Graft charges filed against 5 employees of DAR-Catbalogan


TACLOBAN CITY- Five employees of the Department of Agrarian Reform based in Catbalogan City are facing complaints before the anti-graft court for allegedly committing acts unbecoming of their being government workers. Facing charges before the Office of the Ombudsman-Visayas (Tacloban Office) were agrarian reform technologists Ricardo Flor and Engr.Alfonso Pensotes; acting budget officer Editha Sulague; Valentin Horcasitas, administrative officer and Inigo Daco-ag, chief agrarian reform officer and chief administrative and finance division. Three other John Does were also included in the complaint. They were charged by their co-employee, Felimon Gualdrapa, with graft and corruption, perjury, theft, conduct unbecoming of an officer and employee, grave abuse of authority, grave misconduct, falsification of public documents and dishonesty. Gualdrapa filed his complaint before the anti-graft court last July 1.

BAYBAY CITY The arrested demonstrators from this city last Monday have complained of maltreatment by the police. Police Superintendent Carlito Gallardo, chief of police, this city, told reporters that there were 722 demonstrators arrested by the police after the violent rally reportedly led by Marilou Galenzoga that stormed the City Hall last Sunday afternoon.

Perfecting the craft of disaster risk reduction and management needs a collaborative effort of all sectors of society that must contribute proactively to save lives and properties, said PCSupt. Soria earlier assured the people in Eastern Visayas the readiness of its troops to respond to any calamity with available Search and Rescue (SAR) teams trained in water search and rescue and disaster response. Governor Ong promises a better Northern Samar under his administration


CATARMAN, Northern Samar The newly seated governor of this province, Jose Ong Jr., vowed that he would create a Better Northern Samar under the three years of his new administration. Speaking before a huge crowd that endured the heat of the sun during his inauguration on Sunday at the capitol grounds, the 65-year old governor delivered a 20-minute inaugural address where he declared major changes at the provincial government. The changes will start from the simple system of providing equal treatment to people making transactions at the provincial Capitol regardless of political color, to raising the province and its people out of the poverty line. It is time that we put people before politics. Ong also recognizes the tourism potentials in the province and the prospect of generating jobs once tourism is fully developed here. He said he will push for better support to farmers, but expressed dismay on the controversial Help for Catubig Agricultural Advancement Project(HCAAP). Ong pledged to go after the officials who are responsible for the failure of the billion-peso project. It is a monumental waste of funds. Mayor Ondo reminds employees not to exploit use of govt vehicles


On the first official working day of the new elected officials of this city, Mayor Edward Ondo Codilla together with the 13th Sangguniang Panlungsod members gathered early Monday for their first flag-raising ceremony. All of them delivered their messages to update the city employees of their aim in serving the people. Mayor Ondo emphasized that he wants the LGU vehicles be used only for official duty and never for personal purposes. Enumerating his main programs by continuing what his younger brother, ex-Mayor Eric Codilla, prioritized for nine years, he will further give same priorities. Again, same dos and donts he will be imposing such as the strict execution of what the law dictates like preventing the city employees of using government vehicles in fetching their kids in school. Mayor Ondo likewise informed that all of these vehicles should be parked at its designated parking areas beyond office hours except those with official reasons. Risk reduction, systems control

he country observes this month the National Disaster Consciousness Week for which reason all local government units are encouraged to initiate activities meant to intensify their respective programs on disaster risk reduction and management along with the stakeholders in the locality. To say the least, the efforts of the government should synchronize with that of the private sector participants not just the rescue teams in this pursuit. In implementing these plans, LGUs are not only duty bound to provide safety and security to their residents. They should ensure that systems are under control. In the region, there are institutions

both in private and public sectors that are fully equipped by now with tools necessary to carry out an efficient disaster risk reduction and management plan. There are schools and universities that are keeping up with the mandate of law on disaster management. However, these materials do not seem to be enough to vouch awless operation. The entire system is not confined on these factors alone. Manpower is a major factor. Wherefore, the National Disaster Risk Reduction and Management Council enjoin institutions to beef up their manpower resources and constantly hone their knowledge on disaster response,

To be an elected member of the Sangguniang Bayan- S. Panlungsod, and Sanguniang Panlalawigan is no longer a mere walk in the park. Well, I really mean those who sought election for public office and who pledged to really serve their constituents in these times is no longer that easy. In Chapter 3 of Title Two: Officials and Offices common to all municipalities pp. 142 149 of the Local Government Code of 1991 for R.A. 7160, on the Sangguniang Bayan that is presided by the vice mayor, I was quite mesmerized reading the provisions on their powers, duties and responsibilities. They enact ordinances, privilege and responsibility of a municipal councilor (Sangguniang Bayan) that of initiating and crafting ordinances for the benefit of their constituents. This early I was lucky to have an informal talk with re-electionist Sangguniang Bayan member Hon. Dan Antonio Tentativa of Isabel local government. People were roused to an exciting vespers day celebration as two festivals were set to be staged with parades at different times of the day. That would have resulted in a taxing day of celebration as those involved in the parades will have to be on duty from as early as the break of day to the late hours in the evening. While there would be separate and distinct participants, the people in charge in maintaining peace and order as well as those in the media and information sectors will have a full day of tasks to attend to. Our law enforcement authorities as well as security and communications personnel including paramedics and other volunteer and rescue groups were to be fully loaded on that day. The events would have entailed a much detailed preparation and coordination

to ensure that the celebration will be safe for the general public who would be participating in the various events and festivities. There is a need to enhance the capabilities of our peace officers and law enforcers to prevent the happening of untoward incidents. But the general public as well as all visitors, guests and tourists who would come to enjoy the fiesta celebration would have had a full day of festivities and entertainment to expect on that vespers day. The simultaneous staging of the festivals would be a departure from the celebrations in previous years where one festival grabbed public attention and acclaim over the other by separate presentations on separate dates. The festivals were reportedly set to be staged on June 29, with the Pintados-Kasa-

dyaan holding their parade during the day and the Sangyaw Festival and Parade of Lights doing their show in the evening. The festivals are both held in connection with the fiesta celebration of the city in Honor of the Holy Child Jesus, the Seor Sto. Nio, patron of Tacloban and Leyte. But the festivals are merely being held simultaneously on June 29, albeit at different times, but the two are not merged but remain separate and distinct from each other. Each festive event had its own participating groups. The Pintados-Kasadyaan Festival is participated in by the various municipalities as well as organizations from the various parts of Leyte. It showcased body-painted participants with a huge group that would perform choreographed dance moves in line with the theme of the towns own festival. On the other hand, Sangyaw Festival was highlighted with its version of the parade of lights with floats and street dancers well lit in the nocturnal shade of the night. But everything that the people as well as the organizers and participants eagerly expected

DOUBTING THOMAS
Elsewhere in the gospel Thomas is a keen follower of Jesus but he is slow to grasp the mystery of his person and he looks for concrete and clear proofs of faith. Here he is still a pre-Easter disciple as he is taken up with establishing the miraculous or marvelous aspect of Jesus appearances. Yet he is like Nathanael in firm skepticism which eventually is turned into a supreme confession of faith in Jesus after he had received a special experience of Jesus. Like Nathanael he rejected the faith of fellow-disciples who had seen the Lord, but he is brought to see the risen Jesus, that is, to realize that he is my Lord and my God. The response of Thomas in his confession of faith recalls Jesus words to himself and Philip: If you have known me, you will know the Father. He who has seen me has seen the Father. The disciples who had been with Jesus came to see him and believe in him as risen through special faith experiences, that is, appearances. But the community of disciples down through history have not experienced the risen Jesus in the same way. Yet, they, too, have received the gift of faith and they are in this respect equally praised and blessed by God. RLC Lingkod-Pinoy conducts orientation on Kasambahay law


In response to President Aquinos order, the orientation-seminar was planned under the advocate campaign of the Robinsons Land Corporations Lingkod-Pinoy Center, an association represented by the different government agencies highly in-demand to the public like the Pag-Ibig, Social Security System, PhilHealth, Department of Labor and Employment, Department of Foreign Affairs, National Statistics Office, National Bureau of Investigation, etc. This aims to promote public awareness to the different relevant information concerning the people by conducting various activities like seminars, orientations, forums and other awareness campaigns. Moreover, the said activity started with the registration of the participants, which are mostly mall-goers, preferrably household employers, which was followed by the opening remarks delivered by the RLC representative. This was followed by 30-minute talk each from the different speakers from SSS, PhilHealth, Pag-Ibig, etc., which are the main sectors of the government involved on the Kasambahay Law. They presented their own powerpoint presentations which discussed their mandatory laws and provided different information concerning who are the people covered by their agency, what are the membership requirements and the benefits they can get out of their membership. Furthermore, to contribute to the convenience and further understanding and awareness of the people, the different agencies also provided them the unified forms (UF) designed for the Kasambahay Law and the said agencies, aside from their own Membership Data Forms (MDF). Catbalogans first city lady mayor takes oath


CATBALOGAN CITYJust like her father before her, several barangay leaders joined City Mayor Stephany Uy-Tan and her family onstage as she officially took her oath of office before Judge Odelon S. Mabutin last July 1, 2013 at the city plaza. The custom of the including the barangay chairpersons onstage in the oath- taking was started by Uy-Tans father, former Mayor Coefredo T. Uy. This was to underscore their participation for the success of his programs and projects. The support given by the barangay officials was also seen as a factor for the victories of the new mayor and her father who was elected as a councilor. The inauguration also saw the official turn-over of documents to the incoming local chief executive and was facilitated by the City Local Government Operations Office. Also sworn in were Vice Mayor-elect Art Sherwin Gabon and incumbent Councilors Maximo Pescos, Rodrigo Perez III and Nanette Sabenecio. They were joined by first-time Councilors Renante Aquino, Beethoven Bermejo, Myla Martha Cinco and Jeffrey Uy. Councilors Ernesto Arcales and Christine Escober, who will come back for their second-term at the city council, were unable to attend. Three newly-elected Board Members affiliated with the Liberal Party, also joined the oath- taking ceremonies. They were Atty. Alma Uy, Alvin Abejuela and Lee Zosa. In her inaugural speech, the new mayor reiterated her development roadmap as summed up by her name STEP, which stands for Serbisyo panlawas papakusgon, Turismo tatagan duon, Edukasyon ngan ekonomiya paparig-unon, Progreso han Catbalogan magpapadayon. She urged for Catbaloganons to join her in undertaking the journey towards Catbalogans future. She vowed to start at the City Hall for the three initial actions to be implemented on her first day. From the most major infrastructure project down to the most basic document the City Hall is responsible for carrying out decisions and transactions that impact greatly on the lives of countless Catbaloganons, was her reason for such a move. BFAR-8 promotes FishR program


TACLOBAN CITY- In its efforts to protect the countrys coastal resources and environment, the Bureau of Fisheries and Aquatic Resources-8 (BFAR-8) is promoting the National Program for Municipal Fisherfolk Registration or (FishR). FishR was designed to assist the local government units (LGUs)in complying with the provision of RA 8550 or the Fisheries Code of 1998 which provides the registration of all municipal and city fisherfolk. Through FishR, the bureau will catalyze the efforts of municipalities and cities to complete the registration of all fisherfolk in their area of jurisdiction. Knowing the everyday risks encountered by fishermen, the bureau is bent, through FishR, on providing them with medical and health insurance and allocates funds for this purpose. Through FishR, the bureau would be able to know how to serve the fisherfolk better, and deliver its services right at every fishermans doorstep more efficiently and effectively with the intent of recognizing them as BFARs real beneficiaries. Millennium Development Goal 4 which is to lessen or lowering the number of infant and maternal mortality rate due to child birth through the establishment of Philhealth accredited Mother Bles Birthing Center. Mother Bles is a program that aims to provide poor pregnant women with accessible and affordable maternal and infant health care services. The facility provides services like prenatal checkup, vitamins, medicines and free delivery service for Philhealth members. We already had initial partnership with the Gov. Mic before he assumed as the new governor of Leyte and this will continue just like what we had during the worth of fishery projects by 2014.
