prior to arrival of the contractor at site shall be handed over to the contractor. The materials/equipment shall be carefully unpacked by opening the wooden cases/other modes of packaging as the case may be. Detailed inventory of various items would be prepared clearly listing out the shortages/breakages/damages after checking the contents with respect to the Suppliers packing list; the Purchasers/s Purchase Order and approved equipment drawings. The contractor shall also check every equipment for any shortage/shortcoming at the time of installation or commissioning. All these information/observation of the contractor shall be furnished in the form of INSPECTION REPORT to the Purchaser with specific mention/suggestions, which in the opinion of the contractor should be given due consideration, and immediate necessary actions would be taken by the Purchaser to arrange for repair or replacement well in time and avoid delays due to non-availability of equipment and parts at the time of their actual need for erection. The protection, safety and security of the materials so taken over from the Purchaser shall be the responsibility of the contractor, until they are handed over to the Owner after erection, commissioning and testing as per the terms of the contract. All the materials/equipments, covered in the scope of erection contract, received at site after erection team arrives at site, shall be inspected by the Contractor in the manner as described above within a week from the date of receipt, and he shall furnish shortages/damages reports to the Purchaser to enable placement of insurance claims. In case Owner/ incurs loss due to the delay in insurance claims, which are attributable to the contractor because of their delays in furnishing inspection report, the same shall be charged to the contractor. The contractor shall keep a check on deliveries of the equipment covered in the scope of the erection work and shall advise the Engineer-in-charge well in advance regarding possible holdup in his work due to the likely delay in delivery of such equipment /components to enable him to take remedial actions.

4.6.4

QUALITY, INSPECTION AND REJECTION OF MATERIAL

All materials should be used new and should conform to the desired specification/ relevant standards. Whenever the country of origin of material used is other than India, if should be specifically brought to the notice of the Owner. All relevant technical details and test certificates as well as the literature, in duplicate, should be furnished to the Engineer-in-charge. Also, names and addresses of sources should be furnished to the Purchaser. The Engineer-in-charge shall have free access to the contractors shop at all working hours for the purpose of inspection and shall be assisted by the contractor in all respects. The contractor shall also arrange to carry out the tests at site as per directions of Engineer-in-charge or as per the standard practices wherever felt necessary to ensure quality material. The Engineer-in-charge shall reject materials which are found with defects in workmanship, design and not meeting the standards or otherwise unsuitable for the purpose intended. Any material rejected shall under all circumstances lie at the risk of the contractor from the moment of such rejection till their removal. If such materials are not removed by the contractor within reasonable period as may be decided by the Purchaser, these may be disposed off at the Contractors risk and account and retains in such portion of proceeds as may be necessary to cover any expenses incurred in connection with such disposal. The Purchaser shall also be entitled to recover handling and storage charges for the rejected materials which are not removed. This will include cost of disposal when necessary. If after delivery, acceptance and installation and within the guarantee period, the operation or use of material or equipment supplied and installed by the contractor or the material or equipment supplied by the Purchaser but installed and commissioned by the contractor, prove to be unsatisfactory to the Purchaser, he shall have the right to continue to operate/use such materials or equipments until rectification of defects, errors or omissions by repairs or by practical replacement made without interfering with the operation of the plant. This may even require replacement of defective materials/components/ equipment by new ones whenever found essential.

4.6.5

STORAGE OF EQUIPMENT

The Contractor is responsible for the proper storage and maintenance of all materials/equipment under his custody. He shall take all necessary steps for frequent inspection of the equipment/materials stored as well as the erected equipment until the same are taken over by the Purchaser. Following procedure shall apply for the same:The Contractors Inspector shall check the stored and the installed equipment/materials to observe signs of corrosion, damage to protective coating to parts, open ends in pipes, vessels and equipment, insulation resistance of electrical equipment, etc. He shall arrange a coat of protective painting whenever required. A record of all observations made on equipment and defects noticed shall be promptly communicated to the Purchaser and his advice shall be taken regarding the repairs/rectifications. The Contractor shall thereupon carry out such repairs/rectifications. The Purchaser reserves the right to get this done by other competent agencies at the Contractors responsibility and risk and the entire cost for the same shall be recovered from the Contractors bills. The Contractors Inspector shall also inspect and provide lubrication to the assembled equipment. The shafts of such equipment shall be periodically rotated to prevent rusting as well as to check free movement of the same.

The Inspector shall check for any signs of moisture or rusting in all equipment. If commissioning of equipment is delayed during such period after installation of the equipment, the contractor shall carry out all protective measures suggested by the Purchaser. Adequate security measures shall be taken by the Contractor to prevent theft or loss of materials handed over to him by the Purchaser. The Contractor shall carry out periodical inventory checks of the materials received, stored and installed by him and any loss noticed shall be immediately reported to the Purchaser. A proper record of these inventories shall be maintained by the Contractor. The Contractor should not sell, assign, mortgage, hypothecate or remove equipment or materials which have been installed or which may be necessary for completion of the work, without the written consent of the Engineer-in-charge. Suitable grease recommended for protection of surface against rusting (refined from petroleum oil with lanclin at minimum 70 deg. and water in traces) shall be applied over all equipment as required once in every six month by the Contractor at no extra cost. All the necessary items/goods required for protection as described above shall be arranged by the Contractor and no extra cost is payable in this regard by the Purchaser.

4.6.6

APPROVALS

The contractor shall obtain the necessary approvals of the Factory Inspector, Electrical Inspector, Weights & Measures Inspector, Explosive Inspector and any other State and local Authorities as may be required. All the necessary details, drawings, submission of application and proforma will be furnished by the contractor to the Owner/ for verification and signature. The necessary application duly filled-in together with the prescribed fees shall be submitted to the appropriate Authorities by the Contractor on behalf of the Purchaser. However, all actual statutory prescribed fees paid by the Contractor shall be reimbursed by the Purchaser upon production of the receipts/vouchers. Wherever necessary or required, the Contractor shall furnish the necessary certificates of tests and/or inspection, etc. from the appropriate Authorities as per IBR, IER and other prevailing Statutory Regulations at no extra cost. All remarks and suggestions necessary as suggested by the Authorities mentioned above shall be carried out by the Contractor to the entire satisfaction of the required Authorities and no extra cost shall be payable in this regard to the Contractor. However, if there are major modifications needed in the design of buildings/equipment/services not stipulated in the Contract, the Contractor would be paid to carry out the same, as mutually agreed upon.

4.6.7

REVIEW AND COORDINATION OF ERECTION WORK.

The Contractor shall depute senior and competent personnel to attend the site coordination meetings that would generally be held at the site every month/fortnight. The Contractor shall take necessary action to implement the decisions arrived at such meetings and shall also update the erection schedule. In case of lag in the progress, the Contractor shall act suitably to make up for the lag. If the contractor does not commence/complete the entire job/ section of job within 2(two) weeks from the programmed schedule of

commencement/completion, the Purchaser shall be free to deploy their own staff/agencies to commence/complete the job entirely at the risk, responsibility and cost of the Contractor. The Contractor shall be required to provide unskilled, semi-skilled and skilled laborers to carry out certain jobs at the site as per the requirement of the Purchaser which do not from a part of the erection contract. In such cases, the Contractor will be paid extra based on the

Civil foundation

All civil foundations required and other civil work required if any, will be provided by the Purchaser. However, during construction, if any foundation is damaged, the Contractor shall repair the same with no extra charge. minor grouting after structure installation is also in the scope of contractor with Gp2 grade cement.

4.7.2

Modifications of work

The Contractor shall carry out Minor Modification Work at site as required to efficiently complete the work covered in this contract at no extra cost over the contracted sum.
