MATERIALS MANAGEMENT PLAN

Site Details: Uppingham School Sports Centre and Western extension to Playing Fields etc at Leicester Road Uppingham, the sports field is known as The Leicester: Planning Approvals FUL/2008/0571/CC and FUL/2009/0030/CC refer: Organisation: ORMS Architects and Lucas Land & Planning: (Architects and Planning Consultants in respect of the above applications). Introduction: Site Plans enclosed of approval sites noted above and the recipient site part of the school playing fields off The Middle London Road Uppingham: Reference should be made to The Planning Statement and The Design and Access Statement enclosed as part of the planning application: The intention as outlined in the above noted reports is to recycle excess soil from the Leicester Road Playing Fields to The Middle Playing Field to raise the level of part of the The Middle (known as The Practice Pitch) so that the pitch can be used for sports purposes. At present this area of The Middle is not used for sport because of the changes in levels. The building contract is being undertaken by Bowmer and Kirkland of High Edge Court, Heage, Belper Derbyshire DE56 2BW (01773-853131), who is a member of the considerate contractor scheme: contact the Site Manager Marcus Fuller (07796-278914). Bowmer and Kirkland have previously worked on projects for Uppingham School at the Paul David Music Centre and the Language Centre, and have an excellent understanding of working in Uppingham Town. The intention is to move 6,000 cu metres of soil from The Leicester Sports Field to The Middle Practice Pitch: the detail of the journey by lorry from Leicester Road to London Road via the A47 is shown in the Design and Access Statement and has been discussed with the County Council and follows the main roads within and outside the town of Uppingham, avoiding where possible residential areas. Evidence: Soil reports and Geotechnical Reports from Tim O Hare Associates and Brookbanks Consulting were included as part of the above applications / approvals and are included as part of the proposal application. The source of the soil is both topsoil from previously agricultural pasture land and topsoil and subsoil from the schools current sports pitches at The Leicester. The contract is between Bowmer and Kirkland and Uppingham School. The existing topography of the recipient land The Middle Practice Pitch is shown on plans 392/97/5033 and 5032: the existing cross section is shown on plan 392/97/7005. The proposed levels are shown on plans 392/97/5030 and 5031: the proposed cross section is shown on plan 392/97/7004: the aim is to ensure as near as possible that the final playing surface is as level as possible so that sports use can be fully enjoyed. Tracking: The soil is not contaminated. The intended haulier is White Horse Contractors who will be working under the direction of Marcus Fuller of Bowmer and Kirkland.

METHOD STATEMENT

Consultations Detailed consultations have taken place with the owners of the entrance access and adjoining farm to the south of the Middle playing fields, Mr. and Mrs. Hicks, and they have been sent Notice under section 65 of this application.

Coordination with neighbour The vehicular operations to transport soil from the Leicester site to the Middle Playing Fields will be closely coordinated with Mr. & Mrs. Hicks by the Contractors site manager Marcus Fuller in order to minimise impact on their entrance and access. Marcus Fuller will meet with Mr. & Mrs. Hicks at their convenience to agree final arrangements. Soil lorries are to be radio controlled, and Mr. & Mrs. Hicks will have a radio link to notify the Contractor if their access is required at a particular time. The contractor will position a Banksman at the entrance access off London Road to ensure that the farm operations are not adversely affected and for public safety. Under the agreements from consultations Mr. Hicks will be able to hold lorries at the Leicester for up to 20 minutes to avoid any traffic conflict with farm operations at his entrance.

Timetable The intention will be to complete all transportation operations in the School Summer holiday period from 29th June to 6th September, on grounds of safety and minimising disruption to the Town.

Hours of Operations The contractors proposed hours of operations are weekdays Monday to Friday from 8 am to 5 pm.

Logistics The overall amount of soil to be excavated and transported is estimated at 6000 cubic metres. The contractor proposes to transport exported material using 8 wheel tipper lorries, which have a capacity of approximately 8 cubic metres. It is therefore estimated that 750 lorry loads will be required to complete the transportation. The Contractor proposes to undertake the operations in 3 working weeks to minimise the period of disruption to the Town. Based on the working hours outlined above this will mean an approximate frequency of 1 lorry every 11 minutes travelling in each direction along the agreed main road route.

Contractors Methodology To prevent construction vehicle operations endangering the public, relevant precautions will be taken specific to the nature of the site and work, including the provision of, suitable vehicles appropriate pedestrian and vehicle traffic management systems fencing as required for protection

signallers or banksman. effective vehicle immobilisation systems and key custody procedures.

Where vehicles cross the public footpath, measures will be taken to protect members of the public and control their movement to ensure safety, for example by using barriers and a signaler. Drivers, particularly when working in public areas, must always remove the keys from the ignition and immobilize. The whole procedure will be strictly controlled and subject to a thorough method statement/ risk assessment evaluation before works will be allowed to proceed. This will be site specific and will include keeping the highways clean and tidy. Guidance will be taken from HSE reference, HSG/144 safe use of vehicles on construction sites.
