The Municipality Human Rights Profile The Municipality Human Rights Profile (MHRP) aims to provide a snapshot of human rights situation of each municipality in ARMM. Specifically, it aims to provide a snapshot and baseline data on human rights in all municipalities in ARMM. This data may be by government agencies, policy makers, humanitarian and development agencies to develop effective strategies and implement program. Information reported in MHRP has been collected by RHRC in collaboration with the members of the Bangsamoro Human Rights Network. Consequently, the information will be updated on a regular basis as more information is received from member agencies. The information provided in this MHRP does not necessarily reflect the views of RHRC or any individual member of the Bangsamoro Human Rights Network. While some barangays and municipalities may be reflected in the BHRN has been of higher risk than others, it does not necessarily mean that communities elsewhere are not at risk of facing human rights abuses, or that they are not in need of protection assistance. It is likely that the risk levels will change over time as the situation evolves.

The Regional Human Rights Commission-ARMM (RHRC-ARMM) and Bangsamoro Human Rights Network (BHRN) The Regional Human Rights Commission (RHRC) of the Autonomous Region in Muslim Mindanao (ARMM) in the Philippines is a statutory agency created under Section 16 of Republic Act 9054 (2001) and operationalized by the ARMM Human Rights Commission Charter of 2012 (Muslim Mindanao Act 288). It is mandated, inter alia, to perform within the autonomous region, the functions of the Commission on Human Rights of the central government. The Bangsamoro Human Rights Network (BHRN) is a network of agencies and individuals that are committed to addressing and improving the human rights situation in Muslim Mindanao. It was formed and facilitated by the RHRC-ARMM in March 2013 and meets regularly in various locations in ARMM. Participants of the BHRN represent government agencies, the security sector, other state and non-state actors, civil society groups including NGOs, and international agencies such as UN agencies and embassies.
