tonight we honor three distinguished persons who have
substantially contributed to their welfare and enhanced the
industry in which they work. Tonight, we take a closer look at
these individuals and the Institute that honors them.
Many of you here tonight support SCI each year at this
eventits the thing SCI does, hosting one of the industrys
greatest parties. We play host to a lot of other people for the
other 364 days of the year, however, and you may not have

THE HISTORY OF
THE SILVER BELL
Each year, the Seamens Church Institute presents the Silver Bell Award to an individual or
group of individuals in recognition of outstanding leadership in the maritime community.
Te bell was chosen to symbolize the award because of its historical signifcance in religious
ceremonies and its use on board ships since ancient times.
For centuries the bell has announced the hours of the day, marked the beginning and the
end of a watch, called the crew to mess and to prayer, and warned of danger.
Believing that dangerous beasts populated the seas, mariners as late as the 16th century
festooned their ships with bells which were thought to have special powers to ward of
demons and monsters and to dissolve thunderstorms.
In England, ships bells were always held in high regard. It was customary in the Royal Navy
for the children of British subjects living in foreign ports to be baptized under the bell of a
British warship. Te childs name was inscribed inside the bell, forming visible ties between
British nationals and Mother England.
In the past, many United States Navy ships carried interesting and beautiful bells, but
unfortunately, in many cases there are no records of their history or whereabouts.
Seldom do bells serve on more than one ship, although bells from wrecked or scrapped
ships have had new careers. Te bell from the steamboat Atlantic, which capsized of
Fishers Island in November 1846, is an example. Te bell was acquired by subscription
from the Atlantic Mutual Companies for the Institutes foating chapel for seamen in 1847
and has been moved to prominent places in successor SCI buildings.

DR. CLEOPATRA DOUMBIA-HENRY
Dr. Cleopatra Doumbia-Henry (LLB, LLM, PhD International Law) is Director of the
International Labour Standards Department of the International Labour Organization (ILO)
in Geneva, Switzerland, where she holds responsibility for developing the Maritime Labour
Convention, 2006 and overseeing its implementation. Prior to joining the ILO, she worked at
the Iran-US Claims Tribunal in Te Hague.
A Barrister at Law and Solicitor, Cleo is a Member of the Inner Temple, Inns of Court in
the United Kingdom. She holds a Master of Laws from the University of the West Indies; a
Master in International Law from the Graduate Institute of International Studies and
University of Geneva; and a Doctorate in International Law from the same institutions.
Cleo has published extensively on a wide range of international law subjects, including
international labor standards and trade; the Maritime Labour Convention, 2006; the
Seafarers Identity Documents Convention, 2003; and the Carriage of Dangerous Goods by Sea.

CAPTAIN BRIAN A. MCALLISTER
Captain Brian A. McAllister is the principal owner and Chairman of McAllister Towing and
Transportation Company, Inc., founded by his great-grandfather, Captain James McAllister, in 1864
with a single sail lighter.
Born and raised in Brooklyn, New York, Brian graduated from SUNY Maritime College in 1956 with
a BS in Marine Engineering and a 3rd Assistant Engineers license. Afer graduating, he served in the
Navy, becoming Executive Ofcer aboard the LST 880, and then sailed deep-sea with American Export
Isbrandtsen Lines as 3rd Assistant Engineer.
In 1959, Brian joined the family company, working in the deck department aboard McAllister tugboats
and ferries and ultimately obtaining a Masters license with unlimited pilotage for many of the ports
serviced by McAllister. In 1974, ten years afer coming ashore and becoming the Companys Port
Captain, Brian and other members of the fourth generation purchased the company from their
predecessors. Today, McAllister Towing and Transportation is one of the oldest and most diversifed
marine towing and transportation companies, operating an extensive feet of tugs, barges and ferries in
the major ports on the US East Coast.
Brian and his wife, Rosemary, have two children, Buckley and Eric, and four grandchildren. Buckley, President
of McAllister Towing, and Eric, CFO, continue to carry the McAllister tradition into its ffh generation.

ROBERT D. SOMERVILLE
In his 42-year career with the American Bureau of Shipping (ABS), Robert Bob Somerville has held
increasingly senior positions, starting as a feld surveyor in 1970 and progressing to President and CEO
in 2004. Today, Bob serves as Chairman of both ABS and the ABS Group of Companies. He holds the
distinct position in ABSs history as the longest serving executive in the roles of President and
Chairman.
During his tenure, Bob helped achieve several notable accomplishments including growing the ABS
feet from just under 100 million gross tons to nearly 200 million gross tons; participating in the
development and acceptance of Common Structural Rules for tankers and bulk carriers in order to
improve vessel life cycle and safety; and expanding ABSs ongoing academic scholarship and
infrastructure programs with funding to maritime academic centers around the world.
Bob, an active member of many professional associations, has received numerous awards in recognition
of his contributions to maritime safety, including an induction into the International Maritime Hall of
Fame at the United Nations in 2006. A graduate of the Harvard Business Schools Advanced
Management Program and a Fellow of SNAME, he has received an honorary Doctorate of Science from
Maine Maritime Academy and an honorary Doctorate of Commercial Science from the Webb Institute.
Bob and his wife Kathy have two children, Kathleen and Robert, and three grandchildren.
