Senior Accountant Period Background: Agricultural Adaptation in Climatic Risk Prone Areas of Bangladesh (Drought, Flood and Saline prone areas) project is a component of Emergency 2007 Cyclone Recovery and Restoration Project (ECRRP) Project which is started from February2013 to December, 2015 with the overall goal is to create Climate resilient Agriculture System where Rural level farmers and extension workers will be able to cope with adverse climatic effect and address the agricultural risks due to climate change in a systematic way. The project will be implemented by Department of Agricultural Extension (DAE) and Food and Agriculture Organization of the United Nations (FAO) with financial support from Bangladesh Climate Change Resilient Fund (BCCRF) of World Bank. Under the overall supervision of the Project Director and the FAOR with the technical guidance of Chief Technical Advisor, Senior Accountant will deliver and perform the following tasks: Assist Project Director and CTA in the financial management of the sub-components activities according to FAOs financial and administrative rules and procedures. Overall control of the establishment, administration and financial procedures and maintenance of the Components accounts. Assist FAOR and CTA to maintain linkages with the relevant finance, administration, personnel and procurement divisions of FAO Headquarters and Regional Office for Asia Pacific. Prepare an administrative and finance manual for the Component acceptable to FAO and the World Bank. Establish, implement and enforce an inventory system and record of physical assets and financial transactions, including those undertaken by FAO in partnership with the Departments of Agricultural Extension, Fisheries, Livestock Services, NGOs, CBOs and farmers groups. Assist SCIU in the review and endorsement of annual work programmes and budgets. Ensure the adequacy and soundness of data integrity and control over the Components administrative and financial transactions. Advise FAOR on all matters involving administration and finance of the Component in particular, human resource management, procurement and accounts. Prepare accurate and reliable financial accounts and communication to all relevant parties, including the management and reporting of budgets, cash advances and payment status against FAO commitments. Manage cash flows and related calls for component funding. Ensure adequate arrangements for component staff, including office space, equipment, communications and security. Assist FAOR to arrange audits at stipulated intervals and compliance with audit observations and rectification of deficiencies. : 33 months

Qualifications & Experience A university degree in business administration or accounting and post-graduate qualifications in financial management (or related technical disciplines).
A minimum of ten years of relevant experience and technical work within the context of managing the finances of large rural-based development projects

Familiar with FAO Financial rules and procedures Possess strong computing skills (word processing, spreadsheets and databases), Fluency in spoken and written English.
