GENERAL TERMS OF REFERENCE AND TECHNICAL SPECIFICATIONS

GENERAL This project is intended to provide faster and more convenient means of accessing the offices at the different levels of the ZCWD Main Building, most especially for our elderly and handicapped concessionaires and fellow employees. The proposed project shall be undertaken in accordance with the established standards set by the National Building Code and other pertinent standards set forth under Philippines Laws, Rules and Regulations. All electrical works shall be done in conformity with Philippine Electrical Code (PEC) and the standards of the local power utility. Proper color coding shall be observed. Grounding system must likewise be required as stipulated in the Philippine Electrical Code. All mechanical works shall be done in conformity with Philippine Mechanical Code (PMC). Completion of Works is for one hundred eighty (180) calendar days. Curing period of cement for all necessary concrete works shall be included in the one hundred eighty (180) calendar days. In securing permits from Govt. Agencies all processing fee and bonds shall be considered incidental expenses and shall be shouldered by the winning bidder. All necessary permits, clearances and other documents necessary for the implementation of the project to include incidental expenses shall likewise be borne by the contractor. The winning bidder shall apply for Electrical Service Connection from ZAMCELCO intended for the Elevator System use. All fees necessary for the provision of electrical power for the elevator system shall be borne by the contractor. All structural concrete must at least develop the minimum required compressive strength by NSCP (National Structural Code of the Philippines) at the end of Twenty Eight (28) days using the size of aggregates stipulated in the NSCP. The bill of quantities prevails in all issues relating to per unit pay items of work. Project Engineer of the contracting party must be at the project site at all times during construction period. Any accident or mishap that may happen during project implementation shall be the sole responsibility of the contractor.

There shall be no demolition works on the major structural members of the building considering it was constructed more than 30 years ago. The contractor shall be liable for all damages that may be incurred during the construction of the project. It shall be the responsibility of the contractor to complete the project amidst any impediments that will arise during the implementation phase. Only force majeure shall be sufficient reason for time extension. The equipment requirements for this project enumerated (attached in the BOQ) must be made available at the premises of the principal office of the contractor-bidder at the time of inspection. The contractor-bidder must be able to present receipts/ proof of ownership of the required equipment; otherwise the contractor-bidder must show documents/undertaking that the equipment shall be dedicated for use of this project during project implementation. Even though the contractor-bidder does not own the equipment, still the equipment must be available at the time of inspection. Equipment requirement may be owned or it can be leased, however it will be required to be present during Inspection by the Technical Working Group. The submission of the as-built plan is a requisite for final payment. Single Completed Project similar in nature must be at least 50% of the ABC of the whole project to be bid. Bidders must submit an Affidavit of Site Inspection as part of the Technical Requirements. Temporary facility shall not be subject to turn over. Request for Extension/Letter of Request for temporary suspension of work due to justifiable grounds coming from contractor shall be subject to the confirmation of the offices Project Engineer and with the approval of the General Manager Safety measures /signage must be provided at all times by the winning bidder especially for the riding public. All forms of bid security are acceptable however if the Bidder opts to submit a Surety Bond it must be callable on demand and must be accompanied by (1) Certificate of Authority from the Insurance Commission authorizing the Insurance/Finance Company to issue such bond and (2) another specific Certification for the specific surety bond from the Insurance Commission for bidding purpose of the specific project. No prohibition on the point of origin of the item except UN Sanctioned countries.

The bidders are advised to observe the Sealing and Markings of bids found in the ITB Clause 20. Otherwise, if the bids are not marked/sealed properly it shall be ground for disqualification under ITB Clause 20.5 All Bank Documents should be machine validated Validity shall be 120 c.d. unless otherwise requested by BAC for an extension.

METHODOLOGY:

(a) Minimize impacts to freight mobility within the vicinity by placing a high priority on maintenance of traffic and public safety. (b) Implement the Project in a manner sensitive to the communities and achieve enhanced environmental performance and comprehensive environmental compliance. (c) Project. Main Responsibilities of the Contractor in Design, Construction, and Quality Management - The contractor shall be responsible for furnishing all labor, material, plant, equipment, services and support facilities for the following:

Construction of all Project components, including utility relocations. Project Construction management. Project-related Public Information activities. Coordination with Project stakeholders, other contractors, and utility owners.

(e) Construction Quality and Workmanship. (f) Maintenance and protection of traffic and access to properties (both temporary and permanent access). (g) (h) (i) (j) Project safety and security. Harmful and hazardous materials remediation (design and construction). Drainage and erosion control. Construction waste disposal and handling.

(k) Acquisition of required clearances, licenses, construction easements, and permits for the Design-Builder's Work, Work sites, and storage areas, on or off site. (l) (m) (n) (o) Ancillary Work, such as access roads, work sites, and temporary works. Location, acquisition, permits, and transportation for material. Site clearance and restoration. Administration of the Project during the Contract period.

(p) The Contractor will be required to plan, implement, and maintain a Quality Plan for the Work. The Quality Plan will detail how the Contractor will establish and operate its quality program management structure, independent from design and construction production, and document its procedures pertaining to all aspects of the work listed below. The Quality Plan will be established and maintained by the Contractor such that it provides an agency-auditable system that assures that the contractor will comply with all Contract requirements called for under this terms reference.

TECHNICAL SPECIFICATIONS OF PROPOSED TRACTION GEARLESS ELEVATOR

I.

General All Installation works shall be done in a thorough and workmanlike manner in

accordance with the Detailed Plans and Specifications with the presence of ZCWD project in charge. The Contractor shall supply the required Traction Gearless elevator

Equipment/Materials and all other Accessories that shall conform to the specifications below, necessary for the operation of the elevator. The contractor shall also provide as-built plans and details of the project. All materials must to be brand new. Expenses for the use of power supply during the installation and testing shall be borne by the contractor. All installation works shall commence only after thorough inspection has been conducted by the ZCWD. The contractor should provide electrical plans, drawings and wiring diagrams of the system and system controls protection. The contractor should provide electrical materials, tools and equipment needed during the installation, testing and commissioning of the elevator. All materials are in accordance with Philippine National Standards, Philippine Electrical Code and Philippine Society of Mechanical Engineer (PSME) Code. II . The Elevator System Gearless Elevator Complete With System Motor Controls And Accessories, Elevator Car, Desired Counterweight, Counterweight Buffer Springs, Foundation Pit, Steel Works & Elevator Railings.
The works called for under this terms of reference includes mobilization/ demobilization, demolition and restoration of slab at the Roof Deck, hauling of materials, provision of temporary facilities, concrete works, electrical works, painting works, energization, testing and commissioning as well as training of staffs on the operation and maintenance / troubleshooting of the facility.

II. 2. Traction Elevator Gearless Specifications: A. Machine-room-less All equipment must be installed within the hoist way, there are restrictions on building considering that it was constructed more than three (3) decades ago. B. Compact Gearless traction machine with permanent motor Motor power capacity shall be within the range of 5 (five) to 7 (seven) Hp. It can be installed at the top of the car or at the mezzanine of the roof deck of the ZCWD main office building. The motor to be used must be one than ca suppress harmonic noise and torque ripple so as to provide greater riding comfort The Equipment must be configured for easy maintenance from car top, and the entire compact system, optimally organized for performance and service. C. Capacity Eight (8) persons ( 630kg) D. Control panel a. AC Traction Control It shall be comprised of a computer microprocessor, an I/O structure and a relay interface, in addition to a power supply, control transformer, contactor, history operation loggers and AC motor drive. It must likewise include of the following parameters and control for the following: fireman service operation selective door timing door operation nudging operation safety relays independent service operation test switch, inspection switch built-in diagnostics load car operation light load anti-nuisance operation

Backup dispatching car stopping table. Security operation floor-access codes. Normal and alternate fire return floors. Special features including alternate call scheme stopping table, nudging, etc.

The motor drive shall be of a solid state, flux vector, variable voltage variable frequency, three phase AC type, mounted in each individual controller enclosure. The drive shall be a compact, self-contained unit, providing stepless acceleration, deceleration and regulation down to zero hertz. It must have the following features: over speeding protection terminal slowdown operation pushbuttons emergency stop switches governor over speed switch brake opened by an electromechanical switch thermal overload, voltage regulator, magnetic contactors the panel must have IPU (Integrated Power Unit) It must have high-efficiency power supply circuit for the motor drive

E. Walls, Doors, Transom Panel and Front Return Panel Car There must be two (2) Panel Center opening which must be made of Stainless-steel Hairline (Standard).

F. Car Size The car must fit to the existing hoist way of ZCWD Main office which is 1740mm x 1700mm that can still carry eight (8) persons. G. Car signals fixtures a. Floor markings - G,2,3,4 The must be LED display specifying the floor level b. Car operating panel The car operating panel must have the following features: Faceplate : Stainless steel hairline Display panel: Smoky gray plastic Direction & position indicator: Digital LED dot display, orange when illuminated Car Button: Round type micro stroke click button in gray plastic. Response light: LED lamp, yellow orange when illuminated. Car Lantern: Clear acrylic with frosted finish, yellow-orange when UP side is illuminated, and red when DOWN side is illuminated.

c. Hall buttons The hall buttons must have the following features: Faceplate: Stainless steel hairline Call button: Round-type micro stroke click button in gray plastic. Response light: LED lamp, yellow orange when illuminated. Car Lantern: Clear acrylic with frosted finish, yellow-orange when UP side is illuminated, and red when DOWN side is illuminated.

d. No. of Stops There must be 4 (four) stops which must correspond to the ground level, second and third floor of the ZCWD Main Office Building as well as the existing roof deck. e. Emergency button The must be emergency button inside the elevator car. H. Electrical Power Connection The electrical power connection must be provided by the winning contractor. All materials, manpower, permits & fees necessary for the provision and energization of the new

electrical connection designed to cater to the needs of the elevator system shall be borne by the contractor. I. OTHER FEATURES The elevator system must be loaded with the following features: The elevator must be installed with a CCTV camera, w/c must be connected to the existing ZCWD CCTV system. The car must be with emergency car lightning ( ECL).

The car must also have built-in 3 way intercom system.
