TACLOBAN CITY Yet another disappointing performance of the athletes from the region at the annual Palarong Pambasa as the Eastern Visayas Regional Athletics Association (EVRAA) continue to be the whipping boys and g irls at t he s aid sporting event for elementar y and high school students. The more than 100-strong delegation from the region only managed to snare 14 medals during the weeklong sports competition held in Dumaguete City. The EVRAA only managed to obtain an over-all rating of 10.67 p oi nt s , re pre s e nt i ng six silver medals from secondary division and eight bronze medals, four each from elementary and secondary division. The poor performance of the EVRAA delegation was even way below with that of the Cagayan Valley Region of Muslim Mindanao Athletics Association with 23.5 only. The utter shamelessness of claiming things as if of the family when in truth are funded by public funds is common practice among politicians. One need not look too far to know that these politicians whose faces are bannered in large print sinages are using taxpayers money for their projects. Yet they put their pictures with their large print names to announce as if the project is their own. But the public does not mind at this practice as they know too well that the funds behind those shameless faces are actually theirs. The practice is in essence thievery of the highest order as it poses claim over a thing not belonging to the claimant. It truly is ironic that we are infuriated at the sight of street snatchers and pickpockets grabbing things from innocent victims and find nothing wrong with politicians grabbing what belongs to taxpayers. It is hard to reconcile our attitude towards poor thieves and those high ranking robbers who pose to grab credit and all from the projects made out of peoples taxes. Most prominent are pictures of politicians of local governments whose faces are seen everywhere within their territory. Such practice is owing to the fact that the implementation is under the politicians in the locality. Programs and projects are therefore realized through the final act of these officials. This is the reason why all other officials who had actually done their share in the implementation of the program or project are concealed in the background of the main players. Aside from the local chief executive however, we often see the representative in congress or the governor and senator who extended funds for the project as also credited in the bannered project sign, with their equally large pictures and names. What are left unseen are the small cogs that somehow helped in the realization of the program or project, like the local legislators who cooperated in providing allocation from the budget. The only exception has to do with legislators who are too intimately close to the local chief executive because that affords a good space in the bannered advertisements that are nothing but shameful tags.

PRESIDENT Benigno Aquino III said that he wants his Cabinet officials to work harder after the unchanged poverty level in the country for the past six years despite the growing economy. Coordination Board, an attached agency of the National Economic and Development Authority (Neda), showed that the poverty incidence among population was estimated at 27.9 percent during the first semester of 2012. Comparing this with the 2006 and 2009 first semester figures estimated at 28.8 percent and 28.6 percent, respectively, poverty remained unchanged as the computed differences are not statistically significant, the agency said. The President, however, cited Department of Public Works and Highways (DPWH) headed by Secretary Rogelio Singson and Department of Agriculture (DA) led by Secretary Proceso Alcala as among the top performing agencies in his administration. He recognized the DPWH for its ability to lower the bid prices on most of its projects and the DA for its successful production and domestic marketing of rice that enabled the country to be selfsufficient and a potential exporter of this particular commodity.
