TheoneissuewiththebiggestsingleimpactontheGeneralFundbudgetpensionreform wastakenoffthetablebyHouseSpeakerSamSmith(RJefferson)earlierintheweek,butwellhave toseeifthatsticks. SenatePresidentProTemporeJoeScarnati(RJefferson)andSenateRepublicansarehavinga hardtimecomingupwith26votesontheirsideoftheRotundatopassanyformofliquorprivatization, letaloneonethatwouldbesatisfactorytoHouseRepublicansandtheGovernor. HouseRepublicanswobbledafewtimes,butfinallygota$1.9billiontransportationfunding packageoutoftheTransportationandpotentiallyinpositionforonefloorvoteonSaturday,butitis unknownwhetheritwillbeacceptabletoSenateRepublicansortheGovernor. WithoutagreementontheGeneralFundbudget,relatedbillswhichusuallygoalongwithany budgetagreementamendmentstotheFiscalCode,TaxCode,WelfareCodeandtheEducation Codecangonowhereandthelackofvotingdaysleftmeansvotingonthosemeasureswillprobably spilloverintonextweek. Assistanceforpublictransportationisbuiltintothebillwitha3percentVehicleLeaseFee increaseanda$1increaseinthetiretax,bothofwhichhaventbeenadjustedsince1991. Proposalstostreamlineoperationsofpublictransportationarealsoincluded.Atransferoffunds fromseveralfeesfromtheMotorLicenseFundwillalsobedirectedtopublictransportation. OurbillprovidesagentlerimpactonthepublicwhilegivingthePennsylvaniaDepartmentof Transportation,thePennsylvaniaTurnpike,localgovernmentsandpublictransportationagenciesthe toolstomakesignificantprogressinfundinginfrastructureimprovements,bringingjobsandmaintaining theminPennsylvania,Rep.Hessadded.

Inaddition,Rep.Hesssaidanother$8millionwasmadeavailablefordirtandgravelroads (referredtoaslowvolumeroads)fromagrantprogramadministeredbythePennsylvaniaState ConservationCommission. Rep.Hesssaidthereisalotofworklefttobedonebeforethefinalgoalofimproving Pennsylvaniasinfrastructureisachieved. ConservationDistrictsareaninvaluableassettotheCommonwealth,continuedCampbell. Ourcommunities,ourenvironment,andoureconomyareallbettertodaybecauseoftheir commitment." TheCBFLifetimeAchievementawardisthehighestawardgiveninfrequentlybyCBFtoonly thosemostdeservingindividualswhoselongstandingdedicationandachievementtosavingthe ChesapeakeBaymeritsspecialrecognition. Ihavehadthecontinuedprivilegeofworkingwiththemostdedicated,talented,and personablegroupsofpeopleeachfocusedonthenoblestofmissions,saidLovegreen.Wehave learnedthetruevalueofthecapabilitiesofourmany,andvariedpartners.Byfindingwinwinsolutions andpiecingtogethertheabilitiesandtalentsofthosepartners,withoutthoughtofcredit,wegetsome amazingthingsdoneontheground. WhenLovegreenwasfirsthiredin1980thedistrictofficehadonlytwoemployeesanda budgetaround$10,000.Today,throughMikesleadership,partnerships,andperseverance,seventeen employeesaresupportedbyarobustbudgetofapproximately$1.5million. Mikehasalwaysbeenaheadofthecurveandsetsahighbarforotherstofollow,said JenniferJohns,CBFsStreamBufferSpecialist.JohnscoverstheBradfordCountyareaandhas workedwithMikeforfourteenyears.Hisabilitytomakeconnections,growpartnerships,andbuild relationshipshasbeeninstrumentaltohissuccess. SenateEnvironmentalCommitteeHoldsHearingOnRoyaltyCostTransparency TheSenateEnvironmentalResourcesandEnergyCommitteeThursdayheldapublichearingtodiscuss issuesrelatedtonaturalgasroyaltypaymentsfromMarcellusShaledevelopment,accordingtoSen. Theinformationthatwouldberequiredtobeincludedonroyaltystubsbyenactmentofthis legislationisclearlynotaskingforanyproprietaryinformationfromgaswelloperatorsandfranklyis commonsensedetailthatthosereceivingroyaltiesshouldhaveinunderstandinganddeterminingthatthe paymentreceivedispropercompensationasprovidedforintheleaseagreementwiththecorresponding gaswellcompany. Sen.Yawsaidstandardizedpaystubsprovideforamoreopenandtransparentmeansfor leaseholderstoreviewthem,asseeninothernaturalgasproducingstates.Headdedthatmuchofthe debate,inregardstopostproductioncosts,iswhetherthelegislatureneedstoamendtheGuaranteed MinimumRoyaltyAct. TheAct,passedbythelegislaturein1979,providesthataleasetoremovenaturalgasshallnot bevalidifsuchleasedoesnotguaranteethelessoratleastoneeighthroyaltyofallnaturalgasremoved fromtheproperty.Thetermroyaltyisnotspecificallydefinedwithintheprovision. WhilethePennsylvaniaConstitutionandtheUnitedStatesConstitutionprohibitalegislature fromchangingthetermsofanexistingcontract,wecanlookprospectivelytoaddressthisissue,Sen. Yawsaid.Weallhavethesamegoaltoensurethatourleaseholdersaretreatedfairly.

BradfordCountyhasover35,000separateparcelsofland,saidDarylMiller,ViceChairman oftheBradfordCountyCommissioners.Theoverwhelmingmajorityofthemaretenacresorless. Thesepeoplearesmalllandownerswhoareworkingfamiliesandseniorcitizenstryingtomakeends meet.Theyarelookingatthisasalittlebitofextraincome.Theysimplywanttobetreatedfairly.
