President Aquino to invite potential investors to the Philippines during his visit to Myanmar

President Benigno S. Aquino III will once again invite global business leaders to explore investment opportunities in the Philippines during his attendance to the World Economic Forum (WEF) on East Asia in Myanmar. President Aquino will fly to Nay Pyi Taw, Myanmar, on Friday to attend the plenary of the World Economic Forum as well as to invite the delegates of WEF to the country next year. The Philippines will be hosting WEF on East Asia next year. As you also know, we are hosting the forum next year and, by tradition, the incoming host personally invites the delegates to the summit, said Secretary Ramon Carandang, head of the Presidential Communications Development and Strategic Planning Office. Carandang said that President Aquino will also have a bilateral meeting with Myanmars President Thein Sein and opposition leader Aung San Suu Kyi. The President will also meet with business leaders who are attending the said forum. The main reason for attending the forum this year is to continue to invite foreign investors to come to the Philippines and, of course, to attract tourists as well, Carandang said. The agenda of the Aquino administration is to generate inclusive growth and we can do that by inviting investors who can create jobs and that is the way of sustaining the anti-poverty programs that we have begun, he added. Carandang said the government is hoping to attract foreign investors from Asian countries. Were hoping that those closer neighbors of ours can be enticed to invest more in the Philippines, he said. Our thrust for the last few years has been tourism, agriculture, and infrastructure, and were hoping that we can get investors to come in on those three areas in particular, he said. President Benigno S. Aquino III has declared June 17, which falls on a Monday, as a special (non-working) day in the municipality of Molave in Zamboanga del Sur in celebration of its 65th Foundation Day. The Chief Executive issued the declaration through Proclamation No. 587 signed by Executive Secretary Paquito N. Ochoa Jr. on May 28, to give the people of Molave the full opportunity to celebrate and participate in the occasion with appropriate ceremonies. June 16 marks the 65th Foundation Day of Molave, the President noted. The President granted the request of the Office of the Mayor of Molave to declare June 17 as special (non-working) day in the municipality instead of June 16, which falls on a Sunday. Molave served as the capital of Zamboanga province until it was divided into Zamboanga del Norte and Zamboanga del Sur on June 6, 1952. The municipality of Molave remained under Zamboanga del Sur. The City of Pagadian is currently the capital of Zamboanga del Sur. Aquino III called on social workers to work together with government in the launching of various movements for environmental protection, disaster preparedness, and risk reduction. "To rise to the challenges posed by climate change, we must build consensus among nations and launch synergized yet locally relevant movements for environmental protection, disaster preparedness, and risk reduction," the Chief Executive said in his message to international social workers organizations on the occasion of the 2013 Asia Pacific Regional Social Work Conference. The International Federation of Social Workers Asian & Pacific Association for Social Work Education, the Philippine Association of Social Workers, Inc. and the National Association of Social Work, Inc. opened on Tuesday the 2013 Asia Pacific Regional Social Work Conference at the Manila Hotel. The conference which has for its theme "Social Work Amidst Climate Change and Disaster Risk Reduction and Management: Building Capacities and Global Partnership" will end on Thursday.

"Your expertise as agents of social advancement lends effectiveness to these frameworks, by ensuring that they complement our localities ethno-cultural milieu and correspond to the particular needs of our communities," the President said. Muling aanyayahan ng Pangulong Benigno S. Aquino III ang mga lider ng negosyo sa daigdig na alamin ang pagkakataon sa paglalagak ng puhunan sa Pilipinas sa gagawin niyang pagdalo sa World Economic Forum (WEF) on East Asia na idaraos sa Myanmar. Nakatakdang tumungo ang Pangulong Aquino sa Nay Pyi Taw, Myanmar sa Biyernes upang daluhan ang plenaryo ng World Economic Forum at anyayahan ang mga delegado ng WEF sa bansa sa isang taon. Ang Pilipinas ang magiging punung-abala sa WEF on East Asia sa darating na taon. Ang adyenda ng administrasyong Aquino ay ukol sa kaunlaran ng bansa at magagawa natin ito sa pag-aanyaya ng mga imbestor na makalilikha ng trabaho at ito ang paraan upang maipagpatuloy ang mga sinimulan nang programang laban sa karalitaan, dugtong ni Carandang. Ayon kay Carandang, umaasa ang pamahalaan na makaaakit ng mga dayuhang imbestor buhat sa Asya. Umaasa tayong ang malalapit nating kapit-bansa ay mahihimok nating mamuhunan sa Pilipinas, sabi ng Kalihim. Sagisag ang araw na ito sa patuloy na pag-arangkada ng tuwid na daan sa mabuting pamamahala: hindi lamang natin nagawang lampasan ang halaga ng nalikom na pondo noong nakaraang taon, mas maraming bilang na rin ng mga GOCC ang nakapag-remit sa pamahalaan sa taong ito. At, again, congratulations po sa inyong lahat! Ang mahigit labingsiyam na bilyong piso noong 2012, nahigitan natin sa halos dalawamput walong bilyong pisong kabuuang dibidendo ngayong 2013. Ang dalawamput dalawang bilang naman noong nakaraang taon, umakyat na sa tatlumput walong korporasyon kabilang sa listahan ngayong taon. Ibig -sabihin, mas marami nang mga GOCC ang tumatalikod sa lumang sistema ng wang-wang, padrinot panlalamang, at tumutuon sa kanilang tunay na mandatong magbigay ng tapat at mahusay na serbisyo sa mamamayan. Wala pa po tayo sa kalagitnaan ng ating termino, pero tuluyan na nating nailalayo ang mga GOCC sa masalimuot na kalagayang dumungis sa pangalan at tiwala sa kanila ng taumbayan. Mas marami na tayong nagdudulot ng positibong bunga para sa ating mga kababayan at sa buong bansa. Mas marami na tayong nagpapatunay na ang mga tagumpay na pinaniwala sa atin noong imposible, ay posible pala nating makamit sa ngayon. Ito po ang tuwid na daan. Sa pagtahak sa landas ng mabuting pamamahala ay napipitas ng bayan ang mas masaganang dibidendo mula sa ating mga GOCC; at dahil sa mas masinop na paggamit ng pambansang pondo, ang sambayanang Pilipino ang parating nagiging panalo. Langit at lupa nga pong maituturing ang kaibahan ng tuwid na daan sa baluktot na kalakaran ng dating administrasyon. Mantakin po ninyo: Sa loob lamang ng tatlong taon, nakapaghatid na ang ating mga GOCC ng kabuuang mahigit 77 billion pesos. Ikumpara po natin iyan sa buong siyam at kalahating taon ng kanilang panunungkulan, kung saan nasa 96 billion pesos lamang ang nalikom nilang remittance mula sa mga korporasyon. Ididiin ko lang po: Tayo, 77 billion sa tatlong taon; sila, 96 billion sa siyam at kalahating taon. Malayung-malayo po, di ho ba? At alam naman po natin: Kung malugi ang korporasyon, maari pa itong makiagaw sa limitado nang pondo ng pamahalaan. Sa dulo, ang mga Boss din nating Pilipino ang talo kung ganun ang mangyayari. Di na po natin hinahayaang mangyari pa ito. Kaya naman, saludo at nagpapasalamat po ako sa bumubuo ng bawat korporasyong nagpakitang-gilas ngayong taon, at nagpamalas ng kanilang makabuluhang kontribusyon sa bansa. Special mention po ang Philippine Reclamation Authority (PRA) sa kanilang nakamit na tagumpay. Sa tatlumput tatlong taon po kasi ng kanilang kasaysayan bago tayo pumasok, hindi umabot ng isang bilyong piso ang suma-tutal ng kanilang remittance. Sa ating panunungkulan, mahigit dalawang bilyong piso na po ang kanilang iniaambag sa kaban ng bayan sa loob lamang ng tatlong taon. Pati na rin ho yung LWUA, negative 900 million tama ba?to positive 800 million. Malaki ho yata ang laktaw nuon, at saka magtataka lang tayo, bakit kaya ganun kalugi ang LWUA, kaya palang kumita ng ganito kalaki? Palagay ko, mas alam na niyo kung bakit kaysa sa akin. Nararapat lang naman po talaga nating batiin ang bumubuo ng PRA sa kanilang magandang halimbawa sa iba pang mga korporasyon. Sa kabila nito, mulat tayong hindi naikakahon sa halaga ng salaping nalilikom ang serbisyong kaloob ng mga GOCC. May bigat ang ambag ng bawat isa, mula sa araw-araw na pagpronta ng mga kaherat kawani ng kada opisina, hanggang sa kanilang mga direktor at pinunong namamahala sa kalakhang ahensya, ang buong hanay po ng mga GOCC ay nakikilahok sa pagsisigurong napaglilingkuran nang husto ang ating mga Boss ang taumbayan. Kaya naman, kinikilala din natin ang iba pang mga GOCC na hindi kinakapos sa sigasig at dedikasyon upang ituwid ang palakad sa kani-kaniyang institusyon. Halimbawa po, ang PAGCOR: mula nang inayos natin ang timpla sa kanilang pamamahala, hindi lang natin napigilan ang pagsingaw ng kanilang pondo dahil sa kapeng napakarami, aktibo na rin

nating katuwang ang PAGCOR sa pagpapatayo ng classrooms sa ibat -ibang sulok ng bansa. Lumiliwanag na rin ang kinabukasan ng marami nating kababayan, at ngayong naisakatuparan na ng National Electrification Administration ang malawakang elektripikasyon para pailawan ang ilang mga sitio at barangay sa bansa. Medyo malaking ilan yun 36,000 lang naman na sitiosa huli, ang bawat tagumpay sa mabuting pamamahala ng ating mga GOCC ay may malaking ambag sa tagumpay ng karaniwang Pilipino at ng buong bansa. Lubos po akong nagpapasalamat sa bumubuo ng Governance Commission for GOCCs, sa pangunguna ni Chairman Cesar Villanueva, sa paggabay sa ating mga korporasyon sa pagtahak sa tuwid na landas. Sa mahigpit na implementasyon ng kanilang Fit and Proper Rule, nasisiguro na ang mga opisyal ng GOCC ay angkop at kwalipikado sa kanilang posisyon, at hindi lamang idinaan sa palakasan, padrinot koneksyon. Higit naman nating nabibigyang lakas ang kawani ng mga GOCC, ngayong nailalapit na ang kanilang compensation sa antas ng pribadong sektor, sa pamamagitan ng Compensation and Position Classification System. Parehong diwa ito sa ipinapatupad na rin nating Performance Bonus Incentive System sa gobyerno, upang mabantayan at mabigyan ng karampatang insentibo ang mahusay na trabaho. Nagagalak po ako na nitong Mayo, umabot na, ayon kay Secretary Abad, sa halos dalawang bilyong piso ang halagang naibahagi sa apatnapung libong empleyado at opisyal ng tatlumput lima nating mga GOCC. Hindi naman po tayo hihinto: Sa tuwid na daan, patuloy nating patitibayin ang ating mga pampublikong institusyon kung saan nananatiling pundasyon ang mabuti, makatuwiran, at may pananagutang pamamahala. Tapos na ang panahon kung saan itinuturing na alkansya ng mga nasa poder at ng ilang korporasyon ang kaban ng bayan. Ngayong kolektibo na nating natitibag ang mga balakid sa pag-unlad ng Pilipinas, lalong lumalakas ang panawagan sa bawat isang makihakbang at maki-ambag sa landas ng makabuluhang pagbabago. The Office of the Ombudsman placed under preventive suspension Maximo Dela Pea Reyes, Collector IV, Port of Cebu, Bureau of Customs in relation to the charges filed against him for Serious Dishonesty, Grave Misconduct and Conduct Prejudicial to the Best Interest of the Service.

Acting on a tipsters report at the Ombudsman lifestyle check hotline on the frequent airplane travels of Reyes, the Field Investigation Office (FIO) conducted a lifestyle check on Reyes. After the fact-finding investigation, the FIO determined a prima facie evidence of unexplained wealth amounting to P89,194,806.37, with undeclared or misdeclared assets amounting to P44,562,440.67. Aside from noting a P57,300,000.00 increase in his net worth for the period of 2000 to 2010, the FIO also discovered that he did not file his Statements of Assets, Liabilities and Networth (SALNs) for the years 2001 and 2009. The FIO thereafter filed criminal and administrative charges against Reyes, and also requested that full blown preliminary investigation, administrative adjudication and forfeiture proceedings be conducted against him. As the month-long 2013 Labor Day celebration draws to close, Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday expressed delight as she bared that this years nationwide Jobs Fairs reaped a total of 20,934 Hired-On-The-Spot (HOTS) out of the 101,250 qualified job applicants. This years Labor Day celebration shall close with a triumphant note. The percentage of HOTS which is 20.7 percent, is quite impressive compared to the 18.9 percent in 2012 and t he 17.5 percent in 2011, Baldoz said, even as she noted that the 2013 record even exceeded the targeted 15 percent HOTS. The National Capital Region topped the list of regions with the highest number of HOTS with 4,282, followed by Region 3 with 3,356 HOTS; Region 4-A with 2,806 HOTS; Region 10 with 2,436 HOTS; Region 12 with 2,091 HOTS; CAR with1,932 HOTS; and Region 11 with1,274 HOTS. Of the total number of HOTS, 87 percent were placed for local employment; while the remaining 13 percent were for overseas employment. Baldoz, in reference to the record attained, cited the social partners, labor, employers, local government units, other agencies, schools, and civil society for their active participation. By making available decent and productive jobs t o applicants, including fresh graduates and new entrants to the labor force, these employers have contributed to the national goal of addressing jobs and skills mismatch. Their convergence with the DOLE brightened the employment picture, leading to a more dynamic labor market, and contributing to the Philippiness economic competitiveness and growth, said Baldoz. According to the Bureau of Local Employment, there are a total of 2,933 employers 2,777 local and 656 overseas who participated in 73 job fair venues nationwide. The participation of employers was relatively high in the National Capital Region with 23.6 percent, followed by Region 4-A with 14.5 percent, and Region 3 with 11.9 percent. Accordingly, Baldoz encouraged jobseekers, especially those who attended any of the job fairs during the 2013 Labor Day, to keep their hopes high as employers have pledged to continue the processing of applications even after the Labor Day. Jobseekers must not easily get discouraged shall they not be hired -on-the-spot. Selecting job applicants can be a tough challenge for employers. They may need more time to review job applications, to go over details of their credentials, and to interview candidates, Baldoz said. The numbers are more likely to increase with the total of 85,811 job applicants who vied for further interview, she added. Applicants may be hired or placed depending on the outcome of their interview and pre-employment requirements of the hiring company. Among the regions that posted high percentage of FFI are NCR with 25,395; Region 4-A with 21,104; Region 3 with 9,562; and CAR with 6,758. "My advice to applicants is to be optimistic and patient because there are enough job opportunities for everyone at the job fairs. The processing and hiring by the employers will continue after the job fair, and the DOLE will monitor that," she finally said. Nearby, other young mothers with their babies and toddlers engage in light banter. Nenet is one of the 1,271 women staying in the evacuation centers in New Bataan. In an adjacent tent of similar size, blackboards were set-up, drawing materials distributed, andwhile a group of children gathered to join the games and art therapy sessions supervised by social workers and child specialists. These are the scenarios in women and child-friendly spaces set-up in New Bataan, Compostela Valley, which was heavily devastated by typhoon Pablo, on December 4, 2012. Women and children are the most vulnerable when disasters strike. It is important to address their needs especially during emergencies to bring normalcy back in their lives, Social Welfare and Development Secretary Corazon Juliano-Soliman said. The establishment of women and child-friendly spaces (CFS) is also integrated in evacuation camp management which aims to respond to the effects of displacement and vulnerability of women and children in natural and manmade crisis situations, such as disasters and incidents of armed conflict, Secretary Soliman added. Haven for women Recognizing the special needs of women in evacuation centers, the Department of Social Welfare and Development (DSWD), in coordination with the United Nations Population Fund (UNFPA) set-up three women-friendly spaces in Compostela Valley. The setting up of women-friendly spaces during disasters is a concept of international relief agencies to provide a venue where women can breastfeed their children, learn about nutrition, and issues such as, domestic violence and human trafficking. The women-friendly space is also a venue for livelihood trainings. Moreover, it is an ideal place for counseling and stress debriefing sessions to help traumatized women cope with their situation and prepare them for eventual return to their communities. Macabagdal said that based on the UNFPA reports, there were 71 cases of violence against women monitored in the three municipalities of Comspostela Valley since typhoon Pablo struck in December 2012. As part of the services at the women-friendly space, the DSWD and partners also distribute basic necessities of women such as undergarments, sanitary napkins, and soaps, among others. Just recently, 500 women received these goods from the DSWD. Playtime for Children On the other hand, child friendly spaces offer children a safe place to play and express their feelings through games, music, arts, and values formation to help them recover from the traumatic effects of disasters. Children experience the pain of losing loved ones after typhoon Pablo. They are also at risk of getting sick while staying in cramped evacuation centers with no power and safe water. Child-friendly spaces aim to help children cope with these challenges, Yheleen Veso, World Vision Child -Friendly Space Team Leader for Compostela Valley said. Child-friendly spaces provide learning opportunities for children while their schooling is interrupted due to natural and man-made disasters. For parents, the child-friendly spaces are safe places to leave their children while they work on restoring their households and communities.

Moreover, child-friendly spaces are mechanisms to promote childrens rights and welfare. We inf orm parents and children on how to stay safe in evacuation centers through awareness campaigns and by linking them to authorities to curb cases of abuse and exploitation in disaster-hit areas, explained Honey Joy Sampiano, Child Protection and Development Specialist in Mindanao. To date, 44 child-friendly spaces were set up. Some 44 local facilitators were also trained on handling psycho-social support/activities. Social workers and child specialists from international and local humanitarian organizations and local daycare workers also serve as volunteers in conducting activities for the children. Thirty eight GOCCs turned over to President Benigno S. Aquino III, close to P28 billion in dividends and other forms of remittances to the national coffers out of their operations for the past year on 03 June 2013 at the Rizal Hall, Malacanang Palace. President Aquino was assisted by Senator Franklin Drilon, Finance Secretary Cesar Purisima, Governance for Commission for GOCCs (GCG) Chairman Secretary Cesar Villanueva and Treasurer of the Philippines Rosalia de Leon. The practice of declaring and remitting dividends is pursuant to Section 3 of Republic Act No. 7656 which states all GOCCs are required to declare and remit at least 50% of their annual net earnings as cash, stock or property dividends to the National Government. The tradition of GOCC Dividends Day started in 2011 under the Department of Finance in order to give due recognition to the GOCCs for the dividends that would be remitted to the National Government in compliance with RA No. 7656. Approximately P29 billion was remitted in 2012. Upon the enactment of RA No. 10149 or the GOCC Governance Act of 2011, the event was continued by the GCG in February 2012 with GOCCs remitting a total of P19.2 billion. The dividends this year surpassed the collections made last year, with eight (8) GOCCs belonging to the elite circle, the so-called Billionaires Club, for having remitted at least P1 billion to the government. These GOCCs include new entrant Philippine Reclamation Authority (PRA) which remitted P1 billion to the national government; Philippine Ports Authority (PPA), total of P1.034 billion; Manila International Airport Authority (MIAA), a total of P1.547 billion; Philippine Amusement and Gaming Corporation (PAGCOR), remitting a total of P1.4 billion; Power Sector Assets and Liabilities Management Corporation (PSALM), P1 billion; the Bases Conversion Development Authority (BCDA), P2.309 billion; Development Bank of the Philippines (DBP), P3.166 billion; and Land Bank of the Philippines (LBP) which remitted the biggest amount for this year with P6.241 billion. The National Statistical Coordination Board (NSCB) has opened the registration for participants to the forthcoming 12th National Convention on Statistics (NCS) to be held on October 1-2, 2013 at the EDSA Shangri-la Hotel in Mandaluyong City. Biggest Event for Statisticians, Data Producers, and Users Held every three years, the Convention is the countrys biggest gathering of statisticians, data pr oviders and users as well as other stakeholders of statistics. Manila, Philippines With the onset of the rainy season, the Department of the Interior and Local Government has declared June 10-16 as Disaster Preparedness Week. DILG Undersecretary Francisco Fernandez, who has responsibility over urban poor and other concerns, said the declaration is intended to focus on government efforts to provide safe, decent, affordable and permanent relocation to informal settler-families living in danger zones and waterways in Metro Manila. This is part of the DILG program, under Secretary Mar Roxas, to put dwellers along river banks, railroad tracks and other danger areas out of harms way before the rainy season sets in, Fernandez said. In coordination with the Pasig River Rehabilitation Commission and the ABS-CBN Foundations "Kapit Bisig Para sa Ilog Pasig ", Roxas recently inaugurated the first phase of this rehabilitation program at the 2.9-kilometer Estero de Paco which will serve as the model for 47 other tributaries of the Pasig River.

Metro Manila is home to more than half a million families living in informal settlements, over 104,000 of which are living in esteros and waterways while the rest are found in various precarious areas such as railroad tracks, garbage dumps, riverbanks, shorelines and other public places like sidewalks, roads, parks and playgrounds. An estimated 60,000 of these informal settler-families are scheduled to move to several on-site, near-site and in-city relocation communities over the next three years, or an average of 20,000 ISF per year before President Aquino's term expires in June 2016. Stressing the government's core philosophy, Fernandez said, "there will be no forced relocation." Pending the completion of the housing units in the identified relocation sites, Fernandez said the DILG will conduct disaster preparedness activities at the barangay, city or municipal, regional and national levels. "The goal is zero casualty", he said. Various government agencies such as the Metro Manila Development Authority, Philippine Institute of Volcanology and Seismology, and PAGASA will provide updates necessary for the smooth implementation of the program in the national level. In the regional level, the DILG will conduct disaster preparedness exercises for ISF communities such as emergency drills, simultaneous review of contingency plans of cities and municipalities, and their waste management program. It will also coordinate with local councils and stakeholders to ensure effective communication lines among them. On that day, the Philippine Embassy in Tokyo marked the return of the Nampeidai Property after several years of litigation with a simple ceremony entitled Balik Nampeidai. With the Philippine flag once again hoisted and flying high, Philippine Ambassador to Japan Manuel M. Lopez expressed deep appreciation to all those who have contributed to the successful recovery of the property. The Ambassador made special mention of Foreign Affairs Secretary Albert F. del Rosario, whose unwavering support and leadership inspired the Embassy to persevere in winning back the Nampeidai Property. Aquino III signed Republic Act 10533 into law on 15 May 2013. "The DOLE will work very actively with the Department of Education in accordance to the provisions of this landmark law, which will serve to the better the future of our students," said Baldoz in a media release. Under R.A. 10533, otherwise known as An Act Enhancing the Philippine Basic Education System by Strengthening its Curriculum and Increasing the Number of Years for Basic Education, Appropriating Funds Therefor, and for Other Purposes, the DOLE is mandated to work hand-in-hand with the DepEd, as lead agency implementing the K-12, which seeks to achieve enhanced basic education curriculum that is holistic, sufficient, and primed up to prepare the Filipino students for productive work. In signing the K-12 law, President Aquino III said: Naninindigan pa rin po tayo sa ipinangako nating pagbabago sa edukasyon: ang gawin itong sentral na estratehiya sa pamumuhunan sa pinakamahalaga nating yaman: ang mamamayang Pilipino. Secretary Baldoz explained that DOLE's commitment to the new law is congruent to the overarching goal enunciated by the President in his 22-point labor and employment agenda to "invest in our countrys top resource, our human resource, to make us more competitive and employable while promoting industrial peace based on social justice, by addressing labor-mismatch, promoting better coordination between employers, academe, and government, and strengthening both the Public Employment Service Offices and private sector labor market information and exchange institutions." She said the DOLE, through the Technical Education and Skills Development Authority, will be actively involved in the formulation of the rules and regulations of R.A. 10533. Other agencies mandated to formulate the law's IRR are the DepEd and the Commission on Higher Education. The TESDA is the DOLEs primary attached agency in charge of skills development and upgrading of the countrys human resource. Baldoz said that with the law becoming effective, the TESDA will now move to cascade a new set of high-standard teaching and technical vocational education and training (TVET) as part of the K-12 roadmap to prepare students for tertiary education, skills development, employment, or entrepreneurship. She also cited the law's provision on career guidance and counseling advocacy, another area where the DOLE has committed to be fully engaged. In order to properly guide students in choosing the right careers, the law provides that the DepED, in coordination with the DOLE, TESDA, and CHED, shall regularly conduct career advocacy activities for secondary level students. In general, based on Section 5 of the law, the labor and employment chief said that the DOLE, together with another attached agency, the Professional Regulation Commission, shall participate in joint consultations led by DepEd to achieve an effective enhanced basic education curriculum with other national government agencies and other stakeholders including private and public schools associations, national student organizations, national teacher organizations, parents-teachers associations and the chambers of commerce.

For this purpose, Baldoz noted that Section 6 of RA 10533 mandates the formation of a curriculum consultative committee chaired by DepED Secretary or his/her duly authorized representative and with members coming from the DOLE, CHED, TESDA, PRC, and Department of Science and Technology, and a representative from the business chambers, such as the Information Technology-Business Process Outsourcing (IT-BPO) industry association, to oversee the review and evaluation on the implementation of the basic education curriculum and to recommend refinements thereto. Baldoz also explained that the TESDA, together with the DepED, CHED, and TESDA, shall formulate the appropriate strategies and mechanisms needed to ensure smooth transition from the existing 10 years basic education cycle to the enhanced basic education (K to 12) cycle. Furthermore, to ensure college readiness and to avoid remedial and duplication of basic education subjects, TESDA shall also coordinate with DepEd and CHED in formulating design and details of the enhanced basic education curriculum, Baldoz said. "The K to12 law, as a flagship education program of the Aquino administration, will add two years of senior high school to the current 10-year education curriculum--with the two additional years in senior high school aimed to as a specialization period for high school students, whether in vocational skills, music, the arts, or sports, and with high school graduates having the option to pursue jobs with a basic education diploma or proceed to college," Baldoz remarked. "The curriculum will enable students, consistent with TESDA training rules, to acquire Certificates of Competency (COCs) and National Certifications (NCs), thus enabling graduates with middle-level skills to be gainfully employed in decent jobs or opt for entrepreneurship," she added. Baldoz added that the new law will require a matching of competency requirements and standards so that 12-year basic education graduates acquire the necessary skills to become part of the productive workforce or pursue further education and future employment. For Eloy who belongs to the Manobo tribe of Sitio Pong-Pong in Talaingod, Davao del Norte, writing his first name on a paper for the first time in his life is a dream come true. But writing his first name on an official document, also for the first time, is a fulfilment of a commitment to his tribe. Eloy signed his name on a bank document required to open an account. The bank account was not his own, but for his village, which was one of the beneficiary communities of the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS), an anti-poverty program of the Department of Social Welfare and Development (DSWD). Kalahi-CIDSS is the first government project to ever reach the hinterland of Sitio PongPong. Eloy had to open a bank account where the funds for the construction of their Kalahi-CIDSS project, a tribal housing system, would be sent in by the DSWD. Before Kalahi-CIDSS reached the hinterland of Sitio Pong-pong, Eloy had no interest in learning to read and write. I do not even know my real name and age. They just call me Eloy. Eloy was raised in complete poverty and was unable to attend a formal education. But he did not feel inadequate and inferior. Education is of no value to the Manobos. That is why I never persisted to learn, he explained. But because of the responsibility given to me by Kalahi-CIDSS as community sub-project management committee chair (CSPMC), I tried my best to write the four letters of my name, Eloy added. My fellow Manobos relied on me for the realization of our tribal housing project under Kalahi-CIDSS, Eloy said. Determined to be a worthy leader In spite of being unable to read and write, Eloy was elected to head the Community Sub-project Management

Committee (CSPMC). This committee was formed to oversee the implementation of the Kalahi-CIDSS project in the community. As chair, Eloy had to open the bank account. Together with Kalahi-CIDSS workers, I went to Tagum City to open the bank account. It was my first time to travel outside Talaingod and also my first time to enter a bank. I remember feeling very cold inside the bank that I had to get out from time to time, Eloy recounted. When it was time for me to open the account, I affixed my thumbmark instead of my signature because I did not know then how to write my name. Unfortunately, the bank did not accept my thumbmark. I returned home discouraged and worried, because without the bank account, the DSWD cannot download our project funds, Eloy further recounted. I could not lose hope. We badly needed the housing project. I had to learn how to write even just my first name, Eloy said. At first, the task of learning to write was difficult, but thanks to his Kalahi-CIDSS community facilitator, Marvin Samson, who prodded Eloy to practice writing, he managed to overcome this task. Marvin gave me a pad of paper and pencil. He patiently showed me how to write each letter. I held on to that piece of paper where he wrote my name as my guide, Eloy recalled. My hand shook each time I tried to write a single letter. It took me two long weeks to learn to write the four letters of my name, Eloy said. Although Eloy had practiced writing his name a lot since then, there were still times when they were faced with challenges. He related one instance when the bank did not clear the check that he signed. The stroke in the signature was different from the initial sample given to the bank. They had to pay a penalty of P2,000.00. Today, Eloy can perfectly sign any document. Whats more, he has come to be known as a leader in his community. He became the voice of his fellow Manobos in lobbying community projects like school buildings and health stations. Nowadays, Eloy is still the CSPMC chair of Pong-Pong. Their barangay will be completing a tribal hall soon through Kalahi-CIDSS PAMANA project.Gradually, Eloy has turned into a person who has limitless boundaries just by learning how to write his name. Eloy expressed that he is grateful to Kalahi-CIDSS program not only because of the housing project but also for opening doors of opportunities for him. Kalahi-CIDSS helped him become more confident and made him relish the joy of learning on how to be a leader in his community. KALAHI-CIDDS fosters sustainable development Learning about the experience of Eloy, Department of Social Welfare and Development Secretary Corazon Soliman said that, Kalahi-CIDSS develops the community volunteers leadership quality, confidence, and self -reliance. Leadership and governance are not just lodged on the leaders of the community, but also to the men and women living in the area. The KALAHI-CIDDS ten-year track record is sufficient proof that the program is effective in community empowerment and poverty alleviation. Furthermore, Kalahi-CIDSS, which uses the community-driven development (CDD) approach, gives the citizenry the opportunity to have active control in deciding which community projects will be implemented in their villages. Kalahi-CIDSS encourages participation by building up individuals and capacitating communities to enable them to participate in development. Moreover through Kalahi-CIDSS, communities are not only given better access to services but are also empowered to work for what is best for them towards national development, Secretary Soliman added. Under Kalahi-CIDSS 1, which ran from January 2003 to May 2011, Kalahi-CIDSS reached 4,583 barangays in 200 municipalities that benefited 1, 345, 767 households. The program funded a total of 5,876 community projects amounting to 5.93 Billion pesos or 71 % including local counterpart contribution of PhP 1.71 Billion or 29%. As of the first quarter of 2013, Kalahi-CIDSS Additional Financing (AF) funded 2,209 community sub-projects amounting to Php 2.5 billion including Local Counterpart Contribution of Php 544.74 million. Of the total funded, 1506 community projects were completed, benefiting approximately 531,354 households from 2,283 barangays. On the other hand, Kalahi-CIDSS Millennium Challenge Corporation (MCC) funded a total of 1,603 community projects amounting to PhP 1.86 billion, which will benefit 283,363 households in 1,637 barangays. Of the total funded, it has completed the implementation of 853 community projects, benefiting 173,906 households.

The Kalahi-CIDSS will scale up into the National Community-Driven Development Program (NCDDP) starting late 2013. The NCDDP will increase the current coverage of Kalahi-CIDSS from 368 to 900 municipalities, thereby expanding its reach from 50% to 100% of the poorest municipalities in the country from 2013 to 2018. The DSWD implements the Kalahi-CIDSS PAMANA, in partnership with the Office of the Presidential Adviser on The Peace Process (OPAAP), to improve access of conflict-affected barangays affected by and vulnerable to basic social services and accountable governance by the community-driven development (CDD) strategy. A multi-disciplinary approach in handling cases of child abuse and exploitation will soon be issued by the Department. The Protocol for Case Management of Child Victims of Abuse, Neglect and Exploitation was launched in formal ceremonies today at the Pan Pacific Hotel in Adriatico, Manila. The Protocol, which is a set of standards to ensure the protection of children's rights, was launched for the guidance of all concerned government agencies, non-government organizations, and other stakeholders. The Protocol is a result of DOJ-Committee for the Special Protection of Children (CSPS) series of consultations and workshops with stakeholders on the implementation of Republic Act 7610, otherwise known as the Anti-Child Abuse Law. Highlighted in the Protocol are the roles and responsibilities of various government agencies and their partners commencing from reporting or referral of child abuse cases up to its termination, making sure that child abuse cases are prioritized and are attended to with utmost sensitivity and confidentiality. The CSPC developed a Flowchart on Management of Child Abuse Cases to illustrate the different stages of a case. Using the algorithm as guide, the Protocol will show how government agencies and their partners can either work independently or in coordination with each other in solving child abuse cases. The Committee for the Special Protection of Children (CSPC) is chaired by the Secretary of Justice and co-chaired by the Secretary of the Department of Social Welfare and . The capital adequacy ratio (CAR) of universal and commercial banks (U/KBs) stood at 17.28 percent at end-2012. When consolidated with their subsidiary banks and quasi-banks, U/KBs registered a CAR of 18.35 percent at endDecember last year. The industrys Tier 1 capital remained robust at 15.22 of U/KBs risk weighted assets (RWA) at the end of last year. On a consolidated basis, their Tier 1 ratio was 15.44 percent during said period. December CAR values are slightly lower than those in September. This was due to RWAs increasing at a faster pace than qualifying capital. The increase in the industrys RWA was brought about by a rise in lending to corporations and in investments in foreign currency debt securities issued by the National Government and the Bangko Sentral ng Pilipinas (BSP). The industrys RWA rose by 4.97 percent on solo and 4.93 percent on consolidated bases. The rise in RWA was accompanied by a slight increase in qualifying capital of 1.02 percent and 1.32 percent on solo and consolidated bases during the period. The increase was mainly driven by retained earnings as U/KBs posted healthy net profits at end-2012. The increase in qualifying capital was moderated by the redemption of some banks of debt securities classified as Tier 2. This was likely a response to the implementation of the new capital standards under Basel III on 01 January 2014 which derecognizes certain debt securities as qualifying capital.

The industrys CAR figures indicate that U/KBs continue to be mindful of the importance of setting aside sufficient capital. The Philippine Overseas Employment Administration yesterday warned anew immigration consultants and travel agencies about the illegal practice of luring clients to avail of their services by promising them overseas employment. Administrator Hans Leo J. Cacdac said that under Republic Act No. 8042 as amended by Republic Act No. 10022, offering overseas employment in the guise of visa assistance without the necessary license or authority from the POEA constitutes illegal recruitment. POEA Memorandum Circular No. 10, Series of 2003 regulates the participation of foreign and local immigration consultancy agencies in the recruitment and placement of overseas Filipino workers. Immigration consultants are required to obtain a license from the POEA before they may engage in recruitment and placement activities, regardless of the visa under which deployment shall be made eventually. Cacdac said job seekers need not risk their hard-earned money by engaging the services of an immigration consultant that charges thousands of dollars for supposed working visas in countries such as the United States of America, United Kingdom, Australia, and Canada. By having an agent, they would be paying for information and counsel that are free and readily available in the said countries' respective websites. Also, the documents required by the immigration offices of these countries could only be produced by the applicant and not by the consultant, Cacdac said. Manila, Philippines Interior Secretary Mar Roxas said on Sunday/June 2 probers at Two Serendra have focused their efforts on the blast site which remained sealed after police authorities finished scouring through the street portion of the crime scene for forensic evidence to determine what really caused Friday nights powerful explosion. Roxas said the probers also started taking statements of occupants of the third and fifth floors of Two Serendra, where the explosion killed three persons and injured five others. Hours after the explosion, probers who sifted through the debris and analyzed burn patterns from concrete slabs found no positive traces of bomb chemicals. Roxas said all angles were being looked into as police released the crime scene late Saturday afternoon, reopening McKinley Parkway Road and portions of a shopping malls parking lot adjacent to the Serendra complex that was cordoned off Friday. Police and fire authorities have thoroughly sifted through the debris scattered at the street portion and concluded the gathering of forensic evidence there, said Roxas in a statement. The blast site or the building remained sealed, he said. Investigators from the PNP Crime Laboratory, Bureau of Fire Protection and the Explosives and Ordnance Division of the Southern Police District called off Saturdays search for forensic evidence due darkness. They were to resume their tasks Sunday.

Its better to analyze the blast site when there is light, Roxas said, adding he would call another press briefing once concrete, verifiable findings have been determined. A passing delivery truck was crushed by a slab of concrete thrown by the explosion that ripped through a wall of Unit 501B. All three passengers of the truck were killed. The truck smashed into a Starex van whose driver was unharmed. Probers have asked the building administrator to allow them to interview third- and fifth-floor occupants whose statements are being sought to help police establish a narrative timeline or the sequence of events, Roxas said. The investigators were interested in Angelito San Juan, occupant of Unit 501B. He was in stable condition but remained in intensive care at St. Lukes Medical Center in Global City. San Juan was on his way out of the unit he was renting when the explosion took place, probers said. He had complained to the building administrator that he was suffocating inside the apartment despite having the air conditioning on. Police evacuated residents of building B and two adjacent buildings and turned off their power, water and gas utilities in an investigation that Roxas promised would be scientific. We are using science and the knowledge of the different government agencies, including the Armys explosives unit, for us to find out what happened and take steps to prevent this from happen ing again, Roxas said. We are pleased to report that the Philippines has moved up five places in the latest IMD World Competitiveness Report from No. 43 in 2012 to No. 38 in 2013. A total of 60 economies around the world were reviewed for the 2013 report. The country is ranked 11th in Asia Pacific, up from 13th in 2011 and 2012, after overtaking Indonesia and India. The Philippines is ranked 4th out of 5 ASEAN economies reviewed in the report but registered the largest gain over the last year. The IMD World Competitiveness Report reviews four major factors: economic efficiency, government efficiency, business efficiency, and infrastructure. Each factor is further divided into five sub-factors. Our goal is to move from the bottom-third of world rankings to the top-third by 2016. The 2013 report now places the Philippines in the middle-third of the list and out of the bottom-third position in prior years. The Philippines improved its ranking in three out of the four factors economic performance (from 42nd to 31st), government efficiency (from 32nd to 31st), and business efficiency (from 26th to 19th). The double-digit improvement in economic performance can be attributed to big gains in real GDP growth (2nd, up 23), growth in exports of goods (6th, up 53), and international trade (30th, up 25). The 6.6-% GDP growth in 2012 was the second highest not only in Asia but also in the latest World Competitiveness Yearbook report. The GDP growth also boosted overall productivity growth (4th, up 43) measured as change of real GDP per person employed. The country is also ranked 5th (up two) in stock market performance, with the continued upswing in the local index. These increases in business efficiency, however, were not accompanied by job generation. The Philippines is actually down seven places in employment (29th) and is 59th in the level of overall productivity (down one) and labor productivity (down two). For government efficiency, gains in fiscal policy (9th, up two) and institutional framework (33rd, up three) were offset by drops in public finance (38th, down six) and business legislation (51st, down two). While reform measures seem to have begun to take effect, they must be implemented with increasing urgency and scope. The 2013 World Competitiveness Yearbook echoes the results of the 2012-2013 Ease of Doing Business Report of the International Finance Corporation (IFC) and World Bank (WB) which ranked the Philippines low in global rankings on starting a business and paying taxes. The IMD World Competitiveness Yearbook now has the Philippines ranked 57th in number of days to start a business (down two) and 59th in number of procedures (down one). The National Competitiveness Council (NCC) is optimistic that these will improve with the recent efforts to facilitate the ease of doing business in the country, particularly with the creation of a task force which joins the public and private sectors in promoting streamlining, transparency, and efficiency in business practices. With a more business-friendly environment, the country hopes to attract more foreign direct investments, where it continues to trail in ASEAN. In the international investment sub-factor, the Philippines slipped one notch to 55th. We are confident that this trend will reverse over time as investors begin to understand and appreciate the reforms being undertaken and the gains made. For the first quarter of 2013, there is already a sharp turnaround in capital formation, up 47.7% over the same quarter one year ago.

In addition to business regulations, infrastructure is another factor that concerns investors. It is the only factor where the Philippines registered a drop in ranking in the last year from 55th in 2012 to 57th in 2013. On account of the early data collection period for the IMD report, we feel it fails to account for improvements in public infrastructure spending and rollouts. In contrast to the IMD report, the first quarter 2013 economic report reflects 7.8-% GDP growth with government spending up 13.2% and overall construction up 33.7%. Increased infrastructure rollouts and improved efficiency in the PPP rollouts are expected to improve performance in infrastructure. Overall, the Philippines is moving in the right direction and its improved rankings in growth rates are a reflection of this. Since we still lag in actual levels of performance across a number of key fronts (e.g., investments, trade, and others), it is absolutely critical for us to maintain momentum and a pace of improvement that is faster than that of our major competitors. We are confident that the pace will continue to pick up. The release of strong first quarter 2013 figures of 7.8-% GDP growth is an indication that the momentum continues for the Philippines. |TOP|
