Introduction: Seth Tolaram Bafna Academy was established in the year 1994 at
Gangashahar, Bikaner.(Rajasthan). It was established under the Trust of Prem Chand
Tolaram Bafna Trust. Its Head Office is located at Guwahati Assam (a philanthropic trust,
with many activities for human welfare and social development). During initial period
the academy was suffering from financial crisis and it was running in loss of Rs.10 Lakh
in the year 1997. The management committee of trust in the year 1997 decided to
change the chairman and managing committee for brighter future of the Bafna
Academy and to overcome the losses. The Trust decided to appoint Sh. Inder Chand
Dugar as new chairman..

Appointment as a Chairman : The management committee of Prem Chand

Tolaram Bafna Trust decided to appoint Mr. Indar Chand Dugar as a chairman in the
year 1997. The administration called Mr. Dugar and briefed him the problem and
motivated to take over the leadership of Seth Tolaram Bafna Academy Gangashahar at
Bikaner. Mr. Dugar is well experienced person in business and having well educational
qualification i.e. B Com, LLB. In his college life he was outstanding student and he was
best student of Jain PG College, Bikaner. Now he is 66 years old. He was engaged in his
family business at Assam. He told management committee that he is engaged in
business and the Academy line is quite different field. But due to his good leadership in
business and best background in education life, the Trust emphasized Mr. Dugar to take
over the chairmanship of the academy for improvement and for providing better
leadership, so that the Academy may overcome from the loss.

Mr. Dugar asked management committee for 15 days time to study the problem
and administration of the Academy. He verified the situation in 15 days and on the
request of the Trust agreed to take over the responsibility in the year 1997. He was
appointed for 3 years. The management committee of the Bafna Trust told Mr. Dugar
that they will not provide any money in case of any loss. He agreed but in response he
told that he will also not provide any profit to the trust as it will be used for the welfare
of the Academy and extension of the institute. Mr. Dugar accepted the leadership in
1997 for 3 years. The number of students at that time was 284.

Re-Organization of Management Committee: After joining he finds that there

was no specific rules and regulation for the administration or selection of the staff and
for payment to employee. So he decided to organize a management committee. He
reorganized management committee consisting of following members exclusively for
academic purpose:-

Dr SN Swamy :- Retired College Principal

Dr SC Jain :- Retired College Principal
Dr. PC Tater :- Ex-Vice Principle of Govt. College
Dr TK Jain :- Professor and Management consultant
Sh. Goverdhan Das :- Retired Head Master
Mr. Paras Daga :- A chartered Accountant
Mr. L.K. Chhajer :- A journalist
Mr. Sohan Lal Baid :- A chartered Accountant
Mr. Vijay Baid :- An entrepreneur & parent
Mr. R.K. Pugalia : - An entrepreneur & Parent
Mr. R.K. Golchha : - An entrepreneur & Parent
Mr. J. Dugar : - An entrepreneur
Mr. S. Dugar : - An entrepreneur
Representatives of Teachers
Principal (ex-oficio)

In management Committee he included the retired Principles and Head Master

for the better education of the students. He also included young blood (as Mr. Paras
Daga, Dr. T.K. Jain etc.) as per the requirement of new technology. As the students are
of secondary standard , he appointed one retired Head Master also in the management
committee. He appointed sub-committees on important issues (like academic
committee, finance committee, etc.) to formulate policies and to supervise and
streamline the school system.

Mr Dugar believes two things in education i.e. Educational Zest (Conceptual

Clarity and Enthusiasm) and Financial position. For education zest he appointed above
management committee and for finance he appointed 2 Chartered Accountants Mr
Sohan Lal Baid and Mr Paras Daga. As Mr Dugar thinks that management and money
(finance) should not be with one person. So he decided not to touch money and thus he
provides leadership in a democratic way.

Appointment of New Teachers and Financial Restructuring: For improvement in

education standard ,it was felt necessary to have trained and experienced teaching
staff. By calling interview 4 new teachers were appointed in 1997 @ Rs. 2400/= per
month salary. The educational qualification was BA Bed &MA B Ed. As the old teachers
were employed without any interview and there qualification was also lower in
comparison to newly employed teachers. The Pay of old teachers was Rs. 3150/= pm ,
for financial saving Mr Dugar discussed with his committee to reduce the pay of
teachers. The headmaster told that the applications are received for increasing the pay
so we should not reduce the pay.

Mr Dugar called one teacher and briefed the situation for reducing the pay as
organization is getting more educated and experienced teachers in less payment. He
gave two option to her as either to reduce the pay or calling of interview as they have
employed without formal interview. The other option was to quit the institute on
completion of the session. She thought once a minute and agreed with chairman and
accepted the decision of chairman. The other teachers were also convinced and agreed
with administration of the Academy. For well experienced teachers the salary was
revised to RS.2750/= pm by granting two increments.

On the advise of CA one retired Supt of Railway was working in office getting
payment of Rs. 4700/= pm, instead of him a new man could be employed @ Rs.
2400/=pm. As before 1997 there was no rules and regulation for pay of the staff i.e.
their qualification, experience and output due to this lot of extra financial burden was
on the trust. So by screening all these things appointment of new teachers and office
clerks, the saving of Rs. 185000/= could be made possible in the Ist year. In the year
2000 the numbers of students were increased to 350.
Mr. Paras Daga, Mr. R.K. Golchha, Mr. J. Dugar and Mr. S. Dugar took keen
interest in financial restructuring and developed means for school improvement. They
tried to cut down school investments and reduced operational expenditure. They were
part of Purchase committee, Finance Committee, Recruitment Committee, and other
committees and prepared guidelines for smooth running of the institutions. They
established a system which would reduce the costs and improve the day to day working.
Their mission was to set proper systems, policies for the school and they did it. Now the
school was running smoothly.

Tholaram Academy. Due to his democratic leadership the academy gained good
publicity and now the academy was earning profit. This profit was being utilized for the
welfare of the organization. Now the situation was improving day by day. The number of
students in creased. For better results of the institute, the admission procedure was
revised for students. Only intelligent students were admitted. The old students who
were not good in study were screened and some of them shifted to other schools or
intimated to their parents for improvement.

facility and good results. It was counted among the top english medium schools of the
region. It was known for good academics, good extra-curricular activities and good
ambiance. So the number of students increased up to 550 in 2003.
