PORT DEVELOPMENT SCOPE OF WORK:

1. MAIN WHARF SECTION Present Condition: Existing structure stretches approximately 400 m from PAGASA tower road intersection, to the end of the fishing bay Equipped with bollards and anchor point Use for loading and unloading of large vessels (> 20 000 DWT) and barges (> 3 000 DWT) Suitable to accommodate barges (< 5 000 tons) with any remedial civil works Estimated depth of the water adjacent to the main wharf section is 1.0m 1.5m, for a 400m x 50m strip.

Developments:

Dredging the adjacent 50m strip Installation of mobile fenders.

Stage 1:

Allow mooring of <5 000 ton barges at the main wharf

Deepened to an average of 5m deep Allowable dredging volume of 70 000 m3 or 144 000 tons of sand (SG = 2)

Stage 2:

Allow mooring of >20 000 tons larger vessels Deepened to an additional of 5m deep Requirements for another 200 000 tons of sand to be dredged in this area Foundations of the existing structure will have to be investigated prior to approving the current structure PPA (Philippine Ports Authority) willing to cooperated in supplying some as built data from the main office in San Fernando

2. SECONDARY WHARF SECTION Present Condition: Existing structure stretches approximately 200 m from PAGASA tower road intersection, to the Punta property boundary line (last structure, prior to light tower) Not equipped with bollards and anchor point Not have been used for loading and unloading of large vessels (> 20 000 DWT) and barges (> 3 000 DWT) Suitable to accommodate small capacity barges if bollards or anchor points are installed Estimated depth of the water adjacent to the main wharf section is 1.0m 1.5m, for a 200m x 50m strip.

Stage 1:

Allow mooring of <5 000 ton barges at the main wharf Deepened to an average of 5m deep Allowable dredging volume of 35 000 m3 or 72 000 tons of sand (SG = 2)

Stage 2:

Allow mooring of >20 000 tons larger vessels Deepened to an additional of 5m deep Requirements for another 100 000 tons of sand to be dredged in this area Foundations of the existing structure will have to be investigated prior to approving the current structure PPA (Philippine Ports Authority) willing to cooperated in supplying some as built data from the main office in San Fernando

3. SEAWALL Present Condition: Existing structure stretches approximately 100 m from the Punta property boundary line (last structure, prior to light tower) up to the waterline Structure is in a fair/ good condition and would require minimal remedial civil works to commence operations.

Stage 1:

Development of the Punta property in a phased approach will determine the work plan for the seawall section of this facility.

Stage 2:

Allow mooring of >20 000 tons larger vessels Deepened to an additional of 5m deep If work plan requires loading facilities to be installed, the additional civil works will be required to the main structure.

4. BREAKWATER Present Condition: Existing breakwater structure is an extension of the seawall and has approximate length of 30m. Damage to the structure primarily due to subsiding foundations and as a result the internal filling and top cover slabs have been all cracked and are degrading. Design of the structure is based on cells, consisting of reinforced concrete walls, beams and top cover slabs, with internal gravel fill. Structure would require remedial works, plus additional extension into the foreshore area, to allow any beach reclamation to occur. Upgrading and new civil construction to this section will be implemented in 2 stages.

Stage 1:

Remedial works to existing breakwater, to allow immediate beach reclamation

Removal of all concrete that has been broken up, fill that has been contaminated and debris caught inside the structure Repairs to the broken and damaged sidewalls, re-filling of the cells, repairs to the beams and casting of new top cover slabs. Preparation of the end for placement of the additional extension of the breakwater

Stage 2:

Extension of the breakwater by adding a new portion for approximately 100m Placement of a suitable structure that could typically consist of tetrapod, tripod or precast block construction. Design of the structure will discuss in a separate document.
