Addis Ababa, November 2009 Dear colleagues, In 2005, the Government of the Federal Democratic Republic of Ethiopia announced to construct thirteen new universities for 121,000 students throughout the country. This enormous programme would also serve as a practical training ground for the Ethiopian construction sector. The Government commissioned GTZ IS as project management and implementing agent, whose foremost role is to develop the capacity of the Ethiopian construction sector and doing project management for the construction program. The architects and engineers firms are one out of four envisaged target group within the University Capacity Building Program (UCBP). Within the last four years three phases of capacity development programs for Architect and Engineering (A&E) firms were conducted and overall thirty nine firms participated. Fifteen A&E companies were involved in the last phase and successfully concluded the program within ten month. The program of the third phase was composed in three parts. The first part was a combination of management trainings, technical workshops and intensive discussions amongst professionals to transfer knowledge, techniques and experiences gained in UCBP and other projects in Ethiopia. The second and main part was dedicated to apply and to implement these techniques in a day-to-daybusiness and to develop further the design and implementation quality of the CostEfficient-Design methodology. The assigned architect, engineers and site supervisors were guided and advised by GTZ IS planning unit and GTZ IS site teams. The third part was to transfer, establish and apply the newly acquired knowledge on company level due to the preparation of a final documentation of results. In addition, every company was guided and supported while implementing the ISO quality management system at company level. The lessons learnt and conclusions drawn from the third capacity development phase are documented in this booklet. It summarizes the results and contributes to sustain management changes, company improvement and technical innovations for the construction sector in Ethiopia. This booklet initiates an important continuous improvement cycle within planning and design processes, structures, and procedures. The A&E capacity building program benefited from the continuous support of various parties, Ministry of Capacity Building and Ministry of Education as well as MH Engineering. We would like to thank all involved parties and participating architecture and engineering firms for their good cooperation and helpful contribution to bring the program to a successful conclusion.

University Capacity Building Program (UCBP)

University Capacity Building Program - UCBP

The Ethiopian government is pursuing an ambitious plan to reform higher education in the country. Within the University Capacity Building Program (UCBP) 13 universities are build throughout Ethiopia, providing more than 120,000 students with the opportunity to study. UCBP is an innovative capacity development venture, jointly undertaken by the Government of Ethiopia (Ministry of Education and Ministry of Capacity Building) and Deutsche Gesellschaft fr Technische Zusammenarbeit (GTZ IS). The project is fully funded by the Government of Ethiopia. GTZ IS works as project management and implementation agent. UCBP is more than constructing universities - its constructing capacity. It is changing the way Ethiopias construction sector works by having Ethiopian firms plan, design and build the 13 universities. The program combines capacity development with cost efficient and timely construction of universities, many of them in remote areas.

The University Capacity Building Program has two main objectives: 1 Modernize Ethiopias construction sector, leading to increased international competitiveness. 2 Design and construct 13 public universities throughout Ethiopia, at a competitive cost and in a very short time frame. Using good practices from the German construction sector, as well as ISO quality management standards, UCBP helps construction sector companies, including architecture and engineering firms, construction management consultants, general contractors as well as small and medium local enterprises, reach international standards in quality, safety and efficiency. Managers are transforming their companies to meet the rising challenges of the international market, thereby increasing the sectors overall competitiveness. UCBPs phased construction approach enabled students at several of the universities to begin classes in early 2007, just one year after the construction began.

1.1 Capacity Development

Capacity Development with in UCBP

Capacity development is not the same as capacity building, since the latter is understood as being limited to formal trainings and focusing on the individual level. Capacity development is a broader concept that takes into account the individual, organization and enabling environment. Accordingly, the UCBP is based on the principle that international competitiveness and higher standards will only be achieved by approaching different levels of the construction sector at the same time, while recognizing interlinkages. The Government of Ethiopia has declared developing capacity one of its main objectives. It formalized this commitment in 2001, when the Ministry of Capacity Building (MoCB) was established and continues it today. The Ministry of Education has chosen the German experience to serve as a benchmark for capacity development in the construction sector. In the UCBP, the large scale construction University Capacity Building Program of universities serves as the vehicle for a sector wide approach to capacity development for construction in Ethiopia. The participating companies have had the opportunity to attend in a wide variation of trainings and workshops. These workshops support company managers as they scrutinize all business processes. Although ISO certification is an important objective, the change process towards increasing competitiveness extends beyond ISO standards. The UCBP supports and strengthens the capacity of local enterprises by providing managerial and entrepreneurial training to help them become financially viable and sustainable. The regional enterprises and cooperatives play an important role in generating employment and sustaining local economic development, thus contributing to poverty reduction in different areas of Ethiopia. On the 15 UCBP sites, employees receive support in direct, practical, hands-on training from German master craftsmen (Skill-Up-Grader) in major trades. Together, all involved companies establish safety and technical standards for Ethiopian construction sites, identify good practices and introduce new technologies.

Program for Architecture and Engineering firms

1.2 Tier II program - A & E

Over the course of four years 39 Ethiopian architecture and engineering firms (A&E companies) participated during the building component capacity development program within UCBP. The overall program was divided in three phases. During the first phase, fifteen A&E firms were assigned, in second phase nine firms participated and in the third and last phase, fifteen companies contributed. Four task fields are defined by the Ethiopian government to upgrade and enhance the capacity of A&E firms. This ensures the achievement of international standards and improve the international competitiveness. The four contractually agreed upon deliverables are: 1. Participating companies are qualified for related ISO qualification; 2. Cost efficient design methods are introduced and companies are able to use the methods; 3. Implementing capability to use the latest design software is created in all participating companies; 4. Modern contract and project management systems are introduced and companies are capable of using the systems. The program was based on intensive on-the-job-assignments and was enriched by required workshops and trainings. The assigned staffs of the A&E companies were involved in the planning unit at GTZ IS headquarters in Addis Ababa and in the implementation process at UCBP construction sites. The A&E company managers were involved in an inclusive and comprehensive manner to steer the whole program. A monthly steering committee in Addis Ababa was established to ensure a participatory dialogue and guarantee the best outcome for each company. All companies had the opportunity to qualify for ISO 9001:2000 certification. Each company was guided and supported while implementing the ISO quality management system at company level. Regular consultations by GTZ IS staff strengthened the companies capacity to restructure towards a more efficient and economically management of the company. In February 2009 eighteen A&E companies were ISO fit and ready for certification or already certified by an external body. In August 2009 the Quality Standard Authority of Ethiopia (QSAE) was accredited to conduct the certification audit and hand over the internationally accepted ISO certification. A cooperation was set up with the Addis Ababa University. Teachers of the Addis Ababa University conducted trainings for A&E firms. The A&E firms offer internships for students at their company offices (industry-university linkage). The Ministry of Works and Urban Development and the Housing Development Agency were contacted to introduce the companies which participated in Tier II program and are now recommended to be certified for being able to design and implement Cost-Efficient-Design methodology. NAX- Network of Architectural Export was introduced to participating A&E firms. This network ties the international activities of architects and helps to establishing professional exchange between German and Ethiopian architects and engineers (www. architekturexport.de).

Assessment of applications

All Ethiopian A&E firms due to a newspaper announcement in July 2008 expressed their interest to participate in UCBP Capacity Building program. Nineteen companies submitted an application which included their office profile and CVs of the assigned staff. A screening committee of GTZ IS conducted a pre-selection of 16 companies which seemed to be suitable and capable to participate in the program. The selection was based on predefined criteria sheet on their human resource, equipment, managing and financial capacity. The company profile was evaluated on: year of foundation, association membership, amount of employees, technical equipment, experience with CED-Method, companys references and turnover of last three years. And the assigned staff was evaluated according to: type of degree, work experience, experience with CED-Method, and duration of employment in respective company and language skills The decision to finally accept fifteen A&E companies was taken after visiting their company head office and conducting a baseline survey. The base line survey provided an overall picture of the company activities and general status. The selected 15 companies had to assign a minimum of one management team member (part time), one designer, one supervisor and one task force team leader.

Training outline

On-the-job assignment trainings, lectures, workshops including exercises, were conducted during the entire phase. Most of the trainings and workshops were offered in part a in November 2008, some trainings in part b. The workshops helped to deepen the knowledge for specific tasks. The participants practiced the achieved knowledge of the trainings and workshops during their assignment and document the outcomes in a final report. 2.3 Program set-up of Phase 3 Phase 3 was carried out in ten month from October 2008 until July 2009 and was composed of three parts, part a (introduction), part b (implementation) and part c (final documentation). The program contained four models in part a and eight modules in part b. The participants and companies had to fulfill the requirements, successful participation or submission of a respective report. 2.3.1 Part a - Introduction (03 - 28 November 2008) Activities Trainings and workshops were conducted, the consultants obtained general information about UCBP as well as overview about the activities during the program. They achieved the basic tools for a successful and efficient participation in the program. The training and workshop program was based on four major topics / modules: Cost-Efficient-Design methodology Method statements introduction Management tools Site management Outcomes According to their profession the consultant designed a building by applying the CED methodology. (See ANNEX for detailed information quick design ) Method statements were introduced and identified on site (see details due to site visit Adama) The performance of each company and each individual assigned profession (management (MA), architect (AR), Structural engineer (ST), sanitary or electrical engineer (ENG) and supervisor (SV) was evaluated and monitored according to the following monitoring sheet.

Program for A&E - Phase 3

Site visit to Adama A two days site visit was scheduled for the assigned designers and supervisors together with members of GTZ IS planning unit at the beginning of the program. The site manager of Adama as well as the Skill up-grader introduced the site conditions, the problems of implementation and the site organization. The designers and supervisors exchanged experience and created awareness for the upcoming major tasks, improving the quality of construction with a strong interlinkage between design and implementation process on site. During the site visit the group focused on two major construction elements; roof and sanitary works. An evaluation sheet was given to the designers and supervisors to guide their analysis of the existing roof construction and sanitary works (see the evaluation matrix as sample). Additionally they selected one specific construction problem which they sketched (as-build-sketch) and proposed a solution for this construction quality problem, also as sketch. 2. Program for A&E - Phase 3

Following the evaluation matrix for roof constructions as sample used by the engineers during their visit at Adama construction site. The engineers had to comment and analyze the implentation status of each single item, summarize it and submit it as a documentation of the site visit. The designer and the site engineer of each company had to work together to analyze either the roof construction or the sanitary work.

2.3.2 Part b - Implementation (01 December 2008 - 31 May 2009)

Activities At the beginning of part b the consultants were involved in contractual relevant tasks (contract management). The annual financially closing event had to be prepared meaning preparing the necessary documents for the invoicing of contractors. The assigned designer and supervisor were supporting GTZ IS in tasks calculating price escalation, analyzing variation orders, checking claims and time extensions by the contractor, preparing material lists (steel and sanitary items). After the conclusion, the A&E consultants were asked to prepare standard procedures including the legal framework of these crucial duties of a consultants company. Afterwards the A&E consultants, assigned for design tasks, worked close together with GTZ IS planning unit to further develop the Cost-Efficient-Design methodology. The main task for the architects, structural, electrical and the sanitary engineers was the development and preparation of method statements, detail drawings / workshop drawings including working instruction for direct implementation on site. (Please see ANNEX for further explanation method statements and the summary of all submitted method statements during part c). Furthermore some workshops were conducted to support each company to define and implement standards for company use such as standard area calculation, AutoCAD drawing standard, handling of measurement sheets and invoicing, preparation of spread sheets. The consultant, who was assigned for supervisory tasks, worked on one respective UCBP construction site in close cooperation with the site team. They achieve the knowledge and experience of efficient site management while implementing buildings designed in this specific construction scheme and its conditions and environment. They identified construction problems, summarized them and informed the designer of their respective company, who finally designed the method statement and detail drawing. Their managerial capacity was enhanced by trainings on time and resource management, time schedule including a resource calculation sheet had to be prepared and submitted in part c. The supervisors developed standard checklists and formats for an efficient site and quality management. The followed up the implementation of the good and best practices. The performance of each company was evaluated according to the monitoring sheet, next to attendance of assigned staff and assessment of monthly submissions. The outcomes of the A&E program are briefly explained and one proposal out of all company submission is selected as sample in the ANNEX. All submitted method statements are documented and compiled in the ANNEX. The combination of this standard procedures, formats and checklist, detailed drawings including work instructions (method statements), the implementation of internationally used software and quality management structures achieve the overall goal supporting companies to build up a more cost efficient and more qualified company management. The companies reach international standard and improve their international competitiveness. 3.1 Quick - Design - Workshop

The object of the Quick Design workshop was to design a G+1 building which combines three functions: Guard house, fire department and police station on Debre Birhan UCBP site. This workshop deepened the knowledge and understanding of efficient design and specially the Cost-Efficient-Design methodology for each assigned discipline (Architecture, Structural, Sanitary and Electrical engineering). This technique integrates the standardized and prefabricated building elements with reinforced concrete structures. A rigid and modular architectural grid limits the prefabricated beams to two lengths: 4.81m and 3.01m. Hollow concrete blocks and concrete slabs are incorporated into this structure. All disciplines worked closely together and shared their knowledge and professional experience. The design workshop was supervised by GTZ IS employees, namely Birgit Breloh, Annette Grosskinski, Heike Molzberger, Gigar Getaneh, Sofonias Bezabeh, Paul Hartmann and Christian Paul. Every company depending on the assigned profession submitted one design or/and a calculation. The final design was presented to a jury which evaluated the performance and defined a rating for all proposals.

3.2. Standard processes The companies defined and described standard processes within a construction project respecting the gathered knowledge during their involvement in GTZ. Each company delineated how to handle the upcoming tasks as a company standard in an efficient manner, incorporating the legal framework (Ethiopian law and international law according to FIDIC). The processes were presented by using the ISO standard format. 3.2.1 Time extension Extension of time is additional time granted to the contractor to provide on extended contractual time period or date by which work is to be or should be completed and to relieve it from liability for damages for delay (usually liquidated damaged). This procedure is developed to have effective & accurate evaluation of claims for extension of time and grant additional time for the contract. This procedure is applicable for all claims of extension of time applied by the contractor for projects. The responsible person within the company is the contract administration and supervision department head, who is involved in the development, application and revision of this procedure. 3.2.2 Price escalation The rates contained in the priced Bill of Quantity are based upon the rates of wages and other emoluments, expenses applicable at the site, the market price of the materials and goods at the date of bid pricing. The agreed rates of wages, other emoluments, expenses or the market price of the materials or goods are increased or decreased by any act, statute, decree, regulation and the like after the said date of bid pricing. Then the net amount of the increase or decrease of the emoluments and expense shall form an addition or deduction as the case may be to or from contract price and be paid to or allowed by the contractor accordingly. 3.2.3 Variation order Variation orders are the process of fixing price and issuing the variation document by evaluating the offer of the contractor for approved change order proposals. This procedure is developed to fix prices for variation works and issue variation document to all parties after consulting the client. This procedure is applicable for all approved change order proposals for projects of the company. 3.2.4 Advanced payment / Interims payment / Final payment This procedure is developed to certify the proposed advance payment by assessing legal and contractual requirement for advance guarantee and after evaluation of disbursement schedule. This procedure is applicable for all construction works that have an agreement for advance payment in the contract agreement. The certificate of interim payment is a provisional certification of payments to the contractor for executed work and material supplied to site. This procedure is developed to certify executed works performed and material delivered to site by the contractor for the release of money from the client to the contractor. The final payment is the last payment (including release of 50% retention) to be paid for the contractor after provisional acceptance of the project is conducted. This procedure is developed to ensure effective & accurate certification of final payment and release of retention of the project for which final acceptance is conducted. Computer aided design (CAD) requires specific and clear working standards in the work environment of architect and engineering companies. A drawing manual was designed and implemented by each company in order to create a favorable and efficient work by each assigned staff. The Quick design had to be presented by using the company drawing standards. A well managed CAD system will enhance the efficiency of corresponding activities while improving the quality and reliability of the outputs of the company. Structural report

The training program for the structural engineers introduced the basics of Cost Efficient Design (CED) principles which enable the participating structural engineers to scale up their consulting services to a level of acceptable standard. One important part of the program was the information exchange among the professionals involved in the program. The analysis and design approaches for cost efficient construction prepared by the team of structural engineers enables every structural engineer to handle most of the problems that are common in this special construction principle, the Cost-EfficientDesign methodology. Area calculation

The standardized calculation of areas and volumes of buildings and building parts is important for cost estimations, budget control as well as for the cost and area comparison of buildings typologies. A precise area calculation is used to monitor and evaluate the efficiency of a building design. In the sector of Real Estate it is usable for technical documentation relating to the performance of the whole building like precise definition of the rentable area, circulation percentage, etc.. A standardized methodology according to international standard (British Standard) is introduced and set into practice by each assigned designer. The architects prepared an area calculation during a workshop and also submitted an area calculation for one UCBP building typology as final report. The area and volume calculation indicators defined in this international standard are intended for practical use, as a basis for measuring various aspects of the performance of buildings or as a planning aid. In other words, they should enable judgment to be made on functional, technical and economic aspects. This international standard is intended to be used when establishing: Specifications for the geometric performance of a building and its spaces (e.g. in design, purchasing procedures, etc. on in building regulations) Technical documentation relating to the performance of whole buildings pre pared by designers, contractors and manufactures. Evaluation, comparison or control of the properties of a building which are connected to its geometric performance. Invoicing (Take-off sheet )

The take-off sheet or measurement sheet is a crucial part of interims or final invoicing. The supervisor on site approves the measurement sheet prepared by the contractor. One important rule is that all involved parties have to agree on how to measure the work performance. It has to be organized and agreed on the measurement sheets and the procedures at the beginning of the project. The minimum requirements on a measurement sheet are: Item number (based on the BoQ of the project) Heading of each sheet (project owner, project name, location, consultant, contractor, date, take-off sheet number, sheet number) One sheet per BoQ item Short item description (title of the position based on the BoQ plus if necessary some further explanation or sketch) Identification of location Measurement figures (length, width, height or amount based on the unit figure) Formula (how to calculate) Result Factor (how many times is this result used) Cumulative addition (for each interims invoice calculate all preceding measurement sheets up to the current construction status on the sheet) The take-off sheets or measurement sheets for the invoicing have to be prepared in a timely manner and according to the construction progress.

Efficient time and resource management

Construction planning is a fundamental and challenging activity to manage and execute construction projects. It involves the choice of technology, the definition of work tasks, the estimation of the required resources and duration of individual tasks and the identification of any interactions among the different work tasks. A good construction plan is the basis for developing the budget and the time schedule for work. All company managers received an introduction to an engineering software (MS Project software) which is internationally used. The assigned supervisors participated in scheduling / resource calculation workshops. Each company had to submit a time schedule including resource calculation for one UCBP building typology using MS Project software. Site supervision

To manage a large scale construction site efficiently, it needs an in-depth sufficient knowledge of project, site and quality management. During the on-the-job assignment on site, the site engineers applied appropriate and adapted technologies in construction under the guidance of the GTZ IS site team. In their daily operation the site engineers developed project management tools such as standard formats for implementation on site and further projects of the companies. The standard formats and checklists serve as guidelines for a more sufficient and efficient site supervision, including the legal and regulatory framework of Ethiopia and international standards (Fidic). The introduction of good practices has led to improved implementation quality on site. The cooperation of the residence site engineer, GTZ IS site manager, the contractor and A&E site engineer is essential to enhance the transfer of good and best practice and technical knowledge. The A&E site engineer was encouraged to contribute and discuss with the contractor on site and to establish a problem solving process in technical and interpersonal environments. Method statement

Method statements are an internationally applied tool according to Fidic (clause 4.1) and also part of the General Condition of Contract (clause 18.1 and 18.2) by the Public Procurement Agency of Ethiopia (PPA). The contractor is asked to clarify and describe the arrangement and work methodology for a specific executed work before the implementation process. ______________________________________________________________________ FIDIC: 4.1 Contractors General Obligations The Contractor shall design (to the extent specified in the Contract), execute and complete the Works in accordance with the Contract and with the Engineers instructions, and shall remedy any defects in the Works. The Contractor shall, whenever required by the Engineer, submit details of the arrangements and methods which the Contractor proposes to adopt for the execution of the Works. No significant alteration to these arrangements and methods shall be made without this having previously been notified to the Engineer. General Conditions of Contract (by PPA) 18.1 The Contractor shall submit Specifications and Drawings showing the proposed Temporary Works to the Engineer, who is to approve them if they comply with the Specifications and Drawings. 18.2 The Contractor shall be responsible for design of Temporary Works. _____________________________________________________________________ The method statement should include the respective BoQ item and Technical Specification clause, the drawing number, the responsibility of each participant, requested material, necessary equipment and a clear description of the implementation process (sequence of operation). It also can include the risk of the work and the method of control. A workshop drawing up to scale 1:1 is supportive to define the execution of the work. The method statement has to be approved by the site engineer. This process ensures the implementation according to a defined quality of the construction project. Construction projects can be supervised in a more efficient manner by the A&E consultant (modern project management). The cost, time and resource planning can be organized in a better way. The quality of construction will be improved and the environmentally approach can be guaranteed. The A&E companies can collect standard details for further construction projects (company library). As stated in the contract (see above clauses) the contractor is obliged to prepare method statements. The contractor either has its own planning department / team or commissions an external planner or A&E consulting firms. Outlook

The direct involvement of the fifteen Architect & Engineering firms ended after ten month on 30 July 2009 with the submission of their thesis. Each company proved with the thesis being able to design and implement Cost-Efficient-Design independently, use latest design and engineering software and are familiar with modern contract and project management systems. All trainings, workshops and on-the-job-trainings strengthened the technical and management skills and increase the operational capacity of each company. The Implementation of ISO 9001:2000 on company level is still on progress. The authorized Task Force Team of each company is getting support by GTZ IS until finalizing the documents for the final audit. ISO 9001:2000 can be used by internal and external parties, including certification bodies, to assess the company ability to meet customers, regulatory and the company own requirements. Each Architect & Engineer company was recommended to the Ministry of Capacity Building / Ministry of Work and Urban Development for being certified for Cost-Efficient-Design Methods. We would like thank all participants and involved parties for their contribution to make the program successful and their active role in improving the design and implementation of Cost-Efficient-Design methodology.
