INTRODUCTION
OBJECT
The aim of this document is to define some performances monitoring metrics for the Nortel BSS AMR Feature, in order to:

Monitor efficiently the live network performances evolution related to that feature services. Detect the performances issues for these specific features Optimize the feature efficiency thanks to parameter fine tuning

This document is applying to the V14.3 AMR BSS feature implying new monitoring counters. For more details concerning the GSM procedures & protocols, refer to ETSI GSM Specifications (see [R1]).

AMR MONITORING (V14.3)


In the following section, a set of AMR performances monitoring metrics is proposed, based on existing counters and also new counters introduced with the AMR feature. As the main objective of this feature is to:

Increase the capacity (i.e. HR benefit, spectral efficiency gain), Improve the Voice Quality in degraded radio conditions (i.e. interferences resistant),

We will monitor the impacts by using the following metrics.

3.1.

GLOBAL PERFORMANCE

3.1.1 TRAFFIC
The following metrics provide the global traffic carried in Erlangs, obtained by summing both TCH full rate (AMR FR and standard FR calls) and AMR half rate traffic, on a per cell basis: The global TCH traffic carried in the cell is (in Erlangs)

The SDCCH blocking rate should be closely monitored if no SDCCH resource is added after AMR implementation since the cell might carry more traffic.

We should monitor the ratio of call drops at a network or a cell level, but exclusively from a global point of view, i.e. without spreading the metrics into a AMR HR / AMR FR / standard FR call drop ratio: NB: we remove all the intra-cell TCH communications (due to Tiering, Quality & AMR intracell Handovers) for the network & cell overview.

With the introduction of the AMR feature new Intracell Handovers are performed when Half Rate is activated. Those Intracell Handovers can either be for a capacity reason (FR to HR) or a quality reason (HR to FR) We can monitor the Execution Failure Ratio for each of these two causes:

The percentage of the time that the cell is emitting at the full power is a good indicator to evaluate the efficiency of the power control.. The higher the value, the worst the power control efficiency.

3.3.

L1M PERFORMANCES
For the L1M performances monitoring, as it is quite difficult to sort AMR phases from non-AMR phases, it is recommended to evaluate the radio quality, the level,and the C/I by and large.

3.3.1 RADIO QUALITY


An estimate of the radio quality of the network can be done with counters concerning cell average quality for both UL & DL paths (L1M measurement reports). Results are to be divided vy 10000 to get BER, then RxQual has to be calculated from the BER as described in GSM Rec 05.08 This metric can also be used to sort out the worst quality cells on the network. We first need to compute the number of measurement report (SDCCH, TCH EFR, TCH AMR FR, TCH AMR HR)

A metric estimating the level on the network can be done with counters concerning cell average level for both UL & DL paths (L1M measurement reports). Results are provided in dB [0 63]. This metric can also be used to sort out the worst level cells on the network.
