The course contents was focused on the three main responsibilities that the State Ports and Merchant Navy Act had assigned to SASEMAR: VTS, SAR and Pollution combat topics:
Maritime English Traffic organization Computers Vessel Traffic Services Dangerous goods Martima safety: national and international regulatory framework Radar: Shortcomings of the shore-based equipment Pollution combat Mational Plan for maritime Rescue and Pollution Combat Martima Rescue Co-ordination centres: organization and operation SAR resources and co-operating agencies Marine communications and COSPAS SARSAT system Handling the media

2. International Regulatory Framework


There is no international IMO instrument for MRCC/VTS training, as the one in force for seafareres (STCW Convention and Code). Nevertheless Resolutin 10 of STCW-95 deals with the training of maritime pilots, vessel traffic services personnel and maritime personnel employed on mobile offshore units

Resolution 10 invites IMO to consider developing provisions covering the training and certification of this personnel (pilots, VTS, off-shore personnel) for inclusion in the 1978 STCW Convention or in such other instrument or instruments as may be appropriate. In this Resolution 10 there is no mention of MRCC personnel

2. International Regulatory Framework The IMO Guidelines


In 1968 IMO Resolucin A.158 (ES.IV) Recommendation on Port Advisory Systems was adopted In 1985 IMO Resolution A. 587 (14) Guidelines for Vessel Traffic Services was adopted In 1997 the Resolution A. 857 (20) Guidelines for Vessel Traffic Services revokes the former and sets the principles for VTS operator training and certification

1.1.4 Given the role of VTS in the provision of safety and efficiency services to shipping and in the protection of the environment, the need to avoid confusion on the part of users travelling from one VTS to another and the importance of professionalism on the part of operators in determining the extent of trust placed in the functioning and effectiveness of a VTS, it is essential that VTS personnel be adequately qualified and trained to carry out their functions, and that the standards for such qualification and training be agreed upon internationally to a large extent...

3. VTS Training: The IALA Scheme The Recommendation V-103


In May 1998 IALA adopted Recommendation V-103 Standards for Training and Certification of VTS Personnel aiming to provide a basis: for VTS Authorities when recruiting VTS personnel;
for model courses to establish a training programme on the specific knowledge and skill requirements necessary for qualification as a VTS Operator; to ensure that VTS personnel are trained and qualified to enable them to perform the tasks required; for maintaining a satisfactory level of operational performance through the systematic provision of refresher and/or revalidation training for qualified personnel; to regularly assess VTS Operators ability to perform to established and recognised standards and; for a structured career progression for VTS personnel.
