Statutory Update

Keeping updated on new and retroactive requirements from IMO can be a chal lenge. Hence we have made a summary with the most important IMO requirements entering into force from 1st July 2012 to 1st of July 2013. Afull overview can be found in Requirement Explorer TM which you can access through DNV Exchange. This information is recommended to Technical, Safety, Quality and Operation departments of shipping companies, but there is also information relevant for yards and newbuilding departments. Subject The application date is changed from 1 July 2002 to 1 July 2012 in paragraphs 1.1, 1.2.2, 2.1, 3.1 and 3.2, and in paragraph 2.1 amendments which have entered into force between these two dates have been added to the list of requirements applicable to existing ships. Text replaced giving reference to the 2010 FTP code as adopted by resolution MSC.307(88), i.e. the 2010 FTP Code superseding the existing FTP Code of 1996. A fixed fire detection and fire alarm system also required in enclosed spaces containing incinerators. The Automatic Identification System (AIS) shall be tested annually by an approved surveyor or an approved testing or servicing facility verifying the functionality of the AIS as specified in the new paragraph. A copy of the test report shall be retained on board the ship. Reg. 23 replaced with a new text applicable for equipment and arrangements for pilot transfer installed on or after 1 July 2012. Due regard shall also be paid to Res. A.1045(27), Pilot transfer arrangement (adopted at the 27th Assembly in Dec 2012). In the new reg.23 text the description of the use of combination arrangements (i.e. accommodation ladder in conjunction with pilot ladder) is more extensive, and the use of mechanical hoist is abandoned. Certification of pilot ladders by manufacturer introduced together with requirement for inspection at annual / periodical surveys, identification and record keeping. Footnotes are also changed, giving references to MSC.1/Circs and ISO 799:2004 amongst others. Mechanical pilot hoist shall no longer be used.

Subject The existing text of Ch. 9 (Fixed fire detection and alarm systems) is replaced. The main concept of the fire detection requirements is not changed, however, several clarifications and interpretations have now been implemented as part of the FSS Code. Highlighted here are: Approval standards for essential components such as control panels, detectors, manual call points, and cables have been defined; clarification of which other fire safety systems (previously only fire doors) may receive output signals from the fire detection system; acceptable arrangements for power supply have been defined including required capacity in case back-up power is provided from batteries; protection of staircases have been clarified (detector at top level and every second level below); and acceptable temporary disconnection of detectors for particular spaces. Detectors and manual call points shall be remotely and individually identifiable. Shipside doors used for pilot transfer shall not open outwards.

The paragraph 4.4.7.6 is amended with new para.s 2, 3, 4, 5, 6, 9, 15 and 16. The existing paragraphs .1 to .9 are renumbered. In Appendix 1, Individual schedules of solid bulk cargoes, some schedules have been modified and some new schedules have been introduced. The most important new schedule is Wood products general, classified as a Group B cargo. Annex IV has been amended introducing Special Area (the Baltic Sea) regulating the discharge of sewage from passenger ships. Annex V has been revised further, limiting the discharge of garbage. The Garbage Record Book form has been updated accordingly. The designation of the US Caribbean Sea Emission Control Area (ECA) for NOx and SOx. The sulphur (SOx) requirements within this ECA take effect on 2014-01-01, as per MEPC.1/Circ.755. Ships powered by propulsion boilers as described in Reg. 14.4.4 are exempted from the North America and US Caribbean Sea ECA SOx requirements until 2020-01-01. New chapter introducing mandatory energy efficiency measures.
