EXECUTIVE SUMMARY
1.0 1.1 PROJECT DESCRIPTION INTRODUCTION
Binani Cement was launched under the brand name BINANI in the year 1997. BCL is first Cement Company to be accredited with 3 prestigious international certifications on Quality (ISO-9001), Environment (ISO-14001) & Occupational Health & Safety (OHSAS-18001) within a short span of 10 years after commissioning. BCL has well defined energy policy in which due emphasis is given to adopt latest energy conservation technology to enhance energy efficiency. BCL has a cement plant (4 MTPA clinker) and power plant (45 MW) at Sirohi, Raj. and also 1.4 MTPA capacity clinker grinding unit at Neem Ka Thana, Raj. BCL now proposes to set up 120 MW capacity Pit Head Power Plant near its proposed Captive Nimbri Lignite Mine at village Nimbri, Tehsil Degana, District Nagaur in Rajasthan to meet power requirement of proposed ZincLead-Copper Mining-Smelting Complex and cement plant & grinding Unit in Gujarat and Rajasthan. As per the New EIA Notification dated 14th September 2006, this Captive Power Plant project falls in category B, Project or Activity 1(d) 4. Site Selection - The project site has been selected near captive lignite mine pit in Nimbri keeping the various factors in vision as proximity to raw material (lignite) or to prevent transportation of raw material, availability of water (mine water), power demand and reduction in vehicle emissions & noise pollution during transportation of lignite, availability of social infrastructure and man power.

FAUNA - Fauna found in the 10 km study area are:-

ANTICIPATED ENVIRONMENTAL IMPACTS AND MITIGATION MEASURES During Construction Phase A) Impact on land and soil - Preparatory activities like the use of
access roads and construction of storage sheds, plant building, installation of machinery etc. would involve disturbing of soil and change in landscape. But this will be temporary in nature. The soil excavated during construction works will be spread in the undisturbed area and plantation shall be started to stabilize soil and thereby preventing soil erosion. The construction workers will be provided with proper sanitation arrangement to prevent impact on soil and land environment due to insanitation.

metal waste and very small amount of oil & grease from construction machines will be generated. The solid waste generated by labour as municipal waste will be collected and segregated and disposed at appropriate site.
3.1 During Operation Phase A) Impact on land and soil - The present land use of the
proposed plant area is government grazing land. The setting up of CPP will result in change of land use pattern from government grazing land to built up industrial land. The proposed plantation around the plant premises and approach roads will improve the aesthetic beauty of the area. The vegetation lost during site clearance will be compensated by plantation in the plant area

PROJECT BENEFITS
BCL is working in harmony with the surrounding community at its other units and is conscious of its social responsibility towards the community development in the surrounding villages. The additional infrastructure to be constructed by BCL like approach road, bus stop sheds, water tanks, water harvesting structures, school rooms etc. will benefit the local community. Besides, BCL will generate a fair amount of direct, indirect and induced employment in the study region.

B) Noise Mitigation
The expected noise pollution will be mainly due to running of blowers, pumps compressor, mechanical handling equipment and generators. So proper care will be taken by incorporating sound proof enclosures for equipment and providing earmuffs and plugs for operators. Silencers will be provided on super heater safety valve & start up vent where there is a scope for heavy noise in the plant area. Proper maintenance of machineries. Control room(s) provided shall be insulated and free from noise. Enclosures/cabins at working platforms in high noise level areas. Green belt of will be developed around plant periphery and office building to help in reducing noise levels in plant. Provision of necessary safety and personal protective equipment such as ear plugs, ear muffs etc.
C) Water Management
The proposed plant unit will practice zero water discharge. The measures shall be taken to conserve water: Optimum use of water Effluent Treatment system for treatment of blow down water, DM regeneration water, filter backwash. Recycle and reuse of water after treatment in ETP thus practicing zero discharge in plant. Proposal for rain water harvesting at plant site as well as in nearby area outside the plant.
F) Socio-Economic Environment
BCL will undertake following measures for upliftment of the community: Direct and indirect employment to workers. Digging of hand pumps and repair/maintenance of hand pumps. Construction of water tanks for cattle & regular replenishment of the same. Distribution of school uniforms, school bags, books & other stationary material. Construction of approach roads and Bus stop. Regular free medical check up & medicine distribution to villagers

CONCLUSION
The Captive Power Plant Project of BCL will generate a fair amount of direct, indirect and induced employment in the study region. The local economy will get a boost due to employees spending and services generated by BCL. The overall effect will be improved buying power of employees/local people and thus a higher standard of living viz. better education, improved health and sanitation facilities housing and acquisition of consumer durable. This is envisaged as a major positive benefit.
