Like any organization in todays world, the PNP, as part of the governments national transformation program, is prompted to align itself with the fast-evolving trends where the quality service orientation is to get e-connected.

WHY DO THE DICTM HAS TO EXIST?


FIRST, why did the PNP activate the Directorate for Information and Communications Technology Management (DICTM)? It is the PNPs response to the call of the national government to improve the quality of life of the people through ICT. It is part of a bigger strategy that outlines the grand plan of the government in meeting the demands and expectations of the public through service delivery and community partnership. For this strategy to be effective, government offices initiated organizational changes to align to the governments main strategic objectives and efficiently manage individual service plans. In the PNP it was exemplified by two necessary major initiatives: (1) the activation of the DICTM through GO# DPL09-08, with specific delegated authority, mission, vision and functions, and, (2) the inclusion of ICT in the PNP-Integrated Transformation Program to ensure that systems and technology roadmap is in place for use, expenditure and development. The DICTM is relevant to ensure that the PNP ICT strategy supports national aims and objectives, and exercises appropriate actions, implementations and procedures of ICT in the PNP with the Performance Governance System (PGS) as the benchmark. WHY DO THE DICTM HAS TO EXIST?

SECOND, what is the relevance of DICTM when PNP already has existing ITMS and CES? The ITMS and the CES exists as two separate National Support Units (NSUs) that have distinct and separate functional, administrative organization and technical expertise. As such, they have no appropriate representation in the PNP command and higher level management to bring their peculiar concerns as one and single technology unit. Why is there a need to Integrate? The fusion of two different platforms of the information technology (IT) and Communications Technology (CT) into one environment is being dictated by a global trend. These two technologies have already merged whether we like it or not, prompting us the need for effective and efficient ICT management system.

WHAT ARE THE EXPECTATIONS OF THE STAKEHOLDERS?


When the DICTM was not yet activated, IT and CT functions in the PNP tended to operate in reactive ways, responding to requests and problems often for immediate needs. Pressure of change and workload, the lack of proper representation in the command level, and the lack of forward planning as one technology unit sometimes resulting in short-term judgments. Additionally, the two NSUs had been functioning in an uncoordinated manner, lacking structure and an inability to give direction on technical issues.

THE GOVERNMENT EXPECTS FOR THE PNP


To address ICT issues by providing short-term, mid-term and long-term development plans, taking account of service requirements, planned changes and technological developments. To have a robust PNP network and communications infrastructure with good management, deployment and reporting tools which will meet the publics expectations of an e-governed PNP.

WITHIN THE DICTMS MISSION AND VISION, THE PNP EXPECTS FOR THE DICTM TO: Integrate information system that converges with data communications infrastructure; Enable ICT staff to identify which coming technologies may be useful to the PNP organization, and to be more pro-active in promoting technical solutions; Formulate and implement clear, documented and published operating standards to aid communication and ensure that all ICT operations are transparent and meet performance and audit requirements; For aims and direction, the DICTM is expected to communicate the strategy and approved standards across PNP organizations once ICT strategic plans have been approved so that everyone is aware of the procedures and processes for projects, changes etc.

WITHIN THE DICTMS MISSION AND VISION, THE PNP EXPECTS FOR THE DICTM TO: Ensure that it has forward planning and that the ITMS and CES has synchronized projects and coordinated approach in funding and budget planning to ensure that sufficient resources are in place to deal with all requests and requirements; Have a strategy that will identify major projects which will require resource to avoid conflicts and ensure that timelines are kept with and met; and For aims and direction, the DICTM is expected to communicate the strategy and approved standards across PNP organizations once ICT strategic plans have been approved so that everyone is aware of the procedures and processes for projects, changes etc.

WITH THE DICTM ACTIVATED, THE PNP MEMBERS EXPECTS FOR THE PNP To have clear employee service delivery standards through systems technology, and have improved internal Helpdesk function with good feedback and reporting mechanism. Example: Improved Personnel Records Management System for Employee Records and Benefits. To promote an improved office environment that is conducive to work and encourages productivity. Example: PNP Reporting System which aims to promote less paper communication and provide accurate and real-time information and data-sharing between offices.

THE PUBLIC EXPECTS
Effective delivery of frontline police services, such that it has to ultimately improve the peoples quality of life which means peaceful community life with the absence of fear while doing business, recreation, and other normal human activities.

Frontline Services Include:


National Police Clearance Access to information and services even to the remotest place without the necessity to travel to capital cities. It is a Crime Prevention and Control Mechanism of law enforcement units which aims to canalize criminals by limiting freedom of movements through easy identification and location of crime elements. PNP Websites On-line access to information and services. An e-PNP that is connected 24/7 to a wired community. Example: Crime Prevention Tips, Directory of Offices for assistance, and information on PNP major activities. Scientific and Forensic Investigation (AFIS, BIMS, VIMS, FIMS) as an effective tool in solving crimes. Installation of CCTV Cameras in strategic areas as crime/incidents monitoring tool.

HOW ARE WE GOING TO MEET THOSE EXPECTATION?


Updating and Improving the Network Infrastructure The physical infrastructure Current needs are being reviewed in the light of future plans for ICT organizational enhancement. Needs have been identified during the DICTMs Staff Visits of the different PROs such as the completion of basic equipment, (i.e. computers, printers, radios), possible repairs of RCEO buildings and the possible accommodation of IT personnel as regular administrative members in the regional offices. It is vital that physical and organization improvements are included in the ICT strategy this early, so that any short-term changes will fit in with longer term plans. Policies New sets of ICT Policies have been approved and implemented, covering aspects of ICT Service delivery. The PNP Information and Communications Technology Security Manual (PNP ICTSM) has been produced and published for use and guidance of personnel.

HOW ARE WE GOING TO MEET THOSE EXPECTATION?


Governance The DICTM adheres to the set PNP governance strategy that is benchmarked on the Baseline Performance Governance System (PGS) which is measured according to approved templates. The PNP ICT Strategy must be reviewed on a regular basis and there should be a major annual review to take account of changing circumstances, including: New projects, where it will be necessary to re-prioritize, cancel some previously planned projects or provide additional resource Rapid technological change Changes in PNP Organizations strategic direction New statutory or compliance requirements Budgetary requirements, allocation, and changes

What we cannot measure we cannot improve For a starting point, the DICTM embarked on a comprehensive Assessment of the PNPs ICT capability where it took note of the various ICT issues and concerns as the DICTM Staff rounded visits of the different Police Regional Offices. The findings were published in November 2009 to serve as reference to better establish the levels of ICT priorities, appropriately manage allocation and distribution of ICT resources, and identify where policy support and standards are required.

RATIONALE
DICTM envisions an ePNP, that is, the PNP which is strengthened, reinforced, revitalized, enabled in the exercise of its law enforcement functions, by information and communications technology (ICT). With the rapid changes and developments brought about by ICT here and elsewhere, the need for integrating ICT as a vital component of law enforcement can not be understated, much less, overlooked. The PNP necessarily requires optimal utilization of ICT resources to complement its thrust towards its Integrated Transformation Program (ITP), making it a credible, capable and effective police organization faithful to its mandate and worthy of the peoples trust and confidence. With ITMS and CES, this Directorate will bank on the following Ten (10) Point ICT Agenda for the realization of this vision:

1. ICT POLICY AGENDA


Creation of policies on matters pertaining to ICT whenever required. Existing policies on the following areas of ICT management shall be reviewed, revised and updated accordingly:

2. ICT ORGANIZATIONAL DEVELOPMENT PLAN

Establishment of the Regional Information and Communications Technology Office (RICTOs) pursuant to the approved ISSP and TSSP Inventory of ICT PCOs (review of individual performance and accomplishments from start of their commission to the PNP to present) Rationalize assignment, deployment and detail of ICT officers in field units outside ITMS and CES. Institutionalize the on-call response for information and communication system deployment test, trouble shooting, maintenance and training and maximize remote ICT technical support assistance Establishment of Seniority and Eligibility lineal list for ICT officers based on set criteria. 3. ICT RESEARCH AND DEVELOPMENT AGENDA

Exploratory, experimental as well as historical research shall be pursued along the areas of information and communication systems inter-operability, integration, standardization, utilization and development. Assessment and studies of existing information and communication systems currently deployed in various PNP units/ offices. Research on courseware development, ICT trainer development, trainee performance and post training development, shall also be made to complement efforts on ICT training. ICT Policy studies shall also be pursuit to determine currency, relevance and compatibility with the environments they operate on/influence upon. Parallel studies on ICT collaborations with the community particularly the business and school sectors. Results of studies and researches conducted shall be documented in terms of progress/status while those completed studies shall be used as reference / bases for policy formulation/ reformulation. 4. ICT COMMUNICATION/ADVOCACY PLAN (ICTCAP)

5. SYSTEMS INTEGRATION PLAN


Standard email naming convention of email address for offices. Establish Virtual Private Network (VPN) backbone for all the ICT systems Review the Information Systems Strategic Plan (ISSP) with the end in view of allowing the interfacing of existing and planned Information Systems. Integrate PNP Reporting System as a complement to the ISs outlined in the ISSP Rationalize and regulate access controls over the interfaced ISs to promote efficiency, effectiveness, transparency and accountability. 6. ICT TRAINING PLAN


Formulate and supervise guidelines on local and foreign ICT courses, trainings, seminars, conferences, etc. Formulate competency courses for ITMS officers in the areas of database management, programming, networking and system analysis and design and for CES officers in the areas of communications and electronics systems. Design Information Technology (IT) and Communication Technology (CT) instructors training course and instructor evaluation Aggressively pursue ICT courseware development program to standardize course content and requirements Provide/Acquire training tools, devices and equipment. Develop student handouts, manuals & participant guides. Renovation of ITMS training laboratory and establishment of CES training laboratory. Development of On-Line Trainings

7. PROCUREMENT PLAN

Inventory of existing ICT assets and resources shall be conducted in order to program ICT equipments and infrastructures that need to be procured/established. Corresponding management audit shall periodically be done to ensure the extent and degree of utilization of these ICT assets/resources in support to the DICTM vision-mission in particular, and the PNP vision-mission in general Equipments scheduled for priority procurement shall include but not be limited to ICT hardware and software for purposes of data and system management.

8. SPECIAL ICT PROJECTS:


Formulation of the ICT Operations Manual (for use by Directorates, NSUs, PROs, PPOs, CPOs, CPSs, & MPSs) Revitalize Camp Crame Trunkline (7230401) by refurbishing the IVR, complementing it with a virtual switchboard and reinforcing it with a well trained call center workforce. The Director for Information and Communications Technology Management

Assists and advises the Chief, PNP in the areas of policy formulation and management for the integration, application and development of Information and Communications Technology in the organization. Provides direction and control of all human, logistical and financial resources of the directorate to attain its mission and perform its functions. Directs and supervises projects and activities of the directorate for ICT Management. Perform other duties as directed by the C, PNP.

The Deputy Director for Information and Communications Technology Management


Assists The Director for ICT Management in carrying out his functions. Represents TDICTM in official conferences, engagement activities when the Director is not available. Acts as Acting Director in the absence of TDICTM. Performs other duties as the TDICTM may direct.

The Executive Officer


Provides policy direction and guidance to the divisions for the attainment of the mission and objectives of the directorate. Closely supervises the implementation of various policy, plans, programs, projects and activities of the directorate. Supervises the administration and operational functions of the directorate such as personnel, logistical and financial managements of the directorate. Reviews all outputs of the divisions before endorsing it to the Deputy Director, DICTM. Performs other duties as directed by TDICTM.

DIRECTORATE FOR INFORMATION AND COMMUNICATIONS TECHNOLOGY MANAGEMENT

Administrative Officer (ADMO)


Directs, controls, plans, coordinates and supervises all administrative activities of the Administrative Office. Ensures the proper administration of personnel, equipment of the Service. Formulates plans and policies for the efficiency of the function of the Office. Monitors the performance evaluation/assessment, personnel evaluation and promotion, evaluation of jobs for guidance and assignment of all organic personnel. Reviews ways to re-evaluate and develop more productive office procedures and systems. Performs other duties as may be directed by the TDICTM.

Personnel Officer

Directs, coordinates and monitor personnel activities/projects designed to attain the greatest degree of personnel effectiveness. Reviews statement of service records, certification for approval of immediate supervisor. Prepares and updates the directorates Qualifications Standard. Prepares the assessment proposals of candidates for promotion. Monitors and supervises the preparation of action on appointments, transfer, resignation, reinstatement, salary adjustment attendance and other matters pertaining to personnel services for approval of TDICTM. Prepares communications on personnel matters. Performs other duties as may be directed TDICTM.

Budget and Fiscal Officer

Prepares Operations Plans and Budget as budget estimates in accordance with the approved guidelines and priorities including supporting justifications. Assists management in the presentation and justification of budget estimates to higher headquarters. Re-aligns expenditures according to program and projects based on approved appropriations. Prepares Program Review and Analysis for the effective use of budget. Acts as Liaison Officer in the follow-up and submission of budgetary requests. Performs other duties as may be directed by TDICTM.

Plans and Programs Division


Set policy agenda on ICT promotion and development. Formulates, supervise and reviews the implementation of programs in consonance with the PNP thrust on ICT development based on the PNP ISSP, and existing ICT development policies. Prepares policies and plans in consonance with the PNP ICT thrust in line with the Mission, Vision and Functions of the directorate; Develops policies and plans for the acquisition, development, maintenance and administration of PNP-wide computer networks; Prepares annual ICT development plan for the PNP based on the PNP Information Systems Strategic Plan (ISSP). Develops and recommends tactical and strategic plans aligned to the PNP Information Systems Strategic Plan (ISSP). Reviews and updates existing PNP Information System Strategic Plan (ISSP). Develops and updates PNP Telecommunication Systems Strategic Plan and integrate it to the PNP ISSP. Formulate, implements and reviews policies and guidelines on Information Security and Cybercrime law enforcement. Coordinates with other government, non-government and foreign organizations on ICT matters. Reviews and updates existing ICT policies and guidelines of the PNP as necessary. Supervises the ITMS and CES in implementing Information and Communication Technology (ICT) projects. Performs other tasks as directed by TDICTM.

Supervises and monitors the direction and execution DICTM Plans and Programs. Communicates regularly to DICTM through the Executive Officer the progress and status plans and programs. Establishes and maintains adequate records of administrative resources and standards of the PNP to provide inputs for future planning and analyzes. Keep TDICTM fully informed on all significant matters, deviations from target output and problems, and recommends solutions/ actions leading to the improvement of administration and operations of the directorate. Performs other functions as may be directed by DICTM.

Assistant Chief, Plans and Programs Division


Assists the Chief, Plans and Programs Division in the direction and supervision of the division Analyses and evaluates reports to be submitted to higher authority. Assists in monitoring the execution of the Plans and Programs on ICT. Reviews the annual ICT development plan for the PNP. Develops and revises education and training methods, procedures and standards to complement and adapt to the continuing changes of technological demand of the organization.
