Project : CPCL, GT - 3, 1 x 20 MW Frame V Problem: Fuel filter skid assemblies supplied by M/s PALL filters (Naphtha 25? & 6? filter, Coalescent filter& HSD 6 ? filter) were having many defects and operational inconvenience. M/s PALL Filters supplied Naphtha 25? & 6? filter, Coalescent filter& HSD 6? filter in the Fuel filtration system to CPCL site. Many discrepancies were observed during commissioning of these filters. For safe and ease of operation of valves and changeover of filters, the following modification works were carried out. 1. All the duplex filters are provided with 3-way change over valve and additionally isolation valves (ball valves) at inlet and outlet after change over valve. The ball valves for isolation at inlet and outlet are provided with handles which are at 45 degree angle to the pipe when the valve is open or close. The handle should be towards filter side when it is open to filter. But it was opposite for one side of filter. This was due to change in flow direction. The ball stopper was reversed to make the valve rotate in opposite direction for opening of the filter. By this, one side of valve is to be rotated in clockwise direction for opening and other side of valve is to be rotated in anticlockwise direction for opening. Also, the handle slots were to be changed by 90 degrees by filling and machining of new slot. With this handle towards filter indicates the valve is open to that filter. 2. The 3 way change over valve provided for the duplex filters were not provided with arrow indication for knowing which filter is in service. The changeover lever was provided in front side for some filters and it is provided in rear side (back side) for some filters. If the handle is in

front side, the lever side filter will be in service and opposite filter is in standby. If the lever is mounted backside, the lever side filter will be in standby and opposite one will be in service. Rods with arrow pointers were welded to the change over lever for identification of the filter in service. 3. The DP gauge and DP transmitters are provided for the filters very close to the filter body obstructing the approach for operation of the change over lever and individual isolation valves. These DP gauges and transmitters were relocated away and fresh impulse tubing was done at site to enable ease of operation and maintenance of filters. 4. The DP gauges provided for all these filters were of the range 0 to 4 KSC as against the range given in the schemes and instrument schedule. The range required are 0 to 1.5 KSC. 5. Coalescent filter change over handle connected between the inlet & outlet line of 3- way valve was found dislocated and it operates only inlet side. It could not be assembled to outlet side as it was found offset in respect of all the three X, Y & Z axes. This is because of the misalignment between the inlet and outlet valves. The valves were aligned by modifying the inlet and outlet pipe line for one filter by keeping the other filter as reference, as suggested by M/s PALL representative at site. 6. The change over lever of coalescent filter is of MS material as against SS material. The lever was made locally with SS material. Some of the drain and vent valves are of MS material as against the requirement of SS material.

7. All flanges in the fuel system are provided with spark arresting copper strip clamps across flanges. None of the flanges were provided with clamps. The same was locally procured and provided to all the flange joints. The filter skids supplied by M/s EPE are not having any of the above problems. All the above problems were referred to M/s Pall filters and BHEL, Hyderabad for taking care of these problems in future supplies of filter skid assemblies.
