1. INTRODUCTION

TP 1b

1.1 As a result of the application of Technical Recommendation Tp-1a, there is a significant number of installed substations 10/0.4 kV of modern technology with high quality and reliability (especially, compact factory assembled medium voltage distribution switchboards, type Ring Main Unit). 1.2 A need for amendment and actualization of adopted Recommendation has been imposed from the experience and noticed imprecise details. 1.3 The aim of Technical Recommendation TR-1a is to define the basic conditions for design and erection of distribution transformer substation 10/0.4 kV, with cable connections, including: Layout of the switchgear Technical parameters of the switchgear Choice of equipment Choice of micro location and Technical specification for procurement

2. GENERAL TECHNICAL DATA 2.1 Typical design of cable connected distribution transformer substation, as a rule, consists of one 630 kVA rated capacity transformer unit. To meet the requirements of the consumers` area density, the design with two 630 kVA rated capacity transformer units is also the usual solution. In the case of expected-anticipated load exceeding the capacity of DTS 1x630 kVA, an acceptable solution is represented by one transformer unit 1000 kVA. The advantage of this solution is in possibility of using the same MV section as for 1x630 kVA, with corresponding fuse rating. It is necessary only to adapt the LV section to the rated output of transformer. Concerning its location and role in the medium voltage network, DTS can be basic or node. 2.3.1 Basic DTS, as a basic design, consists of medium voltage block with two incoming feeders and one transformer feeder (two transformer feeders for switchgear with two transformers) 2.3.2 Node DTS consists of three or more cable feeders, obligatorily equipped with switch diconnectors with motor drive (or possibility for installation of motor drive) , and prepared for remote control. Node DTS is fed, as a rule, via one or two cables (with cross sections not less than 240 mm2) from feeding substation X/10 kV. NDTS is the mandatory design for supply of consumers of highest priority. 2.3.3 Based on principles concerning rated power and number of transformer units as well as the medium voltage network configuration, the recommended types of transformer substations 10/0.4 kV are as follows:

All listed types of substations, if metering on medium voltage is required, can be equipped with 10 kV metering cell. In that case, the designation is, for example DTSM 1x630 kVA (single pole diagram 20.2). The design of DTS is closed operational room, as a rule, self standing structure with manipulation from outside. It is possible to settle the equipment of DTS premises. in residential buildings or business

The civil part of DTS consists of prefabricated units with construction and processing able to meet civil standards, urban planning and aesthetic requirements, made from materials with an expected lifetime of 30 years, with no need for maintenance work. Walls and ceiling of building for settlement of substation equipment should be certified as fireproof with duration of four hours. For DTS designed as self-supporting structure the static calculation for 1 daN/cm2 bearing soil is required.

2.10 The electric part of DTS (MV and LV distribution) consists of factory assembled units for simple and fast installation. Because of used materials, maintenance is not needed during its lifetime. 2.11 The equipment in 10 kV switchgear is sized according to the peak short circuit current 14,5 kA, e.g. three phase short circuit power of 250 MVA. 2.12 Equipment in 0.4 kV switchgear is sized according to the peak short circuit current 26 kA, e .g. three-phase short circuit power of 18 MVA.

3. RECOMMENDATIONS FOR THE LOCATION OF DTS 3.1

TP 1b

The first step of DTS location choice is to define the type of the switchgear, concerning its role in the concept of medium voltage network configuration is it basic or node DTS.

Fig. 1 3.2 The next step is to establish boundaries of load area planned to be supplied from the future DTS, as well as the rated capacity of DTS. The location has to be defined in compliance with urban planning and technical requirements issued by the local authorities. In the procedure of location planning, it shall be taken into account to locate substation close to the center of consumption, in order to reduce cable lengths, and to simplify connecting of substation and fitting into existing network as well. It is very important to avoid unstable terrain, underground water, flood etc. In the case of installation in existing building, the substation should be installed, if possible , in the basement.

Chosen location must be accessible to the machinery and vehicles, during the installation and maintenance, especially in the case of replacement of power transformer. In order to enable better cooling, according to local conditions, the recommended position of DTS is with transformer compartment directed towards the North. In the case of substation installed in existing building -water supply, sewerage, heating gas and telecommunication installations etc. are not allowed to be placed in the substation room.

4. LAYOUT OF THE SUBSTATION 4.1 The application of medium voltage distribution block type RMU, due to its small space requirements, operational reliability and operator safety, enables a wide range of layout solutions depending on civil part of DTS. Regarding to substation access and operation mode, there are two types of housings, according to layouts shown on the Figure 2: Non walk-in type, operated from outside Walk-in type substations with operational aisle, operated from inside.

Fig. 2 4.3 4.4 4.5 For basic DTS, the recommended design is 1a, with manipulation from outside. For node NDTS, the recommended solution is 2, with operational aisle and manipulation from inside. In the case of substation installed in private or public building, the layout will be defined by the design documentation, taking in account requirements this Recommendation and specific conditions for chosen site.

4.6

The typical civil part of DTS, concerning layout, has to meet following requirements: The part of DTS, which accommodates power transformer shall be provided with appropriate door or window to enable simple installation or replacement of the transformer. The MV and LV cables entrance is performed through the cable troughs/glands in the concrete foundation of the substation. Under the MV and LV blocks the cable space for power cable distribution is required . The design with cable ducts is not recommended. The possibility of simple laying of 10 kV cable between MV block and power transformer is necessary. An earthened support structure shall be situated in transformer compartment, on the wall against MV side of the transformer, on the height of 1m above floor, for cable ends fixing. There is an oil retaining bin under the transformer, with sufficient capacity to receive the whole quantity of oil possibly drained out from the power transformer. The sound level emitted from the construction and used material shall be within the limits given by appropriate regulations and standards. For NDTS housing, walk-in access-type, the operational aisle is to be at least 1200 mm wide. At the end of operational aisle there should be enough space for remote control interface unit (control unit - CU), as well as prepared support for mounting it.

5. MEDIUM VOLTAGE SWITCHGEAR 10 kV 5.1 Medium voltage block type construction is SF6 insulated, fully metal enclosed and safe-to-touch switchgear type "Ring Main Unit" (RMU). The switchgear is designed as self-supporting structure with easy accessible connections and control elements. The front side is equipped with mimic diagram with position indicators providing a clear view on the position of switching devices. MV switchgear of basic DTS 5.2.1 Medium voltage block type construction of basic DTS 1x630 (1000) kVA comprises two cable feeders and one transformer feeder. 5.2.2 Medium voltage block type construction of basic DTS 2x630(1000) kVA comprises two cable feeders and two transformer feeders. 5.2.3 Cable feeders are provided with three pole switch-disconnectors with earthing switch. 5.2.4 Transformer feeders for transformers up to 630 kVA, are provided with three-pole switch-disconnector with HV HRC fuses and earthing switch. The blowing of at least of one fuse shall actuate automatic three pole opening of the switch-disconnector in transformer feeder as well as in the case of transformer gas relay (Buchholz protection) or overloadcontact thermometer tripping (or protection device-thermal protector for transformers without conservator). 5.2.5 Transformer feeders for transformers 1000 kVA, are equipped with circuit breakers with rated current 200 A, with installed device for over current and short circuit protection , as well as with separate tripping coil.

5.2.6 For the case of reconstruction of existing DTS 1x630 kVA, with replacement of existing transformer with transformer 1000 kVA, it is not needed to replace the complete MV switchgear, only HV HRC fuses. 5.2.7 Basic technical data of the MV switchgear are as follows:

5.2.8 MV switchgear shall be equipped with: capacitive voltage detector manometer as gas pressure indicator and operating lever for switching devices 5.3. MV switchgear of node DTS 5.3.1 Medium voltage block type construction of node DTS 1x630 (1000) kVA consists of three and more cable feeders and one transformer feeder. 5.3.2 Medium voltage block type construction of node DTS 2x630 kVA comprises three and more cable feeders and two transformer feeders. 5.3.3 Technical characteristics of medium voltage switchgear of node DTS are the same as for switchgear described in 5.1 5.3.4 Cable feeders are provided with three pole switch-disconnectors with earthing switch. 5.3.5 Transformer feeder in NDTS 1x 630 kVA is equipped with three-pole switchdisconnector with HV HRC fuses and earthing switch.. The switchdisconnector in transformer feeder shall be opened when any HV HRC fuse blows as well as in the case of transformer Buchholz protection and over temperature (thermo protector for transformer without conserver) tripping. Transformer feeder in NDTS 1x 1000 kVA is equipped with circuit breaker with rated current 200 A, with installed device for over current and short circuit protection, as well as with separate tripping coil. 5.3.6 MV switchgear of NDTS shall be ready for connecting remote control interface unit (control unit - CU), which is mounted on the particular position in the transformer station housing. For that purpose : All installed switching devices (switch disconnectors and circuit breakers) shall be either equipped with motor operating mechanism for the supply voltage 220 V AC or to be ready for subsequent simple installation of such mechanism. Conditions for connecting with control micro processor unit (with already specified position) shall be fulfilled.

5.3.7 There are some cases when the importance and role of the switchgear in the MV network requires circuit breakers (preferably vacuum) in transformer feeders, instead of switch disconnectors. Accordingly, circuit breakers are motor operated, and cable and transformer feeders are equipped with corresponding current transformers and over current, short circuit and earth fault protection. 6. POWER TRANSFORMER 6.1 Power transformer in DTS is three phase, oil immersed transformer, tested in accordance with current standards, with or without conservator(sealed type, with possibility of oil expansion without permanent tank deformation). The dimensions of transformer compartment should be sufficient to accommodate 1000 kVA unit. The transformer is provided with wheels and brakes, and placed on previously prepared U section supports. Cooling is carried out by natural air circulation through penetration-proved louvers on the door and the wall of the transformer substation, assuring free entry and the air exhaust. The rated class of enclosure in accordance with IEC 61330 should be 20. should The opening dimensions and ventilation efficiency are subject to calculation in the design documentation.

Means shall be provided to guarantee safe access for checking of the transformer (oil level indicator, Buchholz, contact thermometer, other protection devices, insulators, connections) in compliance with technical regulations. The transformer with conservator shall be equipped with gas relay and contact thermometer. For the sealed type transformer, a combined protection from overpressure and over temperature - thermal protector, is standard accessory.

7. LOW VOLTAGE SWITCHBOARD 7.1 Low voltage switchboard 0.4 kV is designed as a self-supporting cabinet or panel made from pickled metal plates protected by coat of paint and galvanized.

7.2

LV switchboard DTS 1x630(1000) kVA consists of: one incoming (transformer) feeder, LV distribution section and public lighting section. Parallel operation in DTS 2x630(1000) kVA is not foreseen (except in specific cases where is parallel operation explicitly required), thus LV switchboard consists of two separate typical LV switchboards, with the same characteristics as in DTS 1x630(1000) kVA.

Transformer feeder should be equipped with: low voltage circuit-breaker, with rated current 1250A (2000 A for transformer 1000kVA), including adjustable over current and overload protection. Self powered protective device, together with own current transformers or sensors, has been integrated in the circuit breaker. For the cases with parallel operation of transformers, a tripping coil 220 V is also required. push button for emergency switch-off of power transformer on MV side. mains socket 250V, 16 A for mounting on rails. fuses 6A ( for voltmeter and lighting) and 16 A (for auxiliary circuits and socket). terminal block for wiring connections.

7.10 For specific cases, with many cables for public lighting supply, corresponding number of described fused disconnectors should be installed. Metering of used electric energy for public lighting , if needed, can be semi-direct, with appropriate current transformers in public lighting section. In such cases, a contactor with corresponding characteristics is also needed. 7.11 For the cases with parallel operation of transformers LV switchboard of DTS 2x630(1000) kVA , consists of Two incoming (transformer) feeders Two LV distribution sections

7.12 In order to fulfill conditions for proper parallel operation of transformers, incoming (transformer) feeders are to be equipped with LV circuit breakers 1250(2000)A, coupling feeder with switch disconnector 1250(2000) A, manually operated, with shunt release tripping coils 220 V AC , and corresponding electrical interlocks (circuit breaker/switch disconnector on the primary side of the transformer , causes opening of main circuit breaker on the secondary side). 8. 8.1 CONNECTIONS TO MV SWITCHGEAR Cable connection to the incoming feeders 8.1.1 For the entrance of power cables into housing, cable glands through the wall of the substation concrete foundation are used. Cable should be properly sealed through these glands in order of preventing water ingress into the substation. 8.1.2 Incoming (cable) feeders in the MV switchgear are equipped with bushings for rated current 630 A with bolts M 16, so the connection will be made (depending of cable type) by using appropriate cable accessories-via cable connectors and terminations. 8.1.3 Cables for connection to MV switchgear can be single core or three core, of different types. But, because of practical reasons (order of the phases), it is recommended at least one of cable feeders to be single core. 8.1.4 If all cables for new switchgear are three core, the installation of transition joint from three core cable to single core cable is recommended in the very vicinity of the entrance, and connection of single core cable to the switchgear. 8.1.5 For the cases with switchgear RMU type on the both ends of three core cable, the installation of at least one transition joint is mandatory. 8.2 Connection to the MV side of transformer 8.2.1 The connection between power transformer and MV switchgear (transformer feeder) is carried out via single core cable type XHP 48 3x(1x50/16 mm2), 6/10 kV. The cable routing is carried out through previously prepared cable trench (duct), fixed by clips/brackets on the support structure against the MV side of transformer. 8.2.2 The appropriate screened elbow or straight adapter shall be mounted on the transformer side. Using of transformers with insulated connections and plug in cable terminations is a precondition for safer operational monitoring of transformer and prevention of possible failures and breakdowns caused by small animals. 8.2.3 Cable connection to the transformer feeder is carried out via appropriate straight or elbow adapters. 9. CONNECTION TO THE LV SIDE OF TRANSFORMER

9.1

Connections between transformer and LV switchboard are made by insulated single core conductors type P/FT : 2x(P/FT 1X 240 mm2 ) for each phase conductor, for transformer 630 kVA 4x(P/FT 1X 240 mm2 ) for each phase conductor, for transformer 1000 kVA 1(2)x(P/FT 1x240 mm2 ) for neutral conductor. 9.2 The corresponding cable accessories and joints shall be used for connections. It is recommended to protect the connections on LV side by appropriate insulated cover. 10. MEASURING 10.1 The minimum of metering functions which ought to be foreseen in LV transformer feeder is as follows: Measurement of current status and maximum value of current in all three phases, Measurement of phase and line voltages in all three phases, Control metering of active energy.

10.2 If substation serves for supplying of one consumer, a billing metering in compliance with recommendations for metering devices, can be foreseen on the primary or secondary side of the transformer. 11.PROTECTION 11.1 Power transformer protection 11.1.1 Transformer protection in DTS consists of short circuit, overload and internal faults protection. 11.1.2 The protection of power transformer against short circuit is carried out by means of: HV HRC fuses, rated current 63 A, with striker pin for three pole opening of switch disconnector, for the transformer 630 kVA. Self powered protection relay connected via current transformers or sensors, in MV switchgear with circuit breaker in transformer feeder (obligatory for transformers 1000 kVA). Short circuit function (I>>) of protective device integrated in the main low voltage circuit breaker against overload is carried out by

11.1.4 The thermal protection transformer is carried out depending on the type of transformer: For transformers without conservator, by means of protection relay-thermal protector fitted directly to the transformer cover, in the part with the highest temperature of oil, with thresholds 90C and 100C.

For transformers with conservator, by means of contact thermometer with threshold of 90C, for opening.

11.1.5 The protection of power transformer against internal faults is carried out depending on the type of transformer: For transformers without conservator, by means of relay-thermal protector. The term: thermal protector ,used in this Recommendation, refers to device (relay) reacting to overheating at two thresholds (90C and 100C) and tank internal excess pressure (0.20 bar). For transformers with conservator, by means of Buchholz relay.

11.1.6 In both cases protection tripping causes switching off at the primary side of transformer. 11.2 Cable feeder protection 11.2.1 For DTS 1x630(1000) kVA and DTS 2x630(1000) kVA, no protection of cable feeders have been envisaged. 11.2.2 In specific cases of NDTS with switching station role, with circuit breakers both in cable and transformer feeders, the selective protection against short circuit, overload and earth fault is carried out via protection relays connected to secondary winding of corresponding current transformers or sensors. 11.3 LV distribution section protection For LV feeders, including feeder for reactive power compensation and public lighting feeder, HRC fuses are provided. Rated current of fuses depends on cross section of LV conductors, conditions for thermal emission, thermal conductivity during short circuit, and safety conditions for protection system against touch voltage in LV network. 11.4 Transformer protection against over voltages from MV side In the cases of well as in cases voltage network with appropriate short cable connections between medium voltage network and DTS, as with expected appearance of power frequency over voltage in medium due to type of consumers, metal oxide surge arresters in cable feeders adapters are required.

12.SUBSTATION CONTROL 12.1 The control of MV and LV devices in DTS is carried out manually, directly from control board of the appropriate switchgear. The safety conditions like interlocking which prevent incorrect manipulations, must be fulfilled. All elements of the substation, exposed to near and frequent contact, should be insulated and safe, with maximum protection against touch voltage.

Node DTS has to be equipped with both manually and motor operated switching devices for remote monitoring and control. 12.3 Substation as part of remote control system should be equipped with: interface for remote control (with integrated necessary functional units like acquisition of the different types of information: switch position, fault

detectors, current values, as well as transmission of switch open/close orders and exchanges with the control center). Medium voltage switchgear that is adapted for remote control.

13.EARTHING

TP 1b

13.1 The earthing system shall comply with the applicable technical regulations. 13.2 The earthing system shall be dimensioned according to thermal conditions and permissible step and touch voltages. Conditions for step and touch voltages depend on kind of MV network regarding neutral point earthing and kind of earth fault protection applied. Data about geoelectric soil characteristics as well as kind of protection in case of indirect contact- fault protection in corresponding LV network shall be taken into consideration. 13.3 The earthing system in DTS is, as a rule, a common system (connected operational and protective earthing system). 13.4 If the conditions for common earthing system are fulfilled, then only protective earthing system is carried out and neutral conductor is connected to it. 13.5 Common earthing system for DTS built as a separate self-standing structure is formed as two rectangular contours and earthing rods (sounds) in the angles of external contour. Instead of internal contour, in substations with reinforced concrete walls, it is possible to use foundation earthing. External and internal contour are mutually connected at least twice, then to a corresponding equipotential bonding bus, situated at the convenient place, easy accessible for mounting, testing and maintenance. 13.6 Earthing rods are not applied for DTS in the area of involved MV cable network with cables with conductive sheath (IPO 13, for example) and where economic reasons (karstic soil for example) allow other solution according to local conditions. 13.7 In the case of DTS installed in existing building, such a building shall have foundation earthing, used as a protective (common) earthing. 13.8 In calculations of resistance of common earthing system , the influence of MV cable sheaths, influence of adjacent substations and buildings connected to neutral conductor shall be taken into consideration. 13.9 For separate operational and protective earthing system additional measures in substation and its vicinity shall be applied to limit touch voltages to be lower than allowed touch voltage in substation and LV network. In that case conditions of efficient separation of operational and protective earthing must be fulfilled. 13.10 In DTS room, all equipotential measures shall be carried out for the purpose of preventing potential differences, connecting all metallic parts and housings on equipotential bus. 13.11 Material for earthing system in the soil can be: zinc plated steel (FeZn) tape, with at least 70 m zinc coating, cooper with or without zinc, tin or lead, or other materials with similar thermal, mechanical and chemical characteristics, with the prescribed minimal cross section according to mechanical stress and material corrosion.

14.LIGHTING AND POWER SOCKET INSTALLATION

14.1 For the purpose of safe manipulation and emergency operation during night, the substation should be equipped with its own lighting installation. The average illumination is at least 60 Lx, and comprises: MV block lighting LV block lighting Transformer chamber lighting 14.2 The switchgear lighting shall enable easy reading of each inscription, designation or users manual, for undisturbed and reliable operation and review of switchgear. 14.3 The arrangement of luminaries must ensure safe replacement of lamps, during switchgear operation. 14.4 LV switchboard shall be provided with miniature circuit breakers 6A for lighting and 16 A for single phase power socket with protective contact. 14.5 The internal wiring connection is carried out in front of main LV circuit breaker. 14.6 Installation cables are laying through ducts, or on the brackets along the wall. 15.MEASURES FOR NOISE LIMITATION 15.1 The highest sound power level of power transformer 630 kVA is 70 dB (72 dB for 1000 kVA).The following limitations are imposed upon noise from transformer: 40 dB during the day and 30 dB during the night (measured in the room next to or above the switchgear). 15.2 For substation design as self-supporting structure, it is considered that the noise emitted from power transformer shall be under allowed level for the substation surrounding.

15.3 Additional measures for noise reducing are applied in switchgears build up in existing residential buildings or business premises. These measures are as follows: Flexible pads, rubber or metal springs under the power transformer (with the best results) and Flexible connections and joints to the power transformer. 16.FIRE PRECAUTIONS 16.1 All parts of DTS shall comply with existing Regulations about technical norms for fire protection of electric power facilities and devices.

16.2 Walls and ceiling of the building structure aimed at accommodation of equipment shall be fireproof with duration of four hours. 16.3 There is no collection oil sump due to low possibility of sudden oil pouring, but the building structure for equipment accommodation should be constructed to prevent spreading of oil outside of substation.

Devices for fire protection are not provided, being the part of working teams` equipment.

17. DESIGNATIONS AND WARNINGS 17.1 Each substation shall have label with identification number of substation and warning plate , on its outside wall. 17.2 The plate on MV block shall contain: ordinal number, name direction of the other end of cable. of MV feeder and

17.3 The plate on LV block shall contain: the type of feeder, feeder name and LV cable cross section. 17.4 Designation plate shouldnt be mounted on the cable core. 18. PROTECTIVE EQUIPMENT DTS is not provided with personal protective equipment (insulated gloves, boots, helmet), voltage indicator and safety plates being the part of working teams` equipment. 19. CIVIL PART OF SUBSTATION 19.1 Application of RMU middle voltage block, with considerable smaller dimensions than conventional air insulated switchgear, enables space saving building structure for accommodation of switchgear. One of the biggest advantages of SF6 insulated switchgear is in its reduced size. 19.2 Basic DTS is accommodated in non walk-in type civil housing. The housing size must be sufficient to fulfill all requirements concerning accommodation and arrangement of equipment. The type, design, kind and color of material can be chosen according to specific site and to the purpose of switchgear (permanent or temporary), but each constructive part must comply with basic technical conditions from this Recommendation. 19.3 Recommended design of typical DTS is compact concrete reinforced housing, transported on previously prepared location with completely assembled equipment, including power transformer up to 1000 kVA. 19.4 Node DTS is accommodated within the building structure with operational aisle and manipulation from inside. The building structure is recommended to be made from prefabricated, concrete elements. Dimensions shall be coordinated with the switchgear scope, design and color with the town planning requirements and all constructive parts must comply with basic technical conditions from this Recommendation. 19.5 Maximum allowable external dimensions are: Basic DTS 1x1000 kVA 8 m2 Basic DTS 2x630 kVA 10 m2 Node DTS 1x1000 kVA 12 m2 Node DTS 2x 630 kVA 20 m2
