Background: All governments are to varying degrees engaged in public sector modernization. It is no longer an option, but a necessity, if governments are to respond to changing societal needs and to maintain a competitive economy in an uncertain national environment . This conclusion from an OECD-report (2005) has been an inspiration for this book, and driving research questions have been:

What kind of ideas are behind the remodelling of the state and public sector, and how have these ideas materialized in practice?

The mission and aim of the seminar is to contribute with answers to the recent debates in the field: -Why has public management reforms become such a prominent issue? -What (are the) relevant models and methods have been (being) influential? - How can these reforms be deliberate changes in structures, processes and incentives

improving efficiency, effectiveness and legitimacy in public organisations?
