ADVICE TO SECRETARIES
1. READ THE RULES CAREFULLY AS IGNORANCE OF A RULE WILL NOT BE ACCEPTED AS AN EXCUSE IF YOU INFRINGE THEM. 2. MATCH FORMS: (a) - Ensure that you have a triplicate form at every match, including cup ties, as both teams must supply a form. One copy to Opponents and one copy to the Referee. (b) Enter the substitute's names on the form and indicate whether they play or not. 3. SUBSTITUTES: Up to three may be used. Any substitutes used must be from a list of up to five named substitutes which must be on the copy match form given to the Referee no later than 10 minutes prior to the commencement of the match. 4. GROUND: Ensure that your ground is clearly marked out and that nets and corner flags are in position well before kick-off time. You are reminded that corner flags must be at least 5 ft. high and that nets are properly fastened. 5. CANCELLATIONS: Ensure that you are fully conversant with Rules 10C & F. There are four people who must be contacted immediately - Opposing Club's Secretary, the Referee, the Fixtures Secretary and the Referees Secretary. Confirmation in writing must also be sent to the Fixtures Secretary. 6. COLOURS: If you change your registered colours you must inform the League Secretary immediately. (Rule 9(B)) 7. REFEREES: It is a rule that the Referee is offered his match fee before the game. (Rule 13E) The match balls, which must be match grade, must be supplied in the dressing room. (Rule 10B). If you mark a Referee 61 or less, a letter must be sent with the Match Form explaining your reasons. 8. LINESMEN: You are reminded that you must supply a suitable adult linesman. The name of the linesman should be entered on the match form. The League presents a trophy to the best club linesman over the season. This is based on marks from the Referees. 9. HANDBOOK CHANGES: Please keep a note of any amendments that are notified on the newsletters. Should your club change its Secretary (or if he moves) then the League Secretary, Kent F.A. Secretary and Kent F.A. Division 3 Secretary must all be informed. 10. All teams must have a first aid kit (Rule 10(I). See page 10 for minimum standards. 11. Take a whistle, notebook and pencil, red/yellow cards and a set of linesmans flags with you in case the appointed Referee fails to appear. (Rule 10B). Wait at least 15 minutes before you endeavour to get the game played using an official of either your club or your opponents. 12. Ensure that you confirm details of the match with your opponents and the Referee no later than Wednesday. 13. Please do not telephone League Officers after 9 p.m. unless specifically requested to do so. Please do not call at Officers' homes without prior arrangement.

ADMINISTRATION SUMMARY
RESULTS: ALL results shall be telephoned in to the results line 0844 822 6878 by 6pm on the day of the match and by 9pm for evening fixtures. No Emails or texts. Calls only. Please leave the match result and your teams goalscorers from the game speaking slowly and clearly. ALL Clubs must use this line with their K.J. Cup and other Competition results by the same time. If your match is postponed (for whatever reason), please leave a message stating this. ALL TEAMS SHALL CALL THIS LINE FOR ALL GAMES INCLUDING ALL CUP COMPETITIONS. This must be posted to John Neal so that it reaches him by the Wednesday following the match. (Evening fixtures within 3 days). The name of the Club must be written on the back of the envelope. REGISTRATIONS AND TRANSFERS: All communications normally by post. Personal calls may only be made by prior invitation. All questions concerning player registrations (except for protests) should be sent to the Registrations & Transfers Secretary - John Neal.Tel: 01622 676658 Additional registration forms can be down loaded from the League Website. Clubs will be Invoiced every 2 months for the forms used. There is no change to the cost of the forms, Normal 1 & Lates 2. Transfer forms are available on request. The 5 fee must be paid before the transfer is completed. The fee for a second transfer by the same player is 10. You should ensure that if you sign-on any players as "Late Registrations" their signatures are witnessed by a League Officer or Opponents Representative (Referees are not required to act as a witness) and that the form is posted to John Neal, in the same envelope as the match form, within 2 days of the match, by first class post. The photos should also be enclosed. If the photos are not available you have 10 days to get them to the Registration Secretary. Failure to do so will result in a Disciplinary charge. The top corner of the envelope should be marked LATE REG. A SAE must be enclosed for the return of all registration slips. Make certain that you keep the Referees Secretary fully informed of any changes in your open dates and that you inform him immediately if you are unable to accept any appointments. Always confirm details of the match promptly with the home club secretary. Inform the Disciplinary Secretary of any club that does not confirm details with you as laid out in Rule 10(D). You should arrive at the ground in good time and be changed ready to start at the appointed time. Please report any late starts, short teams, no linesman, to the Disciplinary Secretary, giving details as to who seemed to be at fault, within four days of the match. Note that fees for this season are 30 inclusive, which will be paid by the Home team. Please complete the Match Result Form provided by the League and return to the Disciplinary Secretary after each match. This form includes the marks for the Club Linesmen and Sportsmanship Trophies. You do not have to witness the players signatures on late registrations. This rule has been amended.

RULES
NOMENCLATURE AND CONSTITUTION
1. (A) This Competition shall be designated the Express Cabs Maidstone and District Football League and known as the Maidstone and District Football League, and shall consist of not more than sixty-six Teams who shall be Full Members. All such Member Clubs must be affiliated to an affiliated County Football Association and their names and particulars shall be returned annually by the appointed date on the Form "D" to the Kent County Football Association. The area covered by the Competition Membership shall be within a Twenty five-mile radius of Maidstone Town Hall. This Competition shall apply annually for sanction to the Kent County Football Association and the constituent teams of Member Clubs may be grouped in divisions, each not exceeding 14 in number. No more than one team from a Club can participate in the same Division. Any Club competing in a Competition not connected with this League must notify the League Secretary before the beginning of the season. A team may take part in no more than two such Competitions, (which includes the Kent Junior Cup). The Fixtures Secretary must be informed of all relevant information regarding fixtures etc and of a teams progress within such a Competition. A fine not exceeding 25 may be imposed for failure to comply with these conditions. This Competition and its Clubs shall support the FAs respect programme. As such it recognises that everyone in football has a collective responsibility to create a fair, safe and enjoyable environment in which the game can take place. A Respect League values the contribution of match officials, players and spectators and ensures that they are treated with courtesy and fairness by opposing players, club officials and spectators. The League and its Clubs will seek to play fixtures in a fair, competitive but not antagonist environment. (B) At the Annual General Meeting or a Special General Meeting called for the purpose, a majority of the delegates present shall have power to decide or adjust the compilation of the divisions at their discretion. When necessary this Rule shall take precedence over Rule 12.

ENTRY FEE SUBSCRIPTION - DEPOSIT


2. (A) Applications by Clubs for admission to this Competition or the entry of an additional team(s) must be th made in writing to the Secretary by May 15 and must be accompanied by an Entry Fee of 10 per team, which shall be returned in the event of non-election. All teams applying should provide a list and details of, at least 15 players, including their dates of birth. All new teams will be subject to the mentor scheme, designed to help and assist Clubs in the first two seasons. At the discretion of a majority of the accredited voting members present, applications, of which due notice has been given, may be received at the Annual General Meeting or a Special General Meeting. The Entry Fee shall apply. When Rule 12(B) is applied and a team seeks a transfer or is compulsorily transferred to another division no Entry Fee shall be payable. (B) The Annual Subscription shall be 70 per Team (to include handbooks, match forms, 15 registration st forms) payable on or before the 1 July in each year. (C) Each Club shall within seven days of election pay a Deposit of 100, which shall be returnable to Clubs on leaving the Competition provided they have fulfilled their fixtures and complied with all orders of the Management Committee.

(D) A Club shall not participate in this Competition until the Entry Fee, Annual Subscription and Deposit have been paid. (E) Clubs must advise annually to the Secretary in writing or by email by 14 July of its Kent County Football Association affiliation number for the forthcoming Season, failing which they shall be fined 20. Clubs must advise the Secretary in writing, or on the prescribed form, of details of its Headquarters, Officers and any other information required by the Competition.

OFFICERS
3. The Officers of the Competition shall be the President, Active Vice-Presidents, Chairman, ViceChairman, Treasurer, Secretary, Registration Secretary, Referees Secretary, Fixtures Secretary, Disciplinary Secretary, Website Administrator to be elected annually at the Annual General Meeting. (N.B. Auditors are not Officers).

MANAGEMENT -NOMINATION -ELECTION


4. (A) The Competition shall be governed in accordance with the Rules and Regulations of The Football Association by a Management Committee comprised of the Officers and up to seven members who shall be elected at the Annual General Meeting. All participants shall abide by the Football Association Regulations for Safeguarding Children as determined by The Association from time to time. (B) Retiring Officers shall be eligible to become candidates for re-election without nomination. All other candidates for election as Officers or Members of the Management Committee shall be nominated to the Secretary in writing, signed by the Secretaries of two Member Clubs, not later than 31st May in each year. Names of the candidates for election shall be circulated with the notice of the Annual General Meeting. In the event of there being no nomination in accordance with the foregoing for any office, nominations may be received at the Annual General Meeting. (C) The Management Committee shall meet monthly/as often as is necessary to deal with business as it arises. Any Committee Member not attending three consecutive monthly meetings without permission of the Management Committee shall deem to have relinquished his appointment. On receiving a requisition signed by two-thirds of the Members of the Management Committee, the Secretary shall convene a meeting of the Committee. (D) Except where otherwise mentioned all communications shall be addressed to the Secretary who shall conduct the correspondence of the Competition and keep a record of its proceedings. (E) All communications received from Clubs must be conducted through their nominated Officers. (F) Each Officer, Official, Member of the Management Committee or Member of the League shall be entitled to be indemnified and reimbursed by the League and its Members for any liability incurred in respect of any act carried out with the authority of the League relating to proper conduct of the affairs and management of the League. This indemnity relates to any liability including compensation or damages awarded and legal costs in the defence of any action.

POWERS OF MANAGEMENT
5. (A) The Management Committee may appoint such other sub-committees as they may consider necessary and may delegate such of their powers, as they deem necessary to such Committees. The decisions of all such Committees shall be reported to the Management Committee for ratification. The Management Committee shall have power to deal only with matters within the Competition and not for any matters of misconduct that are under the jurisdiction of the Football Association or affiliated Association. (B) Subject to the permission of the Kent County Football Association having been obtained the Management Committee may order a match or matches to be played each season, the proceeds to be devoted to the funds of the Competition and, if necessary, may call upon each Club (including any Club which may have withdrawn during the season) to contribute equally such sums as may be necessary to meet any deficiency at the end of the season. (See Rule 6(E)).

(C) Each Member of the Management Committee shall have the right to attend and vote at all Management Committee Meetings and have one vote thereat, but no Member shall be allowed to vote on any matters directly appertaining to such Member or to the Club so represented. (This shall apply to the procedure of any sub-committee). In the event of the voting being equal on any matter, the Chairman shall have a second or casting vote. (D) The Management Committee shall have powers to apply, act upon and enforce the Rules of the Competition and shall also have jurisdiction over all matters affecting the Competition, including any not provided for in the Rules. With the exception of Rules 5(i), 6(h), 10(a) 11 and 19, for all breaches of Rules a formal written charge must be issued. The respondent shall be given seven days from the date of notice to reply to the charge and given the opportunity to:(i) Accept or deny the charge. (ii) Submit in writing a case of mitigation, or (iii) Put their case before the Management Committee. All breaches of the Laws of the Game, Rules and Regulations of The Football Association shall be dealt with in accordance with F.A. Rules by the appropriate Association. With the exception of Clubs playing at Step 7 of the Football Pyramid and the FA Womens Premier League, the maximum fine permitted for any breach of a Competition rule is 250 and, when setting any fine, the Competition must ensure that the penalty is proportional to the offence, taking into account any mitigating circumstances. (E) All decisions of the Management Committee shall be binding subject to the right of appeal to the Board of Appeal in accordance with Rule 16. Decisions of the Management Committee must be notified in writing to those concerned within fourteen days. (F) Five Members of the Management Committee shall constitute a quorum for the transaction of business of the Management Committee and three Members shall constitute a quorum for the transaction of business by any Sub-committee of the Competition. (G) The Management Committee, as it may deem necessary, shall have power to fill in an acting capacity, any vacancies that may occur amongst their number, and may also co-opt Members on to the Committee for specific purposes. (H) A Club having failed to comply with an order or instruction of the Management Committee, or failing to satisfactorily attend to the business and/or the correspondence of the Competition shall be liable to a fine of up to 50, or otherwise penalised at the discretion of the Management Committee. Continued failure could result in a deduction of points and ultimately in expulsion from the League, which would take place at an AGM or EGM of member Clubs. If a Club is requested, or requests, to be represented at a meeting of any Committee the Club will be liable to a fine of up to 50 if a representative does not attend. (I) All fines and charges shall be paid within 14 days of the date of posting of the written notification. Any Club failing to do so will be fined a maximum of 50. Further failure to pay the fine including the additional sum within 14 days will result in fixtures being withdrawn until such time as the outstanding payments are settled. (J) A member of the Management Committee appointed by the Competition to attend a meeting or match may have any expenses incurred refunded by the Competition. (K) The Management Committee shall have the power to fill any vacancy that may occur in the membership of the Competition between the Annual General or Special General Meeting called to decide the constitution and the commencement of the Competition season. (L) The business of the Competition as determined by the Management Committee may be transacted by electronic mail or facsimile.

ANNUAL GENERAL MEETING


6. (A) The Annual General Meeting shall be held not later than 31 July in each year. At this meeting the following business shall be transacted provided that at least two thirds of its Members are present and entitled to vote: 1. Receive and confirm the Minutes of the preceding Annual General Meeting. 2. Consider any business arising therefrom.

3. To receive and adopt the Annual Report, Balance Sheet and Statement of Accounts. 4. Election of Clubs to fill vacancies (as recommended by the Management Committee). 5. Constitution of the Competition for ensuing season. 6. Election of Officers and Management Committee. 7. Appointment of Auditors. 8. Alteration of Rules, if any (of which notice has been given). 9. Fix the date for the commencement and conclusion of playing season. 10. Other business of which due notice shall have been given and accepted as being relevant to an Annual General Meeting. (B) A copy of the duly audited Balance Sheet, Statement of Accounts and Agenda shall be forwarded to each Club at least fourteen days prior to the meeting, and to the Kent County Football Association. (C) A signed copy of the duly audited Balance Sheet and Statement of Accounts shall be sent to the Kent County Football Association within fourteen days of its adoption by the Annual General Meeting. (D) Each Full Member Club shall be empowered to send two delegates to an Annual General Meeting. Each Club shall be entitled to one vote only. Fourteen days notice shall be given of any Meeting. (E) Clubs who have withdrawn their Membership of the Competition during the season being concluded or who are not continuing Membership shall be entitled to attend but shall vote only on matters relating to the season being concluded. This provision will not apply to Clubs expelled in accordance with Rule 17. (F) All voting shall be conducted by a show of voting cards unless a ballot be demanded by at least twothirds of the delegates qualified to vote or the Chairman so decides. (G) No individual shall be entitled to vote on behalf of more than one Full Member Club unless the individual is also appointed to vote as a representative of a group of Associate Member Clubs. (H) Any continuing Member Club failing to be represented at the Annual General Meeting without satisfactory reason being given may be fined up to 50. (I) Officers and Management Committee members shall be entitled to attend and vote at an Annual General Meeting.

AGREEMENT TO BE SIGNED
7.. The Chairman and the Secretary of each Club shall complete and sign the following agreement which shall be deposited with the Competition together with the Application for Membership for the coming season, or upon indicating that the Club intends to compete. "We. A. _______________________of ______________________________(Chairman) and B __________________of ____________________________(Secretary) of the _____________________Football Club have been provided with a copy of the Rules and Regulations of the Maidstone and District Football League and do hereby agree for and on behalf of the said Club to, if elected or accepted into Membership, to conform to those Rules and Regulations and to accept, abide by and implement the decisions of the Management Committee of the Competition, subject to the right of appeal in accordance with Rule 16. Any alteration of the Chairman and/or Secretary on the above Agreement must be notified to the Kent County Football Association to which the Club is affiliated and to the Secretary of the Competition. (Note: The spaces above are intended for the inclusion of the signatures and addresses of officers and members).

QUALIFICATION OF PLAYERS
8. (A) Contract players, as defined in Football Association Rules, are not permitted in this Competition. It is the responsibility of each Club to ensure that any Player signing a registration form for that Club has, where necessary, the required International Transfer Certificate. Clearance is required for any Player aged 12 and over crossing borders including Wales, Scotland and Ireland. (B) A registered playing member of a Club is one who, being in all other respects eligible has: -

(i) Signed a fully and correctly completed normal Competition registration form in ink, countersigned two/three times by an Officer of the Club, and who has provided two/three current passport sized photographs fixed to the registration form, and who has been registered with the Registrations Secretary three days prior to playing, and whose completed registration counterfoil has been received by the Club prior to playing. For this purpose, Clubs must provide a stamped addressed envelope. (ii) Signed a fully and correctly completed Competition Late registration form in ink on a match day prior to playing, countersigned two/three times by a Representative of the Club and witnessed by a Representative of the opposing Club or a League Officer, and submitted to the Registrations Secretary within three days (Sundays excluded) subsequent to the match, together with two/three current passport sized photographs of the player fixed to the form (10 Days grace will be given Sundays excluded) subsequent to the match for the photographs to be submitted to the Registrations Secretary. If a photograph is not supplied within the required 10 day period the registration of the player will be referred to the Disciplinary Committee and a fine of up to 20 will be incurred. The player will be unable to play until his registration is fulfilled correctly. A player cannot be de-registered until his details are complete. It is the responsibility of a Club representative to make sure that all the information that the League requires is entered on the late registration form. It is also the responsibility of the Club representative to make sure that the player is not registered with a Senior or Intermediate Club as classified in the KCFA or other County Handbook. The player shall not again play until the Club is in possession of the completed counterfoil. For this purpose, Clubs must provide a stamped addressed envelope. There is no maximum of players registered in this way. These forms are not applicable in the Challenge Competition, Benevolent Cup Competition, and any other outside Competition, or for any player classified under Rule 8(C). A fine of not more than 10 may be imposed for failure to comply with the above conditions. (iii) A player is not eligible to play in this Competition who receives any form of payment for playing, other than expenses as per Clauses 1, 2 and 3 of Article 2 of the FIFA Regulations Governing the Status and Transfer of Players. Clubs upon election must sign a declaration that they will conform to the said clauses and players of such Clubs are required to sign a declaration upon Registration that they are eligible under, and will abide by, the FIFA clauses, which are as follows: 1. Players who have never received any remuneration other than for the actual expenses incurred during the course of their participation in or for any activity connected with association football shall be regarded as amateur. 2. Travel and hotel expenses incurred through involvement in a match and the costs of a player's equipment, insurance and training may be reimbursed without jeopardising a player's amateur status. 3. Any player who has ever received remuneration in excess of the amount stated under clause 2 in respect of participation in or an activity connected with association football shall be regarded as non-amateur unless he has reacquired amateur status under the terms of Art. 25. 4. While serving in any branch of Her Majestys Regular Forces, a player must first obtain the consent of his Association Secretary before signing a registration form to play for a Club. (C) A team shall not include more than 2 players who have taken part in any Kent County, Kent FA, Step 6 or more senior competition matches during the current season unless a period of 180 days has elapsed. Each member Club must send to the League Registration Secretary 7 days before the season begins, a list of the Clubs players who have registered with the Maidstone & District Football League for the forthcoming season and who have registered with a more Senior or Intermediate Club. All Clubs must ensure that this information is recorded on the players registration form and keep the League in formed of any changes in circumstances during the season. Any Club found to be playing a player or players in our League or Cup competitions who is/are registered with a Senior or Intermediate Club and who has NOT been registered with the Registrations Secretary as such, will be fined 50 per player and the match will be awarded to their opponents. st No registrations may be permitted after 31 March in any season except by special permission of the Management Committee. Any Club whos recognised more Senior team(s) plays in another League Competition or associated Cup Competition may only field up to two of those players on a match day. In the case of a Club with two teams in our League, no more than two senior team players or senior/intermediate players may play for the second team. Eligibility of such players will be determined in accordance with Rule 8(N) and the affected Clubs must forward to the Registration Secretary, on a weekly basis, copies of their more Senior teams match forms. Failure to submit these match forms may result in a fine of up to 25. For any infringement of any part of this Rule a Club will also be dealt with under Rule 8(O).

(D) A player having taken part in matches for any Club affiliated to any County Football Association shall not be allowed to join, be transferred to, or sign for a Club in the Competition without first proving to the officials of the intended Club that the player has discharged all reasonable financial liabilities to the previous Club or Clubs, and a Club official may not accept such player's signature without first ascertaining whether such claims have been discharged to the satisfaction of the Club, or Clubs, for which the player last played. (E) Registration forms will cost 1 for each normal form and 2 for Late registration forms. These can be downloaded by Clubs from the League website. The League will invoice each Club every 2 months for those forms submitted. (F) The Management Committee shall decide all registration disputes. In the event of a player signing a registration form or having a registration submitted for more than one Club priority of registration shall decide for which Club the player shall be registered. The Registrations Secretary shall notify the Club last applying to register the player of the fact of the previous registration.

(G) It shall be deemed a breach of Rule for a player to: (i) Play for more than one Club in the Competition in the same season without first being transferred. (ii) Having signed for one Club in the Competition, sign for another Club in the Competition in that season except for the purpose of a transfer. A player may be de-registered if he has played only one game or less. Written permission must be obtained from the Registration Secretary. (iii) Submit a signed registration form for registration that the player had wilfully neglected to accurately or fully complete. (H)(i) The Management Committee shall have power to accept the registration of any player. Subject to the provisions of clauses (ii) and (iii) below. (ii)The Management Committee shall have power to refuse, cancel or suspend the registration of any player or may fine any player, at their discretion who has been charged and found guilty of registration irregularities. Subject to Rule 16). (iii) The Management Committee shall have power to make application to refuse or cancel the registration of any player charged and found guilty of undesirable conduct (Subject to Rule 16) subject to the right of appeal to the FA or the relevant County Football Association. Undesirable conduct shall mean an incident of repeated proven misconduct, which may deter a participant from being involved in this Competition. Application should be made to the parent County of the Club the player is registered with or intending to be registered with or intending to be registered with. (Note: Action under Clause (iii) shall not be taken against a player for misconduct until the matter has been dealt with by the appropriate Association, and then only in cases of the player bringing the Competition into disrepute and will in any case be subject to an Appeal to the Football Association. All decisions must include the period of restriction). For the purpose of this Rule, bringing the competition into disrepute can only be considered where the player has received in excess of 112 days suspension, or 10 matches in match based discipline, in a period of two years or less from the date of the first offence for the team playing in this Competition. (iv) For a player who has previously had a registration removed in accordance with clause (iii) but has a registration accepted at the expiry of exclusion will be considered to be under a probationary period of 12 months. Whilst under a probationary period, should the player commit a further act of proven misconduct under the jurisdiction of the Competition (excluding standard dismissals), the Competition would be empowered to consider a further charge of bringing the Competition into disrepute. (I) Subject to FA Rule C2(a)dealing with players without a written contract when a player desires a transfer, the Club the player wishes to transfer to shall submit a transfer form to the Registrations Secretary accompanied by a fee of 5. Such transfers shall be referred by the Registrations Secretary to the Club for which the player is registered. Should this Club object to the transfer it should state its objections in writing to the Registrations Secretary and to the player concerned within seven days of receipt of the transfer form. Upon receipt of the Club's consent, or upon its failure to give written objection within seven days, the Registrations Secretary may, on behalf of the Management Committee, transfer the player who shall be deemed eligible to play for the new Club from such date or three days after receipt of such transfer or three days prior to a match. Should a player claim a second transfer within the same season, then the fee shall be 10. In the event of an objection to a transfer the matter shall be referred to the Management Committee for a decision. It is the responsibility of the player to retrieve his photographs from his previous Club and hand them to his new Club where they should be signed by the new Clubs representative.

(J) A player may not be registered for a Club, using a normal registration form, nor transferred to another st Club in the Competition after 31 March except by special permission of the Management Committee. Late registration forms may still be used up to a date which will be decided by the Management and st communicated accordingly. No Senior/Intermediate may be signed after 31 March. (K) A Club shall keep a list of the players it registers and a record of the games in which they have played, and shall produce such records upon demand by the Management Committee. (L) A register containing the names of all players registered for each Club, with the date of registration, shall be kept by the Registrations Secretary and shall be open to the inspection of any duly appointed Member Club representative at all Management Committee meetings or at other times mutually arranged. Registrations are valid for one season only. All Member Clubs shall have with them at pitch side for every League and Cup Competition match a folder containing all the registration slips and photographs of the players. The Member Clubs must offer the opposing team the opportunity to view the folder in the presence of a Club member 10 minutes prior to the scheduled start time and for 5 minutes after the match has concluded. A League Officer may view the folder at any time. A fine of 25 will be imposed for failure to comply with any of these conditions; Member Clubs must report to the Disciplinary Secretary within three days any opposing Member Club that fails to produce their folder. Registrations and photographs are valid for one season only. In the event of a player without a written contract changing his status to that of a contract player with the same Club, another Club in the Competition or with a Club in another Competition, his registration as a player without a written contract will automatically be cancelled and declared void. In order to play in the League again either for his original Club or for another Club it will be necessary for him to be re-registered as required by this rule. (M) A player shall not be eligible to play for a team in any special championship, promotion or relegation deciding match (as specified in Rule 12(A)) unless the player has played five games for that team in this Competition in the current season. (N) Up to two first team players may play in a lower division of the League, without the sanction of the League Committee. For the purpose of this rule, a player will be considered to be a first team player after taking part in 3 of our League or Cup matches, solely for these teams. Where a player does not play for a period of 3 consecutive weeks, then his first team classification will be cancelled, provided that the first team has not completed its fixtures. (O)(i) Any team playing an unregistered or otherwise ineligible player or players may have the points gained in the match deducted from its total and may be fined up to 100 or otherwise dealt with at the discretion of the Management Committee. (ii) Any team playing a player or players with a falsified match form will be fined 100 and the match will be awarded to the opponents. Any player found guilty of playing under a false name will have his registration withdrawn immediately. His registration will be reviewed by the Management Committee and maybe withdrawn following due consultation with the KCFA. (iii) The Management Committee may, as its discretion, award the points available in the match in question to the opponents, subject to the match not being ordered to be replayed. (The following Clause applies to Competitions involving players in full-time secondary education): (P) (i) Priority must be given at all times to school and school organisations activities. (ii) The availability of children must be cleared with the Head Teachers (except for Sunday Leagues). (iii) To play open age football the player must have achieved the age of 16. (Note: For players under the age of 18 the provisions contained in Football Association Rules will apply.)

CLUB COLOURS CLUB NAME


9.(A) Every Club must register the colour of its shirts and shorts, together with an alternative strip, with the Secretary by 30th June who shall decide as to their suitability. Goalkeepers must wear colours which distinguish them from other players and the referee. No player, including the goalkeeper, shall be permitted to wear black or very dark shirts.

Any team not being able to play in its normal colours as registered with the Competition shall notify the colours in which they will play to its opponents at least three days before the match. Failure to do so may result in a fine of up to 10. If, in the opinion of the referee, two Clubs have the same or similar colours, the home team shall make the change. Any team not having a change of colours or delaying the kick-off by not having a change shall be fined a sum of up to 25 (this to include goalkeepers). The Secretary of the Competition may request shirts to be submitted if complaints are received as to lack of distinguishing colours, and the Management Committee may refuse to permit any shirts or shorts as they think fit. All teams must have clearly numbered Shirts, that must coincide with match forms.. (B) Any Club wishing to change its name and/or colours must seek permission from its affiliated County Association and from the Management Committee.

PLAYING SEASON-CONDITIONS OF PLAY TIMES OF KICK-OFF- POSTPONEMENTS- SUBSTITUTES


10. (A) The Annual General Meeting shall determine the commencing and concluding dates for the ensuing season which shall be in accordance with Football Association Rules. No Club shall be compelled to play after the concluding date. Original fixtures arranged by the Fixtures Secretary, or at a meeting specially convened for that purpose, to be held no later than the end of August must not be arranged for a date later than seven days preceding the concluding date determined by the Annual General Meeting. (B) All matches shall be played in accordance with the Laws of the Game as determined by the International Football Association Board. Clubs must take all reasonable precautions to keep their grounds in a playable condition. All matches shall be played on pitches deemed suitable by the Management Committee. If through any fault of the home team a match has to be replayed, the Management Committee shall have power to order the venue to be changed. Where a Club has jurisdiction over its own ground, in the event of the match being postponed through the pitch being unfit, the decision must be confirmed to the Club, in writing by a qualified referee who is registered with the K.C.F.A. Failure to obtain this confirmation will be dealt with at the discretion of the Management Committee. The Management Committee shall have power to decide whether a pitch and/or facilities are suitable for matches in the Competition and to order the Club concerned to play its fixtures on another ground. The Management Committee will lay down minimum standards. All matches shall have a duration of 90 minutes unless a shorter time (not less than sixty minutes) is mutually arranged by the two captains in consultation with the referee prior to the commencement of the match and in any event shall be of equal halves. The times of kick-off shall be fixed by the A.G.M. or the Management Committee. These will be 2.15 p.m. for League matches, with the exception of the months November to February, when it will be 2.00 p.m. All Cup matches, excluding Finals, will kick-off at 1.30 p.m. Any Club failing to commence at the appointed or mutually agreed time may be fined a sum not exceeding 10 or be otherwise dealt with as the Management Committee may determine. Referees must order matches to commence at the appointed time and must report all late starts to the Competition. The home team must provide at least two, match grade, footballs fit for play and the referee shall make a report to the Competition if the footballs are unsuitable. Goal nets must be used . Corner posts with flags must be provided. Each Club should carry at all times, a whistle, notebook and pencil, a red/yellow card and a set of linesmans flags (2), for use in the event of a non-appearance of the match official or where no official is available. (C) Except by permission of the Management Committee all matches must be played on the dates originally fixed but priority shall be given to The Football Association and all relevant County Association Cup Competitions and the Leagues Cup Competitions. All other matches must be considered secondary. Clubs may mutually agree to bring forward a match with the consent of the Fixtures Secretary. In the case of a revised fixture date, the Clubs must be given by the Competition 5 clear days notice of the match (unless otherwise mutually agreed). Clubs not wishing to have a fixture on a certain date must apply in writing, to the Fixtures Secretary, no later than the first Thursday of the preceding month giving their reasons. Clubs will only be permitted two such requests per team per season. Except as provided for below, a Club giving notice after this date will pay a 25 fine. On the publication of the League s fixtures, if a Club does not have a fixture on a certain date,

they shall have seven days from the date of publication in which to inform the Fixtures Secretary that they wish to remain free on that date. (D) The Secretary of the home Club must give notice in writing/ by telephone/email of full particulars of the location of, and access to, the ground and time of kick-off to the match officials and the Secretary of the opposing Club at least three clear days prior to the playing of the match. Any Club failing to comply with this Rule shall be liable to a fine of 10. (E) Every Club shall play its best available qualified team or teams in all matches in the Competition. (Note: The intention of this Rule is not to interfere with normal team selection by Clubs, but to prevent Clubs deliberately fielding a weakened team in order to unreasonably reserve players for another game or to boost the strength of another or lower team. It is NOT intended that Clubs MUST field higher team players in lower teams when the higher team has no engagement. If, in the opinion of the Management Committee, the substance or spirit of the Rule is obviously being disregarded, the Club or Clubs concerned may be called to account for its/their actions and shall be subject to such decisions as the Management Committee may determine, despite the fact that Rule 8 has not been infringed.) In the event of a Club playing in any match with less than eleven players they may be fined 3 for each missing player. A minimum of seven players will constitute a team for a Competition match. (F) Home and away matches shall be played. In the event of a Club failing to keep its engagement the Management Committee shall have power to inflict a fine of up to 100, deduct points from the defaulting Club, award the points to the opponents, order the defaulting Club to pay any expenses incurred by the opponents, plus pitch fees, or otherwise deal with them except the award of goals. Not withstanding the foregoing home and away provision, the Management Committee shall have power to order a match to be played on a neutral ground or on the opponent's ground if they are satisfied that such action is warranted by the circumstances. Any Club with more than one team in the Competition shall always fulfil its fixture within the Competition, in the following order of precedence: First Team, Reserve Team, A Team. Clubs in breach of this requirement shall be fined a sum not exceeding 50 or otherwise dealt with by the Management Committee. Any Club unable to fulfil a fixture must, without delay, give notice to the Fixtures Secretary, the Competition Referees Secretary, the Secretary of the opposing Club and the match officials. Any Club failing to comply shall be dealt with by the Management Committee who may inflict a Fine. Any Club causing the postponement of any published or rearranged fixture, (including evening fixtures) may be liable to a fine of up to 50. Any Club causing the postponement on the day before or on the day of a match shall be liable for a fine of up to100 and the points awarded to the opposition. Only two postponements of published fixtures, per team, will be allowed in a season. For the third and subsequent postponements, the fine will be doubled and the points automatically awarded to the opponents. In the event of a match not being played or abandoned owing to causes over which neither Club has control, it shall be played in its entirety on a date to be mutually agreed by the two Clubs and approved by the Management Committee. Failing such agreement and notification to the Fixtures Secretary within seven days the Management Committee shall have power to order the match to be played on a named date or on or before a given date. The Management Committee shall review all matches abandoned in cases where it is consequent upon the conduct of either or both teams. Where it is to the advantage of the Competition and does no injustice to either Club, the Management Committee shall be empowered to order the score at the time of the abandonment to stand. In all cases where the Management Committee are satisfied that a match was abandoned owing to the conduct of one team or its Club member(s) they shall be empowered to award the points for the match to the opponents. In cases where a match has been abandoned owing to the conduct of both teams and their Club member(s), the Management Committee shall rule all points for the match as void. No fine(s) can be applied by the Management Committee for an abandoned match. The Management Committee shall review any match that has taken place where either or both teams were under a suspension imposed upon them by the Association or Affiliated Association. In each case the team that was under suspension would be dealt with in the same manner as if they had participated with ineligible players in accordance with Rule 8(O) above. Where both teams were under suspension the game must be declared null and void. (G) A Club may at its discretion and in accordance with the Laws of the Game use three substitute players in any match in this Competition who may be selected from five players. The names of the substitutes will be included on the match form, which must be handed to the Referee no later than ten minutes prior to kick-off. Failure to do so will incur a fine of up to 10 and/or the Club being dealt with as the Management Committee decides.

A player who has been selected, appointed or named as a substitute before the start of the match but does not actually play in the game shall not be considered to have been a player in that game within the meaning of Rule 8 of this Competition. (H) The half time interval shall be of five minutes duration, but it shall not exceed fifteen minutes. The half time interval may only be altered with the consent of the referee. (I) Each team must have a first aid kit. This shall comply with the minimum standard as laid out on page 10 of the Competition handbook. Teams found not to have a medical kit that complies with this standard shall be fined 20. and given three weeks to produce a suitable medical kit, to an Officer of the League, for inspection. Failure to do so will result in action being taken under Rule 5(H).

REPORTING RESULTS
11. (A) The Registrations Secretary must receive within three days (excluding Sundays) of the date played, the result of each Competition match in the prescribed manner on the triplicate form provided. The pink copy shall be given to the Referee, ten minutes prior to kick-off. This must include the forename(s) and surname of the team players and substitutes (in block letters). The yellow copy must be given the opposing team and include the same information as given to the Referee. The top copy (white or green for Cups), must include the Referee markings as required by Rule 13, or any other information, such as Club linesman and goalscorers and whether substitutes played or not. The Clubs name must be on the back of the envelope. Failure to comply with any part of this rule will incur a fine of 10 and the Club being dealt with as the Management Committee decide. After 4 days Rule 5H will apply. (B) Both Clubs shall telephone the result of each match, including outside Competitions, and the goal scorers, to the Results line (0844 822 6878) by 6pm on the day of the match and by 9pm for Evening fixtures. (C) The match result notification, correctly completed, shall be signed by a responsible member of the Club. The Management Committee shall have power to take such action as they deem suitable against a Club which submits an incomplete form or incorrect information. This action may include a fine of up to 50 and/or disqualification from the Competition which would take place at an AGM or EGM of member Clubs. NB. If the penalty exceeds 20 the Club must be charged as detailed in Rule 5(D).

DETERMINING CHAMPIONSHIP
12. (A) Team rankings within the Competition will be decided by points with three points to be awarded for a win and one point for a drawn match. The teams gaining the highest number of points in their respective Divisions at the conclusion shall be adjudged the winners. Matches must not be played for double points. In the event of two or more teams being equal on points, team rankings shall be decided by goal difference. If points and goal difference are equal, deciding match(es) may be played under conditions determined by the Management Committee. (B)(i) Should more than two teams withdraw from any one Division after the fixtures have commenced and their vacancies not filled during the season, no team in that Division shall be automatically relegated. (B)(iv) When a senior team is relegated to a lower Division of which its reserve team is a member, or entitled to be a member, such reserve team must accept relegation, or retain its position in the next lower Division. Should the senior team be relegated to the lowest Division its reserve team automatically retires from the Competition. (B)(v) Should either, or both, of the leading teams in any of the Divisions have its senior team in the next higher Division, promotion should fall, at the discretion of the Management Committee, to the next highest team, or teams, in the Division concerned. (C) In the event of a team not completing 75% of its fixtures for the season all points obtained by or recorded against such defaulting team shall be expunged from the Competition table. (F) Where a Club with two teams wishes to withdraw one team from the League, the Management Committee will determine which team must be withdrawn.

REFEREES
13. (A) Registered Referees and Assistant Referees for all matches shall be appointed in a manner approved by the Management Committee and by the sanctioning Association(s). Referees need not confirm their acceptance of appointments with the Referees Secretary but if they are unable to accept any appointment they should inform him immediately so that a reappointment can be made. It will be assumed that any appointments made on the published lists have been accepted unless the Referees Secretary hears to the contrary within three days of notification. (B) In the event of the non-appearance of the appointed Referee the appointed senior Assistant Referee shall take charge and a substitute Assistant Referee appointed by the competing Teams. In cases where there are no officially appointed Assistant Referees, the Clubs shall agree upon a Referee. A Referee thus agreed upon shall, for that game, have the full powers, status and authority of a registered Referee. Should the appointed Referee arrive after the commencement of the match he shall take charge of the game, but shall not restart it. (C) The Management Committee may, if they consider it desirable, or upon application by the two competing Clubs, appoint Assistant Referees, if available, to any match. Their fees shall be shared. Where Assistant Referees are not appointed each Team shall provide a suitable Club Linesman. Failure to do so will result in a fine of up to 5 being imposed on the defaulting Team. (D) The appointed Referee shall have power to decide as to the fitness of the ground in all matches and the decision shall be final subject to either in the case of a ground of a Local Authority or the owners of a ground, the Representative of that body is the sole arbiter and whose decision must be accepted unless the ground is declared fit for play. In such circumstances, the Referee shall be entitled to charge half a match fee. (E) Subject to any limits/provisions laid down by the sanctioning Association, Match Officials appointed under this Rule shall be paid a match fee of 30 inclusive of travel expenses. Registered Referees appointed by the Management Committee as Assistant Referees shall be entitled to a payment of 15. This cost will be shared by both teams.(Rule13C). The HOME Club (FA ruling) shall pay the Officials their fees before the match. Failure to do so shall incur a fine of 5. In the case of double fixtures the Referee shall be entitled to a fee of 40, Registered Referees appointed by the Management Committee as Assistant Referees shall be entitled to a payment of 20. The costs to be shared by both teams. (F) In the event of a match not being played because of circumstances over which the Clubs have no control, the Match Officials, if present, shall be entitled to a half fee. Where a match is not played owing to one Club being in default, that Club shall be ordered to pay the Officials, if they attend the ground, their full fee. (G) A Referee not keeping his engagement, and failing to give a satisfactory explanation as to his nonappearance, may have his name removed from the list of Referees and the fact reported to the Association with which he is registered. (H) Each Club shall, in a manner prescribed from time to time by The Football Association, award marks to the Referee for each match and the name of the Referee and the marks awarded shall be submitted to the Competition on the prescribed Form provided. For marks of 61 or less a letter must be sent with the match form stating your reasons. Clubs failing to comply with this Rule shall be liable to be fined up to 20, or dealt with, as the Management Committee shall determine. The Competition shall keep a record of the markings and, on the Form provided by the prescribed date each season, shall submit a summary to Kent County Football Association. (J) The Referee shall submit a report form, supplied by the Competition, giving the result of the match, the number of players in each team and the time of kick-off to the Disciplinary Secretary within three days of the match. (K) Referees and Assistant Referees shall be supplied, each season, with a copy of the Competition Rules and report forms free of charge.

(L) Referees and Assistant Referees shall have undertaken a respect briefing offered by the FA/County FA or the League.

CONTINUATION OF MEMBERSHIP OR WITHDRAWAL OF A CLUB


14. (A) After 31st December in the current Season a Club intending, or having a provisional intention, to withdraw a team from the Competition on completion of its fixtures and fulfilment of all other obligations to the Competition must notify the Secretary in writing by 31st May each Season or be liable to a fine not exceeding 75. (B) A Club shall not be allowed to withdraw any or all of its teams from the Competition after the Annual General Meeting for the following Season. (i) Any Club infringing this Rule after the fixtures have commenced shall be liable to a fine not exceeding 75 per team and shall also be liable for its share of any call which may be made under Rule 5(B). (ii) Any Club infringing this Rule and not disbanding before the fixtures have commenced shall be liable to a fine not exceeding 75 per team and shall also be liable for its share of any call which may be made under Rule 5(B). (iii) Any Club infringing this Rule and disbanding before the fixtures have commenced cannot be fined but will be liable for their financial commitments prior to disbanding. If the debt remains unpaid after eighty-four days the Competition may apply to the Clubs parent County Association for the debt to be recovered in accordance with the FA Football Debt Recovery System. Once the matter has been passed to the Clubs parent County Association the debt can only be cleared by payment to that County Association. (C) The Membership for the coming season having been decided at a Special General Meeting held for st th that purpose not earlier than 1 June nor later than 30 June or at the Annual General Meeting held not later th than 30 June the Competition shall have the right, irrespective of other provisions in this Rule, to refuse to permit a Club to withdraw its team(s) in order to join another Competition and may hold the Club to its engagements. (D) In the event of a Member Club which is an un-incorporated association withdrawing and/or disbanding it shall be immediately liable to discharge all its financial and other obligations to the Competition. In the event that any such obligation remains undischarged after a period of twenty-one (21) days then such obligation shall be met by the then current Club Members, excluding those under the statutory school leaving age. Until a Member's pro rata obligation is discharged in full the Member shall not be allowed to participate in the Competition, which may apply to the Club's Parent County Association for a suspension order.

PROTESTS AND APPEALS


15. (A)(i) All questions of eligibility, qualifications of players or interpretations of the Rules shall be referred to the Management Committee. (ii) Objections relevant to the dimensions of the pitch, goals, flag posts or other facilities of the venue will not be entertained by the Management Committee unless a protest is lodged with the Referee before the commencement of the match. Any Club lodging such protest and not proceeding with it shall be deemed guilty of a breach of this Rule and shall be dealt with by the Management Committee. (B) Except in cases where the Management Committee decide that there are special circumstances, protests and complaints (which must contain full particulars of the grounds upon which they are founded) must be lodged in duplicate with the Secretary within seven days (excluding Sundays) of the match or occurrence to which they refer. A protest or complaint shall not be withdrawn except by permission of the Management Committee. A Member of the Management Committee who is a member of any Club involved shall not be present (except as a witness or representative of his Club) when such protest or complaint is being determined. (C) Any dispute occurring between Clubs in the Competition shall be referred for determination by the Management Committee whose decision shall be binding upon all parties subject to Rule 16.

(D) No protest or personal hearing of whatever kind shall be considered by the Management Committee unless the complaining Club shall have deposited with the Secretary a sum of 10. This may be forfeited in whole or in part in the event of the complaining or protesting Club losing its case. The Competition shall have power to order the defaulting Club or the Club making a losing or frivolous protest or complaint to pay the expenses of the enquiry or to order that the costs to be shared by the parties. (E) All parties to a protest or complaint must be afforded an opportunity to make a statement when the protest or complaint is being heard and must have received seven days notice of the hearing, together with a copy of the submission. When dealing with a protest or complaint the Management Committee shall take into consideration the possession by the protesting or complaining Club of any information, which, if properly used, might have avoided the protest or complaint.

BOARD OF APPEAL
16. Within 14 days of the posting of written notification of any decision of the Management Committee or the Competition, a Club, Official or Player against whom action is taken may appeal against such decision by lodging particulars in duplicate with the Secretary of the Kent County Football Association, including a fee of 20 for adjudication of a Board of Appeal. The grounds of appeal shall be in accordance with FA Rules. The Board of Appeal may order the appeal fee to be forfeited and shall decide by whom the costs of the appeal shall be borne. The decision of the Board of Appeal is final and binding on all parties concerned. No appeal can be lodged against a decision taken at an Annual or Special General Meeting unless this is on the ground of unconstitutional conduct.

EXCLUSION OF CLUBS, OR TEAMS MISCONDUCT OF CLUBS, OFFICIALS, PLAYERS


17. (A) At the Annual General Meeting, or Special General Meeting called for the purpose, for both of which at least seven days notice shall be given, a Notice of Motion having been duly circulated on the Agenda, the accredited delegates present shall have the power to exclude any Club or Team from further membership upon a majority of two-thirds of the votes cast. Voting on this point shall be conducted by ballot. (B) At the Annual General Meeting, or at a Special General Meeting called for the purpose, in accordance with the provisions of Rule 19, the accredited delegates present shall have the power to exclude from further participation in the Competition any Club whose conduct has, in their opinion, been undesirable upon a majority of two-thirds of the votes cast. Voting on this point shall be conducted by ballot. A Club whose conduct is the subject of the vote being taken shall be excluded from voting. (C) Any official or member of a Club proved guilty of either misconduct, other than field offences, or of inducing or attempting to induce a player or players of another Club in the Competition to join them shall be liable to expulsion or such penalty as a General Meeting or Management Committee may decide, and their Club shall also be liable to expulsion in accordance with the provisions of Clauses (A) and (B) of this Rule. (D) Any Club or Team failing to complete 75% of its fixtures in any season shall (unless the conditions are beyond their control, or the accredited delegates present at the Annual General Meeting or a Special General Meeting decide otherwise by a majority of two-thirds of the votes cast) be debarred from membership the following season. (E) Any team whose actions either on or off the field of play are deemed to be bringing the League into disrepute will be dealt with at the discretion of the Management Committee and may be recommended to the membership at the AGM or SGM that they are expelled from the Competition.

TROPHY: LEGAL OWNERS, CONDITIONS OF TAKING OVER, AGREEMENT TO BE SIGNED, AWARDS.


18.(A) A Competition Cup or Trophy shall be vested in the Association sanctioning the Competition as Trustees. If a Competition be discontinued for any cause the Cup or Trophy shall be returned to the Donor, if the conditions attached to it so provide, or otherwise dealt with as the Association may decide. (B) The following agreement shall be signed on behalf of the winners of the Cup or Trophy:

"We A ___________and B ________________, the Chairman and Secretary of ________________FC, members of and representing the Club, having been declared winners of ___________________Cup or Trophy, and it having been delivered to us by the Competition, do hereby on behalf of the Club jointly and st severally agree to return the Cup or Trophy to the Competition Secretary on or before 31 March. If the Cup or Trophy is lost or damaged whilst under our care we agree to refund to the Competition the amount of its current value or the cost of its thorough repair, or its Insurance Excess as appropriate. "

(C) Clubs will be fined up to 100 for failure to comply with this Rule. SPECIAL GENERAL MEETINGS
19. Upon receiving a requisition signed by two-thirds of the Clubs in membership the Secretary shall call a Special General Meeting. The Management Committee may call a Special General Meeting at any time. At least seven days notice shall be given of either meeting under this Rule, together with an agenda of the business to be transacted at such meeting. Each Full Member Club shall be empowered to send two delegates to all Special General Meetings. Each Club shall be entitled to one vote only. Any continuing Member Club failing to be represented at a Special General Meeting without satisfactory reason being given shall be fined up to 50. Officers and Management Committee members shall be entitled to attend and vote at all Special General Meetings. All amendment of Rules can only be implemented once approved by the appropriate sanctioning authority.

ALTERATION TO RULES
20. Alterations for which consent has been given by the sanctioning Association shall be made to these Rules only at the Annual General Meeting or at a Special General Meeting specially convened for the purpose called in accordance with Rule 19. Any alteration made during the playing season to the Rule relating to the qualification of players shall not take effect until the following season. Notice of proposed alterations to be considered at the Annual General Meeting shall be submitted to the Secretary by the last Thursday in May in each year. The proposals, together with any proposals by the Management Committee, shall be circulated to the Clubs by the first Thursday in June and any amendments thereto shall be submitted to the Secretary by the second Thursday in June. The proposals and proposed amendments thereto shall be circulated to Clubs with the notice of the Annual General Meeting. A proposal to change a Rule shall be carried if a majority of those present and entitled to vote are in favour. A copy of the proposed alterations to Rules to be considered at the Annual General Meeting or Special General Meeting shall be submitted to the sanctioning Football Association seven days prior to the date of the meeting. Any alterations or additions decided upon at any meeting shall not become operative until the approval of the Association issuing sanction shall have been obtained.

FINANCE
21.(A) The Management Committee shall determine with which bank or other financial institution the funds of the Competition will be lodged. (B) All expenditure in excess of 2000 shall be approved by the Management Committee. Cheques shall be signed by at least two Officers nominated by the Management Committee. (C) The financial year of the Competition will end on 31 May. (D) The books, or a certified balance sheet, of a Competition shall be prepared and shall be audited annually by some suitable person(s) who shall be appointed at the Annual General Meeting. 23. Each Member Club shall be deemed to have given its assent to the foregoing Rules and agreed to abide by the decisions of the Management Committee subject to Rule 16. Each Member Club must abide by any issued Football Association Code of Conduct. All Clubs must have a Bank Account in the name of the Club to which any payments from the League will be made.

INSURANCE 40

22. All Clubs must have public liability insurance cover of at least 10 million pounds (10,000,000). With effect from 2013-14 season all Clubs must be members of a Players personal accident scheme which meets the minimum criteria set by the sanctioning Association.

RULES BINDING ON CLUBS


23. Each Member Club shall be deemed to have given its assent to the foregoing Rules and agreed to abide by the decisions of the Management Committee subject to Rule 16. Each Member Club must abide by any issued Football Association Code of Conduct.

CHALLENGE COMPETION
Group A Sponsored by Butchers Removals Group B Sponsored by Glosrose 1.(a) -The clubs taking part in the League shall also be deemed to have formed a League Challenge Competition, unless a club gives notice before 1st July that they do not wish to participate in the Competition. Matches shall be played on cup-tie principles. The clubs shall be divided into Groups 'A' and 'B', at the Committees discretion. An entrance fee of 10 shall be paid in respect of each team, payable on or before 1st July in each year. (b) -A club wishing to withdraw a team from this competition may not withdraw its first team if a lower team is still in the competition. Either the lower team withdraws or both teams must withdraw. The Committee shall have the power to impose a fine of up to 20 on any team that withdraws after the publication of the draw for the first round. 2.(a) -Eligibility of players:- for a player to be eligible to play in rounds one, two and three, he must be registered for the club by the Wednesday evening prior to the match taking place. In the case of any matches having to be replayed, only those players eligible for the original match will be allowed to take part. The facility for late registrations under League Rule 8(B) does not apply to this competition. League Rule 8(C) is also applicable to this competition. A player shall not be eligible to play in Group B once he has played in Group A, but a player who has played in Group B may play in Group A for the same club in the same season. No more than two qualified first team/senior/intermediate players may play for a reserve team in Group B. A player may not play for more than one club in the competition in the same season. (b) -Only those players who are qualified to play in a semi-final may play in the final. A player shall not be eligible to play in the semi- final of this competition unless he has played two games for that Club during the same season. All of the qualifying games referred to must have been in our League, Challenge or Benevolent Cup Competitions and must be completed before the semi-final is played. At least 7 days prior to the date of the semi-final and the date of the final, each club shall post to the Registration & Transfers Secretary a list of players from whom the team shall be selected. Failure to do so will incur a fine of 10. (c) -Any Club playing an unregistered or otherwise ineligible player or players may forfeit the match. In addition a fine of up to 100 may be imposed. 3.(a) -A cup tie shall take priority over a team's League fixture. Whenever possible, matches must be played on the published dates and any club finding itself unable to play on a given date must give notice to the League as per the first sentence in League Rule 10(C). Subject to this, any club postponing a cup match for reasons other than an unfit ground shall be deemed to have withdrawn from the competition. If a Maidstone & District Football League cup game is postponed due to the home sides pitch being unfit for whatever reason, the League will play the game at a venue that the League Management Committee decide upon. The home team are liable for the venue hire. (b) - The semi-finals shall be played on a neutral ground, the cost of which will be paid by the League. The first named team will be responsible for confirming the match details with the opponents and match officials, also for providing the corner flags and match ball. Clubs failing to comply with this rule will be fined 10.

(c) (i) - In the event of the scores being level at the end of normal time, extra time will be played in all matches. Extra time will consist of two periods of 15 minutes each way, although a shorter time (not less than ten minutes each way) may be played if the referee advises it due to the conditions of light or ground and then it is agreed by both teams. (ii) - If the scores are level after extra time in any match, the match will be decided by taking kicks from the penalty mark in accordance with the conditions laid down by the International Board at its meeting on 27:06:70. (d) - If, through the fault of neither Team, extra time and/or penalty kicks are not completed in the original match, then it shall be replayed on the visiting team's ground, except in the semi-finals which will be replayed on a neutral ground.

4.(a) - In all matches up to the semi-finals, the Home team will be liable for the pitch cost and the Referees fee. The costs of any appointed Assistant Referees will be shared. (b) -In the case of the semi-final matches the expenses of the match referee and League appointed Assistant Referees shall be borne equally by the competing Teams. 5. - Distinctive numbered shirts must be worn by all players in cup finals, the numbers to correspond with numbers on the programme. Club Secretaries shall forward to the Registration Secretary their cup final teams on request. The League will supply all match balls for the Finals. The officiating referee will select the ball of his choice. Clubs failing to comply with any part of this rule will be fined 5. 6. Match forms will be completed in all rounds including the final. 7. Souvenir mementoes shall be presented at the discretion of the League Management Committee. The net profits shall be devoted to the support of the League funds. 8. Where applicable, League rules shall apply to the Challenge Competition.

BENVOLENT FUND RULES


1 .The objects of the "Maidstone and District Football League Benevolent Fund" shall be: To make grants to any of the following persons who may, from time to time, be in necessitous circumstances: (a) Footballers and others, being members or officials of member Clubs of the League, who have suffered injury while playing football or become incapacitated by any illness attributable to participation in the game. (b) Any others (including footballers) who have, in the opinion of the Management Committee, rendered service to the game of football in this League. (c) The dependants of any such person aforesaid. 2. The administration of the Fund shall be vested in the Officers and Management Committee of the League. The Fund shall be under the management of a Committee, which shall be appointed annually by the League Management Committee and will be known as the Benevolent Fund Committee, which shall report at each League meeting. 3. The Fund shall be maintained by subscriptions and donations from member Clubs, from League funds if approved at a General Meeting, from any specific fund raising efforts, from individuals and from the income resulting therefrom. 4. The Benevolent Fund Committee shall appoint Trustees of the Fund, and these shall be the Hon. Treasurer for the time being and the Chairman for the time being of the League, and the said Trustees shall hold the investments and moneys from time to time representing the Benevolent Fund in trust to be applied as directed by the Benevolent Fund Committee for the purpose specified in Rule 1 and for no other purpose. 5. All moneys received by the Trustees shall be placed on current account and they shall place on deposit, or invest from time to time, in their own names or under their legal control, in such investments and in such manner as the Benevolent Fund Committee shall from time to time determine. The said Trustees shall, whenever required by the Benevolent Fund Committee, convert any such investments and reinvest the proceeds, or place such money on current account. The moneys shall at all times be kept in accounts separate from the General funds of the League. 6. The Benevolent Fund Committee shall have the power to invite subscriptions and donations for the benefit of the Fund. 7. All applications for grants should be made on a form to be obtained from the Hon. Secretary of the League. No form shall be accepted unless it gives all the information required therein, is signed by the applicant and is certified by the Chairman and Secretary of the applicant's club or organisation. A medical certificate must also be produced. The form shall then be passed to the Benevolent Fund Committee for investigation and recommendation. The Committee must satisfy itself that the total amount of benefit from all sources, including any grant from the Fund, does not exceed the player's actual financial loss as specified in Rule 25a of the Football Association. 8. Grants may be in the form of (a) a lump sum, (b) a series of periodic payments or (c) a combination of these. 9. The Fund is not established to supersede efforts which clubs or other bodies may make on behalf of an applicant but to supplement these local efforts and any other source of income that may be available to the applicant during or in respect of his incapacity from work. 10. Unless there are exceptional circumstances, grants shall be made only to members of clubs or organisations which have contributed to the Fund during the current or immediate past season and no person shall be entitled to make an application until at least one month after the first subscription to the Fund' has been made. 11. All the necessary expenses of administrating the Fund may be paid out of the Benevolent Funds of the League but no salary or honorarium shall be paid from the Fund for service in the control or administration. 12. The Benevolent Fund may at any time be dissolved by the League at a General Meeting if in their opinion the objects of the Fund as laid down in Rule 1 are no longer necessary. In this case, all moneys and investments of the Fund shall be distributed for such charitable purposes as the decision of the General Meeting may direct.

13. No alterations or additions shall be made in or to these Rules except at an Annual General Meeting or Special General Meeting called for that purpose. Notice of any proposed alterations shall be given to all member clubs at least twenty eight days prior to the General Meeting. Any proposed alterations or additions to these proposals must be received by the Secretary no later than fourteen days prior to the meeting and member clubs will be given notice of these at least seven days prior to the meeting. No alteration or additions may be accepted which would cause the Fund to cease to become eligible for charitable status.

(c) If the scores are level after extra time in any match, the match will be decided by taking kicks from the penalty mark in accordance with the conditions laid down by the International Board at its meeting on 27:06:70. (d) If through the fault of neither Team, extra time and/or penalty kicks are not completed in the original match, then it shall be replayed on the visiting team's ground. 4. (a) In all matches up to the semi- finals, the Home team will be liable for the pitch cost and the Referees fee. The costs of any appointed Assistant Referees will be shared. (b) In the case of the semi-final matches the expenses of the match Referee and League appointed Assistant Referees shall be borne equally by the competing Teams. 5. Distinctive numbered shirts must be worn by all players in the final, the numbers to correspond with numbers in the programme. Club Secretaries shall forward to the League their Cup final teams on request. The League will supply all match balls for the Finals. The officiating referee will select the ball of his choice. Clubs failing to comply with any part of this Rule will be fined 5. 6. Match forms will be completed in all rounds including the final.

7. Souvenir mementoes shall be presented at the discretion of the League Management Committee. The net profits shall be devoted to the support of the Benevolent Fund. 8. Where applicable, League Rules shall apply to this competition.
