Senator Melisa Franzen 2013 Legislation

Elections (S.F. 412): Modifies the House of Representatives district boundaries within Senate District 49. Transportation (S.F. 258): Commerce committee included funding for the next phase of the Southwest Corridor light rail transit line, from the Hiawatha line downtown Minneapolis to Eden Prairie. Veterans (S.F. 319): Allows active duty service members to take the peace officer reciprocity examination.

2013 CAPITOL REPORT

Greetings, The principal focus of our work in the 88th legislative session was on balancing the State budget and making sustainable investments in education. The budget package resolved the $627 million budget shortfall for this year, and balances the budget through FY2016-17. This budget puts Minnesota on course for long-term fiscal stability. With the state on solid financial footing we approved significant investments in priorities that Minnesotans broadly share and support like giving every Minnesota student access to world class schools and colleges - A new $735 million investment. Early childcare scholarships Free all-day kindergarten Tuition freeze and financial aid Pay back the school shift on time This report gives you a broad overview of my work during the 2013 legislative session. Tax Policy (S.F. 619): Unemployment Insurance tax rate reductions 0.1%. Projected to save Minnesota employers $346 million. Tax Policy (S.F. 212): Extends by 15 years the establishment of special service districts and housing improvement areas.

HHS (S.F. 408): Provides funding for Fetal Alcohol Spectrum Disorder prevention. Public Safety (S.F. 687): Provides funding for the Safe Routes to School Program. HHS (S.F. 979): Provides funding for the Statewide Health Improvement Program. Public Safety (S.F. 687): Provides funding for Youth Intervention Programs. Transportation (S.F. 875): Authorizes public-private partnerships for public infrastructure investments joint program office. Judiciary (S.F. 350): Uniform Disposition of Community Property Rights at Death Act. Judiciary (S.F. 336): Modifies application of the Uniform Commercial Code to electronic funds transfer to comply with federal law. Judiciary (S.F. 249): Expanding the tax statement acquisition procedure to include affidavit of survivorship. HHS (S.F. 872): Human services fair hearings and internal audits provisions modification. Education (S.F. 1613): Establishes early learning scholarships for preschoolers to ensure students are ready for kindergarten.

Focused on priorities for Minnesota families


Secured funding for the next phase of the Southwest Light Rail project that will support jobs and transit options for the residents in our district. Authored legislation to provide an unemployment tax rate reduction for employers saving businesses approximately $350 million. Authored legislation to allow active military service members to take the peace officer reciprocity examination removing a roadblock for military members looking to get back into the workforce.

I am proud of how the legislature worked together to build a budg et that finally resolves our deficit, invests in jo b growth and provides greater economic oppo rtunity for all.
