ANDHRA PRADESH EDUCATIONAL SUBORDINATE SERVICE RULES (G.O.Ms.No. 78, General Administration (Rules) dated 10-1-1962.

) (corrected up to 1-5-81) In exercise of the powers conferred by the proviso to Article 309 of the constitution of India and of all other powers here unto enabling, the Governor of Andhra Pradesh Here by makes the following special rules for the Andhra Pradesh Educational Subordinate Service:The rules here by made shall come in to effect from the date of publication in the Gazette. THE ANDHRA PRADESH EDUCATIONAL SUBORDINATE SERVICE 1. Constitution:- The Andhra Pradesh Educational Subordinate Service shall consist of the following classes, categories and grades of officers of the Education Department, Namely:-

CLASS

CATEGORY 1. Assistant Lecturers in arts, Engineering and medical colleges, principal, M.R. Government Sanskrit college, Vizianagarm. 2.Assistant Lectures in Languages (junior). 3.Demonstrators and Tutors in Arts Colleges. 1.Assistant Lectures in Training colleges. 1A Upgraded school Assistants in Multipurpose and Higher secondary Schools. [Insert as per G.O. 2. APPOINTMENTS:- (a) appointment to the several classes, category and grades shall be made as follows:-

CATEGORY CLASS-I 1. Assistant Lecture in Arts, Engineering and Medical colleges other than Assistant Lectures in Languages, principal, M.R. Government Sanskrit college, Vizayanagaram.

Note 1: Not less than 50% of the vacancies (including temporary vacancies) occurring in categories 1 and 2 of class I, category 1 and 1-A of class II of category 2 of class II shall be filled of reserved to be filled by direct recruitment Note 2: Out of the vacancies reserved to be filled by the direct recruitment to post in grade II of category 2 of class II, 25% shall be filled by Teachers Employed in Railway schools and schools under the control of local authorities and aided managements and 75% by the other persons Note 3: Not less than 25% of the vacancies of Arts Teachers, Grade I shall be filled or reserved to be filled by the direct recruitment Note 4: The following proportion shall be observed in filling the vacancies (including temporary vacancies of junior Deputy Inspectors of schools: 1) Fifty percent by promotion from among physical Training Instructors and Instructresses Grade II, Manual Training Instructors in carpentry of art grade II, Manual Training Instructors in weaving and Teachers of Art grade II, who have not completed 45 years of age and secondary Grade Teachers or by recruitment by transfer; and 2) Fifty percent by direct recruitment of the teachers employed in railway schools and schools under the control of local authorities and aided agencies Explanation:- In first giving effect to the provisions of notes 2,3,4, and 5 all vacancies which have arisen in the grade and categories concerned on or after the 1st November 1956, shall be taken in to consideration and further appointments shall be made so as to bring the proportion in accordance with those notes. Note 5: Ten percent of the permanent posts of Teachers in the Hyderabad Education Subordinate service in the scale of Rs. 154-275 allotted to the state of Andhra Pradesh at the time of states Reorganization shall continue to be in the selected grade of Rs 280345 in category 2 of class II until all those persons who are qualified for promotion to the selected grade under these rules are exhausted by promotion of otherwise Note 6: a)A member of category I of class I may be transferred on his own pay as Assistant lecturer in a Government Training college or vice-versa but a person so transferred shall not be regarded as a candidate appointed to the category of Assistant Lecturers in Government Training colleges or Art colleges as the case may be.

b) Not with standing any thing contained in sub-rule a) promotion to a higher category in the service may be made from any lower category or post in the service. If there be no qualified candidates available for promotion to such higher category from the posts specified in the said sub-rules Note 7: In view of the introduction of the University Grants Commission scales of pay from 1st march 61 and equating the scales of pay of the Assistant Lecturers in Languages with that of Assistant Lecturers in Languages(junior) there shall be no further recruitment to these posts and the post now existing as Assistant Lecturers in Languages (junior) shall be deemed to have been converted as Assistant Lecturer in Arts colleges as and when the permanent Incumbents vacant the posts i.e., Assistant Lectures in Languages (junior) (G. O. Ms. No. 1409, Edn, Dated 30-8-1972) 3. Conditions of appointment:- (a) Promotion to the following posts shall be made on grounds of merits and abilities , seniority being considered only where merits and ability are approximately equal (1) Category 1 of class I (2) Category I and 2 of class II (3) Grade I and category I, category 2 and category 3 of class III (4) Category 1 and category 2 and grades 1 of category 3 of class IV (5) Grades I of category I and Grade Iof category 2 of class VI b) Every officer whose appointment was made during the period from 1936 to 1946 in the Madras composite state (both years inclusive) to any post in category 2 of class III shall for purposes of fixing Seniority and promotion to Grade I OF CATEGORY 2 OF CLASS II be deemed to have been appointed to grade II of that category from that date of such officers appointed in category 2 of class III (c) The separate unit constituted in rule 2 (c) (iii) and (iv) of the special rules of the Andhra Education Subordinate Service issued in G. O.Ms. No. 2454, Education dated 18th October for this P.R. Government college High school, Kakinada, shall be abolished and those members of the service who opted to remain in the separate unit shall be observed in the General pool of the service in the following Manner:(i) Those persons in the separate unit who have not been promoted to a Higher Grade of category from the date they became the members of the service shall be eligible to count for seniority in the Grade of category in which they are serving one half of their service in the corresponding Grade or category in the said collage or High school when it was under private management: Provided that nothing in this clause shall entitle any such person to claim retrospective promotion or fixation of pay in the time scale of pay of the grade or category in which he is serving at a stage higher than the one for which he is otherwise eligible. ii) Person in the separate unit who have been promoted to a Higher grade or category after they became the members of the service and are officiating in such grade or category on the date of publication on this rules in the Andhra Pradesh Gazette, shall on being absorbed in to the general pool of the service count their seniority in that grade or category from the date of their first appointment to that grade or category in the separate unit. iii) In the case of persons in the separate unit who have been promoted to a higher grade or category after they become members of the service but stand reverted to a lower category on the date of publication of this rules in the Andhra Pradesh Gazette, shall on being absorbed in to the general pool of the service count their seniority in that grade or category from the date of their first appointment to that grade or category in the separate unit. d) Person who were formerly employed in the P.R. Government college, Kakinada and who have been absorbed in the general pool and have not up to the date of publication of these rules in the Andhra Pradesh Gazette, been promoted to a Higher grade or category

shall eligible to count for seniority in the grade or category in which they are serving one half of there service in the corresponding grade or category in the said collage when it was under private management Provided that nothing in this sub-rule shall entitle any such person to claim retrospective promotion or fixation of pay in the time scale of pay of grade or category in which he is serving at stage higher than the one for which he is otherwise eligible. e) Persons who were formerly employed in a private collage other than P.R. Government college, Kakinada and who have been absorbed in to the service consequent on the taking over of the management of the said private collage by the Government shall be eligible to count for the seniority of the grade or category of the service in to which they are observed one half of there service in the corresponding grade or category in the said collage when it was under private management f) Persons who were formerly employed in a private High school/secondary school and who are absorbed in to Government service consequent on the taking over the management of the said private High school/secondary school by the Government. Shall be eligible to count for the seniority in the grade or category of the service which they are absorbed one half of the continuous service in corresponding grade of category in the said schools when it was under private management. g) The seniority of the persons who were formerly employed in school welfare schools at Machilipatnam, Dokiparru in Krishna District, Korimerla in Nellore District and Anatavaram in East Godavari District and who are absorbed in to the Educational Department consequent on the taking over of the management of the said welfare schools the Education Department shall be Determined with references to the date of their first appointment in their respective categories and corresponding grades in the said schools when they were under welfare Department. ( f & g are added as per G. O. Ms. No. 615 Edn (B) Dated 8-6-1976) Appointing authority:- a) The appointing authorities for classes and categories specified in column (1) of Annexure I of these rules shall be the authorities specified in the corresponding entries in column (2) there of. b) List of approved candidates for appointment as junior Deputy Inspectors of schools, shall be prepared by the Director of the join Director of public Instruction. [substituted as per G.O. Ms. No. 3081, Education dated 20-11-1963 (w.e.f 16-61962.)] c) List of approved candidates for promotion as Physical Training Instructor, Manual Training Instructor, and Arts Teachers Grade I shall be prepared by the Joint Director of public Instruction. d) List of approved candidates for appointment as secondary Grade Teachers (man) shall be made prepared by the Regional Deputy Director of public Instruction for their respective regions. Special representation:- The provisions of the rule relating to special representation (Rule 22 of the General rules under PART II of the Andhra Pradesh State and Sub ordinate Service Rules) shall apply to appointments by direct recruitment to the service separately with in the jurisdictions of each of the appointing authority of each of the following posts or group of posts: 1. Assistant Lectures in Arts, Engineering and Medical colleges. 2. Assistant Lectures in Languages( junior) 3. Assistant Lectures in Training Colleges 4. Deputy Inspectors of schools, school Assistants, Head masters and Headmistresess, Grade II 5. Pandits (including Hindi Pandits) and Munshis, GradeI 6. Pandits (including Hindi Pandits) and Munshis, Grade II 7. Tutors and Demonstrators in Arts colleges

8. Tutors in Training colleges 9. Junior Deputy Inspectors of schools 10. Regional inspectors of physical Education physical directors and directresses Grade II 11. Secondary Grade Teachers Except teachers in the chenchu schools and schools in the Agency areas and government schools for the deaf and blind 12. Elementary Grade Teachers except Teachers in the chenchu schools and schools in the scheduled areas government schools for the deaf and blind. 13. Secretarial Assistants 6. Appointment in Instructions specially provided for women:(a) Women alone shall be appointed to posts in any Institutions specially provided for them. (b) A vacancy in the Grade or category in Institution specially provided for women shall be filled by the transfer of a women members of the same grade or category Employed in the Institution not specially provided for women. When such transfer is not possible a women may be appointed by any method admissible under rule 2, but she shall nor acquire by reason only on such appointment any right in the matter of seniority of full membership in the grade category or promotion to the higher grade or category until she gets her due turn. (c)If suitable and qualified women are not available for such appointment under subrules (a) and (b), men members of the concerned category who are not below 40 years of age may be appointed for such time as suitable and qualified women become available. Qualification as to age:- a) No persons shall be eligible for appointment by direct recruitment to any of the Grade or categories specified in column (1) of the table below if he has completed the age specified in the corresponding entry in column (2) there of. All other grades and categories Provided that for selection of persons for appointment by direct recruitment to the posts in the category I of class II during the year in 1970, 40 years shall be taken as the Maximum age limit. (G.O. Ms. No. 70, Education dated 8-1-1971) b) (i) The age limit shall be 35 years for persons who are appointed by direct recruitment to the posts of junior Deputy Inspectors of schools from among teachers employed in Railway schools and schools under the control of local authorities and aided management (Amended as per G.O. Ms .No. 1330, Edn, dated 10-5-1962, w.e.f. 10-5-1962) ii) The age limit shall be 35 years for persons who will be selected for appointed by direct recruitment to the posts of physical Training Instructors, Grade I and II during the year 1962. ( inserted as per G.O.Ms.No 1330 Edn dated 10-5-1962 w.e.f. 10-5-1962) iii) The age limit shall be 35 years for ones selected for persons who will be selected for appointed by direct recruitment to the posts of physical Training Instructors, Grade II during the year 1963-64.. ( inserted as per G.O.Ms.No 3562 Edn dated 7-12-1963 w.e.f. 7-12-1963) c) If it is proposed to fill a vacancy in any of the grades or categories specified below by direct recruitment of a women candidates and if a qualified and suitable women

candidate who has not completed 40 years and who is otherwise qualified may be appointed with the previous sanction of the Director of public Instruction. 1. Grade I and II of category I of class III 2. Category 3 of Class III 3. Grade I of category 4 of class III 4 Grades I,II and III of category 3 of class IV 5 Grades I and II of category I of class VI 6. Category 5 of class VI 7. Category 6 of class VI 8. Category 7 of class VI 9. Grades I and II of class VII. d) If no suitable or qualified women candidates who has not completed the age of 30 years is available for appointing by direct recruitment as Assistant Lectures in an Arts college specially provided for women a candidate who has not completed the age of 35 years and who is otherwise qualified may be appointed. e)The age limit prescribed for appointment by direct recruitment to posts in the service shall be computed with references to the first day of July of the year in which the selection is made. f) There shall be no age limit for wives of jawans in active, service for appointment to posts in the service, if they are otherwise qualified. [Inserted as per G. O. Ms. No. 1651, Education, dated 2-7-1963 (w.e.f. 2-7-1963).] g) if it is proposed to fill a vacancy in any of the Grade or categories specified below by directly recruitment of men candidates and if no qualified and suitable candidates who has not completed the age of 30 years is available for appointment, a candidates who has not completed the age of 40 years if he is other wise qualified may be appointed with the previous approval of the director public instruction. 1) category I of class III. 2) category 1 and 2 of class VIII [Inserted as per G. O. Ms. No. 624, Education, dated 4-3-1964 (w.e.f. 4-3-1964 ] 8. Other Qualifications:- a) No person shall be eligible for appointed by any method specified in sub-rules (a) of rule 2 of the classes, category and grades specified in column (1) of Annexure II to these rules unless he possesses the qualifications specified in the corresponding entries in column (2) there of. b) In making appointment to category 2 and 3 of class II, preference shall be given to those who in addition to the prescribed qualifications, possess a degree of M.Ed., of a university in the state. (substituted as per G. O. Ms. No. 602, Education, dated 14-3-1963 (w.e.f. 14-3-1963 ] c)No person shall be eligible for appointment to categories 1 and 3 of class II unless, in addition to the qualification prescribed in Annexure II he possesses a first or second class degree of M.Ed., and B.Ed., respectively of a university in the state or an equivalent, qualification. (substituted as per G. O. Ms. No. 602, Education, dated 14-3-1963 (w.e.f. 14-3-1963 ] Note: A candidate who has passed M.Ed degree of Osmania University in the Third class during the years 1960-64 and has secured not less than 50% marks, shall also be eligible for appointment to category I of class II in Andhra Pradesh Educational subordinate service provided he is otherwise qualified [Inserted as per G. O. Ms. No. 355, Education, dated 21-2-1968 (w.e.f. 21-2-1967) d)In the case of the direct recruitment to category I of class II preference shall be given to a candidate who has Teaching experience in a recognized college or secondary or Training Institution for three years.

e) Every teacher Employed in the government school for the deaf or blind , shall in addition to the qualifications prescribed in Annexure II, possess a Government certificate of competency a junior Diploma in teaching the blind or deaf, as the case may be or a higher qualification. Provided that the Graduate and the non-Graduate teachers who are blind or deaf and have under gone the training course for the education of the blind or deaf and passed the examination shall be deemed to posses the qualifications prescribed for the post of teachers in the government school for the blind or deaf. [Inserted as per G. O. Ms. No. 49, Education, dated 4-1-1964 (w.e.f. 29-6-1962] f) There shall be no age limit for wives of jawans in active service appointment to posts in the service if they are otherwise qualified Explanation 1:- where any degree , diploma or oriental title mentioned below of a university in the state is prescribed as a qualification for appointment to any post, in the service a person who holds a equivalent degree , diploma or oriented title of any university in India shall be deemed to be posses the said qualification in the subject or Language as the case may be in respect of which the recruitment is necessary. 1. Ms. No. 1371, Education, dated 28-8-1971 (w.e.f. 28-8-1971] Explanation 2:- for the purpose of these rules a teaching degree or a degree of B.Ed., shall mean the degree obtained after under going the course of training prescribed for the purpose in a training college affiliated to a university in the state. Explanation 3:- For the purpose of these rules a teaching degree of B.O.L. of university shall mean the degree held together with either S.S.L.C., or H.S.C. with eligibility for university course or the minimum general educational qualification as specified in the scheduled to the general rules for the state and subordinate services. Explanation 4:- Where the second class post Graduate Degree of the university in the state is prescribed in the Rules as the minimum qualification for appointment, the second class post- Graduate degree shall mean that it should have been obtained with not less than 50% of marks in the degree granted by any university in India established or incorporated by or under a central Act, Provincial Act or a state Act or an Institution recognized by the university Grants commission. [Inserted as per G. O. Ms. No. 1677, Education, dated 7-7-1966 (w.e.f. 22-2-1962] 9.Special exemption in respect of certain members and their pay:(a) Members of the categories and grades specified below shall be exempted from possessing the qualification specified in Annexure-II to these rules. 1) Members of category 2 of class I in service on 1st January, 1947 2) Members of category 2 of grade I and II of category I of class III in service on 1st January, 1948 3) Members of Grade III of category 3 of class IV in service on 1st January, 1947. Explanation:- Those with less than 15 years service shall be eligible for the scale of Rs 90-180 as and when they complete 15 years of service in High schools after 1st January,1948 or when they acquire the qualifications prescribed fot the grade. ii) Hindi Pandits in Grade I of category I class III who posses a mere oriental or pracharak diploma of the Dakhina Hindi prachar sabha or an equivalent there as may be prescribed by the state government with 15 years of service as Hindustani teachers in high schools on the 1st January 1948 or when they acquired the qualification prescribed for the grade. Pandits and munshis (other than Hindi Pandits) in Grade I of category I of class III with less than 15 years of service on the 1st January 1948.who possess mere Oriental Title. Pandits and Munshis (other than Hindi Pandits in Grade I and II of category 1 of class III in service on 1st January 1948 who are pre- 1926 Pandits without any oriental Title and (2) Hindi Pandits in Grade II of category I of class III in service on the 1st January 1948 who possess a mere Oriental Title Members of Grade III of category III of class IV in service on 1st January, 1947 who do not possess the qualifications prescribed for Grade II

b) Not with standing any thing contained in sub-rule (a) or rule 2 and sub-rule (a) of rule 8 a member of category 2 of class 1 in service of the 1st January, 1947 may be appointed to Grade 1 of category 1 of class III even though he does not possess the qualifications prescribed for the grade. A person so appointed shall be eligible to count his previous service in Category 2 of Class I towards the 15 years service and to draw pay in the scale of Rs. 90-180 if he satisfies the conditions specified in item (2) of the table in sub-rule (a). Explanation :-In this rule the term 15 years of service means 15 years spent on duty excluding temporary service under general rules 10 and 39 in the Andhra Pradesh State and Subordinate service Rules and periods of leave other than leave an average pay. 10. Appointment of teachers in Agency areas. (a) In making appointments to posts of Headmasters, Headmistresses, School Assistants, Pandints, Munshis, Physical Training Instructors, Manual Training Instructors, Art Teachers, Secondary and Elementary Grade Teachers in the Agency Areas, candidates shall be appointed in the order of preference shown below.

i) Members of Scheduled Tribes possessing the qualifications in Annexure II and who are within the age limits prescribed in Rule 7. ii) Members of Scheduled Tribes possessing the qualification prescribed in Annexure II but whose the age is above the age limit prescribed in Rule 7. iii) Members of Scheduled Tribes possessing the qualifications prescribed in Annexure II and whose age is within the age limit prescribed in Rule 7. (b) If no qualified candidate is available for appointment in accordance with sub-rule (a) the appointing authority may appoint temporarily any unqualified teacher. An unqualified teacher so appointed shall not be regarded as a probationer in the service or be entitled by reason only of such appointment to any preferential claim to future appointment in the service. He shall be paid the minimum of the scale of pay attached to the posts to which he is appointed. 11. Special provisions relating to certain posts :- (a) When a duly qualified Pandit or Munshi (Grade I or II) is not available for appointment, a person who does not possess the prescribed qualifications but possess a mere Oriental Title in the language concerned, may be appointed with the sanction of the Director of public Instructor for a period of not more than one year on a temporary basis till a person possessing the prescribed qualifications becomes available. The person so appointed shall draw pay at the minimum in the scale of Rs. 45-120. (b) When a Munshi (Grade I or II) in Persian or Arabic possess in either the prescribed qualifications or a mere Oriental Title in the language concerned is not available for appointment, a person whose mother tongue is that language, shall if he possesses such language qualification as the Director of Public Instruction may consider adequate be appointed for a period not more than one year on a temporary basis till a person possessing the Prescribed qualifications becomes available. The person so appointed shall draw pay at the minimum in the scale of Rs. 45-120. 12. Training of candidates selected by direct recruitment for posts of upgraded school Assistants in Multi purpose and Higher Secondary Schools. Deputy Inspector of Schools and School Assistants, Grade II and Secretarial Assistants: (a) A person selected for appointment by direct recruitment to a post in Category I A of class II or Category 2 of Class II or Category 3 of Class V shall, after selection and before appointment. Successfully undergo the B.Ed. Course of a University in the State followed by a course of training in crafts and other activities connected with basic education approved by the Government. While undergoing the course aforesaid the candidate shall be paid a stipend calculated at the rate of Rs. 50 per month, and from the academic year 1960-61 the stipend shall be calculated at the rate of Rs. 90 per month. -[ Inserted as per G.O.Ms. No. 1458, Edn, dated 5-7-1967 w.e.f. 22-2-1962.] Explanation 1:- A person who possesses at the time of selection the B.Ed. degree of a university in the State need under-go after appointment only a course of training in Crafts and other activities connected with Basic Education approved by the Government. Explanation: - A person who possesses at B.Ed., Degree of a University in the State with Basic Education including community Training as a compulsory of an optional subject need not undergo a course of training in crafts and other activities connected with basic education. b) Every person who has been selected for appointment y direct recruitment to a post in Category 1 A of Class II or Grade II of Category 2 of Class II or Category 3 of Class V and who is requiremencing the training, execute an agreement is the proper form with two sucties binding himself. i) to undergo successfully the training in full and obtain a degree in teaching mentioned in that sub-rule at the end of the prescribed course of teachers training in a Training College. ii) to serve in the Education Department for a period or no less than five years ; and

iii) to refund to the State Government the entire amount drawn by him as stipend, if be fails either of the conditions in clauses (i) and (ii) above. -[ Inserted as per G.O.Ms. No. 1458, Edn, dated 5-7-1967, w.e.f, (22-2-1962)]. c) Every person selected for appointment by direct recruitment to a post in Category I-A of Class II or Grade II of Category 2 of Class II or Category 3 of Class V, but does not possessing a teaching degree of a University in the State or an equivalent qualification shall acquire such degree within two years the date of his deputation for teachers training, Provided that the Government may extend the period under justifying circumstances by one year. If he fails to acquire the said degree within two years or the extended period, as the case may be he shall be discharged from service, or he is not in service. He shall not be appointed, to the service, an shall refund to the Government, the entire amount paid to him a stipend. -[Inserted as per G.O.Ms.No.1458, Edn, dated 5-7-1967, w.e.f (22-2-1962)]. 13.Appointment of candidates selected by direct recruitment posts of upgraded School Assistants in Multi-Purpose and Higher Secondary Schools, Deputy Inspectors of Schools and School Assistants, Grade II and Secretarial Assistants Every person selected for appointment by direct recruitment to a post in Category 1-A or Class II, Grade II of Category 2 of Class II or Category 3 of Class and who possesses at the time of selection a teaching degree of University in the State or an equivalent qualification shall on completion of the course of training prescribed in sub-rule II be appointed as a probationer. A person who does not possess a teaching degree at the time of selection shall, after he acquires the degree and completes the course of training, be appointed as a probationer For the purposes of this sub-rule, the last day of the examination in which he obtains a teaching degree shall be deemed to be the date on which he acquires the degree. A person who has appeared for examination and failed to obtained the said degree may be appointed to the service temporarily under general rule 10 (a) (i) (1) or the Andhra State and subordinate Service Rules until he acquires the degree, ( Inserted as per G.O.Ms. No. 1458, Edn., dt 5-7-67 w.e.f. 22-2-62) 14.Probation : Every person appointed to a Category in the service on or after 1-2-1962 shall from the date on which he joins duty, be on probation for a total period of two years on duty within a continuous period of three years, if recruited direct, for a total period of one year on duty within a continuous period of two years if recruited by transfer or promotion. [Substituted as per G.O.Ms. No 1051, Edn., dt. 9-5-1967]. NOTE :- The probation prescribed in this rule, shall apply also to Pundits and Munshis promoted from Grade II to Grade I of Category I of Class II. 15.Tests :- (a) Persons appointed to the service in the categories specified in column (i) of the table below, shall pass the tests specified in the corresponding entry in column (2) within the period stated in or as otherwise required by the corresponding entry in column (3) thereof. Note :- a) A member of the Service who has passed the language test in higher standard in one of the languages, namely Tamil, Kannada, Oriya, Hindi or Hindustani prir to the issue of rules need not pass, the special language test for officers of the Education Department (Higher Standard in Hindi or Urdu). [Inserted as per G.O.Ms. No. 459, Edn, dt. 18-5-1973, (w.e.f. 18-5-1973.)]. b)Not with standing anything contained in sub-rule (a) excepting probationers, all the members of Grade II of category 2 of Class II in service on the 18th October, 1956 who have passed the special language test for officers of the Education Department (Higher Standard) in two languages shall be eligible for promotion to Grade-I without passing the advanced language test. C (a) All persons who have completed the age 45 years on the date of appointment to any post mentioned in column (I) of the above Table shall be exempt from passing the tests referred to in column (2). (b) provided that the persons so exempted shall be eligible to draw increments in the existing grade after completion of 45 years of age, but shall not be eligible for promotion to Grade I in the combined cadre of School Assistants and Deputy Inspectors of Schools in the A.P.E.S.S. unless they acquire qualifications specified in Column 2 in the Table. [Inserted as per G.O.Ms. No. 459, Edn, dt. 18-5-1973, (w.e.f. 18-5-1973.)]. (d)Where a test is prescribed in a language by the Advanced Standard, a person shall be exempted from passing the test if he satisfies either of the following conditions; a. b. If be has passed the language as a subject for his University degree; If he has passed either Part II of Part III of the Intermediate Examination in the language.

(e) Where a test is prescribed in a language by the Higher Standard, a person shall be exempted from passing the test if he satisfies either of the following conditions; (i) If he has passed the language in the Pre-University Co. (ii) If he has already passed the Regional Language Examination in Telugu (Higher Grade) prescribed in Education Department Notification No. 5, dated 25th March 1953 of the Government of Hyderabad (as subsequently amended); iii)If the language is his mother tongue and he satisfies appointing authority that he can read and write the language talk fluently in it. [Inserted as per G.O.Ms. No. 90, Edn, dt. 15-1-1965, (w.e.f. 15-1-1965.)]. (f) A probationer who fails to pass within the period of probation the test prescribed in sub-rule (a) to be passed within period of probation but is otherwise considered suitable shall be the said tests within a period of four years from the date of appointment. He shall not be deemed to have completed his probation satisfactorily and not be entitled to appointment as a of the service or be eligible to draw increments other the first increment in the time scale of pay applicable to him to he passes the said tests. Such ineligibility for increments shall not have the effect of postponing his future increments after he has passed the said tests. If he fails to pass the said tests within the period of 4 years from the date of his appointment he shall be discharge from service unless the Director of Public Instruction considers him suitable for continuance for such further period as may be determined by him from time to time. If a probationer passes the tests after 4 years of the date of his appointment, his probation shall be deemed to have commenced with effect from the date which would be interior of 4 years from the date following the last day of the examination in which he has passed the said tests and his seniority in the category shall be determined from the date of such commencement of probation and he shall not he eligible for promotion to higher posts in the same service until he has passed the said tests. Provided that the Director of Public Instruction may, in special cases, extend the period within the Deputy Inspector Test and Account Test for Subordinate Officers, Part I shall be passed, up to six years from the date of appointment. A probationer who passes the said tests more than four years after the date of his appointment shall commence his probation afresh from the date following the last day of the examination in which he has passed the said tests. (g) If a person fails to pass a test within prescribed period (other than a test required to be passed within the period of probation) his increments shall be stopped until he posses the test but such stoppage shall not operate to postpone future increments after he has passed the test. (h) A member of the service who immediately before 1st November, 1956 was in the service of the erstwhile Government of Hyderabad and who before the date of issue of these rules has passed the Regional language examination prescribed in the rules published in Education Department Notification No 5 dated 25th March 1953 or in the Rule published in Education Department Notification No. 2729-7/543, A,B dated 23rd July 1954 (as subsequently amended) or had been exempted from passing those examination shall not, so long as he continuous to pass the language test prescribed in sub-rule (a). (i) A member of the Service who immediately before 1st November 1956 was in the service or the erstwhile Government of Hyderabad and is not exempted under sub-rule (h) from passing the language test prescribed in sub-rule (a) shall pass such tests within a period of three years from the date of issue of these Rules and during the said period of three years he shall not be liable to any penalty prescribed in these rules for but passing such tests. (j) A member of the service who immediately before 1st November, 1956 was in the Service of the erstwhile Government of Hyderabad shall not be required to pass the

Deputy Inspectors Test or the Accounts Test for Subordinate Officers, Part I so long as be continuous in the post held by him on 1st November 1956. (ii) A member of service in the grade of Rs. 154-275 of the erstwhile Government of Hyderabad as on 1st November, 1956 promoted to the selection grade post of School Assistant, Grade-I in the combined cadre of School Assistant and Deputy Inspector of School created after 1st November 1956 in the Telangana area and promoted after the 1st November shall not be required to pass the Deputy Inspectors Tests and the Account Test for Subordinate Officer, Part I. prescribed in sub-rule (a) so long as he continues in the said post. (G.O.Ms. No. 228 Edn. (b) dated 3-3-1976) (k) A member of the service who immediately before 1st November, 1956 was in service of the Government of Hyderabad and who is not exempted under sub-rule (j) from passing the test referred to in that sub-rule shall pass the said tests within a period of three years from the date of publication of these rules in the Andhra Pradesh Gazette. (l) A member of service who is required to pass the special language Test for officers of the Education Department (Advanced) on higher standard in Telugu, Hindi or Urdu shall not be required to pass the second class language Test in the corresponding language prescribed in rule 13 A and B of Part II of the Andhra Pradesh State and Subordinate Services Rules. (16) Unit for discharge, re-appointment and appointment as full member: - For the purposes of discharge, re-appointment and appointment as full member, every post or group of posts in any category of grade for which qualifications in a particular subject are prescribed shall be deemed to be a separate unit within that category or grade. (17) Training as Inspecting Officer for Probationary Assistant Lecturers :- A person who is appointed as an Assistant Lecturer in a Training College and who has no experience as an inspecting Officer, shall, within the period of four years from the date of his appointment be required to work as Deputy Inspector of Schools for a total period of not less than one year including initial training in the post of Deputy Inspector of Schools for a period not exceeding two months. (18) Craft qualification :- (a) Members of category 2 of Class II, categories 2,3 and 4 of Class III and categories 2 and 3 of Class VI shall within a period of four years from the date of appointment or from the date of notification of these rules in the Andhra Pradesh Gazette, Whither is letter, acquire such qualification in a craft as may prescribed by Director of Public Instruction If a member fails to acquire the craft qualification within the time allowed, his increment shall be stopped until he acquires the qualifications but such stoppage after he has acquired the craft qualification. (b) This rule shall not apply to persons who have elected not to be governed by the revised scales of pay of 1947 of who have completed 50 years of age on 1st November 1956 or who have been trained in Basic Training Schools or under any scheme of Training is an integral part. (c) This rule shall not to any employee of the Education Department of the erstwhile Government of Hyderabad so long as he continues to act in the post which he was holding immediately before the 1st November, 1956. (19) Transfers and postings :- (a) The Regional Deputy Director of public enstsruction, Kakinada may order transfers and postings or teachers in Government Elementary Schools in the Agency areas in the Districts of Visakhapatnam, Srikakulam, East Godavari and West Godavari. But such transfers and postings shall be confined to the districts concerned. (b) The District Forest Officers, Kurnool (East) Kurnool (West), Adoni an d Guntur shall be competent to order transfers and postings of teachers of Chenche Schools within their respective jurisdictions.

(c) Transfers and postings of Deputy Inspectors Headmasters and Headmistresses, selection grade and grade II pundits and Munshis grade I, Hindi Pundits Grade Deputy Inspectors of Schools, Agricultural Instruction Engineering Instructors and Secretarial Assistants shall be the Regional Deputy Directors of Public Instructions work respective jurisdictions. (d) All other transfers and postings, excluding the mentioned in sub-rules (a), (b) and (c) above and though may be made by the appointing authorities concerned with jurisdictions, shall be made by Joint Director of Public In (Personnel). (20) Repeal:- The special rules for the Andhra Edn Subordinate Service, published in the Supplement to Part I Andhra Pradesh Gazette, dated the 27th December, 19th Hyderabad Education Service rules, relating to B Sub rules Service Published with the notification of the erstwhile Govt. of Hyderabad No. 645 / GAD-SRC /19-EDN /52, dated the October, 1953 in so far as they relate to posts included in of the these rules are hereby repeated. The quota of 10% of posts reserved for selection grade in the scale of Rs. 280-345 shall be given to the teachers in the trade of Rs. 154-275 in accordance with the following Principals: 1. A Teacher in the grade of Rs. 154275 shall be a Trained Graduate. 2. He must have been confirmed in the grade of R,. 154-275. 3. Public Examination with English. iv)An Oriental Title in two co-ordinate languages shall be deemed to be a title obtained with special reference to each of the two languages. Such a title with Hindi as one or the Languages shall be deemed to be equivalent to an Oriental Title in Hindi. 2. Junior Deputy Inspectors of Schools. (1) For recruitment by transfer from any other services (other than Clerks of the Education Department in the Andhra Pradesh Ministerial Service). (i) A B.A. Degree of a University in the State; or if suitable persons with the above qualification are not available, a B.Sc. or B.O.L. Explanation 1:- A teacher in a recognized non-Government School who holds a Trained Teachers Certificate of the Higher Elementary Grade and has obtained a Trained Teachers; Certificate of the Secondary Grade by virtue of having passed the T.S.L.C. Examination of the Secondary Grade shall be considered to possess a Trained Teachers Certificate of the Secondary Grade.

Explanation 2: - Service as a teacher before obtaining a Trained Teachers Certificate shall not count towards the ten years period specified in item (iii) above. 3.For promotion or transfer from the category of clerks of the Education Department in the Andhra Pradesh Ministerial Service. (i) The minimum general educational qualification prescribed in the Schedule to the General Rules for the State and Subordinate Services; and (ii) A Trained Teachers Certificate of the Secondary Grade and a senior Basic Trained Teachers Certificate. i) The minimum general educational qualifications as prescribed in the schedule to the General Rules for the State and Subordinate Services; and ii) Industrial School Leaving Certificate or a National Certificate in Craftsmanship in the Carpentry with five years teaching experience.

Manual Training Instructors in Carpentry Grade II.

(i) A pass in the III From or VIII Class or Standard; and (ii) Industrial School Leaving Certificate or a National Certificate in Craftsmanship in the Carpentry with not less than 2 years of

practical experience in the trade and preferably one year of teaching experience.

Manual Training Instructors in Carpentry Grade III.

(i) A pass in the III From or VIII Class or Standard; and (ii) Industrial School Leaving Certificate or a National Certificate in Craftsmanship in Carpentry.

Tailoring Instructor. i) A pass in III Form VIII Class. ii) Certificate in Craftsmanship in tailoring of the Industrial Training Institute issued by the State Board of Technical Education and Training Hyderabad or the National Council for Training in Vocational trades, New Delhi; or Certificate of Crafts Course of Girls Vocational Institutions awarded by the State Board of Technical Education and Training (for girls): or T.T.C. by lower Grade in Tailoring. NOTE :- Preference shall be given to persons with the above qualifications having 2 years practical experience.
