Teachers, other DepEd personnel to be covered by new Philhealth program

T A C L O B A N CITYTeachers and other personnel of the Department of Education (DepEd) will now be covered by the expanded Primary Care Benefit 1 (PCB1) package of the Philippine Health Insurance Corp. (PhilHealth). PhilHealth Circular No. 0010-s2013 said the programs expansion is in support of the governments health agenda, Kalusugan Pangkalahatan, to provide universal health care to all Filipinos. PCB1, the new PhilHealth outpatient benefit, initially for sponsored and organized members, was expanded to the employed sector. The circular said that as a pilot test, the corporation aims to expand the provision of this package to the personnel of DepEd. The PCB1 covers services like visual inspection with acetic acid, digital rectal examination, body measurements, periodic clinical breast examination, regular blood pressure measurement, and counseling for lifestyle modification. Others are complete blood count, urinalysis, fecalysis, sputum microscopy, fasting blood sugar, lipid profile and chest X-ray. The PBC1 provider shall be paid a per family payment rate of P500 annually for each DepEd employee enrolled, enlisted and profiled. (REYAN L. ARINTO)

TCTT ocial clarifies why drivers were barred to ply around city terminal
TACLOBAN CITYThe management of the Tacloban City Transport Terminal (TCTT) said that they are only looking for the safety of the pedicab drivers reason why they were prohibited to roam around inside the said facility. We are only after the safety of passengers and drivers and we request everybody to follow rules and regulation to have a peaceful and organized terminal, Nida Jaca, designated information officer of TCTT, said. The management of TCTT also conducted meetings to inform them about this matter, she said adding that some of the drivers do not heed this new policy at the bus terminal. The ongoing expansion project at the bus terminal was the reason why the pedicab drivers were prohibited to ply inside the facility, Jaca said. Jaca also said that the policy does not totally prohibit them to ply around the bus terminal as they have a designated area where they could pick up their passengers. They are not only allowed to roam around the terminal. The pedicab drivers have their designated area where they can load and unload their passengers,Jaca said.

City disaster council readies for projected calamities

TACLOBAN CITYThe City Disaster Risk Reduction Management Council (CDRRMC) of Tacloban is all set to intensifying its disaster preparedness in the wake of projected rain-induced calamities. We cannot say that we are a hundred percent ready but compared to last year, we can conclude that we really have improved as to the facilities and manpower, says Arianne Stephen Maypa, administrative and training officer of the City Disaster Risk Reduction Management Office (CDRRMO). With the help of their partner groups from both government and non-government organizations that include the Filipino-Chinese Volunteer Fire Brigade, Tacloban Filipino-Chinese Volunteer Fire Brigade, Deutsche GesellschaftfrInternationaleZusammenarbeit (GIZ), Philippine Red Cross, Bureau of Fire Protection (BFP), Tacloban Delta Volunteer Fire Rescue Inc. and the Tacloban City Rescue Unit (TACRU), the office is able to reinforce the level of its disaster preparedness, she said. As of the moment, the council together with the mentioned organizations, has produced seven qualified additional rescuers in the water search and rescue (WASAR) division out of the 25 trainees who underwent hard-hitting trainings like basic life support, first aid and rescue trainings. We will still open the application for trainees soon as the budget proposal on September is approved. We are going to accept as many as possible qualified applicants that will be of big help to the rescue team,

Those who are interested to become trainees must either be a male or female who is physically fit with no vices and must possess the values of good attitude, discipline, initiative and common sense. These equipment include rubber boats, medical supplies and the like. Tacloban-CDRRMC, however, appeals to the public to become more vigilant and more willing to help their constituents at all times especially during disasters which involves evacuation to different designated evacuation centers in their locality or to specified evacuation centers namely Tacloban City Convention Center, City Hall and schools. OWWA-8 spearheads Migrant Workers Day

TACLOBAN CITYThe Overseas Welfare Workers Administration (OWWA) here in the region celebrated their annual Migrant Workers Day yesterday at the Leyte Provincial Gym, Tacloban City. The event commenced with a zumba dance workout, followed by a Eucharistic celebration along with the bloodletting of Philippine National Red Cross, a pre-employment seminar from Philippine Overseas Employment Administration (POEA) and a series of raffles and games. More than 500 overseas workers and their respective families coming from the this city, Abuyog, Baybay, Babatngon, Burauen, Calubian, Ormoc City, Sogod, Tacloban and Tanauan, all in Leyte; Basey, Villareal and Calbayog City, all in Samar and Llorente and Lawa-an, both in Eastern Samar. The president of an association of OFWs in Baybay City, Vilma Nibla, expressed her happiness and gratitude to the organizers of the event. NIA plans to work with farmers groups to collect P2 B irrigation fee

TACLOBAN CITY The National Irrigation Administration is strengthening its partnership with farmers group nationwide to collect about P2 billion unpaid irrigation service fee (ISF). NIA Administrator Antonio Nangel said that in the past two years, they were able to collect 70% of the unsettled accounts. We have been tapping irrigators association to attain higher collection efficiency. Cash incentives have been provided to compensate the groups effort, Nangel told reporters. Nangel claimed that for the first time in history, all NIA regional offices became viable this year with a combined buffer fund of P1.3 billion. One motivation is to increase their yield to raise their capacity to pay. Through better irrigation and other production support services, farmers will be able to raise their income and pay their debts, he added. ISF is the top revenue source of most irrigation systems in the country, which also earn income from equipment rentals, amortization from communal irrigation systems, communal irrigation projects and pump irrigation. Collections from ISFs are used to build and maintain irrigation systems, and pay loans and salaries of personnel. The collection of ISFs was provided under Republic Act 3601, 2-b and Administrative Order (AO) 17 issued on Aug. 31, 1998 by then President Joseph Estrada providing for socialized ISF rates. Under AO 17, farmers that own two hectares will pay the equivalent of 1.5 bags during the dry season and two bags during the wet season. Those that own up to five hectares of land will pay 2.5 bags and 3.5 bags during the dry and wet seasons, respectively, while those tilling above five hectares are charged four bags and five bags, respectively. Candidates unnished homework

ven after the elections, both winners and losers still have an unnished homework. They have to spend time to report the millions of pesos spent during the campaign. The Commission on Elections (Comelec)reminded candidates in the May 13 elections to le their campaign expense reports before the poll body or face sanctions. All candidates, including those who lost, are required to le their statements of election contributions and expenditures, and deadline for the SECE is June 12 at 5pm, exactly a month after Election Day. According to the Comelec, winning candidates who fail to submit their expense reports would not be allowed to assume ofce on June 30. The poll body has reached agreement with the Department of Interior and Local Government to bar non-lers from assuming local of-

ce. Comelec assured to check after the deadline who among the candidates failed to submit their SECEs. This is a departure from the old practice where lings were not checked right away because of the volume of lers. Comelecs initial thrust is to check who submitted already, then publish their names and also say those who failed to submit will not be allowed to sit so that they will be forced to le their contributions. Non-lers or late lers would also face administrative nes of between P10, 000 to P30, 000 for rst offense and P20, 000 to P60, 000 for the second offense. The ne depends on the elective position. It would be good to see candidates complying with the election requirement. The accuracy of the statements, however, is anybodys guess.

Many wonder if LMWD water coming out of faucets in Tacloban highly urbanized city is very safe and harmless to the health of Taclobanons who drink from it or eat food cooked with it. For five straight days since June 1, 2013, it has been murky. Neighbors watched each other fetch that dirtylooking water that was yellowish to brownish by Saturday afternoon. No matter the color till all the next hours until Monday evening, Taclobanons had nevertheless been left without another choice but bring it home for their daily needs. They were complaining, but no solution was in sight. Meanwhile, the night sky over Tacloban was starless about the murky water. Most of them leave their homes for their respective workplaces before 7 a.m. and return before 7 p.m. that they had gotten used to filling their containers on evenings. Contained water allows dirt or silt to settle and by 5 or 6 a.m. a somewhat clear water comes out of faucets. Thats been deceiving. By Tuesday morning, some of them came to know from unofficial sources that LMWDs newest project facility, having already entered the HUC, was on another test run. By evetide, water started to become clear, but human eyes were not sure if

Early Wednesday evening, water was still unclear, it still had a discoloration, suggesting it still was unsafe for human consumption. By 8:30 p.m., it returned to its very dirty color. Exactly what is happening with this kind of water service? Already 5 days past, and its not normal yet!!! The last time the city mayor and me talking about the future, I saw his determination to go on. To contribute more for the benefit of the Ormocanons is his determination. He said he will concentrate on his family business for jobless ones in the city to have a place to earn a living. It is a rare plan for a defeated candidate. His plans for the good of the Ormocanons will keep him busy to forget defeat. My advice to losers is for them to forget the past bad experience and move on, move on, and move on. Few defeated candidates in the past did not withstand the agony of failure. Some lived a short life after defeat. Heart pain and dwelling on the bad experience of losing the contest may be unbearable, but one need to be consoled by the words charge to experience. I had seen several who after defeat could not sleep because of their minds kept dwelling on the failure to win. It should be remembered that in any contest there are winners and losers. True on the start of campaign period all candidates believe of winning the race. No one will throw their hats inside the political arena if they believe of losing. Some nuisance candidates joined the fun because they are enjoying the political game for their own satisfaction. For those sincere of winning they believe it is already their time to serve the public. Anyway, there are also those losers who have taken lightly their defeat. It did not hurt them much as

others were experiencing. It is of knowing the contest is not for winners only, but includes losers, too. The recent Friday had been the 50th birthday of City Mayor Eric C. Codilla, who did not win the congressional race. Unlike other losers, he immediately conceded within the eight hours of learning of his defeat. At 8:00 in the morning, next day after Election, he announced before the city government employees attending the weekly flag ceremony of his conceding. As if nothing in his life, he performed the usual duties of a local chief executive and after three weeks went on vacation. As in the past birthday celebrations, he held the thanksgiving mass in the lobby of the city hall. I did not see any trace of regret or hatred since the unexpected defeat. Why I call it unexpected defeat? In nine years of performing the duties and responsibilities of a local chief executive, he and the members of the sangguniang panlungsod did their
