10-649- Offered by Councillor Penta Be it Resolved that the true cost of the Mayor's new trash program be further explained in the interest of the Medford taxpayers. 10-641-Offered Councillor Burke Whereas the Mayor made an agreement with Criterion aka Residences at Rivers Edge In lieu of a linkage payment, Be it Resolved that the City Solicitor provide his opinion on whether the Mayor has the authority to waive linkage payments and in turn negotiate an agreement and further, as the intent is based on the Linkage Ordinance, does he have the authority to spend such funds without the approval of either the Linkage Committee or City Council 10-642-Offered by President Maiocco Be it resolved that the Medford City Council congratulate Guy and Phyllis Salvo on the wonderful occasion of their 70th wedding anniversary. 10-647-Offered by Councillor Penta Be it Resolved that further commentary be made as to the Mayor's lack of enforcement regarding downtown parking and off street enforcement. 10-648- Offered by Councillor Penta Be it Resolved that the outrageous spending of over one million dollars by the Mayor to take 50 valuable parking spaces away from the downtown Medford Square businesses and to change the road pattern that allows passenger exiting on a highway road be discussed in the interest of public safety and in the interest of spending our taxpayer's money for a better interest of Medford citizens. In this subrogation case, the claimant insurer, Safety Insurance Company, seeks reimbursement for payments made to its insured, Barbara Gedrimas, 7 Apache Trail, Medford, MA, when her vehicle was struck by a City of Medford DPW truck driven by Richard Eckert at the paved intersection of Teehan, Spruce, Elm and Cypress Lawns at Oak Grove Cemetery. The accident occurred on March 4, 2005. The claim was settled for 50% of the total amount of damages/bills paid by Safety Insurance Company which was $18,482.35. Suit was originally entered in Suffolk Superior Court and was transferred to Middlesex Superior Court during the summer of 2009. The necessary Releases have been obtained from the claimant. Re: Establishment of a Revolving Account, LoConte Rink, Medford, MA Dear President Maiocco and Members of the Medford City Council: I respectfully request and recommend that your Honorable Body approve the establishment of a Revolving Account under MGL Chapter 53E for a maintenance and operating expenses, including salary and wages, for the LoConte Rink. If approved this Revolving Account will support the costs of the regular maintenance for the LoConte Rink along with the operating expenses including salaries and wages. Funds will not be needed for capital improvements since those will remain the responsibility of the Department of Conservation and Recreation under the terms of the Permit Agreement. Fees collected from ice rentals, donations and the like will be deposited into the Revolving Account. The Mayor will have the authority to approve expenditures from the account and he shall annually report to the City Council on the total amount of receipts and expenditures of the Revolving Account.
