THE OFFICE OF THE \IN HIGH COMMISSIONER FOR HU~AN RIGHTS j4.ND THE EUROPEAN MASTER'S PROGRAMME IN HUMAN RIGHTS ~ND DEMOCRA TIZA TION
Considering that the UN Decade for ~uman Rights Education in the Field of Human Rights (1995-2005) proclaimed by th~ General Assembly in December 1994 and the Plan of Action adopted for the realiza(tionof this Decade are important bases for the promotion of democracy. the rule ofl~w and the respect orall human rights; Considering that the European Maste(s Program in Human Rights and Democratization' has as a primary aim to develop high~levcl professionals in the field of human rights and to create an acad~mic network among various universities,
The Office of the High Commissioner for HunjlanRights and the European Master's Programme in Human Rights and Democratiz~tion do hereby agree to cooperate in the following areas: A. Education and research: through the teaching of human rights and the provision of research facilities and research projects by the ~aster's Programme in support of the work of the OHCHR; the UN treaty bodies and the me~hanisms of the Commission on Human Rights;
B.
support to training of the trainers and other tar~el groups in cooperation with or on behalf of the OHCHR; .

Establishment of a Roster: The E.urope~nMaster's programme will ensure that a roster of graduate students fron, the Master's Prograrf1rnewould be made available to (he OHCHR with a view to informing OHCHR of the availa~ility of candidafes for service in the Heldof human rights, both for monitoring ann technical,cooperarion aclivilies

students from the Master's Programme who jwould qualitY for the various internship positions offered by OHCHR., it being understood that:the OHCHR internship programme must strive to guarantee an appropriate and balanced representation of qua Iitied candidates from a variety of academic insticutions.. . In order to ensure the development of an effective cooperative endeavor between the Master's Programme and OHCI-ffi., the two partiesagree to meet at least once per yea,.in Geneva to review all areas of cooperation~ ~

A sernor focal point in the OHCHR w~JIbe identified in order to liaise and coordinate activities and other aspects of the relationshi~l between OHCHR and the EU Master's Programme with its Director or his Represen~atjve. The present MOU shall enter into forqe following signature by both parties ana may be tenninated by one of the parties three months !afterwritten notification.
