CPIO, National Insurance Company Limited, Darbhanga seeking the recorded reasonsforthenonimplementationoftheDist.Courtordersforreleasingpaymentto theAppellantthroughmultiplepoints. 2. 3. CPIOdidnotprovideanyreply. TheAppellantpreferredfirstAppealdated17March2012totheFirstAppellate

Authority. 4. Vide FAA Orderdated 9 April 2012, theAppellant wasinformed thatthe

informationisheldwiththeDarbhangaoffice. 5. Beingaggrievedandnotbeingsatisfiedbytheaboveresponseofthepublic

authority,theappellantpreferredsecondappealbeforetheCommission. 6. Matter was heard today via videoconferencing. Appellant was present at

DarbhangawhileRespondentswerepresentatDarbhangaandMuzzafarpur. 7. Respondent at Darbhanga in his submission said that RTI Application was

neverofficiallyreceivedbytheDarbhangaOfficenorhadhereceivedacopyofthe orderoftheFAA.HowevertheFAAatMuzzafarpurstatedthathehadmkarkedcopy

ofhisordertotheCPIO,DarbhangaOffice,attheFirstAppealstage.CPIOfurther submittedthat,afterreconstructingtheAppellantsfile,thepaymentchequealongwith alltherelevantdocumentshasbeendepositedwith theDistrictCourtasperthe informationreceivedon30December2012. 8. Appellantsubmittedthatheisseekingtheinformationregardingthecauseof

suchdelayinimplementingthecourtsorder.

DecisionNotice 9. After hearing both the parties in detail, the Commission directs the CPIO,

Darbhanga office and Muzzafarpur office to provide all the available information pertainingtotheAppellantspayment,includingthecurrentstatusofthepayment,in writingtotheAppellantwithinoneweekofthereceiptoftheorder. 10. The Commission would recommend the CPIO at the Darbhanga and

Muzzafarpur offices of the public authority, to handle the RTI matters in a more responsiblemannerinordertogenuinelyimplementtheprinciplesoftheTransparency law.
