EXECUTIVE SUMMARY
1.0 1.1 PROJECT DESCRIPTION INTRODUCTION
Binani Cement was launched under the brand name BINANI in the year 1997. BCL is first Cement Company to be accredited with 3 prestigious international certifications on Quality (ISO-9001), Environment (ISO-14001) & Occupational Health & Safety (OHSAS-18001) within a short span of 10 years after commissioning. BCL has well defined energy policy in which due emphasis is given to adopt latest energy conservation technology to enhance energy efficiency. BCL has a cement plant (4 MTPA clinker) and power plant (45 MW) at Sirohi, Raj. and also 1.4 MTPA capacity clinker grinding unit at Neem Ka Thana, Raj. BCL now proposes to set up 120 MW capacity Pit Head Power Plant near its proposed Captive Nimbri Lignite Mine at village Nimbri, Tehsil Degana, District Nagaur in Rajasthan to meet power requirement of proposed ZincLead-Copper Mining-Smelting Complex and cement plant & grinding Unit in Gujarat and Rajasthan. As per the New EIA Notification dated 14th September 2006, this Captive Power Plant project falls in category B, Project or Activity 1(d) 4. Site Selection - The project site has been selected near captive lignite mine pit in Nimbri keeping the various factors in vision as proximity to raw material (lignite) or to prevent transportation of raw material, availability of water (mine water), power demand and reduction in vehicle emissions & noise pollution during transportation of lignite, availability of social infrastructure and man power.

TECHNOLOGY AND PROCESS DESCRIPTION


Capacity of Captive Power plant would be 120 MW. Conventional Rankine Steam Cycle has been proposed for CPP.

Power Cycle Configuration


In the conventional steam system operating on Rankine cycle, the main equipments are steam generator, steam turbine and water cooled condenser with their auxiliaries. The utilities system includes fuel-handling, water treatment plant; lube oil, fire water, compressed air systems etc.

II) Climatic Condition


In terms of climate, the area is conspicuous for extreme dryness, large variations of temperature and rainfall. While the period from November to March constitutes the winter season, April to June are the summer months. The period from commencement of July to mid-September comprises the rainy season. The relative humidity is generally low. Barring moderate to strong winds during May-August, winds are generally light to moderate. The average rainfall in the area is 446 mm. The study period was considered from March 2008 to May 2008. The max. and min. temperature during the study period was 44.8C and 12.8C respectively. Humidity during the study period varied from max. 81% to 03%.

III) Other Baseline Details


During the study period, ambient air quality monitoring was done at 10 different locations in the study area. Noise level monitoring and water and soil sampling was also done at 8 different locations. Following table shows the max. and min. values observed for different parameters:

IV) Flora and Fauna


FLORA Flora found in the 10 km study area are:- Khejri (Prosopis

cineraria), Kumta (Acacia senegal), Neem (Azadiracta indica), Babool (Acacia Arabica), Jal (Salvadora persica), Ber (Zizyphus mauratiana), Bargad (Ficus bengalensis), Aak (Calotropis procera), Peepal (Ficus religiosa), Ardu (Ailanthus indica) etc.
FAUNA - Fauna found in the 10 km study area are:-

Red vented bulbul (Pyenonotus cafer), Crow (Corvus splendens), Indian cuckoo (Cuculus micropterus), Cattle egret (Bubuleus ibis), House sparrow (Passer domesticus), Common myna (Acridotheres trists), Black myna (Acridotheres ginginianus), Rat (Rattus rattus) etc.

3.0 3.1

ANTICIPATED ENVIRONMENTAL IMPACTS AND MITIGATION MEASURES During Construction Phase A) Impact on land and soil - Preparatory activities like the use of
access roads and construction of storage sheds, plant building, installation of machinery etc. would involve disturbing of soil and change in landscape. But this will be temporary in nature. The soil excavated during construction works will be spread in the undisturbed area and plantation shall be started to stabilize soil and thereby preventing soil erosion. The construction workers will be provided with proper sanitation arrangement to prevent impact on soil and land environment due to insanitation.

B)

Impact on air quality - The sources of air emissions during


construction phase will include site clearing, emission from vehicles used for transportation of man and material to the site and from construction equipment. The impacts on the ambient air quality during construction phase will be temporary in nature for short duration and restricted to small area. Dust suppression methods, mainly sprinkling of water in during transportation on unpaved roads, digging works, material handling etc. will be taken up. Besides,proper upkeep and maintenance of vehicles will be also done. Impact on water quality - During construction stage initially water will be drawn from tube-wells till the permanent water system is laid. The extraction of water from the ground water reserves of the area may not lead to any major adverse impact on ground water table, as there is sufficient ground water availability in the vicinity of the plant. The construction workers colony will he provided with drinking water taps and sanitation discharge into septic tanks and soak pits. Impact on ambient noise level - The general noise levels due to construction activities such as working of heavy earth moving equipment and machinery installation may go sometime up to 80 dB (A) at the work sites in daytime during construction phase. Impacts on the noise levels of the area will be temporary in nature. Use of proper personal protective equipment shall further mitigate any adverse impact of noise to the workers. metal waste and very small amount of oil & grease from construction machines will be generated. The solid waste generated by labour as municipal waste will be collected and segregated and disposed at appropriate site.

3.1 During Operation Phase A) Impact on land and soil - The present land use of the
proposed plant area is government grazing land. The setting up of CPP will result in change of land use pattern from government grazing land to built up industrial land. The proposed plantation around the plant premises and approach roads will improve the aesthetic beauty of the area. The vegetation lost during site clearance will be compensated by plantation in the plant area

B) Impact on air quality - The gaseous pollutants (SO2, NOx and


CO) are anticipated from vehicular emissions and stack emissions. The source of dust emissions will be loading/unloading, transportation and storage of lignite and plant stack. To mitigate the adverse impacts on ambient air quality bag filters and ESP will be installed. Periphery of plant and the surrounding areas of office building will be covered by thick green belt. Water will be sprinkled on haul roads to suppress dust emissions.

Impact on water environment - There are no perennial


rivers or major surface water bodies within the site area and in proximity. The total water requirement for the proposed project i.e. 6000 KLD, will be met from ground water. However, hydro geological studies conducted in nearby area reveal that a deeper aquifer of confined nature covers a large area and has vast ground water potential, which is sufficient to sustain the yield for a long period. It has to be pumped out for mining operations in order to depressurize water for safe mining and to avoid flooding of mine pit. The saline water will not be suitable for irrigation or drinking purpose. It is planned to use the saline water with environmental friendly manner by utilizing in cooling system of power plant. The proposed plant unit will practice zero water discharge. The domestic effluent generated during construction as well as operation phase will be treated in septic tank and will be used in green belt.

D)

Impact on noise environment - The noise generating


sources are compressors, boiler, motors and rotating machinery like pumps etc. Low noise and noise reduction shall be a part of design specification for all plant equipment. Noise generating units like boiler

house and D.G. sets room are isolated and sensitive areas like control room etc. will be acoustically designed with double panel doors and windows.

E)

Solid Waste generation - The main solid waste generated


from the process will be fly ash and bottom ash. Proper Ash handling system will be followed to avoid any impact on the environment due to ash handling. Fly ash and bed ash will be reused in captive clinker grinding unit.

PROJECT BENEFITS
BCL is working in harmony with the surrounding community at its other units and is conscious of its social responsibility towards the community development in the surrounding villages. The additional infrastructure to be constructed by BCL like approach road, bus stop sheds, water tanks, water harvesting structures, school rooms etc. will benefit the local community. Besides, BCL will generate a fair amount of direct, indirect and induced employment in the study region.

A) Air Pollution Control


High Efficiency Electrostatic Precipitator and bag filters will be installed in order to maintain the stack emission within prescribed limits by CPCB. Bag filters will be provided at all loading /unloading points. Lignite will be transported in covered trucks. In order to ensure that the fugitive dust emissions due to transportation activity are as low as possible, all the roads within the plant area shall be asphalted or cemented. Water sprinkler shall be provided on the haul roads for dust suppression. Through appropriate design, maintenance and operation of process and pollution control equipment; it should be possible to ensure that the total gaseous emission loads from the stack do not over exceed the present environmental scenario. Ambient air quality and stack emissions should be regularly monitored to ensure that ambient air quality standards and suggested limits on stack emission loads are being met honestly all the time. Periphery of plant and surrounding areas of office building will be covered by thick green belt to attenuate the pollutants emitted by the Plant.

B) Noise Mitigation
The expected noise pollution will be mainly due to running of blowers, pumps compressor, mechanical handling equipment and generators. So proper care will be taken by incorporating sound proof enclosures for equipment and providing earmuffs and plugs for operators. Silencers will be provided on super heater safety valve & start up vent where there is a scope for heavy noise in the plant area. Proper maintenance of machineries. Control room(s) provided shall be insulated and free from noise. Enclosures/cabins at working platforms in high noise level areas. Green belt of will be developed around plant periphery and office building to help in reducing noise levels in plant. Provision of necessary safety and personal protective equipment such as ear plugs, ear muffs etc.

C) Water Management
The proposed plant unit will practice zero water discharge. The measures shall be taken to conserve water: Optimum use of water Effluent Treatment system for treatment of blow down water, DM regeneration water, filter backwash. Recycle and reuse of water after treatment in ETP thus practicing zero discharge in plant. Proposal for rain water harvesting at plant site as well as in nearby area outside the plant.

D) Solid waste Management


Maintenance to prevent spillage and leakage. Recycling of the collected spillage. Disposal of solid waste (domestic) generated in the plant after segregating the waste into biodegradable and non-biodegradable. Fly ash and bed ash will be reused in captive clinker grinding unit in Sikar district of Rajasthan.

E) Green belt Development


A green belt shall be developed around the plant periphery. Plantation shall be done in around 7.5 Hectare land area for this purpose, which will recreate the environmental status by providing thick canopy cover to suppress fugitive emission and provide aesthetic beauty. Around 0.045 ha area will be developed as Lawn within the premises.

F) Socio-Economic Environment
BCL will undertake following measures for upliftment of the community: Direct and indirect employment to workers. Digging of hand pumps and repair/maintenance of hand pumps. Construction of water tanks for cattle & regular replenishment of the same. Distribution of school uniforms, school bags, books & other stationary material. Construction of approach roads and Bus stop. Regular free medical check up & medicine distribution to villagers

CONCLUSION
The Captive Power Plant Project of BCL will generate a fair amount of direct, indirect and induced employment in the study region. The local economy will get a boost due to employees spending and services generated by BCL. The overall effect will be improved buying power of employees/local people and thus a higher standard of living viz. better education, improved health and sanitation facilities housing and acquisition of consumer durable. This is envisaged as a major positive benefit.
