The proposal report provides complete details on the City of Niagara Falls, Fairview Cemetery Mapping project as offered by Wilson and Neal Consulting, Ltd.
Executive Summary
The Niagara Falls Cemetery Project (Phase 2) focuses on Fairview Cemetery, an active cemetery maintained by the City of Niagara Falls. While much of the data associated with burials is now stored and recorded using computer-based applications such as Cemetery 2000, the actual maps used for storing, observing, recording, and extracting information pertaining to burials and burial locations have not yet been put into digital format. These aged maps illustrating the cemetery and its plots are drawn with ink on thick paperboard material, and are quite vulnerable to being damaged, or misplaced. Because these drawn maps are the only graphical and historical records of plot statuses belonging to the cemetery, the City of Niagara Falls has expressed interest in using GIS applications to digitize and map the 77.6 acres of land belonging to Fairview Cemetery. This would allow a much more safe, secure, organized, and user-friendly means of data storage both in terms of City employees, and for users from the general public wishing to determine the location of certain individual plots. The project began on October 11, 2012, with a projected end date of June 14, 2012. The project team is composed of three individuals; Brianne Wilson, Project Manager; Jordan Neal, GIS Analyst; and Mike Wallace, Project Advisor, forming the firm of Wilson & Neal GIS Consulting, Ltd. The varied collective experiences, knowledge, and skillsets of the team members afford them the opportunity to approach and complete this project in an efficient and professional manner. The primary objective of the Niagara Falls Cemetery Project (Phase 2) is the digitization of Fairvew Cemeterys physical maps, to be used for expanding the IMS mapping point display and Genealogy search tool on the internet developed during Phase 1 of the Project in 2005, by Steve Zuppa and Alicia Mallette. Plot dimension drawings and additional analysis functions are to be added to the current online application, based on the newly digitized formats of the provided historical maps. A flat-bed scanner will be used for the digitization of the original maps, provided to Wilson and Neal GIS Consulting, Ltd. on behalf of Fairview Cemetery and the City of Niagara Falls. Manifold and ArcGIS software will then be used for the display, processing, and layer-development procedures following the map digitization.
Some risks and challenges identified by the team in regards to the second phase of this Project are finding a suitable flat-bed scanner to be used during the digitization process; obtaining permission to use the scanner in time to meet any deliverable deadlines; and travelling to and from the site of the scanner, if need be. Additional concerns are mentioned and addressed further in this document. Our team is, however, confident that these obstacles and any others which may arise will be overcome, as a result of extensive planning as well as thorough communication between team members and clients. The major tasks associated with the successful completion of this project are the digitization of all mapped areas of the cemetery, the preparation of dimensioned composites of every plot within each mapped section, and the development of themed map layers based on information provided by the cemetery. The total cost estimate of this project, including 13% HST, has been valued at $50, 174.83

Project Understanding
Fairview Cemetery is located at 4501 Stanley Ave. in Niagara Falls, Ontario. Originally composed of 23 acres in 1883, the purchase of the land was arranged by the, then chair of the cemetery committee of the Town of Niagara Falls, Morton Buckley. Presently, the cemetery expands over 77.6 acres and is still in active operation. Pictured inset in Figure 1 is section F of the original historical maps belonging to the cemetery and the City of Niagara Falls, illustrating a map of the cemeterys multiple sections and designated plots. Clearly, the maps are quite weathered and are not very suitable for everyday use by city employees working at the cemetery - information could easily be lost as a result of permanent damage or being misplaced. Because these maps are originals, they are not for public use, and additionally are not appropriate for use online to supplement the current application

used for genealogy searches. The use of a flat-bed scanner and GIS-based software, such as Manifold and ArcGIS, will allow for the digitization and eventual analysis of the cemeterys plot layout, allowing for the creation of detailed map templates for operational use as well as public use, ultimately serving to enhance the efficiency in locating and finding information regarding specific sections and plots.
This project will serve to streamline cemetery services, for the intended use of both the public and operational staff online, as well as in person. The operational efficiency will improve greatly, and allow for more secure use and storage of vital cemetery information.
Brianne Wilson is currently a Post Graduate Student in Niagara Colleges Geographic Information SystemsGeospatial Management Program. This education, coupled with an diploma in Environmental Technology and 8 years of on the ground experience as an Ecological Restoration Project Lead, have given her major strengths in managing several environmental projects simultaneously, on time and on budget. Her thorough communications skills have been highly instrumental in developing strong working relationships between clients, stakeholders and colleagues and will be heavily utilized during the successful execution of the Niagara Falls Cemetery Project (Phase two) with the City of Niagara Falls, ON. As the Wilson & Neal GIS Consulting Ltd. Project Manager, Brianne will be responsible for ensuring the project deliverables are meet on time and to a high degree of quality. As the project manager, she will be the main contact point for project communications and will make all major project decisions in collaboration with the project client and project advisors.
Jordan Neal
GIS Analyst
Jordan Neal is a student at Brock University, in his third year of a four-year collaborative program with Niagara College where he is currently in the process of completing the Geographic Information Systems and Geospatial Management program and attaining a Post-Graduation Certificate. During his two years at Brock working towards a
Bachelor of Arts degree in Human Geography as well as during the first semester of Niagara Colleges GIS program, Jordan has gained valuable experience in the field, in addition to analyzing and processing information and results before producing a formal report composed of his findings. As the Wilson & Neal GIS Consulting, Ltd. team member holding the position of GIS Analyst, Jordan will be responsible for performing tasks and reaching objectives to a high degree of quality in a timely fashion, and in cooperation with the other team members. He will take direction communicated to him by Brianne, the Project Manager, in accord with the clients requests and/or suggestions.
A part-time instructor at the Niagara-on-the-Lake campus of Niagara College for the GISGM program, Mr. Wallace will oversee the project completion process as Project Advisor of Wilson & Neal GIS Consulting, Ltd, from the early stages through to the conclusion. He will be reported to by both the Project Manager and GIS Analyst to evaluate the quality and direction of work, as well as the progress. Due to his experiences in the fields of GIS, business, and project advising, Mr. Wallace will be an invaluable resource for the duration of project and objective execution.

Proposed Methodologies
Scanning Images
In order to scan the original documents prior to digitizing them, a flat-bed scanner will be employed. All 75 maps are to be scanned, and any delay finding a scanner and/or actually scanning the maps will impede any further progress with the project .
Digitization
Following the scanning process of the maps, the scanned images will be imported to Manifold and digitized. Because there are so many maps, this aspect of the project will be quite time consuming. Other options will be explored in order to simplify this step, including using other software packages such as AutoCAD, which might be more efficient.
Georeferencing of Composites
ESRIs Arc software package will be used to georeference the digitized composites using digital orthoimagery of the Niagara Region to assigning locational information to the shapefile composites produced previously.

Schedule
In the table below you will see the exact schedule Wilson and Neal GIS Consulting Ltd will undertake to ensure the projects deliverable are met in a timely fashion. The major bulk of the tasks will be completed during the month of March where more than 90 hours will be dedicated to project work. April will see 80 hours of project work completed, with the remaining project work being completed in May over 72 hours.

Cost/Estimated Budget
*The cost estimates for this project are only provisional and intended for educational purposed only* Wilson & Neal Consulting Limited estimates that this project will cost $57,118.96 which includes 13% Harmonized Sales Tax and contingencies. The cost estimates are broken down in the table below. The Project Manager at Wilson & Neal is charged to the client on an hourly basis. The rate for the services of the Project Manager is $80.00 per hour. The GIS Analyst with the firm is charge to the client at $75.00 per hour. The rate for the Project Advisor is charged at $150.00 per hour. All of these costs are subject to Harmonized Sales Tax as required by the province of Ontario.

Project Title
Project Background Project Problem/Opportunity: Currently, the city has developed a Cemetery project which links the Cemetery database to an IMS mapping point display and Genealogy search tool on the internet. We would like to quality control and expand this application to include plot dimension drawings and further analysis functions. Business Goal: Enhance and Promote the Citys cemetery applications to improve operational efficiencies for the corporation and to improve over the counter and on-line customer service. Primary Project Objectives [Provide a list of the project objectives.] Review/Research the current cemetery data, online application and operations procedures. Scan/Geo-reference historic plot plan images for defined sections within designated cemeteries. Prepare a dimensioned composite of all plots within all sections of the designated cemeteries. Update digital photography and scanned document attachments as required. Prepare themed layers based on dynamic queries of the SQL server database Build map templates for both public and operation based print outs of individual cemetery plots. Analyze sales information, modern trends and buying habits to improve plot configurations and sales. Recommend ways to better promote the application to the public. Prepare a recommendation report for service improvements and/or error reporting.
