Wednesday 26th of June 2013 Tweet FacebookYahooEmailShareThis DOLORES, Quezon, June 26 (PIA) -- Four groups, a cooperative, a womens organization, a small farmers organization, and a rural improvement club (RIC) - were recipients of shared service facilities (SSF) launched by Department of Trade and Industry (DTI) in Quezon recently. The 108-member "Pinagdanlayan Rural Improvement Club" in Barangay Pinaglandayan, received a dry powder packing equipment for its instant salabat production that would benefit 120 ginger farmers as well. In a launching ceremony held June 20, Marcelina Alcantara, Director of the DTI Provincial Office in Quezon, said that the machines would raise production output and quality resulting to improved productivity and competitiveness.

With these facilities, enterprises would now be able to access a better and wider market, Alcantara said. Dolores Mayor Renato Panlilio said that indeed the facility would be a big push for the development of enterprises particularly those community-based cooperatives and rural improvement clubs. We acknowledged DTIs diligent efforts in proving the necessary assistance for an enterprise to jumpstart and develop, and we hope to have more of these assistances from DTI, Panlilio said. Alcantara added that the SSF project will directly impact on the generation of jobs, exports and investments consequently increasing the chances of achieving inclusive growth and poverty alleviation particularly in the countryside. Also set-off were a juice extractor for the Agos ng Pag-asa Muti-Purpose Cooperative in Barangay Landing, Tagkawayan, Quezon for dalanghita juice processing, and a cassava processing machine for the Samahan ng mga Kababaihan ng Alabat para sa Pangkabuhayan (SANGKAP) in Barangay Camagong, Alabat, Quezon. Moreover, an auxiliary equipment for coco coir processing has been awarded to the Samahan ng Maliliit na Magsasaka sa Brgy. Apad, Lutao, Calauag, Quezon. The SSF project under DTIs "Big Push for Enterprise Development" program will give entrepreneurs better access to more advanced equipment and machinery for processing, packaging, materials and product testing, including technology upgrading to improve productivity and competitiveness of enterprises to access a better and wider market. DENR leads planting of over 26,000 tree seedlings in Nagcarlan, Victoria

CALAMBA CITY, Laguna, June 26 (PIA) -- About 26,500 seedlings of indigenous tree species were planted in a 53hectare area of streambanks in Nagcarlan and Victoria in Laguna in celebration of Arbor Day on Independence Day last June 12. The Department of Environment and Natural Resources (DENR) Calabarzon led the tree planting activity joined by 1,423 volunteers. Our celebration of Araw ng Kalayaan (Independence Day) was more meaningful and memorable as we also observed a special day of caring for the environment. We also planted a total of 26,500 seedlings in celebrating Arbor Day on Independence Day, Dr. Isidro Mercado, provincial environment and natural resources officer

(PENRO) of Laguna said after the flag ceremony held at the Barangay Multipurpose Hall in Barangay Manaol in Nagcarlan. The DENR office of Laguna led by Mercado hosted the historic tree planting activity. DENR Region 4A (CALABARZON) Regional Executive Director Reynulfo A. Juan said, we celebrated our countrys 115th Independence and regional Arbor Day celebration. We have mobilized our staff from the PENROs and CENROs in Cavite, Batangas, Quezon and Rizal, here in Laguna and joined their counterparts in PENR-Laguna, in planting the seedlings in Nagcarlan. This is in consonance with the directive of our Undersecretary Demetrio Ignacio to observe our own Arbor Day celebration, Reynulfo said. The DENR Calabarzon chief led some 570 officials and staff from the Regional Office in Calamba City and the other field offices in Cavite, Cavite, Batangas, Quezon and Rizal in the tree planting activity. So it was not just Independence Day. It was not also just Arbor Day. We planted trees, after which, we regrouped at the Dona Jovita Garden Resort in Calamba City, for a group effectiveness workshop. We had our DENR Region 4A bonding time, he said. Mercado, who had just taken his oath of office as full-fledged PENRO less than a month, revealed volunteers from the private companies and academe such as Fujitsu Die Tech Corp., Nestle-Philippines, TechLog Center, Philippines., Samsung Electronics Mfg.-Philippines (SEMPHIL), DTriumph Cleaners, Laguna State Polytechnic University (LSPU) College of Nursing and Engineering, Laguna University, San Francisco High School-Nagcarlan, Nanhaya High School and DepEd-Nagcarlan participated the event. DENR-Laguna organized this historic activity with the residents and the local government units. Mercado said the volunteers with the officials and residents of the twelve barangays of Nagcarlan, Liliw and Victoria, Laguna also helped. The barangay officials, the peoples organizations and the residents of Nagcarlan and Victoria will take charge in the care and maintenance of the trees afterwards. Elements of the Philippine Army 17th Ready Reserve Division also planted trees while providing security support. The volunteers gave a different meaning to the Araw ng Kalayaans theme of "Ambagan tungo sa Malawakang Kaunlaran" (Contributing towards Broader Development). The volunteer planters planting of at least 10 seedlings each was already a big achievement in rehabilitating and re-greening the streambanks. The trees they planted will help lessen the impact of flooding of the low-lying areas and erosion of the streambanks, said Mercado. Mercado said seedlings of pili, (pili, Canarium ovatum), guayabano (soursop, Anona muricata) langka (jackfruit, Artocarpus heterophyllus), narra (Pterocarpus indicus) and molave (Vitex parviflora) were planted along the banks of streams flowing to the Laguna Lake from barangays Manaol, Lawaguin, Maravilla, Dagatan, Buenavista, Sibulan, Kanlurang Kabubuhayan, Buhanginan, Banca-banca in the municipality of Nagcarlan; Barangay Daniw in the municipality Liliw, and Banca-banca and Masapang in the municipality of Victoria. The activity also signaled the start of the planting in the province of Laguna as part of the National Greening program, continued Mercado, adding that under the NGP, DENR Laguna has targeted to rehabilitate 1,300 hectares of public land in Laguna with a little more than 1 million seedlings by November 2013. Other DENR provincial offices have their own targets with 900 hectares in Cavite, 1,000 in Batangas, 8,300 in Rizal and 10,800 hectares in Quezon. The regional office is set to plant trees in 26 hectares. A total of 22, 326 hectares of public forest has been targeted for rehabilitation by DENR Region 4A CALABARZON by November 2013. Regional Executive Director Reynulfo A. Juan said the 2013 target will form part of the total regional target of 102,560 to be accomplished by 2016. The tree planting activity is consonance with Republic Act 10176 or An act reviving the observance of Arbor Day by authorizing the Local Government Units the responsibilities for celebrating the day for tree planting as an annual event. Ang bagong fabrication yard ng AG&P ay matatagpuan sa Philippine Ports Authority (PPA) at inaasahang magsisimula ang operasyon sa Setyembre 2013. Magugunita na kabilang sa mga trabahong ipagkakaloob nila ay para sa mga skilled workers tulad ng engineers, foreman, scaffolder, pipefitter, electrician, insulator, welder, painter, instrument technician, crane operator at iba pa. Rebecca Nini Ynares and the editorial board of Rizaleo Sulo, a local magazine. The awarding ceremony coincided with the 152nd birth anniversary of our national hero Dr. Jose P. Rizal last June 19. This years Gawad Rizal awardees were Angono Mayor Gerardo Gerry Calderon for Public Management; Juan Sumulong Memorial School Systems Director, Ms. Liwayway Sanvictores for Education; Juan M. Barredo for Business; Teresa Mayor Rodel N. Dela Cruz for Environment; Nickson L. Nimeno for Sports and Youth; Dr. Rodelfo C. Rabanal for Medicine; and Mr. Martiniano F. Tambongco for Cooperative. The awardees were recognized for their success in their chosen field of endeavor and their significant contribution in the upliftment of the lives of the Rizaleos. President Benigno S. Aquino III has declared July 1, which falls on a Monday, as a special (non-working) day in the municipality of Moncada in the province of Tarlac in celebration of its 138th Foundation Day. The Chief Executive issued the declaration through Proclamation No. 594 signed by Executive Secretary Paquito N. Ochoa Jr. on June 6 to give the people of Moncada the full opportunity to celebrate and participate in the occasion with appropriate ceremonies. Moncada, formerly called Barrio San Ramon, became a municipality by virtue of a proclamation issued by Don Julian Ocon, the Spanish Military General of Tarlac province on July 1, 1875. Aquino holds National Economic and Development Authority Board meeting in Malacanang

President Benigno S. Aquino III convened the National Economic and Development Authority (NEDA) Board in Malacanang on Wednesday to discuss plans and projects that will be beneficial to the economic progress of the Philippines. In a press briefing in Malacanang, Presidential Spokesperson Edwin Lacierda said that the Board will be coming out with a list of ICC (Investment Coordination Committee)-approved projects as soon as the board meeting adjourns. Just to inform you, the President is holding a NEDA board meeting today. The NEDA board meeting is ongoing. The NEDA board is supposed to approve several ICC-approved projects. We will let you know the list of NEDA board approved projects after the whole meeting is over, Lacierda said.

This is the second NEDA board meeting the President has convened this year. The first was on January 18 where two public-private partnership projects and three rural infrastructure projects worth P146.83-billion were approved. These PPP projects are: the Cavite-Laguna Expressway and the North Luzon Expressway-South Luzon Expressway Connector Road while the rural infrastructure are the Cordillera Highlands Agricultural Resources Management Project, the Pasa River Dam Project in Isabela, and for the continuation of the anti-poverty program Kapit Bisig Laban sa Kahirapan-Comprehensive Integrated Delivery of Social Service (KALAHI-CIDSS) of the Department of Social Welfare and Development. President Aquino sits as chairman of the NEDA Board while NEDA Secretary Arsenio Balisacan sits as Vice Chair. Members to the Board include Vice President Jejomar Binay as chairman of the Housing and Urban Development Coordinating Council, and Secretaries of the Departments of Budget, Finance, Energy, Agriculture, Tourism, Public Works, Environment, Transportation and Communication, Trade and Industry, Presidential Management Staff and the Metropolitan Manila Development Authority. President Benigno S. Aquino III has declared July 2, which falls on a Tuesday, as a special (non-working) day in Pasig City in celebration of its 440th Anniversary. The Chief Executive issued the declaration through Proclamation No. 607 signed by Executive Secretary Paquito N. Ochoa Jr. on June 20 to give the people of Pasig City the full opportunity to celebrate and participate in the occasion with appropriate ceremonies. On July 2, 1573, Pasig was declared as the Visitacion Parish. It is the first Marian Parish in the Philippines and probably in Asia. The Philippine Commission Act No. 137 incorporated Pasig in the newly created Province of Rizal in June 11, 1901, and became Its provincial capital until 1975 when the Metro Manila Commission was created under Presidential Decree No. 824. By virtue of Presidential Decree 824, Pasig and the 11 other most progressive towns of Rizal namely: Las Pias, Muntinlupa, Taguig, Paraaque, Pateros, Makati, Mandaluyong, San Juan, Malabon, Navotas, and Marikina were incorporated in the newly formed Metro Manila Area. Metro Manila also included the town of Valenzuela (formerly of Bulacan), and the four cities of Manila, Quezon, Caloocan and Pasay. On December 8, 1994, President Fidel V. Government to ensure that relocated families are prevented from returning to danger zones

The government will ensure that families relocated to safer areas will not go back to their previous dwelling place through strong cooperation among agencies, the Palace said on Wednesday. In a press briefing in Malacanang, Presidential spokesman Edwin Lacierda said the governments plan to move families to safer areas also entails a mechanism that will ensure that they wont r e-occupy the dangerous housing sites particularly in the cities. The Department of the Interior and Local Government was given an instruction to make sure that those who are relocated will stay in safe relocations sites, he said.

The police and barangay officials will also work together to prevent them from coming back, Lacierda said. The Palace official said the Department of Public Works and Highways and the Metropolitan Manila Development Authority will carry out projects in abandoned areas immediately after those families leave. But for the housing projects that are still being constructed, the government will extend 1,500 a month or P18,000 a year for each family to rent a decent home. They will be transferred once the structures are completed, he said. The Palace official also defended the governments plan, saying the move isnt a band -aid solution but a long-term one. The recent scolding given by President Benigno S. Aquino III to the National Irrigation Administration led by Administrator Antonio Nangel for its failure to meet its targets should not serve as a wake up call for other agencies to improve performances, Presidential Spokesperson Edwin Lacierda said. In a press briefing in Malacanang on Wednesday, Lacierda said from the very start, government agencies and its officials were expected to perform to their utmost best in order to deliver our commitments to the Filipino people. This is not the first time he has done it (expressed dismay over the poor performance of a government agency). The President is always frank and candid with respect to an agencys accomplishments or non -accomplishments. So, this should not be a wake up call. From the very start, the President has said that we have six years to deliver our commitments and he expects every agency to perform their mandate to their utmost best, Lacierda said. At the 50th Anniversary of NIA yesterday held at the NIA Open Grounds, NIA Building Complex in Diliman, Quezon City, the President underscored the need for the NIA to work harder after it failed to meet its target to irrigate 81,170 hectares of farmlands last year. In his speech, the President reminded the NIA to fulfill its mandate to develop and rehabilitate irrigation systems in support of the administration's Rice Self Sufficiency Program and provide an adequate level of irrigation service on a sustainable basis to help the country's farmers. Aquino government believes that relations with Taiwan remain strong despite Balintang Channel shooting incident

The Aquino government expressed strong belief that its relations with Taiwan remains strong despite the Balintang Channel shooting incident, a Palace offical said on Wednesday. Presidential Spokesperson Edwin Lacierda said in a regular press briefing in Malacanang that both the Philippines and Taiwan remained committed at enhancing their multi-cultural relations. "Maganda naman po ang trato ng mga Taiwanese sa atin.... Ang relation po natin sa Taiwan ay hindi lang dito

nakasalalay sa isang isyu. Marami pa tayong multi-cultural exchanges," Lacierda said. Last May, President Benigno S. Aquino III said the Manila Economic and Cultural Office (MECO) coordinated with their Taiwanese counterparts to resolve the issue regarding the reported harassment and assaults against Filipinos in Taiwan in the wake of the tension caused by the death of a Taiwanese fisherman last May 9 off Balintang Channel. "Hindi na po nagpatuloy ang karahasang ginawa nung nauna. Tayo po ay umaasa na magiging normal na ang ating relasyon," Lacierda said. The President, meanwhile, is still studying the National Bureau of Investigation (NBI) report on the Balintang Channel incident. Justice Secretary Leila de Lima submitted to the President earlier this month the NBI report of its investigation into the death of a Taiwanese fishermen. De Lima, who has jurisdiction over the NBI, said the report recommends the filing of criminal and administration charges against Philippine Coast Guard personnel involved in the incident. The Philippine Coast Guard patrolling the Balintang Channel fired what they claimed as warning shots against the Taiwanese vessel, resulting in the death of Taiwanese fisherman Hung Shih-Cheng last May. The mission undertook field visits to Compostela Valley, Davao Oriental, Cotobato City and Maguindanao to "gather first-hand information and witness the value of multilateral humanitarian activities; to raise international awareness of the humanitarian requirements in the Philippines, in particular in Mindanao; to explore the role of the humanitarian multilateral system in supporting national and local efforts to respond to humanitarian needs; and demonstrate the importance of humanitarian preparedness to recurring natural disasters" in the context of Typhoon Pablo/Bopha and other recent calamities, and overall peace and development efforts in the Southern Philippines. The team met with local government and international organization officials, donor representatives, civil society leaders and the affected communities themselves. Mission members were impressed by the strong sense of "bayanihan spirit" among all stakeholders in the localities visited, and left "with a better picture of real humanitarian needs and challenges facing the people of these affected areas." The mission concluded that there is a need to: 1.Continue to strengthen partnership for greater collaboration between the PHL Government, UN, OIC, Member States and non-governmental organizations for response, early recovery efforts and disaster risk reduction at all levels; 2. Engage with a wider range of national, international, governmental, non-governmental organizations and civil societies, including from OIC Member States, to ensure their inclusion in all relevant community-level coordination structures; 3.Continue and increase concrete ways in which humanitarian, early recovery and sustainable development programming can be better linked; 4.Identify and implement activities which support resilience approaches for vulnerable communities and households; and 5.Explore practical ways to support response to, preparedness for and resilience to the recurring natural disasters, including through technical or financial support to meet the needs of the affected people. This may as well be the battlecry of the Department of Science and Technology (DOST) as its attached agency, the Food and Nutrition Research Institute (FNRI), leads a nationwide campaign to make sure brown rice is served by more Filipino households as a staple food and promote it as a healthier option to white rice. Brown rice, one of DOSTs solutions to address food security, will be one of the featured products at the National Science and Technology Week to be held July 23-27 at the SMX Convention Center at the SM Mall of Asia in Pasay City. During a consultative meeting on DOST Brown Rice Program conducted by the National Academy of Science and Technology (NAST), DOSTs advisory body, NAST President William G. Padolina stressed the importance of the program to achieve self-sufficiency in rice production as well as its consequent health and economic benefits to farmers and consumers. Brown rice is any variety of rice that has been dried, cleaned and milled with only the husk removed while leaving the rice kernel coated with bran layer. White rice on the other hand, undergoes a second milling process that removes the bran layer, and is thus referred to as polished rice. The bran layer and the germ are very rich in nutrients like fiber, minerals, vitamins B (thiamine) and E that prevent beri-beri and protein. Brown rice is rich in minerals like selenium and manganese and high in fiber content. Also it is a good antioxidant that can reduce risk of cardiovascular diseases, said Padolina. Studies conducted by FNRI showed the many benefits of eating brown rice compared to white rice. Dr. Mario V. Capanzana, FNRI director, said that a shift to eating preferences in favour of brown rice could significantly contribute to lowering incidence of malnutrition among children. Brown rice is recognized as food combating malnutrition but unfortunately few people use it due to longer cooking time and availability in the market, revealed Dr. Capanzana.

However, Dr. Manuel Jose C. Regalado, deputy executive director for research at the Philippine Rice Research Institute (Philrice), said that around 25% of retail sales in rice from supermarkets and hypermarkets come from brown rice. FNRI continues to conduct researches to make brown rice more acceptable to the buying public. Among these is a study on improving the shelf life of brown rice from a maximum of three months to about five to nine months. The study was presented during the NAST consultative meeting by Engr. Rosemarie G. Garcia, senior science research specialist from FNRI. Another is a study by Aida Mallillin, also of FNRI, on mineral availability, dietary fiber content and fermentability characteristics of optimized brown rice. The said study noted that dietary fiber helps in preventing obesity, diabetes mellitus and possibly cancer. The RTC Branch 49 Judge in Cataingan, Masbate issued Ompocs unbailable warrant. Ompoc was also listed as number 3 most wanted person in Region 5, where a reward of PhP90,000 awaits the informant for his arrest. In Zambales, a warrant of arrest for frustrated murder issued by RTC Judge Josefina Farrales paved the way for arrest of Mario Dumulot y dela Cruz at Barangay Cabatuan, Botolan, Zambales also last June 24.He was listed as the 8th most wanted person in Region 3. Last June 22, Felix Umandac of La Carlota City, Negros Occidental, listed as number 4 in the list of most wanted persons in Region 7 was also arrested by virtue of another warrant penned by a Cebu City court. He was arrested together with Cresencio Alison Jr, of Carcar, Cebu. In the same day, Arlene Pante y Daco, was likewise arrested in Barangay Calabanga, Camarines Sur based on a warrant of arrest issued by Hon Judge Pedro Redona with a bail of PhP80,000. Thus far, CIDG has maintained its high score in the arrest of the most wanted persons nationwide. |TOP| Oplan Katok reached 464,996 houses Source: http://pnp.gov.ph Since the activation of OPLAN KATOK to account f irearms and ensure renewal of firearm licenses, the Philippine National Police have conducted 464,996 house visitations from December 31, 2012 to June 17, 2013. These number of house visitations, conducted by our personnel, is part of our efforts to elimi nate, as much as possible, the use of unlicensed firearms in criminal activities, said Chief, PNP Director General Alan La Madrid Purisima as he put emphasis on the continuous conduct of Oplan Katok even after the election period. With the house visitations conducted, it was found out that 61,367 have moved to another place while 65,862 addresses cannot be found. Similarly, reports reaching the PNP National Headquarters revealed that 6,061 firearms were surrendered for safekeeping while 24,796 licensees were declared as deceased. Based on the operations conducted, it was also found out that some 16,593 license were not transferred to the current gun owner while 3,497 individuals denied ownership of any firearms. All these will be the PNPs basis in adjusting the records in its database and in improving its processes in the issuance of gun permit all with the end in view of intensifying its efforts against delinquent FAs owners and those in possession of loose firearms. The event will also feature a ceremonial disposition of the groups turned-in firearms. Candidate soldiers will formally start basic candidate soldier training and course on jungle and mountain operations after months of processing by the Armed Forces of the Philippines (AFP) that began January 14. Successful trainees will be incorporated into the armys force and will be deployed to designated area commands. The MOAs provision for CPLAs army integration shall be considered closed upon the graduation of these sons and daughters of Cordillera, says CPLA/CFPD chairman Arsenio Humiding. Humiding refers to a provision of the 2011 Memorandum of Agreement (MOA) signed between the government and CPLA together with the Cordillera Bodong Administration which states that economic integration of the CPLA shall be in the form of army integration, employment as forest guards, or capability-building for livelihood. Disposition of firearms According to Undersecretary Maria Gettie Cleofe Sandoval of the Office of the Presidential Adviser on the Peace Process (OPAPP), the event is in compliance with government responsibilities set forth by the 2011 MOA. The same MOA provides for a gradual process of disposition of arms and forces as other components of the MOA (i.e. community development, economic reintegration, etc) are implemented. The program on the 26th will feature parts of the disposition process, specifically demilitarization or the destruction of parts of the firearms beyond effective use, says Sandoval. Disposition refers to the whole process of handling turned-in firearms, explosives and ammunitions and includes activities relating to firearm acceptance, documentation, recording, decommissioning and demilitarization. The event will show the cutting of a firearm into four parts in accordance with international demilitarization standards. Peace process milestone Col. Jorge Lomboy, chief of AFP's Peace Process Office, sees the two mutually-reinforcing activities (1) opening of the army integration training and (2) demilitarization as milestones in Philippine peace process. Joining Assistant Secretary Ledda in the Philippine delegation were Foreign Affairs Assistant Secretary for Asia and Pacific Affairs Maria Theresa P. Lazaro and Deputy Chief of Mission Antonio Morales of the Philippine Embassy in Beijing. The Consular Consultation Meeting discussed matters pertaining to consular relations between the Philippines and the Peoples Republic of China such as the protection of the lawful rights and interests of citizens in the territory of the other State, including the general conditions of Chinese and Filipino nationals in their host countries and matters on consular notification. The participants to the Meeting also discussed visa policy issues, issues pertaining to the operations of Consular Missions and exchanged views on best practices in consular matters that would further enhance Philippines-China bilateral relations. The following day, June 14, the Philippines and China exchanged the Instruments of Ratification of the PhilippinesChina Consular Agreement (PCCA) with Assistant Secretary Jaime Victor B. Ledda and Director-General Huang Ping as the signatories. The Philippines-China Consular Agreement (PCCA) is the first consular agreement that the Philippines has negotiated with another country since acceding to the Vienna Convention on Consular Relations in 1963. As a framework for bilateral consular consultations, the PCCA will establish the conduct of consular relations between the Philippines and China and aims to facilitate the consular relationship between the two countries by addressing long-standing concerns of the Philippine Embassy and Consulates General in China, in particular the provision of Assistance-to-Nationals (ATN) services which includes notification of arrests and detention of Filipino nationals, visitation rights of detained nationals, and repatriation issues. The PCCA not only lists down the rules governing the establishment of consular posts and the appointment and admission of consular officers for both countries, but also lists down the specific consular functions that may be exercised by consular posts. The Agreement was signed in Manila by then Foreign Affairs Secretary Alberto G. Romulo and his Chinese counterpart then Foreign Minister Yang Jiechi on October 29, 2009. On February 26, 2010, the Chinese National Peoples Congress ratified the Agreement while the Instrument of Ratification was signed by H.E. President Benigno S. Aquino III on March 31, 2011. For more than three weeks TK Park became an educational platform for Thai children and young adults to learn about ASEAN member countries and became a meeting point for Thai youth to meet and exchange experiences for better understanding of ASEAN through various cultural activities and performances during weekends. In coordination with the Philippine Embassy, the students and teachers of the ARK-Bangkok Schoolhouse Ministry Center rendered a Philippine cultural presentation last June 08. |TOP|
