Analyzing the first semester 2012 poverty statistics, NSCB Regional Head Evangeline Paran said the current wage structure in Region 8 limits family size to four for breadwinners to sustain households basic needs. In 2012, the monthly poverty threshold is P7,491, which is relatively higher than the P6,760 minimum monthly pay of an average worker. The threshold may be considered as the minimum income required or the expenditure necessary to meet the food requirements and other non-food basic needs. ORMOC CITY - Even if the election gun ban is already lifted, police authorities continue intensifying the OPLAN Paglalansag Omega, a campaign against Private Armed Groups and Loose Firearms. The efforts of CIDG operatives bore fruits after they captured four persons who possessed illegal high powered firearms and live ammunitions through a search warrant. Although the four arrested suspects were not the subject of the search but they were at the vicinity of the nipa hut believed to be a safe house of Espinosa armed group and owned by alias Kerwin Espinosa in Sitio Tinago, Brgy. Benolho, Albuera, Leyte.

In a phone interview, Kerwin, who is

Planted ra to kay ako ngalan sige buto sa gawas, parte anang giingon nga mag gawas-gawas ko sa jail, mag-derby ko, dili na tinuod, he said. He also denied forming the Espinosa armed group and owning a hotel, a night club in the city and a real property in a nearby municipality. Although he confirmed knowledge that one AK 47 confiscated by the police was licensed and owned by a friend, he said it was there only for repair. For the allegations against Kerwin, he believed his name is being dragged to what
he said pagdaut sa akong ngalan. And he is planning to file administrative case against the police who conducted the search in Albuera. He added that the one of the three houses subjected for a search where the four arrested men were chanced upon is owned by a relative living abroad and under the watch of a caretaker. Asked if he is involved of a drug business, he said, lisud na, dia naman gani ko sa sulod, magpakita sila ug ebidensiya, Kerwin stated. And he denied his father is involved of any illegal activity.

TACLOBAN CITY-Migrant rights group Migrante on Thursday bared the alleged sexfor-flight modus operandi of some Philippine embassy and labor officials in Saudi Arabia to distressed Filipino women abroad who wanted to return to the country. John Leonard Monterona, vice-chairperson of Migrante and coordinator in Middle East and North Africa, disclosed the following information which, according to Monterona, are based on the alleged account provided by overseas Filipino workers OFW victims to Migrante officers in Saudi Arabia: The embassy and labor official normally will ask an OFW ward at the Bahay Kalinga or Filipino Workers Resource Center (FWRC), a run away and distressed, if she has money to pay for her own airplane tickets, payment for penalties being an absconder, and payment to her sponsoremployer who usually ask a reimbursement of her deployment cost. Seven out of 10 of the OFW ward as expected would answer on the negative having no money and being in dire need. Then the official, who is an alleged member of the syndicate operating inside the PH embassy/labor offices in the Middle East, will discreetly talk to the OFW ward to offer an indecent proposal of having a prospective client in exchange for cash. During night time, the OFW ward will be fetched by either
modus operandi at various Philippine diplomatic posts in the Middle East (Syria, Jordan, Kuwait, to include Saudi Arabia, Lebanon, and Bahrain), which we believed, citing verbal complaints from OFWs as victims, was also a common knowledge among the Filipino Community in Saudi Arabia, an impartial probe is highly questionable if Amb. Tago and Labor Attache Musa will remain in their respective offices during the time frame of the investigation, Monterona said in a statement to Leyte Samar Daily Express. Monterona added they will arrange to submit all related documentation and affidavits of alleged OFW victims of sexual abuses, harassment, indecent proposals, pimping, to DFA Sec. Albert del Rosario. We have been exposing this for quite some time that there are embassy and labor officials in the Middle East pimping and forcing distressed OFWs into prostitution just to get money for sustenance and airfare. Philippine governments higher ups are not just acting on it. We do hope this time theyll conduct an honest to goodness investigation, gather evidences and eventually file appropriate criminal and administrative raps against the culprits. These corrupt and criminal officials should be immediately dismissed from their jobs as they are only causing added misery to already abused and distressed OFWs temporarily seeking refuge at various shelters abroad, said Monterona. he owner of the foreign vessel that hit a coral reef off the coast of Sambawan Islet in Biliran has agreed to pay for damages it caused due to the incident. The local government unit of Maripipi, Biliran said the boat MV Unicorn Logger of Wisdom Marine Lines, which was transporting 1,607 pieces of logs, inicted greater damage on the corals, when it got stuck on the reef two weeks ago. As assessed by Philippine Coast Guard, 207 square meters of corals have been damaged by the vessel, with destroying some coral networks. Whatever the reason, thats a huge tract of precious corals now destroyed. After the
accident in what is supposed to be a protected marine area, authorities should now be speeding up measures to prevent more ships from running aground in Sambawan. The Vietnamese ofcers and crew cannot point to bad weather as the reason for the grounding of their ship in waters off Biliran. The seawaters in Bilira is not that huge and surely its not impossible to intensify patrols around the reef. Buoys or other markers can also be installed to warn ships away from the reef. Sambawan is one of our protected sites; it must be protected properly.
many ground areas in Luzon submerged under floodwaters. The flood levels, though, had not been as high as they had been in many places in the country between 2009 and 2011. The damages had not been as costly. But that was already enough to make thinking heads actually, responsively and seriously thinking of long-lasting reliefs and of working fast 24/7. There are more rainpacking typhoons forecast to visit the Philippine islands until December this year. The Aquino administration doesnt want the worst to come without the government and its people being adequately and sufficiently prepared. But more hands, heads, and cash are needed. In the process, more and more grafters and corrupt government men and women to weed out. to page 6

The heavy rain last Wednesday evening until near-dawn of Thursday sent floods in many places. Barangay 5 in Tacloban highly urbanized city wasnt spared. Two hours after the rain began, floodwater kept rising after filling the shallow and narrow canal systems in and around the urban city barangay. The water was very dirty and black at first, yet a few men and women braved it as they did their usual evening promenades amidst the rain. By past 1 a.m., some plastic water containers floated until they were salvaged by dawn by their owners who left their home to fetch water from the pay-per-container barangay public faucet. Plasticized or cellophane bags and wrapper flowed
into the barangay as the floodwater continued to rise, but by the time the flood receded, they remained as smatters of garbage on the concrete interior road. In previous rainy weeks, flood level rose to no more than a foot high from the road surface. Last June 20 evening to midnight and the first dark morning hours of the following day, it rose to nearly three feet. The interior sala floor of the house where I some-
times sleep on weekends went under water. Since I was the only man present at that time, I was the only one who cared to scoop the unwanted water to the road outside, from 3 to 6 a.m.. That caused my limbs to strain and cramp, the resulting pain lasting until past 10 a.m. I learned soon that other houses elsewhere suffered a similar fate. A few days earlier,

without firm foundations and clear purpose. As the gospel tells us, the heart is where our treasure is. We need to ask what our treasure really is. Is God our true and most precious treasure or is it something else, like something material and worldly money, fame, power, or just food and drink, fun and pleasure? We need to put more serious attention to the real needs and workings of our heart, so we can treat it properly. At the moment, we seem to take this responsibility for granted, allowing our heart to simply go anywhere, to get attached to what we consider would just come naturally. For this we need to study the doctrine of our faith, since it is there that we get the ultimate truths about ourselves, and not just passing facts. Its faith that refers us to God our Creator, the one who designed us, who gave us our nature and the laws proper to us, and besides, who actually keeps us in existence and leads us to our proper end. Because of that, we need to develop a theological mind, that is to say, relying on faith first and foremost, before we make use of our common sense and the knowledge we derive from the sciences and arts. This latter knowledge need to be rooted
on faith, otherwise they can just lead us anywhere in some goose chase and can be highly dangerous. We have to disabuse ourselves from our proclivity to rely too much on common sense and our purely intellectual pursuits. We have to learn to pray from the heart, which also means that prayer should be second nature to us. As such, prayer becomes a constant activity. We can and should turn everything into prayer. Even our work and mundane affairs should be an occasion or even means of prayer also. We should end up praying as we breathe, and as our heart beats. Thus, St. Paul once said: Pray without ceasing. (1 Thes 5,17) This is no fantasy. This is no gratuitous claim. If we look at this matter more closely, we will discover that we are actually meant to pray, we have been wired and appropriately equipped for it. But neither is it forced on us, nor does it come to us automatically. It has to be willed, and we also need to be trained for it. With prayer, we keep our union with God, which can mean that we start to share his wisdom and his power. Thats why when we pray properly, we can somehow get to know what is right and wrong, what is fair and unfair, what is safe and dangerous. With prayer, we can find meaning in any situation we can be in, whether we are up or down. With it, we would know how to handle our weaknesses and resist the temptations around. With it, we put into the play the theological virtues of faith, hope and charity that practically comprise the essence of our true life, spiritual and supernatural.
The governments intention to buy missiles is only one in the plan to modernize the military. It is the threat of the nations around our country that cause the plan to push through. However, different minds clashes as to its necessity during this period of economic difficulty. The budget of P75billion for the modernization may not be sufficient to have missiles that can counter-balance the military might of China. So, is it worth spending billions of pesos just to show to the neighboring countries we have weapons to retaliate? While the United Nations is trying its best to have peace all over the globe, we are preparing for war. Nationalist individuals have aired in the media their support for buying the missiles; which support is expected. On the other hand, the doves have different minds. They are for a peaceful solution. China or other countries around the Philippines will not risk invading any of the islands, because they have seen what happened to Iraq and Afghanistans devastation. Members of the United Nation, especially the Anglo-American world power, will not allow any invasion in our country after having been occupied by the Japanese Imperial Army in 1941-45. The Chinese perceived bullying is only part of their want to be noticed. They merely want to be always in the press. It is similar to a macho who wants to show others he is really a man by bullying others who cannot fight back. Figure out the North Koreans bullying their brother South Koreans, but knowing the Anglo-
American world power behind South Koreans, they cease the threat. Some nationalistic persons may sneer the US-Philippines Mutual Defense Treaty that dictated either the United States of America or the Republic of the Philippines were to be attacked by external party shall support each other. The Treaty in Article IV, thereof, states: Each Party recognizes that an armed attack in the Pacific Area on either of the Parties would be dangerous to its own peace and safety and declares that it would act to meet the common dangers in accordance with its constitutional processes. Any such armed attack and all measures taken as a result thereof shall be immediately reported to the Security Council of the United Nations. Such measures shall be terminated when the Security Council has taken the measures necessary to restore and maintain international peace and security. The effect of the attack on either nation shall be defended in accordance with Article V: For the purpose of Article IV, an armed attack on either of the Parties is deemed to include an armed attack on the metropolitan territory of either of the Parties, or on the island territories under its jurisdiction in the Pacific or on its armed forces, public vessels or aircraft in the Pacific. So, why use the P72billion for weapons while the United States of America has the superior fire power than China? Instead, use the money for improving health and poverty, as well as increasing the salary of the government employees to avoid brain drain. Pagasa Administrator

all, even the patriots will need to save their own lives as they save others. Thus, priorities must be focused. Certain laws that are most often seen as factors that hamper implementation of disaster preparedness plans and interventions must be relaxed where at all very much needed, Congress must legislate to give force and effect to that relaxation. Whew! What a wish that should be fulfilled. After all, the past administrations since the presidency of Diosdado Macapagal should have already set these mitigation strategies so that year after year the Filipino nation could have already been reducing the devastating effects of typhoons, heavy rains, floods, landslides, earthquakes, and fires. Yes, fires. Many are
always correct in blaming local government executives and their tasked departments, and other local government officials as well, elected or appointed, together with the Department of Interior and Local Government, the Bureau of Fire Protection, and Office of Civil Defense (yes, fires are necessarily a part of its concerns, no brightminded OCD officials will refute this) for the repeated, year-round and yearly failure to inspect every residential home and hut

and shanty. In Tacloban alone, many houses havent been thoroughly inspected as to at least the correctness of electrical wirings. Quidnuncs know, and so does QN to a limited extent, where exactly are the incorrect wirings, and worse, illegal electrical wire tapping and connections. Why do these offices and officials continually fail? Are they inept and coward to do their job, or do they want more houses to burn and more properties to go to ashes and more lives to be endangered, or are they receiving threats(!) or bribe money to keep them from fulfilling their duty of security communities, lives and properties? QN would appreciate fully if they could go into intensive and extensive action right after this column reaches them. This applies not only to Tacloban HUC but to every city and town in the Waray region. Back to the flooding phenomenon, QN asks the Department of Public Works and Highways and the Provincial Government of Leyte to help correct the drainage canal systems in Tacloban. Yes, correct. All of the canals, QN is told by various sources, already need dredging and deepening, as well as opening of
vents or outlets that could force drained water and all the wastes (including all silts, sediments, human wastes!!! [many canals are toilets in Tacloban!!!] that settle on the canal water, out into the sea!!!! Not just declogging is necessary, which act, in sanitation engineering terms includes removing molds and sticky matters on canal walls, but additional depths of up to 2 meters down into the earth on all canal lines are now a croaking must. Tacloban is not doing it, hence help must come in. We cannot
