Chapter 6 Salvaging 1:Opening Plastic Bags 2: Tyre Collection and Recording 3: Salvage Mobile

1: Opening of Plastic Bags on the Landfill


Relevant Act/Provision
The current contract with Glenorchy City Council says: 4.7 Service Providers Obligations 4.7 (g) not recover items by opening plastic bags or other containers delivered to the light vehicle tipping face which are deemed to be confidential or personal by the disposing public at the time of disposal; (i)Cease opening of bags of Residential Refuse when instructed to do so by an authorised [landfill staff] council officer for reasons of health, safety or public interest

Opening Plastic Bags Policy


Recovery Tasmania is committed to protecting the privacy of residents and to ensuring it does not breach its contractual obligations with Glenorchy City Council and as such will not open any plastic bags that are deemed in writing on the bags or verbally to be private and confidential by the person disposing of them at the time. Recovery Tas is aware that many plastic bags contain reusable items and Recovery staff will open plastic bags once the person disposing of them has left the tip face in their vehicle or if the person disposing of them gives their permission. The opening of plastic bags must be done in a discrete fashion.

Why is this procedure important?


Please remember all actions of Recovery Staff on the tip face directly reflect on the values and safe practices of Recovery as a business, and also on the very profession of salvaging re-usables from landfills and waste transfer stations. You must apply discretion.

Hazards and Risks


If any problems arise with authorised council officers refer the matter to the Shop Manager for the day who will in turn then refer the matter to the Operations Manager. Always have your gloves on when opening plastic bags as they may contain unknown sharp, dangerous or poisonous items.

Opening of Plastic Bags Procedure- Step by Step


Step One Wait for Person to Leave Then Open in Discrete Fashion 1: If a person comes to the light tipping face and unloads bags, wait for that person to leave the landfill facility in their vehicle before opening the bags in a discrete fashion. A discrete fashion may include - taking the bags away from the front of the tipping area to the back so your actions are not in full view of the disposing public. Step Two Lots of Bags Containing Re-usables Dont Open Place on Truck 2: If you know a bag/s contain mostly re-usables it can be placed on the salvage truck un-opened, and it can then be opened and sorted at the shop Step Three Not Sure whats In the Bag - Make Small Slit 3: If you are unsure as to whether a bag contains reusables make a small slit in the bag to check

2: Tyre Collection Policy

Recovery is contracted by Glenorchy City Council (GCC) to collect tyres.

Tyre Collection & Register Policy


Recovery Tas salvage crews must collect tyres from the following areas 1: Self-haul tipping area 2:Commercial tipping area 3:Green waste tipping area 4: Metals tipping area 5: Masonry tipping area Tyres are not to be collected from the hazardous waste or putrescible tipping areas. Each tyre collected is recorded on the tyre register, which is kept in the truck during operating hours, and stored behind the front counter at the end of each day.

Who is responsible for this procedure?


The Shop Manager is responsible for ensuring the tyre register folder is placed in the salvage truck at the beginning of every day and returned to front counter at the end of the day It is the salvage crew responsibility to collect and store tyres, to complete the tyre register in a neat manner, and to ensure a GCC officer signs off on the number of tyre collected. It is the Financial Directors responsibility to submit invoices to GCC.

Tyres do not decompose in landfill, they take up valuable space and float to the surface over time. Truck changeovers where by the register is left in the other truck

Tyre Collection & Recording Procedure - Step by Step


Tyres are to be either loaded onto the salvage vehicle immediately (always load salvaged product first) or placed in neat pile at the edge of tipping areas for end of day pick up after salvage cycle (3:30pm 4:00pm) Step One: Start of Day Tyre Register in Truck The Shop Manager must place tyre register in salvage truck at the beginning of every day. Step Two: Complete Register At the end of the salvage period, record the date, and the number of tyres collected on the Tyre Register. Step Three: Tollbooth Staff to Verify & Sign Register GCC tollbooth staff must verify to number of tyres collected and recorded on the days register, and must sign each days tyre register entry. Step Four: Take to Storage Area Take tyres to designated GCC storage area Step Five: End of Day Return Register to Front Counter The Shop Manager must ensure the Tyre Register is placed behind front counter at the end of every working day Step Six: End of Month At the end of each month, the Operations Manager must replace the previous register with a new one; and hand over the completed register to the Financial Director for processing.

Salvage Mobile Policy


For occupational health and safety reasons, it is the policy of Recovery (Tas) Pty Ltd that the salvage crew must be contactable by mobile phone at all times. The phone provides a channel for communication between the salvage crew and the shop, and between the salvage crew and the GCC Team Leader if required. The salvage mobile phone must not be used for incoming or out going personal calls. The telephone number is strictly confidential. Recovery has a dedicated salvage mobile phone (with pouch), which must be worn by a member of the salvage crew from the time they depart the shop - during salvaging until they return to the shop.

Who is responsible for this procedure?


The Shop Manager must collect the phone from the counter drawer before shop opens in the morning; activate and give the phone to the driver of the salvage vehicle before commencement of first salvage. The salvage crew is responsible for the phone whilst it remains in their possession. At end of the day the phone is returned to the Shop Manager & put on charge if required.

Always ensure phone remains in its pouch so at no point does its battery have direct contact with your body, and always keep conversations brief to limit potential harmful exposure.

Working with GCC


Recovery has a contract with Glenorchy City Council which gives Recovery access to Jackson Street Waste Management Centre for the purposes of: - recovering material to promote waste minimisation and reduce the amount of waste disposed to landfill: and - the sale of that material to the public.
