Status Description

Senior Advisor, Monitoring and Evaluation Full-time position Being a member of the Program Effectiveness Unit, the Senior Advisor, Monitoring and Evaluation will strengthen Plan Canadas capacity and expertise in the areas of monitoring of project level results, program learning, and evaluation of the programs, especially the health program. The Senior Advisor will work with the health advisors and other technical experts and program managers serving in Plan Canada and with Monitoring and Evaluation staff in Plan Country Offices. The Senior Advisor will support the implementation of Plan Canada initiatives leading towards organizational program effectiveness agenda and donor compliance. Located in Toronto, Ontario, Canada, with travel to different Plan Country Offices. Program start up: Ensure quality monitoring and evaluation elements are included in the project start ups including participatory monitoring mechanisms involving communities where projects will be implemented and design flow of data in the program countries Provide support in designing baseline surveys and other data collection tools for specific projects Program Monitoring, Evaluation and Learning: Provide support to the program department to strengthen the monitoring and evaluation components of the program portfolio In collaboration with the senior program manager, the program managers and technical advisors, ensure monitoring and evaluation components are well integrated into the start up workshops and implementation plans of new projects Support the Program Effectiveness Unit in implementing robust M&E systems and procedures for program portfolio, especially health projects. Ensure data quality systems and procedure in place and provide guidance to program managers and COs to improve data quality. Provide technical support to program managers and country offices to ensure timely data collection of the projects. Maintain quality monitoring systems in Plan Canada to enable generations of reports to donors and other stakeholders that is linked to similar systems in Plan Country Offices In collaboration with the senior program manager, the program managers, technical experts and external consultants when needed, will document lessons learned and best practices from programming, including dissemination plans Support the integration of lessons learned from project evaluations and reviews to further improve the implementation of projects Strengthen and support both internal and external evaluation processes for Plan Canada supported projects Capacity building, training and people management Support Plan Canada staff and Country Offices to increase their technical capacity in the area of monitoring, evaluation and learning, including integration of gender and child rights elements Support Plan Canada staff and Country Offices in the use of data collection methods for qualitative, quantitative and participatory research Represent Plan Canada within relevant Learning networks related to the field of Monitoring, Evaluation and Learning Manage one or two interns or a consultant for specific assignments.

Proven track record and expertise in developing and implmenting monitoring and evaluation systems in international development within a results based management context Good information gathering, analysis and presentation skills. Advance data management and processing skills. Demonstrated capacity to work effectively with others A working knowledge of donor requirements and formats pertaining to results frameworks.

Preferably a Masters degree in statistics/development research related field, economics, anthropology, social science or equivalent through work experience. Strong familiarity with Results Based Management or other Logical Frameworks Bilingual capacity in English and French is preferred Minimum eight (8) years solid experience in planning, research, monitoring and evaluation of social development programs and projects. Advance knowledge of statistical analysis, quantitative and qualitative data collection and analysis. Advance knowledge and usage experience of statistical software is mandatory. Good familiarity with participatory research and planning methodologies Good knowledge of relevant software applications (Office, Access, Project, SPSS or similar) Strong understanding of child rights issues Demonstrated ability to review, synthesize information and produce quality reports Strong computer skills using Microsoft Office (Word, Excel and Power Point), databases and internet use Able to work in a team environment with a pitch in attitude A valid passport Eligible to work in Canada Imagine working for a leading international non-governmental organization (NGO) thats dedicated to creating a better world.
