Year: 2011 Location: Vietnam Client: Ministry of Industry and Trade (MOIT) Main project features: Critical analysis of the demand and supply situation in Vietnam including primary energy supply, transformation, and final use. Review and analysis of currently in use energy models in Vietnam. Propose a combination of different existing energy models into tool-box suitable for Vietnam energy features. The specific objectives of the research study are: Inventory of currently in-use energy model in Vietnam (Demand forecasting, optimization energy model, supply-demand models; Review and analysis of current energy system situation in Vietnam, Build a analytical energy model suitable for Vietnam, based on a combination of the three different models (demand forecastingoptimization of energy system analytical and energy balance model) Testing with a small and simplified Vietnam energy system for different scenarios Position held: Team leader, Modelling expert. Preparation of presentations and other knowledge materials on the country case study Name of assignment or project: Revisiting Policy Options on the Market Structure in Vietnam Power Sector Year: 2009 - 2010 Location: Vietnam Client: World Bank Main project features: This project aims to improve the understanding of the various market structures for power supply that have arisen after 15 years or so of reform in developing countries and to provide operational guidance on: i) the conditions under which unbundling can be desirable and ii) the use of specifically tailored regulatory instruments to tackle specific issues, including detection of abuse of power. It will achieve this aim by undertaking detailed case studies of reforms in developing countries that illustrate the links between vertical and horizontal unbundling of power supply functions and better power sector performance. These links will be shown in terms of key performance indicators of outcomes from unbundling, including improved access, quality and affordability of electricity services, and investment in key components of the power supply chain notably transmission. Position held: Power System Economist Activities performed: Case study in Vietnam conducting of survey, interview and data collection, report writing and proposed recommendations for Power sector restructuring in Vietnam. Name of assignment or project: Comparative study on cross border transmission capacity Year: 2005 Location: Europe and USA Client: French CRE (Commission de Rgulation de lEnergie). Main project features : The objectives of the study is to : i) Undertake an comparative study on the methods of calculation of cross-border transmission capacity in Europe and in USA; ii) Identify the best practices, particularly those more adapted to the grid structures in Europe; iii) Propose solutions which allow to increase the efficiency of cross-border transmission capacity, more particularly by a more coordinated management between TSOs; iv) Propose recommendations concerning the obligations imposed to TSOs to more transparency in the determination of the cross-border transmission capacity. Position held: Power system analysis Activities performed: The project covers Eleven European TSOs (ELIA, ETRANS, ELTRA, ELKRAFT, FINGRID, GRTN, REE, RTE, STATNETT, SVENSKA KRAFTNT, TENNET) and two from the US (PJM and ERCOT) and 11 thematic transversal reports. Work Undertaken that Best Illustrates Capability to Handle the Tasks Assigned In charge of long-term energy demand forecasting and energy supply strategies for the projects on Technical-Economic Plan on Power Development and implementation of these projects in several provinces of Vietnam. Participant in the national program Vietnam Energy Development - Master Plan 1995-2015 with the responsibility of designing scenarios of energy economic development and energy demand in Vietnam up to 2015. Participant in the Vietnam power sector master plan, in the framework of scientific exchange on Energy Master Development Programme between Vietnam and the former Soviet Union. In charge of energy demand forecasting and energy supply strategies in Master Technical-Economic Plan on power development for Vietnam. Effectively co-ordinate the implementation of these projects. Project chief of Regional Technical-Economic plans on power network development for several provinces and districts in Vietnam. Responsible for the research program on National Energy Policy and Sectoral Energy Demand Analysis in co-operation with the ESCAP and the French Government.
