Another day .. A new beginning!

The mandate given to me by the people as the result of the recent election shows is a concrete manifestation of their support and confidence. A new day has dawned on us. Let us seize this opportunity and begin to pursue the vision that we all long for our beloved city. A city that is vibrant and alive! We are aware of the enormous task ahead of us. There is much to be done, but with resolve and passion to serve and the support and cooperation of every sector of society, we believe that we can surmount all odds stacked against us. It is our commitment to intensify our efforts at improving the delivery of basic services to our people. I believe that development begins in all of us individually and there will never be genuine development unless we develop as an individual. Let us therefore begin to take a closer look at the plight of our people and to address this to the extent that our resources would permit. It is with pleasure that I present you this document as a testament of my commitment geared towards uplifting the lives of our people. I am confident that we all share the same vision and would work towards its ultimate realization. Mabuhay ang Maynila!

The City Planning and Development Office as mandated under R.A. 7160 a.k.a. Local Government Code is required to formulate the citys comprehensive development plan and prepare other planning documents. The CPDO has prepared a comprehensive development plan that embodies our vision for our beloved city which is reflected in our long term plan. We also have prepared the Medium Term Development Plan for the periods 2001 2004 and 2004 2007. This document that we are presenting is the Medium Term Development Plan for the period 2007 2010. Through our concerted effort and the support and cooperation of key line agencies, we have crafted a well-chartered development agenda for our beloved city. This document showcases the major programs and development projects of the city administration for the first three years of the first term of His Honor, Mayor Alfredo S. Lim. It aims to serve as a source of vital information on development strategies and as a reference for the formulation of the specific details for priority programs/projects of all line agencies and departments of the City government. I earnestly hope that the MTDP will be of valuable use and shall serve as development tool in our pursuit of a better Manila.

The deterioration of peace and order, the continuing problem on malnutrition and other health problems, the increasing number of children that are not in school, unemployment and environmental degradation are just some of the most pressing social problems we have. We try to seek the causes of poverty in economic and political conditions, making up theories of development and underdevelopment, and finally proposing solutions.

The City Planning and Development Office has been tasked to spearhead and formulate the 2007-2010 MTDP. We shall attempt to highlight the major issues and concerns that need to be addressed, the strategies that need to be employed for the program to be effective and the detailed sectoral activities to be undertaken to address these concerns. The first three years of the first term of Mayor Alfredo S. Lim shall lay the foundation and the groundwork that shall jumpstart the rehabilitation and development of the city and ultimately achieve its vision of a vibrant and flourishing city. A dream that can only be realized through dedicated service and hard work. Mayor Alfredo S. Lims popularity is in the field of law enforcement; he was a tough and successful crime fighter. He should be credited with his achievements in education and other public services, and his commitment to serve the people.

We are also confronted with the problem of urban decay as most highly urbanized cities experience. The proliferation of informal settlers is a manifestation of urban blight as a consequence of poverty. The indifference of government towards the plight of our less fortunate brothers further aggravates their situation. There is insufficient provision of basic services that are necessary in alleviating their sorry state.

The most vulnerable groups that are mostly affected by this social problem are the women and children.

But there is no theory, no explanation why children are poor, or why they are out in the streets. The common explanation is that their parents are poor or they live in a poor community. According 1

to some analysts, its better to think of street children in terms of their relationship to the street. Some come from street families. Others live mainly in the street but may go back to their family in the evenings and make sporadic visits. Others sleep in night shelters. And a proportion endure periods in jail or institutions or spend their days in open-air markets and talipapas. Here are some statistics: girls are more vulnerable to violence, including sexual attacks (although this is a problem for boys too). Many are lured into prostitution.

Statistics will show that the incidence of crime is manageable. Credit must be given to the concerted efforts of the local government and the law enforcement agency. We shall continue to strengthen the Peoples Law Enforcement Board (PLEB) to be a watchdog to probe anomalous practices of policemen. We shall also continue to assess the relevance of the Manila Traffic and Parking Bureau (MTPB) as a barangay-based action team that helps in traffic control and peace-keeping in the streets.

We shall also continue to make every effort to eradicate illegal drugs in the city through a comprehensive P.R.E. (Prevention, Rehabilitation and Enforcement) Program. This is implemented through continuous campaign against drugs in all barangays and schools and even providing alternative activities like sports and cultural Policy Considerations programs for the youth to keep them away from drugs.

The city government of Manila is giving full support to the Manila Police Department (MPD) through the provision of supplies and equipment to help the officers and men of the Manilas Finest to cope up with the rising incidence of criminality and in its all-out war against it. We shall continue to provide our police force with the needed equipment.

For rehabilitation, we have the Bahay Bagong Buhay which was established to provide free rehabilitation program for drug dependents who voluntarily submit themselves for treatment. For enforcement, we shall continue to apprehend offenders and charge them in court.

The clearing of sidewalk obstructions, removal of illegal vendors and street dwellers shall be continued to be pursued. 5

I dont resent the Dirty Harry tag. Perhaps, people have different opinions of that phrase, but to my mind, it is a strong stand against all kinds of crime. Now, I dont care, because if you handle dirty things and fighting drugs is quite dirty, you deal with criminal elements you will get your hands soiled in the sense that, if I arrest somebody who is a killer or a rapist, Im already contaminated with his dirt. One of the top priorities of this administration is the provision of quality education to qualified school-aged children. To this end, a little less than 500 day care centers and 20 learning centers were established to cater to the needs of more than 20,000 pre-school children mostly coming from poor families. 6. Historical and Cultural Awakening

Vendors belonging to the informal sector must be given attention. They are active partners of the city government in generating revenues through their economic activities. 8. Urban Planning & Rehabilitation / Improvement of life

Conversion of open spaces into playgrounds and parks enhances the aesthetic appearance of the surrounding areas. The eco-tourism along the bay, by virtue of city ordinance no. 7777, was developed wherein pedestrians and plain on-lookers can witness the world-famous Manila Bay sunset. The Baywalk has been transformed into a world-class promenade, enticing people to sit and take a better view while increasing their business at the same time. We shall continue to encourage the planting of trees and ornamental plants in all available space in the city. It will not only be environmentally sound but shall also beautify the city. The efficient collection of garbage is critical in the preservation of the environment. The city government and some church-based organizations conduct comprehensive garbage recycling and disposal program that addresses segregation and proper disposal to achieve zero waste.
