4 persons apprehended, high-powered firearms seized

Seized were short and long firearms at 4:30 a.m. of June 11. Ten single motorcycles were also impounded by the Highway Patrol Group. Kerwin Espinosa denied the allegations that he formed Espinosa armed group. Three search warrants were issued by Judge Alphinor C. Serrano of RTC 6, Bulwagan ng Katarungan, Tacloban City and simultaneously served. Subjects were houses in a small compound with high fence, with one owned by Kerwins father, Rolando Rosal Espinosa, another by Soperiano Diano a.k.a. Sopie and the last one not stated on the spot report. But subject Espinosa and Diano were not in their house and no items recovered. But a nipa hut is allegedly owned by Kerwin that when searched resulted in the confiscation of high-powered firearms. The job was a result of joint operation conducted by the Special Operations Team, 8th Regional Criminal Investigation Division Unit Regional Public Safety Batallion, Norte Leyte Highway Patrol Group and the Albuera Police Station. Although there is no document that may prove Kerwins connection on the ownership of the confiscate items but based on surveillance of almost a month conducted by the CIDG, the confiscated firearms were established to be owned by Kerwin, a CIDG report stated. Opponents of Baybay mayor to continue their protests

BAYBAY CITY-The political tensions of this city escalates as the group lead by United Nationalist Alliance (UNA) mayoralty candidate Marilou Malot Galenzoga staged indignation rallies to condemn the Comelec proclamation of the incumbent reelectionist Mayor Carmen Cari last May 14, 2013. Police officers interviewed disclosed that the rallies are polarizing the people and affecting the peace and order of this city. The situation is volatile and rallies triggered shouting and street arguments between the supporters of both camps that may lead to physical injuries, the police officers added. Galenzoga, who ran against Cari last May 13, 2013 midterm elections, in an interview with reporters here, claims that or more members, they have to share very limited resources. Protecting Sambawan reefs

he owner of the foreign vessel that hit a coral reef off the coast of Sambawan Islet in Biliran has agreed to pay for damages it caused due to the incident. The local government unit of Maripipi, Biliran said the boat MV Unicorn Logger of Wisdom Marine Lines, which was transporting 1,607 pieces of logs, inicted greater damage on the corals, when it got stuck on the reef two weeks ago. As assessed by Philippine Coast Guard, 207 square meters of corals have been damaged by the vessel, with destroying some coral networks. Whatever the reason, thats a huge tract of precious corals now destroyed. After the

accident in what is supposed to be a protected marine area, authorities should now be speeding up measures to prevent more ships from running aground in Sambawan. The Vietnamese ofcers and crew cannot point to bad weather as the reason for the grounding of their ship in waters off Biliran. The seawaters in Bilira is not that huge and surely its not impossible to intensify patrols around the reef. Buoys or other markers can also be installed to warn ships away from the reef. Sambawan is one of our protected sites; it must be protected properly.

The heavy rain last Wednesday evening until near-dawn of Thursday sent floods in many places. Barangay 5 in Tacloban highly urbanized city wasnt spared. Two hours after the rain began, floodwater kept rising after filling the shallow and narrow canal systems in and around the urban city barangay. The water was very dirty and black at first, yet a few men and women braved it as they did their usual evening promenades amidst the rain. By past 1 a.m., some plastic water containers floated until they were salvaged by dawn by their owners who left their home to fetch water from the pay-per-container barangay public faucet. Plasticized or cellophane bags and wrapper flowed

into the barangay as the floodwater continued to rise, but by the time the flood receded, they remained as smatters of garbage on the concrete interior road. In previous rainy weeks, flood level rose to no more than a foot high from the road surface. Last June 20 evening to midnight and the first dark morning hours of the following day, it rose to nearly three feet. The interior sala floor of the house where I some-

times sleep on weekends went under water. Since I was the only man present at that time, I was the only one who cared to scoop the unwanted water to the road outside, from 3 to 6 a.m.. Praying with the heart

WE are told that we should avoid praying like pagans, that is to say, just rattling and babbling words, multiplying them and making noise and a show of it, but actually not praying, that is to say, not conversing with God, not experiencing any enlightening and transformative effect, etc. Its an old reminder that continues to be most timely, since we always have the very likely possibility of praying simply with our lips but not with our heart. This, sadly, is part of our human condition, a consequence of a nature weakened by sin, both original and personal. We also have to consider that our sin, if not corrected, tends to gather strength and create historical, cultural and social structures that can perpetuate sin in time, exerting bad influence on us. We need to be aware of this fact, and skillful in how to tackle this problem. We therefore have to arm our heart properly, wary of its delicate condition especially in its beginning stage, and of the many elements, usually subtle and tricky, that it has to contend with. Obviously, we have to understand our heart not simply in the biological or physical sense, but more importantly as the seat of our thoughts and intentions, our desires, dreams and of what make us excited or concerned. Our heart tends to be unstable at the beginning. Unless disciplined, trained and nourished properly, it can be quite flippy and capricious, going from one thing to another

Is God our true and most precious treasure or is it something else, like something material and worldly money, fame, power, or just food and drink, fun and pleasure? We need to put more serious attention to the real needs and workings of our heart, so we can treat it properly. At the moment, we seem to take this responsibility for granted, allowing our heart to simply go anywhere, to get attached to what we consider would just come naturally. For this we need to study the doctrine of our faith, since it is there that we get the ultimate truths about ourselves, and not just passing facts. Its faith that refers us to God our Creator, the one who designed us, who gave us our nature and the laws proper to us, and besides, who actually keeps us in existence and leads us to our proper end. Because of that, we need to develop a theological mind, that is to say, relying on faith first and foremost, before we make use of our common sense and the knowledge we derive from the sciences and arts. This latter knowledge need to be rooted

on faith, otherwise they can just lead us anywhere in some goose chase and can be highly dangerous. We have to disabuse ourselves from our proclivity to rely too much on common sense and our purely intellectual pursuits. We have to learn to pray from the heart, which also means that prayer should be second nature to us. As such, prayer becomes a constant activity. We can and should turn everything into prayer. Even our work and mundane affairs should be an occasion or even means of prayer also. We should end up praying as we breathe, and as our heart beats. Thus, St. Paul once said: Pray without ceasing. (1 Thes 5,17) This is no fantasy. This is no gratuitous claim. If we look at this matter more closely, we will discover that we are actually meant to pray, we have been wired and appropriately equipped for it. But neither is it forced on us, nor does it come to us automatically. It has to be willed, and we also need to be trained for it. With prayer, we keep our union with God, which can mean that we start to share his wisdom and his power. Thats why when we pray properly, we can somehow get to know what is right and wrong, what is fair and unfair, what is safe and dangerous. With prayer, we can find meaning in any situation we can be in, whether we are up or down. With it, we would know how to handle our weaknesses and resist the temptations around. With it, we put into the play the theological virtues of faith, hope and charity that practically comprise the essence of our true life, spiritual and supernatural.

The governments intention to buy missiles is only one in the plan to modernize the military. It is the threat of the nations around our country that cause the plan to push through. However, different minds clashes as to its necessity during this period of economic difficulty. The budget of P75billion for the modernization may not be sufficient to have missiles that can counter-balance the military might of China. So, is it worth spending billions of pesos just to show to the neighboring countries we have weapons to retaliate? While the United Nations is trying its best to have peace all over the globe, we are preparing for war. Nationalist individuals have aired in the media their support for buying the missiles; which support is expected. On the other hand, the doves have different minds. They are for a peaceful solution. China or other countries around the Philippines will not risk invading any of the islands, because they have seen what happened to Iraq and Afghanistans devastation. Members of the United Nation, especially the Anglo-American world power, will not allow any invasion in our country after having been occupied by the Japanese Imperial Army in 1941-45. The Chinese perceived bullying is only part of their want to be noticed. They merely want to be always in the press. It is similar to a macho who wants to show others he is really a man by bullying others who cannot fight back. Figure out the North Koreans bullying their brother South Koreans, but knowing the Anglo-

American world power behind South Koreans, they cease the threat.
