The mandate given to me by the people as the result of the recent election shows is a concrete manifestation of their support and confidence. A new day has dawned on us. Let us seize this opportunity and begin to pursue the vision that we all long for our beloved city. A city that is vibrant and alive! We are aware of the enormous task ahead of us. There is much to be done, but with resolve and passion to serve and the support and cooperation of every sector of society, we believe that we can surmount all odds stacked against us. It is our commitment to intensify our efforts at improving the delivery of basic services to our people. I believe that development begins in all of us individually and there will never be genuine development unless we develop as an individual. Let us therefore begin to take a closer look at the plight of our people and to address this to the extent that our resources would permit. It is with pleasure that I present you this document as a testament of my commitment geared towards uplifting the lives of our people. I am confident that we all share the same vision and would work towards its ultimate realization. Mabuhay ang Maynila!
The City Planning and Development Office as mandated under R.A. 7160 a.k.a. Local Government Code is required to formulate the citys comprehensive development plan and prepare other planning documents. The CPDO has prepared a comprehensive development plan that embodies our vision for our beloved city which is reflected in our long term plan. We also have prepared the Medium Term Development Plan for the periods 2001 2004 and 2004 2007. This document that we are presenting is the Medium Term Development Plan for the period 2007 2010. Through our concerted effort and the support and cooperation of key line agencies, we have crafted a well-chartered development agenda for our beloved city. This document showcases the major programs and development projects of the city administration for the first three years of the first term of His Honor, Mayor Alfredo S. Lim. It aims to serve as a source of vital information on development strategies and as a reference for the formulation of the specific details for priority programs/projects of all line agencies and departments of the City government. I earnestly hope that the MTDP will be of valuable use and shall serve as development tool in our pursuit of a better Manila.

II. THE PRESENT SITUATION POVERTY! The problems of society is anchored on this social malaise. The deterioration of peace and order, the continuing problem on malnutrition and other health problems, the increasing number of children that are not in school, unemployment and environmental degradation are just some of the most pressing social problems we have. We try to seek the causes of poverty in economic and political conditions, making up theories of development and underdevelopment, and finally proposing solutions.
period 2007 2010 presents the major development projects as well as the strategies to be employed to achieve the desired goals and objectives of the city. The City Planning and Development Office has been tasked to spearhead and formulate the 2007-2010 MTDP. We shall attempt to highlight the major issues and concerns that need to be addressed, the strategies that need to be employed for the program to be effective and the detailed sectoral activities to be undertaken to address these concerns. The first three years of the first term of Mayor Alfredo S. Lim shall lay the foundation and the groundwork that shall jumpstart the rehabilitation and development of the city and ultimately achieve its vision of a vibrant and flourishing city. A dream that can only be realized through dedicated service and hard work. Mayor Alfredo S. Lims popularity is in the field of law enforcement; he was a tough and successful crime fighter. He should be credited with his achievements in education and other public services, and his commitment to serve the people.
We are also confronted with the problem of urban decay as most highly urbanized cities experience. The proliferation of informal settlers is a manifestation of urban blight as a consequence of poverty. The indifference of government towards the plight of our less fortunate brothers further aggravates their situation. There is insufficient provision of basic services that are necessary in alleviating their sorry state.
The most vulnerable groups that are mostly affected by this social problem are the women and children.
But there is no theory, no explanation why children are poor, or why they are out in the streets. The common explanation is that their parents are poor or they live in a poor community. According 1
to some analysts, its better to think of street children in terms of their relationship to the street. Some come from street families. Others live mainly in the street but may go back to their family in the evenings and make sporadic visits. Others sleep in night shelters. And a proportion endure periods in jail or institutions or spend their days in open-air markets and talipapas. Here are some statistics: girls are more vulnerable to violence, including sexual attacks (although this is a problem for boys too). Many are lured into prostitution.
III. DEVELOPMENT FRAMEWORK VISION STATEMENT A distinctly livable and progressive city, sustained by a common understanding of its unique heritage and an appreciation of the individuals role as trustee of the natural, physical, and economic environment MISSION STATEMENT We shall strengthen our citys prestige and nobility and its pre-eminence as the Premiere City of the Philippines. We are also committed to develop a socially just, environmentally
These problems posed upon our children if not addressed will have a multiplier effect that may engulf us all to a point of helplessness. We see all of these things NOW! It is up to us to change this and transform our city into what we would like it to be.
We see Manila as
commerce by virtue of its business friendly environment, its residents enjoying a peaceful and environment-friendly community, and a responsive and dynamic local governance working together with all sectors in shaping the citys destiny.
To maintain the delicate balance between the needs of commerce and the socio-cultural needs of the community To transform our city into a center of specialized business and trade
To create new opportunities for growth and change in order to improve the quality of life of our people and the economic well-being of the city
7. Civil Society Participation Active involvement of civic organizations i.e. Rotary Club V. THE 11-POINT AGENDA: The Guiding Principle & Policy Framework The city government under the leadership of His Honor, Mayor Alfredo S. Lim is committed to transform the city of Manila into a FCCCI,
IV. MAJOR STRATEGY APPROACHES 1. Aggressive Political Leadership Articula ting the needs of the constituents
flourishing and vibrant community. To achieve this, we have lined-up eleven major development programs that shall address cross-sectoral concerns. These are: 1. All out war against criminality (law and order)
2. Comprehensive and well-defined Programs and Services Wide latitude of Programs and Services
3. Intensified Revenue Generation Efficient tax collection and non-traditional sources of reve nue 4. Barangay Participation and People Support Regular Consultation with Barangay Officials and Peoples Organizations 5. Multi-Sectoral Networking Enlisting support of the private sector, business, NGOs, Gos and Media 6. Partnership with the Academe Active participation of the Academic Institutions
Emerging Issues and Concerns Relatively high incidence of crime Poor condition of protective equipment and patrol cars which cause the slow response to
emergencies Inadequate number of policemen Poorly lighted communities Rationalize population distribution and density among the six districts
Strategies In consideration of the PNP manning level standard of one policeman per 500 population, the city needs to hire additional policemen. Public safety is also enhanced with increased visibility and mobility of policemen. If motorcycles and patrol cars are insufficient, study the feasibility of deplo ying cops on bicycles. Mobilize barangay tanods to help maintain peace and order in the barangays. Monitor the
To be able to attain a more peaceful and orderly community, we should focus on the maintenance of the citys peace and order through strict and dynamic implementation of obstructionclearing operations, traffic problem mitigations, anti-drug abuse campaign and an efficient and effective law enforcement agency. This policy shall also attempt to address societal issues such as crisis intervention, disaster relief, legal assistance, senior citizen welfare, special protection for abused women and children and drug prevention and rehabilitation for offenders.
implementation of the Juvenile Justice Welfare Act (RA 9344). Barangay officials need to coordinate with the PNP on jurisdictional issue. Where possible, encourage the tearing down of high walls and replace with see-through fences to encourage more eyes on the street. Greater visibility in streets and other public places deters crimes. Additional street lighting should be provided in crime prone areas. Establish a security escort program for evening students in coordination with barangay officials or student volunteers.
A drug-free, peaceful and orderly community; Zero obstruction in the citys public domain; Organized vending activities, orderly vehicular on-street parking and traffic flow Ensures the well-being of Manilas citizens and addresses the special needs of the disabled/physically challenged and the elderly;
child-friendly,

and
barrier-free community. 4
Statistics will show that the incidence of crime is manageable. Credit must be given to the concerted efforts of the local government and the law enforcement agency. We shall continue to strengthen the Peoples Law Enforcement Board (PLEB) to be a watchdog to probe anomalous practices of policemen. We shall also continue to assess the relevance of the Manila Traffic and Parking Bureau (MTPB) as a barangay-based action team that helps in traffic control and peace-keeping in the streets.
We shall also continue to make every effort to eradicate illegal drugs in the city through a comprehensive P.R.E. (Prevention, Rehabilitation and Enforcement) Program. This is implemented through continuous campaign against drugs in all barangays and schools and even providing alternative activities like sports and cultural Policy Considerations programs for the youth to keep them away from drugs.
The city government of Manila is giving full support to the Manila Police Department (MPD) through the provision of supplies and equipment to help the officers and men of the Manilas Finest to cope up with the rising incidence of criminality and in its all-out war against it. We shall continue to provide our police force with the needed equipment.
For rehabilitation, we have the Bahay Bagong Buhay which was established to provide free rehabilitation program for drug dependents who voluntarily submit themselves for treatment. For enforcement, we shall continue to apprehend offenders and charge them in court.
The clearing of sidewalk obstructions, removal of illegal vendors and street dwellers shall be continued to be pursued. 5
I dont resent the Dirty Harry tag. Perhaps, people have different opinions of that phrase, but to my mind, it is a strong stand against all kinds of crime. Now, I dont care, because if you handle dirty things and fighting drugs is quite dirty, you deal with criminal elements you will get your hands soiled in the sense that, if I arrest somebody who is a killer or a rapist, Im already contaminated with his dirt. Its symbolic when you arrest somebody you place your arm on any part of his body. GraphicFrontpage, June 25, 2007
2. Fire Protection
Emerging Issues Proliferation of fire prone areas Inadequate number of firemen Poor condition of fire-fighting equipment Proliferation of fire trap structures
Strategies Acquire state-of-the-art fire fighting equipment Strict implementation of the fire code Intensify fire prevention information in fire-prone areas Review fire code; enforce regular review of public and private buildings Re-enforce policy on Citizens Volunteer Fire Brigades; train barangay fire brigades Clear up streets and thoroughfares, especially in congested areas for easy passage of fire trucks
emphasize preventive care. Improve nutrition by offering children healthier food options in school
It is perhaps the most opportune time to re-evaluate our capacity to respond to emergency situations such as fire. We must put in place a mechanism that would identify areas and structures that are fire-prone and propose interventions through local legislation. We shall, however, continue to support our firefighting personnel through the provision of needed firefighting equipment. 3. Health Security
canteens or in supplemental feeding program Conduct regular outreach programs in depressed communities. Health outreach programs are helpful to communities without physical, financial and social access to health services. Reduce infant and child morbidity and mortality rates through child survival programs such as prenatal and postnatal care for both the mother and the child
Emerging Issues High mortality and morbidity rate Insufficient health centers and medical services Low budget allocation to health centers and hospitals Insufficient medicines High number of street children, child laborers, scavengers, drug dependents, youth in conflict with the law and victims of abuse and exploitation
Promote exclusive breastfeeding among mothers and ensure full immunization of children before they turn one year old

Hire additional midwives. They are essential in family planning and maternal and child health programs. Midwives and other trained birth
attendants are also crucial during home births, given the likelihood of sepsis and tetanus in
Strategies In order to put health in the hands of the people, strengthen the primary health care program and
unsanitary birthing procedures and conditions Increase the number of day care centers. As more parents need to work away from home, facilities are 7
needed where their children can have a safe place to stay that shall also serve as an effective social learning center. These day care centers can be office-based or school-based. Identify possible sites for new health centers; Upgrade existing hospitals and open hospitals in Districts 3 & 6 Increase supply of medicines
The health of our people is of primordial concern of this administration. We shall focus on the program formulation and operations/implementation relating to health care delivery system. The physical support infrastructure and facilities shall be given priority and consideration.

4. Improvement of Education Hospital services improvement and accessibility program aims to upgrade the facilities and equipment of all public hospitals and health centers of Manila to provide better medical services. Policy Considerations
One of the top priorities of this administration is the provision of quality education to qualified school-aged children. To this end, a little less than 500 day care centers and 20 learning centers were established to cater to the needs of more than 20,000 pre-school children mostly coming from poor families. For parents who failed to earn a diploma, they are given a chance to earn one through the NONFORMAL & EQUIVALENCY LEARNING PROGRAM which gives them an opportunity for better employment. Public schools in the city are considered child-friendly. To some extent, students are provided with
free school supplies, uniforms, school bags, shoes and other school essentials and a totally free tuition fee. An additional education aid for

Emerging Issues Low awareness on Historical Heritage Public apathy on history and culture
Strategies Strengthen the cultural tourism program Restore/rehabilitate all cultural heritage sites Establish the Manila Historical and Heritage Commission Rehabilitation of centers for culture and arts
The city is rich in historical and cultural heritage that must be preserved and nurtured. It shall be the policy of this administration to strengthen and cause a Historical and Cultural Awakening through various initiatives of the city.
The Manila Historical and Heritage Commission shall document the built heritage resources of Manila and Heritage Districts; undertake efforts to increase and inculcate historical and cultural awareness as well as pride in all sectors of the City, especially in 12
barangays and in all levels of public and private school and universities.
Closely coordinate with national agencies for waste/garbage disposal; Monitor factory and
hospital waste disposal Traditional values have to be restored for the sake of the youth. They are in search for role models, for people to emulate so they have to learn about our heroes, those Filipinos who placed the interest of the country above their own The protection and preservation of the environment is also one of our priority concerns. Emerging Issues Deteriorating environment due to pollution Lack of environmental protection and awareness of industrial locators Limited areas for waste disposal Indiscriminate dumping of waste on waterways
Strategies Develop pocket parks and open spaces Develop an efficient waste management program; Implement a city-wide ecological solid waste management program 13
Policy Considerations
Conversion of open spaces into playgrounds and parks enhances the aesthetic appearance of the surrounding areas. The eco-tourism along the bay, by virtue of city ordinance no. 7777, was developed wherein pedestrians and plain on-lookers can witness the world-famous Manila Bay sunset. The Baywalk has been transformed into a world-class promenade, enticing people to sit and take a better view while increasing their business at the same time. We shall continue to encourage the planting of trees and ornamental plants in all available space in the city. It will not only be environmentally sound but shall also beautify the city. The efficient collection of garbage is critical in the preservation of the environment. The city government and some church-based organizations conduct comprehensive garbage recycling and disposal program that addresses segregation and proper disposal to achieve zero waste.
Emerging Issues Aesthetically deficient cityscape Proliferation of depressed areas Obstructions along sidewalks/pedestrian walkways Slow transport of goods due to traffic problem Poor condition of support infrastructure for the delivery of goods and services Poor condition of public markets and city abattoir Lack of rationalized mechanism for tax collection and issuance of business permits
Strategies Identify selected areas for development and revitalization Clear all sidewalks/pedestrian walkways of all forms of obstructions Develop an aesthetically sound cityscape Redevelop the citys inner core Compile all existing sectoral plans for evaluation by the City Planning and Development Office 14
Conduct public consultations with stakeholders Control population density in areas where there are informal structures and informal settlers and rehabilitate or rationalize the electrical system in these areas.
We shall also continue to improve the quality of life of our constituents especially those who need it most through the provision of essential and basic services that are accessible and available. 9. Bring City Hall Closer to Citizens
