TACLOBAN CITY The An Waray party-list is indisputably number one party- list in the region but 11 other party- list groups turned out to be the top picks in 33 of the 143 cities and municipalities, counting results showed. In a mobile phone interview, An Waray partylist Rep. Neil Benedict Montejo said this is inevitable considering that nominees and officials of some existing party-lists hail from the region too. These party-lists are also diligently wooing local government officials and voters as well but despite of this, a big majority of voters still voted for An Waray, Montejo said. Despite of the popularity of other party- lists in the region, Rep. Montejo is confident that An Waray will get at least a single seat in Congress since they are able to get 2% of the total votes for party list based on the latest count. Initially, the party- list had 406,735 votes nationwide or 15th with the highest votes. In Eastern Samar, Pwersa ng Bayaning Atleta (PBA) party- list tops in the count in the towns of Balangkayan, Borongan City, Can-avid, Oras, San Julian, San Policarpo, and Taft. It was also in the first rank in Tagapul-an and Zumarraga, Samar. PBA party list nominee Sol Angelie Libanan, an incumbent councilor of Taft town, is a daughter of former Eastern Samar Rep. IT seems the very popularlet me rephrase that the once very popular American Idol is hitting the rocks. Recent news reports say the current judges will all be booted out and replaced by much younger, more popular singers and celebrities. The show has been steadily losing its audience. Its ratings have plummeted. It now wants to recover, in a desperate effort to go against the law of nature that we all die or fade away sooner or later. It wants to be immortal, but for the wrong reason. It looks to me that the whole development is all about money, or at least that money is the main concern, the end-all of the whole affair. I know there is always a business part to any project, but it should not get stuck. Immortality has terms that go far beyond money. I find this very funny, of course, because no matter how good a show is, it can only have so much shelflife. Yes, we can want our product to be popular and in demand for as long as possible. But all this ought to be done without compromising basic, indispensable laws. The laws that should guide us in matters like this should not just be purely economic, social or the ratings laws. Otherwise, theres no way but to undermine the requirements of truth, justice and charity. Lies and deception will come, and all forms of unfairness, often in very subtle ways, will just swamp the whole affair. Without truth, justice and charity, we demean ourselves. We undermine our dignity. We demote ourselves to mere objects or products. Singers, artists, technicians, and the audience involved in the show lose their true identity as persons and children of God, and the worst cut, is that all this is done in the sweetest of ways. And here we are only talking so far about American Idol, or the entertainment world. If we go to the other fields, politics, for example, we find much worse situations. The greed for power has practically overturned things, even to the
extent of redefining our human nature and the morality that flows from it. The way it is played now in many places, politics seems to be the last place to look for truth, justice and charity. If ever there are shreds of truth, justice and charity in this field, its more by accident than by intention. Is it any wonder then if we also suffer the consequences of these anomalies that seem to be made the new normal these days? These are consequences that also generate in their turn other variations, echoing the lesson of Christs words that the devil who leaves a soul, who continues to be complacent, can return, bringing 7 more powerful devils. Theres a lot of confusion, scepticism, cynicism, agnosticism, atheism, relativism, nihilism. We now see terrorism exploding in many places, not anymore imported but home-grown. And other bizarre happenings... Obviously, in the face of all these, our reaction has to be positive and hopeful always. Theres always hope. The good always triumphs, because that good comes from God. What we are being asked is to plumb deeper into the world of this goodness through the ways of evil that seeks to undermine it. In a way, these new forms of evil force us to discover the still hidden aspects of goodness and love. Lets always remember that due to our freedom, our capacity to do good and to do evil is infinite. But we are told, however, by our faith, that its Gods mercy that limits evil and shows the boundless extent of goodness and love. Yes, we are entering a most tricky stage of human history, where the forces of good and evil get mixed up in such a way as to defy easy categorization. Evil can take advantages, and many times take cover under the guise of good. And vice-versa. Goodness is often shrouded now with the clouds of evil. But in the end, evil can only lead us to tap the still

MANILA -- Taiwans military conducted Thursday exercises in waters between Taiwan and the Philippines, close to the spot where Filipino coast guard personnel opened fire on a Taiwanese fishing vessel last week, killing a 65-year-old-crew member. Two Lafayette frigates, one Kidd-class destroyer, two missile boats and assorted Mirage and locally produced jet fighters took part in the drill, underscoring Taiwans anger over the incident, which has dominated local media coverage for the past week. It seems certain to benefit President Ma Yingjeou, desperately in need of a public relations victory following a protracted economic slowdown that has helped depress his once buoyant approval rating to new lows that were in the mid-teens as of last week. Ma is also likely to be aided by the seemingly inflexible attitude taken by his premier, who on Wednesday brushed aside an apology by the Philippines -- the second in 24 hours -- as insufficient and insincere. State pension fund Government Service Insurance System (GSIS) today announced that beginning July 2013, government employees working in agencies who are delayed or deficient in their premium payments will not have their loan privileges suspended anymore. The new policy also provides remedial guidelines for agencies already suspended so that their employees GSIS privileges can be restored. On April 25, the GSIS Board approved a new policy which addressed agencies nonremittance of premium contributions, without resorting to the suspension of the loan privileges of its employees. Its wrong that these
employees lose their access to GSIS loan windows and dividends when their social insurance contributions are mandatorily deducted from their salaries, said President and General Manager Robert Vergara. This is a welcome development because public school teachers heavily depend on GSIS loans to pay for the schooling of their children. We are so glad that the new GSIS Board is implementing reforms in their policies to help small earners among government employees make both ends meet, Benjie Valbuena, president of the Alliance of Concerned Teachers (ACT) and Manila Public School Teachers Association (MPSTA) said upon hearing the news.
Similarly, Teachers Dignity Coalition (TDC) chairperson Benjo Basas commended the new GSIS management for hearing out its members plea to spare them from the iniquities of their employers. arrearages and commit to settling these through a Memorandum of Agreement (MOA) with GSIS; or upon payment of at least 90% of any three consecutive months premium obligations beginning July 2013, sign an undertaking to enter into a MOA with GSIS for the settlement of its premium deficiencies. To date, more than 200 agencies have concluded similar agreements with the pension fund -- restoring the full benefits of over 800,000 employees, including the Department of Education. PGM Vergara explained that unless the suspended agency pays its arrears in full or honors its obligation to pay under the terms of the agreement, retirement benefits of employees will be based on periods with paid premiums. However, GSIS will still consider the total length of service in determining the eligibility of members to retirement, or a minimum of 15 years. Meanwhile, delinquent agencies defined as those who fail to remit at least 90% of the mandatory premium contributions for a due month (10th day of the following
month) or comply with the terms of their agreement, will receive the appropriate demand letter and a subsequent notice of default from GSIS should the amounts remain unpaid. (-more-) These notices will remind agencies that GSIS has not received the prescribed amount for the due month and continued non-payment will reduce their employees entitlements adversely impacting their loanable amounts and retirement benefits. GSIS will also coordinate with Agency Authorized Officers and heads of employees union and personnel office to inform them on the failure of their agencies to remit the required payments. We enlist our members cooperation to ensure that the mandatory premium obligations and other amounts due the pension fund are remitted to the System to guarantee they receive the correct level of benefits. This latest policy forms part of the continuing efforts of the Board and Management to provide a more member-focused and responsive service to its more than 1.4 million active members. (PR)
