The Mt. Laurel Sun
June was a record-setting
month for rain, drenching the
area and creating a breeding envi-
ronment for mosquitoes.
According to Erin Nooney, su-
perintendent of the mosquito
commission in Burlington Coun-
ty, the season for West Nile Virus
started off slower than normal
than previous years.
It doesnt mean its going to be
a good or bad season. Its hard to
predict it. People need to be aware
of it, Nooney said.
The county has already begun
spraying in an attempt to curb the
adult population of mosquitoes.
Specifically, the commission is
trying to prevent people from
catching mosquito-borne dis-
eases such as West Nile Virus and
Eastern equine encephalitis.
The Mosquito Control Divi-
sion of Burlington County has
been hard at work monitoring
and treating areas of mosquito
activity, but it is important that
each of us do our part to prevent

County urges residents to use
mosquito repellent when outdoors
the spread of disease, Freehold-
er Director Joe Donnelly said in a
county release.
According to the county, in
2012, there were a total of eight
West Nile Virus positive birds
found in the county. Additionally,
three birds were confirmed posi-
tive for Eastern equine encephali-
tis.
For the mosquitoes that do
test positive for West Nile Virus
and Eastern equine encephalitis,
were doing constant testing, and
when we find it, we spray and
knock out the adult population,
Nooney said.
The county suggests taking
precautions to help curb a popula-
tion increase including the dis-
posal of water-holding containers
such as ceramic pots, used tires
and tire swings; drilling holes in
bottoms of recycling containers;
cleaning clogged roof gutters;
turning over plastic wading pools
and wheelbarrows; changing the
water in bird baths on a weekly
basis; cleaning and chlorinate
swimming pools that are not
being used, including pool covers;
and using landscaping to elimi-
nate standing water on your prop-
erty. Additionally, the county sug-
gests a number of safeguards for
when residents decide to go out-
doors. According to the release,
minimizing time spent outdoors
around dusk and dawn when
mosquitoes are most active will
help minimize bites and the like-
lihood of contracting West Nile
Virus; being sure door and win-
dow screens are tight fitting and
in good repair; and wearing
shoes, socks, long pants and a
long-sleeved shirt when outdoors
for long periods of time. When
mosquitoes are most active, resi-
dents should wear light-colored
clothing and tightly woven mate-
rials that keep mosquitoes away
from the skin, in addition to
using mosquito netting when
sleeping outdoors or in an un-
screened structure and to protect
small babies when outdoors.
Residents should also consider
the use of mosquito repellent, ac-
cording to directions, when it is
necessary to be outdoors.
Citronella helps a little but I
dont fully recommend it,
Nooney said. Deet also is very ef-
fective. For those people who have
a back porch, a fan works great,
too. Mosquitoes arent the best
fliers so a fan helps to keep them
away.

ts easy to forget that youth sports
are about having fun, staying ac-
tive and building character in
kids. With all the emphasis society
puts on winning whether it be on the
sports field, in the classroom, at work
or in social situations the goals of
youth sports often get lost in the shuf-
fle, hiding behind that key word:
Win!
Even more so in recent years, it
seems, high school sports have some-
how drifted away from the youth
label and become a highly competitive
training ground for future profession-
al athletes. This emphasis on succeed-
ing on the scoreboard is purely nega-
tive when it is the only focus, when its
a win-at-all-costs mentality, and
when it crosses the line.
A few weeks ago, The New Jersey
Interscholastic Athletic Association
the non-profit organization that over-
sees 425 accredited public, private and
parochial high schools in the state rep-
resenting high school athletics
passed new rules aimed at curbing
trash talking that attacks others based
on race, ethnicity and sexual orienta-
tion. Its a new rule that piggybacks on
the states recently-enacted anti-bully-
ing law.
Steve Goodell, an attorney for the
NJSIAA, said: Trash talking, were
not banning that. Were saying that
race-baiting, attacking ones race or
ethnicity, thats out of bounds.
And Steven Timko, the executive di-
rector of the NJSIAA, said: Obscene
gestures, profanity or unduly provoca-
tive language or action toward offi-
cials, opponents or spectators wont be
tolerated in the classroom or the field
of play.
Sounds simple and straightforward
enough: Being unsportsmanlike wont
be tolerated. But the announcement of
the rules received some backlash from
people asking when the policing, when
the Big Brother mentality, will end.
To that, we say, are you kidding?
Its beyond us how anyone could
argue that promoting sportsmanship,
at any level youth, amateur or even
professional would be a bad thing. If
the NFL, NHL, MLB, NBA, NCAA or
MLS passed an official rule like this,
the move would, and should, be ap-
plauded, not criticized. So lets get
real. Lets get back to focusing on
whats important here building char-
acter in our kids.

The following reports are on file with the
Mt. Laurel Police Department:
Mt. Laurel Police arrested a 69-year-old
man of the 500 block of Creek Road of
Moorestown on June 27 for driving while
intoxicated. He was stopped on Union Mill
Road at 9:15 p.m. and charged with driving
while intoxicated. He was released pending
a municipal court hearing.
Mt. Laurel Police arrested a 53-year-old
man of the 700 block of Country Club Park-
way on June 27 for driving while intoxicat-
ed. He was stopped on Route 73 at Church
Road at 11:01 p.m. and charged with driving
while intoxicated. He was released pending
a municipal court hearing.
Mt. Laurel Police are investigating a re-
port of theft of a trailer. The incident oc-
curred in the overnight hours between
June 29 and June 30 in the 3000 block of
Marne Highway. The trailer is described as
a 1999 enclosed 8 X 10 car trailer valued at
$1,500. Contained inside the trailer was
$5,000 worth of metal shelving.
Mt. Laurel Police are investigating a re-
port of theft of six exterior cigarette cans
valued at $1,500. The incident occurred at
the Residence Inn located in the 1000 block
of Sunburst Lane in the overnight hours
between June 29 and June 30.
Mt. Laurel Police arrested a 53-year-old
man of the 100 block of Renaissance Drive
Cherry Hill on June 30 for driving while in-
toxicated. He was stopped on Springdale
Road at 8:30 p.m. and charged with driving
while intoxicated. He was released pending
a municipal court hearing.
Mt. Laurel Police are investigating a re-
port of theft of a backpack containing a
wallet, cellular phone and keys. The inci-
dent occurred on June 29 at 6:40 p.m. at the
LA Fitness located on Dearborn Circle. The
backpack was left unattended at the basket-

At a meeting on July 8, town-
ship council took time to recog-
nize some of Mt. Laurels finest
while welcoming a new member
to the police force.
Lt. Paul Modugno III, William
Rudderow and Richard Carp were
recognized for their years of out-
standing service as all three are
retiring this month. Modugno and
Rudderow served the department
for 25 years while Carp has served
for 26 years.
These men served the Mt. Lau-
rel community in an exemplary
manner and are to be commended
for their dedication to duty and
for their loyal and faithful service
to the residents of the Township
of Mt. Laurel, municipal clerk
Meredith Tomczyk said.
Modugno joined the depart-
ment in 1987 as a member of the
patrol bureau. Throughout his ca-
reer with the force, Modugno held
several positions, including lead
officer and sergeant, before be-
coming a lieutenant in 2008. He
was also extremely active in the
community as the town watch
program supervisor and DARE
supervisor. Rudderow became a
member of the patrol bureau in
1987 before being promoted to ser-
geant and patrol supervisor in
1997. Since 2003, Rudderow has
served as detective sergeant, earn-
ing numerous police department
awards, including the life saving
award, supervisor of the year and
meritorious service award.
Carp served three years as a
dispatcher beginning in 1987 be-
fore being appointed to the posi-
tion of police officer. He served as
a lead officer for eight years prior
to becoming a sergeant in 2012.
Carp was also recognized with
several department commenda-
tions throughout his tenure, in-
cluding the police star and life
saving award. With three mem-
bers of the police moving into a
life filled with golf and sunshine,
the department made changes to
accommodate a now smaller staff.
William Baskay was promoted to
lieutenant and Erica Aybar-Moril-
lo was sworn in as a police officer.

The council passed an ordi-
nance authorizing the right of
eminent domain to obtain the
property at 908 Union Mill Road
for the Union Mill road-widening
project. According to the town-
ship attorney, the property owner
has been uncooperative in getting
the property appraised and nego-
tiating the sale price. The town-
ship will continue to reach out to
the owner but now has the au-
thorization to obtain the property
if they remain unresponsive.

Bridge commission
saves on energy costs
As a result of a comprehensive
energy audit of its facilities and
implementation of recommend-
ed energy improvements, the
Burlington County Bridge Com-
mission realized a savings of 16
percent, or $13,889 on its energy
and gas costs over the first four
months of this year.
The energy audit and im-
provements were part of the
Greenbacks to Go Green
shared service the commission
championed in partnership with
the freeholders that provided $2.5
million dollars in energy up-
grades to 31 Burlington County
municipalities and 10 schools,
thanks to grant monies obtained
by the Commission.
We expected to see some en-
ergy savings, but to save nearly
$14,000 over four months? That
exceeded our expectations, com-
mission chairman John Comeg-
no said.
The energy audits identified
areas within facilities where en-
ergy-saving, cost-justified meas-
ures could be applied. For the
Commissions administration
building in Palmyra, that meant
substantial lighting retrofits,
where existing light bulbs are re-
placed with LED or compact fluo-
rescent light bulbs, and renova-
tions to existing heating and cool-
ing systems. Similar improve-
ments were made to the commis-
sions police, maintenance and
toll buildings in Palmyra and to
the administration building in
Burlington.
We hope that by sharing the
commissions savings, more
towns and schools will want to
find out what Greenbacks to Go
Green is all about, Comegno
said. We want everyone to take
advantage of the monies avail-
able from the state for energy au-
dits that lead to energy-saving,
dollar-saving improvements.
The Burlington County Bridge
Commission manages the
Tacony-Palmyra and Burlington-
Bristol Bridges, and through its
economic development and im-
provement authority powers, as-
sists Burlington County munici-
palities in economic development
and community revitalization
projects and extends pooled fi-
nancing options to local govern-
ments and nonprofits in Burling-
ton County.
These initiatives have resulted
in a savings of more than $15.9
million and garnered more than
$14.8 million in grant monies for
municipalities.

gating a report of theft of an
iPhone valued at $600. The inci-
dent occurred on June 29 at 5 p.m.
at the CoCo Keys located in the 900
block of Route 73. The phone was
stolen from the womens locker
room.
Mt. Laurel Police arrested a 54-
year-old woman of the unit block
of East Daisy Lane at 3:39 p.m. on
July 2 for possession of marijua-
na under 50 grams. Police had re-
sponded to a disturbance at the
Double Tree Hotel on Fellowship
Road and encountered the woman
upon arrival. She was released
pending a municipal court hear-
ing.
Mt. Laurel Police arrested a 20-
year-old man of the unit block of
Berkley Court Marlton at 9:47 p.m.
on July 2 for possession of co-
caine.
He was stopped on Hainesport
Road at Elbo Lane for motor vehi-
cle violations. He was released
pending a municipal court hear-
ing.
Mt. Laurel Police arrested a 27-
year-old woman of the 700 block of
Columbia Street, Hudson, N.Y.,
and a 31-year-old woman, of the
unit block of 105 Street, Troy, N.Y.,
on July 3 for prostitution. They
were arrested at a hotel on the 600
block of Fellowship Road at 1:30
p.m. The 27-year-old woman was
charged with engaging in prosti-
tution and the 31-year-old woman
was charged with promoting pros-
titution. The 27-year-old woman
was committed to the Burlington
County Minimum Security Facili-
ty in lieu of $3,500 bail and the 31-
year-old woman was committed to
Burlington County Jail in lieu of
$6,500 bail.
A customer of the Funplex on
Route 38 reported a theft. A wallet
and contents, valued at approxi-
mately $600, were taken from a
purse while being carried. The in-
cident occurred at 1:40 p.m. on
July 3.
An employee of East Coast
Event Rentals reported a fraud. A
patron rented various items, val-
ued at approximately $6,000, using
a fraudulent credit card. The inci-
dent occurred on May 23.
A guest of the Hotel ML on
Route 73 reported a theft. A Sam-
sung Galaxy phone, valued at
$350, was taken from a bathroom
while left unattended. The inci-
dent occurred at approximately 6
p.m. on July 3.
Mt. Laurel Police arrested a 45-
year-old woman of the 100 block of
Calderwood Lane on July 4 for
driving while intoxicated. She
was stopped on Route 38 at 12:02
a.m. and charged with driving
while intoxicated and released
pending a municipal court hear-
ing.
A member of the Larchmont
Swim Club reported a theft. A
purse and contents, valued at ap-
proximately $400, were taken. The
incident occurred sometime be-
tween 3 p.m. and 5 p.m. July 4.
A resident of the 100 block of
Farnwood Road reported an at-
tempted burglary to a residence.
The incident occurred on July 4,
between 9 a.m. and 9:45 a.m. Entry
was attempted at the front win-
dow. The suspect fled the scene
when the resident turned on the
inside lights. Damage is estimated
at $350.
A resident of the 100 block of
Ramblewood Parkway reported a
theft. A landscaping pond, valued
at $200, was taken from the front
lawn of the residence. The inci-
dent occurred between 1 p.m.,
July 1, and 1 p.m., July 5.
An employee of Wegmans on
Centerton Road reported a fraud.
Unidentified actor(s) presented
two $20 counterfeit bills for the
purchase of merchandise.

21st annual golf
tournament July 23
The 21st annual Kiki Konstan-
tinos Scholarship Golf Tourna-
ment is scheduled for Tuesday,
July 23 at the Little Mill Country
Club in Marlton.
Proceeds of the event fund
scholarships for outstanding
graduates of the Lenape Regional
High School District.
The Konstantinos Scholarship
Foundation was established in
1993 to honor former Lenape Re-
gional High School District Su-
perintendent, K. Kiki Konstanti-
nos, who served in this position
for more than 30 years.
Through this annual golf tour-
nament, the foundation raises
money to continue Kikis work of
fostering excellence in education
by awarding individual scholar-
ships to outstanding students for
higher education.
Twelve students per year are
awarded a $2,000 scholarship,
with a total of $361,000 being
awarded since the establishment
of the foundation.
The cost per player is $210,
which includes greens fee, cart,
lunch, prizes and an awards din-
ner.
Registration begins at 11:30
a.m.
The golf portion of the event
begins at 1 p.m. with a shotgun
start.

Feline Frenzy adoption
program until July 27
The Burlington County Free-
holders announced that there will
be a Feline Frenzy adoption
program at the Burlington Coun-
ty Animal Shelter until July 27.
During this promotion, adop-
tion fees for cats over 6 months
old will only be $10 instead of $45.
Friends of Burlington County
Animal Shelter will be sponsor-
ing the event and subsidizing the
rest of the cost.
The county animal shelter is
located on Pioneer Boulevard off
Woodlane Road in Westampton
and has many kittens and cats
that will be available for adoption
at the reduced fee.

fun, frisky kitten or a mellow, ma-

Women Infant and Childrens
Program is partnering with
Smile New Jersey to hold three
separate free walk-in dental clin-
ics on Fridays, July 26, Aug 23 and
Sept. 27.
All clinics will be held at the
Burlington County Health De-
partment from 9:30 a.m. until 2:30
p.m. These clinics are open to
WIC clients and Burlington Coun-
ty residents ages 1 to 18.

will provide preventive dental
services including exams, clean-
ings, fluoride treatments, as well
as X-rays and sealants where ap-
