Preliminary Investigative Report Jamaat ul-Fuqra: Terrorists in Our Midst?

Introduction
For the last several months, CP, an independent investigative reporter, researcher and Internet Blogger has reportedly extensively on the Pakistani terrorist organization Jamaat al-Fuqra and their presence within the United States in the form of encampments or isolated compounds. The independent research findings of CP that confirm that Jamaat al Fuqra maintains a presence within the borders of the United States has been extensively validated. CP has publicly reported investigative findings on his Internet Blog at http://politicsofcp.blogspot.com/ Concurrent with the investigation conducted by CP, the Northeast Intelligence Network has been independently investigating the presence and operations of various Islamic schools and compounds inside the U.S. that appear to be acting as militant training facilities and providing support to Islamic terrorists. Their findings have been widely reported on their Internet web site at www.homelandsecurityus.com. CP and the Northeast Intelligence Network have combined resources and joined forces to advance the investigation into the presence and activities of Jamaat ul Fuqra inside the United States. The following is presented as an interim report on the combined investigative findings of CP and the Northeast Intelligence Network. PROFILE: Jamaat ul-Fuqra (JF)


Jamaat ul-Fuqra (JF) or "community of the impoverished", a terrorist organization operating in Pakistan and North America, was formed by Pakistani cleric Sheikh Mubarik Gilani, (a/k/a Sheikh Mubarak Ali Gilani, pictured at left) in New York in 1980. GILANI also refers to himself as the sixth Sultan Ul Faqr. The stated objective of the JF, according to GILANI, is to purify Islam through violence. While Gilani is primarily based in Lahore, Pakistan, the organizations operational headquarters in the U.S.

Organizational Ideology & Structure


Jamaat ul-Fuqra (JF), a/k/a Al Fuqra was established and organized to counter excessive Western influence on Islam through any means necessary, publicly embracing the ideology that violence was a significant aspect in its quest to purify Islam. JF has identified the enemies of Islam as ALL non-Muslims and ANY Muslim who does not follow the tenets of fundamentalist Islam as detailed in the Quran. A document written by GILANI and published by the Quranic Open University in the U.S. instructed his followers that their primary duty was to wage Jihad against the oppressors of Muslims, namely those who are identified as enemies of Islam by the criteria detailed above. Members of the group have been consistently described as Islamist extremists with extreme animosity toward their enemies. Jamaat ul-Fuqra openly recruits its members through various social service organizations in America, including religious recruitment from the prison systems, (A large segment of JF members have been convicted of criminal acts, including murder and fraud) and selects individuals to live in compounds operated by agents of the group. Those individuals then agree to abide by the laws of the Jamaat ul-Fuqra which are considered to be above local, state and U.S. federal laws. Senior members are sworn to enforce the laws of the group. Currently, the organization appears to consist of over two-dozen Jamaats, or private communities that are loosely connected and scattered throughout the United States and has an estimated 5,000 members inside the United States. An investigation of the group conducted by the Colorado Attorney General's Office in the early 1980s found that several of the JF communities actually operate covert paramilitary training compounds, one of which had been located in a mountainous area near Buena Vista, Colorado and another that has been identified through this investigation their organizational headquarters in Hancock, New York. A primary front for the terrorist organization was determined to be the Muslims of the Americas, Inc., and its school known as the International Quranic Open University, Inc., having its primary base of operations at 2732 Roods Creek Road, Hancock, (Delaware County), New York 13783. The front organization for Jamaat ul Fuqra, the Muslims of the Americas, Inc. has been directly linked by court documents to that terrorist organization. The Muslims of the Americas is a tax-exempt organization formed in the US in 1980 by GILANI and operates communes of primarily black, American-born Muslims throughout the United States. Investigation confirmed that its members commonly use aliases and intentional spelling variations of their names, and routinely deny the existence Jamaat ul-Fuqra. Its members have been known to travel to Pakistan for paramilitary training, training in the use of weapons and explosives, and survivalist training, although this investigation found evidence to suggest that the current encampments inside of the U.S., specifically the location in Hancock, NY offers such training so members do not have to risk travelling abroad following the increased scrutiny ushered in by the September 11, 2001 attacks against America. Jamaat ul-Fuqra members have purchased isolated rural properties in North America to live as a community, practice their faith, and insulate themselves from Western culture. The group has established rural encampments that US authorities allege are linked to murder, bombings and other felonies throughout North America.

Links to Terrorism & Terrorist Activities


Jamaat ul-Fuqra has been investigated by US authorities for charges ranging from links to al Qaeda to laundering and funnelling money into Pakistan to finance terrorist activities. The organization supports various terrorist groups operating in Pakistan and Kashmir. Sheikh Gilani himself is directly linked to HAMAS and Hezbollah. Throughout the 1980s, JF was responsible for a number of terrorist acts across the United States, including numerous fire-bombings. Research of incident reports found that the early targets of JF in North America were ethnic Indians and targets linked to various Indian sects. In July 1983, Stephen Paul PASTER, a front ranking JF member, was responsible for planting a pipe bomb at a Portland hotel owned by followers of the Bhagwan Rajneesh cult. Following his arrest in Colorado, PASTER served four years of a 20-year prison sentence for the bombing. He was also suspected in two other bombings in Seattle in 1984: the bombings of the Vedanta Society temple and the Integral Yoga Society building. Current intelligence suggests that PASTER is now based in Lahore, Pakistan where he trains Fuqra members in the use of weapons and explosives. Following the Portland bombing, two Fuqra members reportedly killed Mozaffar AHMAD, a leader of the minority Ahmadiyyah sect in Canton, Michigan. Both suspects in the murder, however, were reportedly killed by a fire they later set at the Ahmadiyyah mosque in Detroit, Michigan. The JF is also suspected in a series of fire bombings of Hindu and Hare Krishna temples in Seattle, Denver, Philadelphia and Kansas City.

During a search of a storage locker in Colorado Springs, Colorado in 1989, federal agents recovered a large cache of weapons, ammunition and documents linked directly to Jamaat ul-Fuqra. Found were numerous handguns, semi-automatic firearms, explosives, pipe bombs, bomb components and several larger bombs. Some of the seized documents described the activities and code of the "Muhammad Commandos of Sector 5," who were reportedly involved in arms training and intelligence gathering. The documents included maps, lists of targets (facilities and individuals) in Los Angeles, Arizona and Colorado. The named targets included oil and gas installations and electrical facilities, U.S. Air Force Academy and other military sites, individuals in 12 states and Canada. Publications issued by JF were also seized during this search and included "Guerrilla Warfare", "Counter Guerrilla Operations", "Understanding Amateur Radio", and "Fair Weather Flying," and "Basic Blueprint Reading and Sketching." In 1991, five operatives of Jamaat ul-Fuqra failed in their attempt to bomb a cinema and a Hindu temple near Toronto, Ontario Canada and were arrested at the Niagara Falls border crossing. Customs agents found evidence and plans of the intended targets and bomb-making instructional manuals. A Canadian jury convicted three American JF members of conspiracy to commit mischief and endanger life while a fourth suspect, who arrived in Canada from Pakistan shortly before the planned bombing, fled to Pakistan after the arrest of his colleagues. Jamaat ul-Fuqra was linked in a Congressional testimony to the planning of the 1993 World Trade Center bombing. An individual who was convicted for his role in the bombing, Clement Rodney Hampton-el, was admittedly a member of Jamaat ul-Fuqra. Various members of the terrorist organization are suspects in at least 10 unsolved assassinations and 17 firebombing cases between 1979 and 1990. The founder of Jamaat ul-Fuqra, Sheikh Mubarik Gilani, was formerly in Pakistani custody for the abduction of US journalist Daniel Pearl. Intelligence sources have determined that Daniel Pearl was attempting to meet with Gilani in the days before he disappeared in Karachi. Pakistani police arrested Gilani on 30 January 2002 and detained a number of his associates. Further, intelligence sources suggest a link between Jamaat ul Fuqra and Richard REID, the now infamous shoe bomber who attempted to ignite explosives in his shoe while aboard a Paris-toMiami passenger aircraft on 22 December 2001.

Activities in Fraud & Weapon Acquisition


Colorado law enforcement agencies convicted five members of Jamaat ul-Fuqra for defrauding the Colorado government of approximately $350,000 through bogus workers compensation claims. That amount was laundered through the Professional Security International (PSI), a Jamaat ul-Fuqra security firm, and Muslims of the Americas, where some of the money was sent to Pakistan. The licensed security firm in New York enabled terrorist operatives to secure federal licenses to purchase (and carry) weapons. Additional licensed security firms, based in New York, are also tied to the terrorist group. Page 7

A security firm referenced by the National White Collar Crime (NW3C) report as an organization associated with Jamaat ul-Fuqra is 786 Security located in Brooklyn, NY. It is operated by Husain M. ABDALLAH who has been identified as one of the early organizers of ul-Fuqra. It is notable that the company is based in Brooklyn, where Sheikh GILANI began his American recruitment efforts. According to records from the New York Secretary of State, "786 Security" is an inactive listing; the company is now listed under ABDALLAHS name as shown below:

INVESTIGATIVE NOTE: Other companies associated with Jamaat ul-Fuqra and its front organizations are known to investigators but are purposely omitted from this report. Investigative research to document the complex audit trails and thus the ties to Jamaat ul-Fuqra is currently in progress.

Douglas J. Hagmann, director of the Northeast Intelligence Network and multi-state licensed private investigator and other operatives conducted a covert field investigation on Wednesday, 8 February and Thursday, 9 February 2006. The focus of the investigation was the encampment located at the address listed above, which is the purported headquarters for the organizations having documented ties to the terrorist organization Jamaat ul Fuqra. Covert surveillance of the activities at this location was intermittently performed on both dates. Ancillary investigation was conducted concurrent to the surveillance. The following is a detailed summary of the results of the investigation and surveillance operation.

AREA OVERVIEW
The compound known as Islamberg is situated on approximately 70 acres of heavily wooded land in a remote and secluded area of Delaware County, NY, about midway between the towns of Hancock and Deposit, NY and approximately 40 miles south-east of the city of Binghamton, New York. Primary access to the compound is an unmarked road known as (and labeled on county and state maps as) Moslem Road, which is a 1 lane dirt access road that leads east from Roods Creek Road into the compound. Situated prominently on this access road is a wooden structure that can be described as a typical guard shack, having a single door facing the road (north) and windows on each side of the structure. At the time of this investigation, at least one Black male, armed with a weapon, was observed inside of this structure. A wooden 4x4 pole was noted approximately 20 west of the guard shack. An unknown type of electronic device was noted to be affixed near the top of the pole facing west, or pointed to incoming vehicular and pedestrian traffic. There appeared to be a plastic covering over the face of the device, preventing inspection of its contents. Also noted was a bank of about 50 unmarked mailboxes housed in a wooden frame are located just south of the main access road. The compound consists of numerous mobile homes and generally dilapidated wood frame structures used as single-family dwellings, although some appear to be occupied by more than one family. The various structures, approximately 50-75 in number) are tucked into heavily wooded areas that are situated on the side of a large hill that forms a natural boundary to the east. Privately owned property abuts the compound on the north and south sides of the compound, and by Roods Creek Road to the west. There are other notable access points that appear to have been constructed by the residents of the compound, although the purpose and popularity of their use is unknown. Two larger, recently built or reconstructed structures are located within the encampment, both appearing to be on the north side of the primary access road. These buildings appear capable of holding up to 100 people at a time, although their actual or intended use is not known and the interiors of the structures were not viewed by investigators. Based on information obtained from area sources, however, these buildings are believed to be used for religious training, education and meeting purposes. It is important to note that private driveways are present throughout the 70acre compound, leading to the various structures described above. The driveways and roads are primitive at best, making normal travel somewhat hazardous. A clearing exists north of the access road, not visible from the road or any other publicly accessible vantage position. An inspection of this area conducted by investigators found what is an obvious weapons firing range, complete with a target area (against the hillside) and shooting areas on the west side. This area appears to have been recently used based on a closer inspection of this area.

Perhaps as significant as the weapons range, an area near the eastern perimeter of the property on the hillside appears to be a military-style training area, including ropes hung from tree limbs, an obstacle course, wooden fences for scaling, and other items and structures one would reasonably expect to find in a boot-camp type setting. This area also appears to have been used recently. It should also be noted that the property owned by this organization is located within close proximity to the Cannonsville Reservoir and Watershed Area, which is one of several water supply sources servicing New York City and adjacent areas. SUMMARY OF ACTIVITIES OBSERVED Surveillance was conducted using a variety of methods and from various locations. It is important to note that there appears to be men who are designated to provide security for the compound. One male was posted inside the guard shack at the primary entrance, while others, walking in pairs and each armed with at least one rifle, appeared to watch the open perimeters of the encampment. The men were not in any type of uniform and except for the sentry inside of the guard shack, were not readily visible from any public vantage position. At intermittent times during the covert surveillance, investigators observed numerous Black males, all appearing to range in age from 18-40, walking throughout the compound. At least two of these individuals were armed with rifles. Investigators also observed approximately a dozen different females all appearing to be residents of the structures located within the camp, and approximately the same number of minor children in their company walking within the confines of this area. Their activities were not immediately determined, although most appeared to be social in nature. Several teenage boys were observed together in an area on the southernmost area of the compound, apparently engaged in some type of recreational event. A number of motor vehicles were present on the property, most of which possessed New York license plates. A large sampling of the tag numbers from these vehicles indicated that the plates were either expired or invalid. The expired plates were registered to individuals across the state of New York. The presence of armed guards and other factors including but not limited to the apparent existence of other security devices around the perimeter of the property prevented investigators from securing useable videotape of these activities at this compound without the high risk of exposure and potential confrontation. Nonetheless, ample documentation exists and is being maintained by investigators to verify the observations as detailed above. At various times on both dates, vehicular traffic was observed randomly arriving and leaving this compound. All of the vehicles were occupied by Black males dressed in normal casual attire. Due to the rural nature of the area, mobile surveillance of the vehicles was not conducted. Page 11

Although no activity of extreme significance was observed (the presence of armed sentries guarding the perimeter of the compound excluded) during this period of surveillance, it was obvious that measures to insure that the activities taking place at this location were well insulated from public view. As it is possible that the surveillance operations could have been exposed by electronic or visual means at some point before the completion of the surveillance, it is possible that the activities of the compound occupants might have been adjusted accordingly. INTERVIEWS WITH AREA RESIDENTS Most of the properties on Roods Creek Road are spaciously divided or of seasonal use; as such, the number of immediate neighbors of the compound were limited. Nonetheless, investigators successfully interviewed six area residents (excluding law enforcement sources) for information about the encampment and activities taking place at that location. Information obtained from each of these sources all who requested anonymity for the purpose of this report was consistent in content. The summary of information obtained is outlined below: 1. The encampment has been in operation for at least 20 years, and appears to maintain a steady level of occupancy. Each source confirmed the existence of at least one armed guard at the main entrance, especially during special events that take place at this location and result in a significant number of visitors by vehicle. These special events appear to be meetings or religious services held within the compound. 2. Nearly every weekend, (either Saturday or Sunday), sound of gunfire can be heard from the camp. According to one male who stated he is a combat veteran of the Vietnam War, some of the weapons are obviously automatic and large-caliber weapons. On at least two occasions last summer, small explosions were heard by area residents. 3. The occupants of the compound disallow anyone not affiliated with their organization from entry into the encampment. All of the residents stated that they have never observed any marked law enforcement vehicle enter the compound at any time. 4. Visitors to the compound are numerous and frequent; all visitors appear to be Black males operating late model vehicles, mostly Sports Utility Vehicles, and many possess license plates from Michigan, Ohio, South Carolina and Tennessee. 5. At least once each week, private deliveries of unknown items are made to the camp by unmarked box-style trucks. The trucks are usually present at the compound for 2-3 hours at a time, and are also operated by Black males or men of apparent Middle Eastern origin. 6. Men of Middle Eastern origin appear to be frequent guests of the encampment, many attired in traditional Islamic attire. Some appear to stay at the encampment for 3-4 days or longer. During periods of these visits, activity and security at the compound is noticeably heightened. Page 12

Each area resident interviewed by investigators expressed a deep concern over the activities taking place at this encampment, and fear that if they make any reports to law enforcement, the residents will retaliate against them. Stated one resident: We see children small children run around over there when they should be in school. We hear bursts of gunfire all of the time, and we know that there is military like training going on there. Those people are armed and dangerous. We get nothing but menacing looks from the people who go in and out of the camp, and sometime they yell at us to mind our own business when we are just driving by. We dont even dare to slow down when we drive by. They own this mountain and they know it, and there is nothing we can do about it but move, and we cant even do that. Who wants to buy property next to that? Every resident interviewed expressed disappointment and additional concern that federal law enforcement is not investigating the activities at this location. Stated one additional resident: These people need to be investigated. They are training for war, either for war here in this country or against our troops. Who in the hell is allowing this stuff to happen right here in our own backyard, and why?

INVESTIGATIVE SUMMARY
Based on the extensive research of the group Jamaat ul Fuqra and their front organizations, our on-site investigation, surveillance findings and other factors not detailed in this interim report, it is obvious that the activities that are taking place within this encampment are intended to be insulated from the public. Additionally, open source reports, confirmed by additional investigation, determined that a number of the residents of this compound work for the New York State Thruway, are tollbooth operators in the New York City area, and are also employed at a nearby data processing center that processes credit card transactions and maintains vital confidential financial records. Based on the findings as detailed within this report, it is apparent that additional investigation by the appropriate law enforcement authorities is required. The appropriate action must be taken now to insure the safety and security of the United States, or it is certain that we will be forced to deal with the consequences should we choose not to do so at this time. Lessons have been learned from terrorist attacks that have struck America and Americans over the last two decades, and previous intelligence failures have been identified. We know that it is the intent of our enemy to destroy us, but will we allow our destruction to be from within?
