PROFESSIONAL EXPERIENCE PRINCIPAL FINANCIAL COST ANALYST , Tecolote Research, Inc. Arlington, Virginia. 2008 Present Authored an Analysis of Alternatives (AoA) for a new design and architecture of a fully integrated, modular multiple modality biometrics and biographic mission system. With a team of four, I created financial analysis and a full engineering life cycle cost models for the baseline plus five alternatives, and a Cost Benefit Analysis for the chosen alternative. The chosen alternative had an investment cost of $330M, and an improved ROI. Modeled the financial impact and cost for a visa overstay and biographic exit program to create a sustainable, repeatable solution for the overstay problem in the U.S. The plan was presented in a testimony for Congress for the Committee on Homeland Securitys Subcommittee on Border and Maritime Security called Ten Years After 9/11: Can Terrorists Still Exploit our Visa System? Maintained a financial forecasting cost model of the operations and maintenance of the complete information technology (IT) mission systems. Created life cycle financial investment cost models for new development projects such as IT annual operations and maintenance, the mirroring and migration of two data centers, new 10-fingerprint and multiple-modality biometric technology. Estimated costs ranged from $5K to $20M. Led a financial cost model for the Analysis of Alternatives for an updated surveillance system to improve the uses of information gathered. Designed a cost-benefit analysis model of the impact of performing more searches and seizures. It included an analysis of training programs under various policy options. This project led to better prevention of crime by individuals in probation or pre-trial status. Performed labor breakdown analysis and budget estimates for the development of new Counter Radio Controlled Improvised Explosive Devices (IEDs), which led to better safety for troops in Iraq and Afghanistan. Facilitated the technical aspects of planning the re-organization and transition to another supervisory/managing component for the business and financial management office.
S UPPLY CHAIN INDUSTRIAL ENGINEER, U.S. Postal Service. Santa Clarita, CA; Merrifield, VA; & Washington, DC 2004 2008 Led project to create Value Stream Maps of the parcel product flow in 4 Bulk Mail Centers with floor areas of 1M 3M square feet. The Future Maps developed an average 3-hour lead-time savings. Managed sorting and package handling equipment installation projects in a facility with a floor area of 750,000 square feet. Projects required coordination with headquarters, management, contractors, operations and maintenance. Equipment costs ranged from $100,000 to $1.5M each. Equipment installation projects resulted in an average savings of 2000 work-hours per week. Created a proposal for the consolidation of two processing and distribution centers in Southern California which was submitted to headquarters and the Board of Governors for approval. It involved gathering data on productivity, volumes, salary and work hour assessments for management and craft employees affected, benefits packages, equipment maintenance costs, relocation costs, forecasting, transportation cost analysis, and logistics evaluations. Produced trend analyses on the historical performance of the facility as well as forecasting mail volume for the October through December holiday season. Managed and coordinated the tasks and assignments of a staff of 12 in the In-Plant Support department. Analyzed daily and weekly plant performance and produced reports using Excel, Access, and business intelligence tools. Highlighted problems, to plant management, then initiated and implemented solutions.
