Red Oak Estate Plat 8 Homeowners Association Neighborhood Meeting October 8, 2012 Present: Charlie Roos, Kathy Roos, Rob Buelte, Renee Buelte, Les Stegh, Karen Stegh, George Pleshkewych, Monica Pleshkewych, Holly Romenesko Meeting was called to order at 6:00pm. This was the first organizational meeting for the Homeowners Association. Members introduced themselves. Charlie provided a brief overview on how the Homeowners Association was formed. He recently heard from McKiskis office, who is the developer of the subdivision. They are interested in transferring ownership of Lot 193 to the HOA. In addition to this, they would like to have the HOA maintain the trees located on Rote Road. The group discussed the implications of taking ownership. Prior to making any recommendations to the membership, several questions need to be answered. Action item: Holly will contact the City of Rockford to discuss the implications and responsibilities as view from the Citys perspective. Holly presented the Treasurers report. The group discussed whether or not the HOA should be responsible for paying the taxes on the property if the HOA is does not have ownership of the lot. Upon further examination of the bank statements, the HOA paid the taxes on Lot 193 for 2010 (paid in 2011) and 2011 (paid in 2012). Charlie commented that when the HOA was started, approximately $12,000 was given to the HOA from McKiski. These funds were given to McKiski from the State and transferred over to the HOA. Essentially, these funds paid for the 2010 and 2011 taxes. Holly has been working with the Rockford Township Assessors office to determine the appropriate taxing level. The property does not meet Open Space requirements (minimum of 10 acres; the property is 7.4 acres). However, it might meet the criteria for Conservation Land. The 2011 taxes (paid in 2012) were $1788.28. The Assessors office reviewed the assessment designation and verbally stated to Holly that the taxes will be closer to $1200 next year. Holly is waiting for written confirmation of this amount. Action item: Holly will research the application process for Conservation land. Les Stegh and George Pleshkewych indicated that they would like to be more involved in the Neighborhood Association. The group discussed the draft bylaws. Several suggestions were made including clarification of majority and membership. Action item: Holly will revise the bylaws. Charlie, Rob, Holly, Les and George will meet on October 23 to discuss the revised bylaws prior to presenting them to the whole Association for adoption. The meeting adjourned at 6:50pm.
