A Fiji court has found a 10-year-old boy guilty of the manslaughter of a 6-year-old New Zealand child killed in a shooting last year. The 10-year-old's father has been ordered to pay F$2500 (NZ$1680) court costs and to ensure the good behaviour of the child for seven years until he becomes an adult. Mohammed Khubeb Khan, 6, of Auckland, and a 14-year-old cousin, Mohammed Nabil Khan, were hit by a bullet as they were playing at a new house on the outskirts of Lautoka in western Fiji last year. The fatal shot was fired by an unnamed 10-year-old who was playing with a gun owned by his pilot father, Mohammad Rizwan Khan, 34, who used it to shoot wild pigs and goats. According to various Fiji media sources, the 10-year-old boy has been
in the High Court in Lautoka, which is under the control of the country's military regime. A panel of assessors found the boy guilty and Justice Janaka Bandara, of Sri Lanka, which provides most of the judges in Fiji, ordered the father to pay court costs of F$2500. Justice Bandara ordered that both the mother and father of the juvenile offender should enter into a bond of F$5000 each to assure the good behaviour of the boy for the next seven years. The parents and the adults who gathered at the compound where the tragic incident occurred had failed to exercise due care and attention towards their children, including the juvenile offender, Justice Bandara said. Their grave negligence created a chaotic and catastrophic environment that cost of a life, he said.

In a bid to address this, Airports Fiji Limited has introduced extensive information about Nadi International Airport translated into Chinese onto its website. This has been highlighted in Airport Fiji Limiteds newsletter Runway News. Airports Fiji general manager Airports,
Lawrence Liew, said the introduction of the Chinese language would go far in enhancing the vacation experience at the airport for our Chinese visitors. We anticipate a growing number of Chinese visitors and these web pages will provide details of almost everything at the airport from shopping to VAT refund procedures, he said. The newsletter indicated Chinese visitor numbers to Fiji have increased significantly from 4087 in 2009 to 26,935 last year. Nadi-based Pacific Island Air has announced the launch of their new 9-passenger Turbine Otter seaplane. The plane was purchased in Canada earlier this year and arrived in Fiji last month. There has been an alarming increase in the number of Green Card visa scammers for the United States of America over the years, a US Embassy official in Fiji has said. Recently, people have found themselves to be the target of visa and green card scammers, which often result in the loss of a large sum of their money. American visa chief in Suva Cyndee Crook says she receives numerous calls each day concerning visas and green cards, and claims that they have won the diversity visa lottery. The green card lottery, officially known as the diversity visa lottery is an area we see a lot of fraud and scam, Mrs Crook said. In order to enter the diversity visa lottery, there is a specific website you must sign up for in early October. Most often, people are scammed into thinking they must pay a fee to enter the diversity visa lottery, however the
lottery entrance is free. People will claim they will enter the lottery for you. However they need a fee. This is false and most often scammer trying to get your money, Mrs Crook says. There are also fraudulent emails being sent out stating that the person has won the lottery, but according to Mrs Crook this is incorrect. There has been a rise in the number of young women being targeted over Facebook as well. Young women are lured into moving to a different country with the promise of a steady job with high pay, a place to live, and a green card. When asked about the nannying scam, Mrs Crook said: There are no visas for nannying. If it sounds too good to be true, it is too good to be true. This may signal a pick-up in domestic growth over the coming quarters, which may help offset external weakness," the report said.

The Kiuva sea wall project is an example of governments commitment in addressing sea level rise and protecting villages along coastal areas. Those were the sentiments of the Minister for Rural and Maritime Development, Inia Seruiratu at the commissioning of the Kiuva village sea wall project which was funded through the Government of the Peoples Republic of China Gratuitous Aid Programme. The rise in sea level is leading to coastal erosion. With the majority of villages and settlements in Viti Levu located along the coast, there is noticeable infiltration of the sea into the village compound during high tide, Minister Seruiratu said. The Kiuva Sea Wall project is one such example to address the rise in the sea level rise and to protect the village surroundings. The minister also added that successive development plans by government have recognised the critical importance of managing the environment and natural resources, to ensure social and economic prosperity. As a developing nation with scarce resources and competing priorities and obligations, the government has preferred to seek foreign aid and assistance from development partners to finance environmental related projects like this one in Kiuva, Minister Seruiratu said. minister said the Fijian government had submitted its request through the Chinese Embassy seeking assistance for the construction of the 206 meterlong sea wall in 2009. The total cost of the project is $2.5 million and is a symbol of the strong cordial and lasting technical and bilateral cooperation between the Government of the Peoples Republic of China and the Government of Fiji, Minister Seruiratu said. The Kiuva Sea Wall stands today not only as a landmark in itself but manifests engineering skills in having constructed a structure that would meet the challenges we all face in all other parts of the world and that is the rise in sea level. RAVEEN Prasad of Kavuli, Tavua, suffers from mitral stenosis and needs urgent coronary angiography and mitral valve replacement. "It's really scary living with a disease like this," he said. "I can't support my family in this condition. "I am a fisherman by trade but for the last four years, it has been very difficult for me to go out and catch fish." He said his wife Ashwin Lata, 36, had been forced to go out to sea. "It's a struggle for us because not only do I have to go out fishing with other fishermen, I worry all the time about
his health when I'm out at sea," said Mrs Lata. She said the couple had a 13-year-old son whose education also depended on their catch. "We don't really have any other form of income so whatever we earn we use to pay for his fees." She said the couple were seeking assistance for their trip to India. "My husband needs this surgery because if he doesn't get it, we don't think he'll be around for long. "We just need some kind hearts to help us raise the money that we need for the trip." THE Fiji Sugar Corporation has spent about $2million for the replacement of a dolphin at Malau Wharf in Labasa. The dolphin is part of the wharf infrastructure that is used to moor a ship. FSC executive chairman Abdul Khan said the dolphin replacement was part of infrastructural maintenance undertaken at the wharf. "We have not completed maintenance work yet but we hope to have all works completed by the end of the month in ample time for the sugar ship to arrive," he said. "This is a replacement of a complete
dolphin and the cost is about $2million." Mr Khan said the first ship was expected to arrive at the wharf early next month. "The first shipment this year, out of Labasa, will be in the first week of August," he said. In regards to the mill operation, Mr Khan earlier said: "Over the past few years, we have managed to lift the efficiency of the mill because of proper maintenance and addressing areas that triggered problems in the past." The mill is expected to process 540,000 tonnes of sugar cane and produce about 54,000 tonnes of raw sugar this year.

A high level delegation led by Professor He LiSheng, Director General Research and Development, of the Chief Executive Leadership Academy Pudong (CELAP), paid a courtesy call visit to the Minister for Foreign Affairs and International Cooperation, Ratu Inoke Kubuabola.. CELAP and the Fijian Government had previously exchanged their interest for cooperation during the visit of the Minister for Foreign Affairs and International Cooperation in October 2012. CELAP as a result has offered to provide leadership training programs for senior civil servants. In order to further this interest, Professor LiSheng and his delegation will be undertaking a consultative exercise with the relevant Government departments in order to ascertain the leadership training needs within the civil service. Minister Kubuabola thanked Professor LiSheng and his delegation for their timely visit and expressed his optimism in the outcome of their exercise in Fiji. The Minister said that this would be a cost-effective and a practical venture in terms of partnership between the CELAP and the Government of Fiji.
Professor LiSheng has welcomed the proposal and will be providing a response on this after further internal consultations in Pudong. However, as an initial step CELAP will be offering executive leadership training to civil servants from Fiji. Senior Officials from the academy also met with other government officials including the Attorney General, Aiyaz Sayed-Khaiyum.

The Special Administrator of the Ba Town Council, Arun Prasad has been relieved of his duties, effective immediately. Last week, Attorney-General and Acting Minister for Local Government, Aiyaz Sayed-Khaiyum intervened on behalf of Fijians living in the Clopcott squatter settlement in Ba, who were victims of Mr Prasads aggressive threats to illegally cut off their water and electricity and were not properly consulted regarding resettlement. In a new revelation, the Attorney-General said, There is incontestable evidence that has emerged that Mr Prasad obtained waivers and discounts on rates he and his family owed for properties. Mr Prasad has abused his position for personal gain and has often and repeatedly acted in a manner unbecoming of a public officer. These breaches in conduct are in direct contravention to the Bainimarama Governments commitment to serving
the members of the public with the utmost integrity, transparency, and courtesy, the AG added. In Ba and Tavua, Mr Prasad will be replaced by Praveen Bala, the Special Administrator of Lautoka, who has recently also acted as the interim Special Administrator of Nadi. And as the next step in the major reform of local government in the Western Division, Robin Ali, a former CEO of the Nadi Town Council, has been appointed as new Special Administrator in Nadi. The Attorney General said that the interests of the residents of Ba and Nadi would be much better served with the new appointments. "Mr Bala, as a previous mayor of Ba Town, is well versed with the needs and challenges of the town. The Fiji Labour Party (FLP) has refused to comply with a key financial requirement of the Political Parties (Registration, Conduct, Funding and Disclosures) Decree 2013, (Decree) and has been temporarily suspended for its failure to comply. The FLP was required to submit a payment of $6375.60 to the registrars office to pay for the cost of the publication of its declaration of assets and liabilities, due on July 15th, but failed to do so. The financial responsibilities of the political parties and possible repercussions set out in the Decree have been clear all along. All the parties
must follow the same set of rules, said Mohammed Saneem, The Registrar for Political Parties. The Social Democratic Liberal Party (SODELPA) and the National Federation Party (NFP) met the payment deadline. Unfortunately, this seems to have been a deliberate decision by FLP leadership to not abide by the Decree. It is now up to them to remedy their breach, Saneem said. The FLP has sixty days to pay or face deregistration as a political party. During this period of suspension, the FLP cannot operate, function, represent or hold itself out to be a political party.

Mr MacDonald said they held a soft opening on Monday to allow about 20 staff members the opportunity to get used to the equipment and facility, which includes three private dining areas, Karalina's Fiji Designer Boutique of locally-designed clothing and accessories, South Seas Treasurers for fine furniture and gifts, and the Governors Gourmet Coffee House & Restaurant Suva. He said they had decided on having a themed restaurant, which was Fiji and the Pacific Islands: Pre-1960. "We've tried to make it inclusive, involving Tonga, Samoa, Tahiti, Hawaii, Kiribati, Vanuatu, PNG and even Rotuma," he said. "We also thought Suva was very limited in terms of coffee shops and finer restaurants. We had a lot of antiques and collection of artworks so we built on that. The Ministry of Health is urging the public to exercise caution when purchasing fish by ensuring that adequate storage facilities are available. The Health Minister Dr Neil Sharma pointed out that consumers who often purchase fish that do not meet standard storage requirements can be vulnerable to food poisoning. He said that fish if not stored in ice or is not frozen can result in food poisoning. Minister Sharma said that whilst the Municipal Health Authorities attempts
to provide adequate fish markets, road side vendors often place consumers at risk by not providing adequate storage facilities. Environmental Health officers from Ministry of Health continue to assist in people by way of advice and enforcement. The public is requested to be cautious and to protect their health and that of their families by buying local produce which will not cause unnecessary health risk, Minister Sharma said.

The Pure Fiji body and skin care company is seeing enormous success with their new facial line. Gaetane Austin founded the business and co-owns Pure Fiji with daughter Andre Austin. She said the company strives to provide men and women with the most natural and up-to-date body and skin care products available. The facial line has been revamped and proving to be very popular, she said. Pure Fiji started from soap packaging in Ms. Austins kitchen. The company has now grown to include in its facial line cleansers, toners, moisturizers, and serum and eye cream. Pure Fiji even has a mens line though the products are not gender based, she added. Markets The company has a large following as it reaches a worldwide market and is sold internationally including USA, China, Korea, and Europe. Along with creating body and skin care products, Pure Fiji also helps a local inland village who they have encouraged to make hand-made paper. This paper is used to package a line or products and has become a successful business with the paper being delivered every Thursday. The proceeds from this project have
funded the establishment of a secondary school, canteen, and the purchase of a generator. We were fortunate enough to obtain the funding available for an expert to teach them how to make paper, Ms. Austin said. Income-generating Pure Fiji has been able to provide the village with basic mentoring, as well as a steady income. The village is now thriving with the regular income from making paper. Pure Fiji currently employs approximately 135 local workers, some who have been with the company since opening in 1995. Ms. Austin is extremely intent on keeping the company family owned and providing employment to many people. About Pure Fiji The company is wholly-owned and operated by mom and daughter. The Minister for Labour, Industrial Relations and Employment, Mr Jone Usamate has reminded employers and workers about their obligations under the labour laws and has encouraged them to be part of positive dialogue and good faith employment relations. The ministers comments come after the Labour Ministry assisted a building construction employee with compensation payout after sustaining injuries during the course of his employment. Mr Usamate said the worker would be receiving a compensation payout of $5,466.24 through monthly installments of $1000 from the employer until the amount is paid in full. Mr Suliasi Mavoa sustained injuries whilst piling blocks for house construction when a block fell on his
left ankle while he was employed with a building and construction company, Mr Usamate said. He lodged his complaint with the Workmens Compensation Service of the Ministry where his case was investigated and determined for compensation payout. The Minister commended Mr Mavoa, for allowing the employer flexibility of payments, which resulted in him receiving his first payout. I am also extending my sincere appreciation to the employer on the ability to pay the injured worker and for his support and commitment in settling the matter and complying with the provisions of the Workmens Compensation Act, Cap 94 and the Health and Safety at Work Act, 1996 respectively, Mr Usamate said.

WESTPAC Banking Corporation has invested a substantial amount of money to upgrade its facilities and services including the newly-opened MHCC Sales Centre in Suva on Monday. Speaking at the re-opening of the refurbished sales centre, Westpac Fiji head of retail banking Nirosh Weerasinghe said the outlet would bring Westpac's branch representation of dedicated personal branches to two the first being the Lautoka Personal Banking Centre, which was dedicated to offering transactional and lending facilities to personal customers only. "Every project that we've done in the past six months was a substantial investment. JOLLY Tiwari could not help but name his travel business after a popular eatery in Lautoka. Although he hails from India and had never been to Fiji until recently. Mr Tiwari said Fiji had to a lot to offer in the tourism and travel industry. The Jolly Good Tours (Fiji) director was in the country to discover the unique attractions and places of interest to include as an add-on package for those wanting to travel to Fiji from New Zealand, India or anywhere in the world. And because of Fiji's multi-cultural make up and longstanding history with India, Mr Tiwari said he wanted to offer local Fijians of Indian descent an opportunity to discover their origins. "I spent 12 years in New Zealand and promoted guided and escorted package
tours to India. It was part of a program called 'Find Your Roots' where people of Indian origin could travel to India to find more information about their ancestors," he said. His friend, Peni Tuqea, has been his local contact liaising and marketing the idea to tourism operators and interested stakeholders. Mr Tuqea also offers guided tours in Sigatoka under Fiji Cave Tours. He said he wanted to use his experience in the field to lift the tourism industry. Meanwhile, Mr Tiwari said he had seen Fiji in Bollywood films but it did not promote Fiji enough. "My friends, who are Fiji-Indian, told me a lot about Fiji and though I wanted to promote this Find Your Roots program, I wanted to visit Fiji and find out more about the country."
The recruits would be the first batch to undergo the six months course after a lapse of 27 years. Of the 112 recruits, 20 have been specially chosen by the Commissioner of Police to undergo a special cadet program aimed at training the future leaders of the Fiji Police Force. The recruits will be graduating in December 2013.

More than 270 villagers outside Lami now have access to clean and safe drinking water through an ecological purification system (EPS), thanks to the partnership between the Department of Water and Sewerage, the Water Authority of Fiji (WAF) and the Japan International Cooperation Agency (JICA). The EPS, which is the first of its kind to be installed in a local rural setting, was commissioned by the Ministry of Works, Transport and Public Utilities permanent secretary Commander Francis Kean in Kalokolevu village, Lami on Tuesday. Commander Kean said the pilot project was aimed at improving accessibility
to clean water and sanitation to people living in rural areas. He said this is a major milestone for the country and the Government in particular in its desire to lift the living standards of people in the rural and maritime areas. According to Government official records, about 45 per cent of Fijis population live in the rural and maritime areas. About 70 per cent of our rural and maritime population consume water directly from creeks and river sources which are most vulnerable to contamination, Commander Kean said. A total of $20,000 had been incurred in the installation of the EPS at Kalokolevu.

MOTIVATED by the death of her grandmother earlier this year in Fiji, US-based teenager Nivita Sharma has started her own charitable effort to help medical institutions. The 16-year-old student from Atlanta, Georgia has come up with a grand plan of supplying medical equipment and supplies to various hospitals and health centers in Fiji. She has brought over the first batch of medical supplies with her parents, who are in Fiji on a one-month assignment with the University of the South Pacific. These supplies are earmarked to be distributed to the Sigatoka Hospital, the Navua, Cuvu and Lomawai health centers. Nivita's father, Professor Divesh Sharma, originally hails from Sigatoka Town before he left Fiji to study in New Zealand in 1984. "In the future I want to expand throughout Fiji. I want to go to Rakiraki, Tavua, Naitasiri and Tailevu and other small towns and villages and the outer islands because those are the places that need the most help," Nivita said. Her efforts started earlier this year after her grandmother, her dad's mother, died in April. "This trip I decided to help out my home country, my grandmother passed away in March, three months ago and that really motivated me to help out the medical system here. "So, if only my grandma was here today, maybe other people will feel the way I do to help out hospitals in Fiji," Nivita said. Her grandmother was a life-long volunteer, helping out at the Sigatoka Hospital apart from helping physically handicapped children, the Red Cross and the Poor Relief Help. Nivita is also following her grandmother's footsteps and is eagerly awaiting her turn to help other people. "I want to volunteer because I want to help out my home country and I want to gain some experience overseas because I aspire to be a doctor, so once I become a doctor I want to come here and share my expertise, so I thought I should get an early start," she said. To honour her grandmother's memory and put her plan into action, the Australian-born girl approached two corporations dealing in medical supplies in the US, MedShare and WellStar. "Well, in the US they love to donate to other countries so all I have to do is email a few medical corporations. "There are two in particular that I went to. So I emailed the managers at the two corporations and I told them what I was doing, an individually initiated mission to go to Fiji and they said, 'come in, tell us what you need and we'll give it to you'," Nivita said. She had to buy and was given $5000 worth of medical supplies ranging from bandages, gauze, syringes and other small supplies that she could handle, because as yet she does not have a sponsor, to help her pay for the freight charges. "The number one problem I encountered was baggage because we have to pay a lot of it and what I would like is for Fiji Airways to help us out with the baggage cost because it is for a good cause. "We can bring a whole container but right now we just brought band aid and gauze but in the future we can bring wheelchairs, hospital beds and baby cots, like bigger things, even machinery for the hospitals," she said.

Hindu devotees with the poise of a lead ballerina walked through a pit of blazing embers without being burned. Fifteen Hindu devotees had their faith tested when they walked barefoot on hot charcoal in a pit during a fire walking ceremony at the Sangam Maha Mariamma Mandir in Vunivau, Labasa. The firewalking ritual preparation took 11 days. It started on July 5 with prayers where the devotees took turns to walk on burning pit. Vijay Nair, the manager of Rishkul

Schools, Nasinu and also a pundit said he was approached to perform the annual firewalking ceremony. It is one of the Hindus religious events observed annually, Mr Nair said. During this period, participants isolate themselves, abstain from sex, alcohol, tobacco, eating meat and meditate to worship the goddess Maha Devi. Mr Nair said the bodies of the devotees are whipped before and during the ceremony and if they were focused on the divine goddess, they should feel no pain.

The owners of De Vos on the Park have successfully completed the first phase of plans to turn the previously known JJs on the Park in Suva City, into a five-star hotel. The new Sea Salt Restaurant and Brasserie had a soft opening recently, but celebrations and merry-making were underway last Saturday night to celebrate the milestone achievement. Over the next 12 months, the facelift will undergo an extensive four-stage upgrading with the first phase now over with the opening of the restaurant. The tenant owners of the YWCA Buildings, Annemarie and Chris de Vos, took over operations of JJs on the Park back in 2011 renaming it De Vos on the Park. Mrs de Vos said the refurbishment includes specific art designs ideally to complement the building and its uniqueness. This is the first stage in the plan to develop into a five-star hotel, Mrs de Vos said. We have tried to get it out of the way for a quite a time now but its been a real challenge, a lot of ups and downs. But weve always known that if you have to have the right people around you, you can achieve anything. Next stage of development The next stages will include overhauling the conference and events centre, having the rooms fully-set up, installing a glass lift and finally painting the building. In the next few months, a huge investment will be going towards the development and marketing the conferences and events area, she said. During that time, we will be doing the upper stages of the hotel so the rooms are nearly completed and the major thing after that is the new lift. Mrs de Vos said this is already in negotiation and expected to take off within the next three or four months. We want to put a glass lift on the
outside to encompass the full view of the harbour, the roof, she said. The final stage will be completed with the painting of the building and we expect to wrap up in 12 months. Featuring artists To complement the art in the new restaurant and rest of the building, Mrs de Vos said the hotel is also featuring local artists every month. One of the things is the focus or the foundation to how weve set the restaurant up and have it developed using local artists, she said. Weve always had the theme of local art throughout the room, theres even an extensive art collection in this building. We really wanted to bring that into the restaurant which weve done. Artist featuring this month is Craig Marlow. Celebrations Meanwhile, guests were amazed as they watched the glamorous and exciting opening last Saturday night. This is a celebration and party for all the people being involved and guests who come to contribute to our business, Mrs de Vos said. We do believe that weve got the best location in Suva as we believe that Suva is the hub of Fiji. We believe that weve got a unique product and its definitely Fijianproduced and grown product. Celebrity chef Janey King-Lilo is behind the success of the restaurant spicing up unique traditional cuisines with a health and nutritional-conscious selection on food and beverages on the menu. With performances from USP Oceania Dance Group, live band from Deja Vu, the event was nothing short of excitement. Both groups will feature more in future and will essentially play major roles for the hotel as it springs to life and gears up for a better level playing field in future, Mrs de Vos said.

Described as one of the fastestdeveloping privately-owned estates in Nadi, Neelfield Estate since its inception in 2008 has grown into a fully-serviced subdivision in Legalega, Nadi. Neelfield Estate is a development project of High Brook Holdings Limited. Director, Sanjiwan Lal, of New Zealand says he started the project in 2008 after acquiring the 27-acre land from which he developed 123 lots. Mr Lal, originally from Nausori, has invested around $2.5 million in Neelfield estate. He also owns a general merchants store in Auckland, New Zealand, trading as King Kong Limited. I returned to Fiji after 20 years looking for land to build a house but diverted my attention into a new business venture, he said. Initially, Mr Lal had decided to subdivide the 27-acre land and sell the lots individually but later changed his mind offering land and house packages at an affordable price. Land and house packages Mr Lal said they have house and land packages with different concepts and interior layout. Customers have a number of packages to choose from. Some of our existing residents faced hardships with the construction companies so I came up with this idea to give ease of mind to our customers, he said. The idea has been a success mainly because of the standard of houses we have to offer at an affordable price. So far, Neefield Estates has sold over 70 lots and constructed 50 houses which had been sub-contracted. Customers who have different preferences can make changes with little cost, he said. Neelfield Estate offers lots ranging from 600 square metres to 1200 square metres to suit customer preferences. Development Seeing the increasing demand of packages, the company invested in earthmoving machineries to avoid delays in land development for house and construction. Once a customer buys our packages, we have stand-by machineries for earthmoving and construction companies to start the construction, Mr Lal said. Customers will be given a time-frame of the completed structure giving them ease of mind. The estate is fully serviced with proper drainage, electricity, sewerage and road under construction. Government initiatives, future plans Mr Lal acknowledged the Bainimarama Governments efforts in encouraging businesses with the new intiatives. The competitive rate to do business in Fiji has given me success, he said. The company is looking for more vacant land to help improve the standard of living in Fiji. I have seen a number of vacant land whereby this concept can be applied in Suva and Nadi, Mr Lal said. He is hoping to make much cheaper yet well-structured houses in future for low income earners.

THE Fiji National Provident Fund has revealed about $6.3million in member contributions are in a suspense account so far. Those were funds mainly attributed to insufficient and inaccurate information supplied by employers for its contributing workers and unregistered members in the workforce. "The funds are transferred to FNPF unclaimed account and if not claimed within 10 years, it is transferred to the fund's general reserve," said CEO Aisake Taito. "We encourage all employers to take advantage of the surcharge amnesty period which has been extended to the end of this month. This is their final opportunity." According to the fund's 2012 annual report, the general reserve was established to ensure that the fund would not declare a negative interest rate on member balances even if investment returns were poor in a
particular year. For the financial year ending June 30, 2012, the balance for the general reserve account was more than $718.21million, compared to the 2011 financials of more than $771.06m. A decrease in general reserves was also noted for the consolidated accounts which recorded a balance of more than $1.07billion in 2012, compared to the 2011 financials of more than $1.14b. The general reserve account includes reserves set up for special death benefit, pension buffer, supplementary fund and retirement income fund. Father Who Repeatedly Raped His Daughter Says Her Fragile Mental State Is Not His Fault A FATHER who repeatedly raped his daughter for years - only to get off with a good behaviour bond - claims it is not his fault the teenager is
The 19-year-old victim, who collapsed and was admitted to hospital in despair at the lenient sentence, is suing her father for damages in what her lawyer Greg Walsh said was her only way to get some justice. Since the sentence, the young woman has been re-admitted to hospital as she continues to battle depression. "She is doing this because she can't get justice anywhere else," Mr Walsh said. While the father, 55, escaped a prison sentence for the long-running sexual abuse, he was last week threatened with jail by a Supreme Court judge if he spent any of his money pending the outcome of the civil case. The young woman is claiming punitive damages against her father - plus compensation to pay for her continuing medical bills. "The (father) grossly abused his position of trust as the father of the (victim) in a calculated and degrading manner for his own sexual gratification," the woman's statement of claim lodged with the court alleges. "(He) demonstrated a contumelious disregard for (her) dignity, rights and well-being." The man pleaded guilty to repeatedly raping his daughter from the age of nine and was earlier this year placed on a three-year good behaviour bond on the condition he attend a residential program for men guilty of incest. The maximum sentence for the offences was 20 years jail. The father admitted in his defence filed with the Supreme Court that punitive
damages against him are "applicable" but states he is not to blame for his daughter's ill-health or that she no longer lives at home. He "cannot concede that all (his daughter's) mental and physical health problems are due to the sexual abuse. (She) has resided in refuges and rented accommodation by choice." The man and the victim's mother have told the court through lawyers that they have separated. They sold the marital home last year, eight months after the father was charged with raping his daughter from the age of nine. The money was used to buy a house in the mother's name with $120,000 given to her for maintenance for the girl's brother. The daughter claimed in court that this was a sham and her parents are still in a
relationship. There have been no Family Court proceedings and the girl alleged in documents tendered to court that her parents had arranged their financial affairs to "defeat" her damages claim. The father states that his only assets are an old Mazda car and $25,000 (lodged with his solicitor) and which the injunction stops him accessing. The court granted an injunction against the girl's mother stopping her spending any of the $120,000 and threatened jail if she disobeyed. "If you disobey ... the order you will be liable to sequestration of property and to imprisonment," the court ordered. Acting Attorney-General Mike Gallacher asked the Office of the Director of Public Prosecutions to look at appealing the good behaviour bond.

After the talks Mr Rudd said the Australian police officers would be deployed to the country by the end of the year. "Recognising the importance of law and order to PNG's economic prosperity, we have agreed importantly that by year's end Australia will deploy 50 police in visible policing roles in Port Moresby and Lae," Mr Rudd said. "Our law and order cooperation won't stop there, but it is a good start." PNG recently passed harsh new laws reviving the death penalty as it grapples with a wave of violent crime. In the latest incident, soldiers armed with guns, machetes and iron bars broke down the gates to the hospital and began attacking people. Police commissioner Simon Kauba says at least six shots were fired, while a medical student was seriously injured and the hospital sustained considerable damage. He has condemned the soldiers for attacking "the very people they have sworn to protect and defend". "This is totally uncalled for and unacceptable behaviour by members of a disciplined organisation," he said in a statement. "I condemn this action in the strongest possible terms and will ensure that it is thoroughly investigated and those responsible will face the full force of the law." The attack was reportedly payback for an alleged assault by medical students on two soldiers during a dispute over the use of an ATM at the hospital.

A boat carrying about 150 suspected asylum seekers has capsized off Australia's Christmas Island, with four people confirmed dead. Border authorities said two naval vessels had rescued 144 people from the water after the capsize on Tuesday. The vessels were escorting the boat to a detention centre on Christmas Island but the ship overturned in rough seas. Many asylum seekers try to reach the island, hoping then to move on to the Australian mainland. Christmas Island, located about 1,600 miles (2,575km) north-west of the mainland, is the closest part of Australia to Indonesia - the key transit hub for people-smugglers. Life rafts "Overnight, our officers have rescued 144 people from the sea and recovered the bodies of four other people," Home Affairs Minister Jason Clare said. Australia's rescue co-ordination centre received a phone call from people on the vessel on early on Tuesday, after the boat's engine reportedly stopped, he said. However, the "weather conditions and the high sides of the vessel" prevented rescue personnel from boarding the boat. Navy vessel HMAS Albany reported that one of the two engines on the boat was not working and began escorting the boat, he said. "At approximately 18:00, the vessel began to lean to one side and passengers began jumping into the water. At approximately 18:40, [HMAS] Albany reported that the vessel had rolled and capsized," Mr Clare said. "A total of six life rafts were deployed" to rescue the passengers as well as an overhead Orion aircraft and small boats from the naval vessels, he said, thanking rescuers for their "tough, hard, difficult and dangerous work".
Customs said it had now suspended rescue efforts as there were no further signs of life. The boat overturned 70 nautical miles from Christmas Island. Customs said in a statement: "HMAS Warramunga rescued 76 people from the water and HMAS Albany rescued 68 people from the water. Tragically, four deceased persons were recovered." David Johnston, commander for Australia's Border Protection Command, said: "It is a dreadful feeling in the stomach when we hear that a vessel has capsized, or that it is in some difficulty." "Recovering 144 people in the conditions they had was extraordinary work." Thousands of asylum seekers arrive in Australia by boat every year. Several boats carrying migrants heading for Australia have disappeared in recent months. In a separate incident on Saturday, 88 asylum seekers were rescued after their boat sank off the same island. A baby boy died in the accident and eight people were missing and presumed dead. The boat, which set off from Indonesia, was reportedly carrying asylum seekers from Iran, Afghanistan and Sri Lanka. New Australian Prime Minister Kevin Rudd is expected to announce new asylum policies in advance of Australia's general election, which must be held by November. Refugee tribunals have been told to use new country assessments by the Department of Foreign Affairs and Trade when assessing asylum seeker claims, Australian broadcaster reported. If you thought the Minister for Curry in a Hurry was going to give up his ethnic outreach role think again. Jason Kenney, Canadas new Minister of Employment and Social Development, will hang on to the multiculturalism file, Postmedia News has learned. The long-time citizenship and immigration minister got a brand new portfolio Monday focused on jobs and the economy, but senior officials say Tim Uppal, the new minister of state for multiculturalism will report to Kenney, not Chris Alexander, the new minister of immigration whose department he actually falls under. The move comes as little surprise to Geoff Norquay, a seasoned public policy specialist with Earnscliffe Strategy Group and former communications director for Stephen Harper when he was opposition leader. The shuffle was about priming the party for the 2015 election and Kenney, he said, was instrumental in reaching out to ethnic voters prior to the last election. Hes been absolutely indefatigable and totally dedicated to this outreach to multicultural communities and hes really, really good at it, Norquay said, adding its not uncommon for a minister to retain certain responsibilities even if they are unrelated to his primary portfolio. I think this is a significant vote of confidence on the part of the prime minister for the role that hes been playing and a serious acknowledgment of the importance of multicultural voters to our party in the next election. CRTC Denies Payphone Rate Increase And Invites Comments On The Use Of Payphones In Canada
Tuesday, the Canadian Radiotelevision and Telecommunications Commission (CRTC) denied an application by Bell Canada, Bell Aliant Regional Communications and Tlbec to increase local payphone rates up to $1 for cash calls and up to $2 for calls charged to a credit card or other forms of payment. The Bell companies had indicated that if payphone rates were permitted to increase, revenues would likely improve, which would slow the rate at which payphones are being removed. The CRTC recognizes that the telecommunications industry has changed substantially in recent years as the majority of Canadians have adopted wireless services. At the same time, the number of payphones operated by the telephone companies has declined along with public demand for those services. This trend is likely to continue regardless of the rate charged for payphone services, and highlights the need to reassess the role of payphones, said Jean-Pierre Blais, Chairman of the CRTC. Consultation on payphones In a consultation launched today, the CRTC is inviting Canadians to share their views on the role of payphones in the Canadian communication system. The CRTC is also seeking comments on whether it would be appropriate to prohibit telephone companies from removing the last payphone in a community until the conclusion of this fact-finding process and, if required, any related follow-up process. 10 per cent of apartment complex fires in B.C. start on balconies A B.C. fire chief says the province needs to do more to prevent balcony fires in apartment buildings after a barbecue sparked a massive fire in a Kelowna apartment complex, leaving dozens of people homeless. Surrey fire Chief Len Garis recommends either installing spinklers or heat detectors on all apartment balconies or banning barbecues on balconies altogether. "These are very significant fires and do a lot of damage," Garis said. "From a strategy perspective there are things we can do. We have to recognize the problem. Our research clearly tells us that these fires extend well beyond where most other fires do. And it is a severe vulnerability associated with these buildings." A Surrey woman has been charged with the abduction of a four-month-old baby boy after allegedly taking off with the child after the mother failed to follow her onto an elevator. Sarah June Maryskag, 34, has been charged with abduction of a child under 14 years. According to police the incident happened around 8:30 p.m. PT on July 10 when Maryskag and another woman with a baby left a Surrey apartment building following dinner with a friend. "One of the women, the mother of the baby, was pushing a stroller while the other woman carried the infant," said a statement issued by Transit Police spokeswoman Anne Drennan on Wednesday morning. When Maryskag got on the elevator with the child the doors shut before the mother could get on, said the statement. The mother took another elevator down
to the hotel lobby, but when she arrived Maryskag and the baby were nowhere in sight. "Enlisting the help of her friend, the mother ran to the King George SkyTrain station where she advised a SkyTrain attendant and Transit Police were called. "The friend spotted a security guard at the nearby Sprott Shaw College who, following a search of the area, located the woman and the baby in front of the college. "Transit Police arrived and took the woman into custody, returning the baby to the mother." Police then arrested and charged Maryskag. An unruly passenger who forced an Air Canada flight en route to London's Heathrow airport to divert to Halifax faces several charges after the incident. The 51-year-old Vancouver man, Stanislav Kalmin, has been charged with endangering the safety of an aircraft, assault with a weapon, and mischief. Sources told the media that Kalmin may have used a shoelace in a threatening manner against the flight crew. The Boeing 777 aircraft left Vancouver airport at 6:30 p.m. local time Monday night and had to make the stop at Halifax's Stanfield International Airport at 5:15 a.m. AT on Tuesday for about two hours, according to the website Flight Aware. RCMP Cpl. Scott MacRae said the plane was somewhere over Newfoundland about six hours into the flight when it was forced to turn back and land in Halifax Police allege that Kalmin became unruly on the flight, throwing water on passengers and crew. The man was also uttering threats toward the crew and acting "strangely" while at the same time ignoring the crew's attempts to calm him. After the flight landed in Halifax, the man was taken into custody and brought to hospital for assessment. Kalmin was released from hospital, and was remanded back into custody. MacRae said the man could face hefty fines. "Especially with the Aeronautics Act and also the Criminal Code charges, fines can be quite punitive, they can be substantial and they can range in the thousands of dollars. What will transpire in court, of course, will be a matter for the [justice] system," he said. "The charges are serious. I would like to get a message that, yes, theyre not an everyday incident but they have happened in the past. They cause a lot of inconvenience for passengers, costs are incurred by the airlines and of course the disruption in the airports and police take these seriously." Kalmin was scheduled to appear in provincial court in Dartmouth on Wednesday.
The Supreme Court of Canada is taking on the question of whether police can access information on a cellphone that isn't protected by a password. The court has agreed to hear an appeal from Kevin Fearon, who was arrested after an armed robbery in Toronto in 2009. Police obtained photos of a gun and cash, as well as a text message about jewelry, after taking a closer look at Fearon's phone, which was unlocked. After he was convicted, Fearon appealed, arguing that police breached his rights when they examined the phone after his arrest. The Ontario Court of Appeal said it was all right for the police to look through the phone in a cursory fashion to see if there was evidence relevant to the crime, but after that they should have stopped to get a search warrant. Had the phone been password-protected or otherwise locked to anyone other than its owner, "it would not have been appropriate" to look through the phone without a search warrant. The appeal judges referred to a decision in a murder case in which the judge did not allow evidence from a personal electronic device because it "functioned
as a mini-computer," which has a high expectation of privacy. The contents of that device were only extracted by a police officer using specialized equipment, the judges noted. "There was no suggestion in this case that this particular cellphone functioned as a 'mini-computer,' nor that its contents were not 'immediately visible to the eye,"' the court said in its ruling. "Rather, because the phone was not password-protected, the photos and the text message were readily available to other users." Defence lawyer Sean Robichaud said that approach failed to take into account the amount of information many people keep on their cellphones these days. Fearon also appealed over the issue of access to a lawyer, saying he was left in an interview room for five hours without an opportunity to contact counsel. The Supreme Court, however, said the appeal will be limited to the cellphone issue. As usual, the justices gave no reasons for agreeing to hear the case.

B.C. NDP Leader Adrian Dix Calls Liberals Cheats Over Ethnic-Vote Scandal
Opposition New Democrat Leader Adrian Dix called British Columbias Liberals cheats Wednesday, as the ongoing debate about the failed Liberal plan to court ethnic voters turned into a name-calling contest, and one Liberal cabinet minister said the NDP was beating a dead horse. Dix said the seeds of the Liberal cheating were planted during Premier Christy Clarks leadership campaign in February 2011 and continued throughout the development of her jobs plan and up until last springs election. If you look at the operation of this premiers office from leadership campaign to premiers office to election, they spent a lot of attention on this, Dix told reporters following question period where the ethnicvote issue was debated for the third consecutive day. A review last March by Clarks deputy minister John Dyble found work lines between the B.C. government and the Liberal party were crossed in a government effort to win ethnic votes. The review, which made six documents indicate at least one person with the potential to damage the Liberals was not interviewed as part of the review. The email in question involves communications from Bonney, who was found to be at the heart of the scandal, suggesting disgruntled former Liberal worker Sepideh Sarrafpour should be offered money to do nonpublic work before Mays provincial election. Sarrafpour could not be reached for comment but she told Global BC she met with former Liberal cabinet minister Harry Bloy about a possible job. She last worked for the Liberal government in September 2012. Correspondence between Sarrafpour and Bonney that appear in the pages before the job-offer email show the liaison worker, who helped organize events in ethnic communities, was extremely frustrated about communication with Yaps office. She sent an email Aug. 30 outlining her concerns, but like many of the emails, it was heavily redacted, making it difficult to understand the specifics of her complaint. The email in which Bonney appears to lay out a strategy to mollify Sarrafpour, including the potential job offer, was sent Sept. 18. The New Democrat have called on the Liberals to initiate a broader review to focus on the questions raised by the emails. But Citizens Services Minister Andrew Wilkinson said the government is not about to second-guess the findings of the four-person committee that included Dyble and three other senior civil servants. This is truly a dead issue, said Wilkinson who added the NDP has flogged the issue to the point where the dead horse has no skin left.

A new study has found a positive link between bowel cancer and a diet high in foods that contain a lot of sugar and fat. A team from the University of Edinburgh examined more than 170 foods that include fruit, vegetables, fish and meat as well as high-energy snack foods like cakes, biscuits, crisps, desserts chocolates, nuts as well as fizzy drinks and fruit drinks including squash. India's favourite "bad man" and veteran Bollywood actor Pran Krishan Sikand, died last Friday after a prolonged illness. He was 93. With the death of Pran, a chapter of Bollywood has come to an end - a chapter where the villain in Bollywood has had as magnificent a journey as the hero. While the early 50s and 60s belonged to Pran, the 70s can't be complete without Amjad Khan, who started his villainous ways with Gabbar Singh in 'Sholay' (1975). And in the mid-80s, arrived Amrish Puri's despotic Mogambo in 'Mr India' (1987). Though all the three actors crossed over to positive roles, Pran and Amrish had a better run with good roles as compared to Amjad (Yaarana in 1981, Love in 1991). While Pran's transition towards good (Shaheed in 1965, Upkar in 1967) was said to be willful, it's believed to be more of a professional compulsion for Amrish, who did it with aplomb in films like Gardish (1993) and DilwaleDulhania Le Jayenge (1995). Reason being that by the mid 90s, in the wake of NRI romances and social dramas, the larger than life villain had begun to disappear. As Mahesh Bhatt points out, "The days of baddies pitched fiercely opposite good has kind of faded with time. As the audience matures and innocence is lost, the larger-than-life evil character that appeared like a comic book villain was lost." In the same vein, Javed Akhtar adds, "Perhaps, there is no burning passion in heroes. Films are made on different notes, the hero is not strong, not angry. He is romantic and light-hearted, so
we haven't had larger-than-life villains for a long time now." With all the three great pillars of Bollywood villainy gone with Pran being the last (though he was the senior most) a question looms large Will Bollywood have another equally strong and menacing villain? Pran's sideways smile and sheer glance struck fear in many hearts. Legend has it that parents stopped naming their children 'Pran' fearing that they would grow up to be villainous devils. As for Amjad's villainy, a popular fable

And post Amrish's Mogambo, it became mandatory to have one villain in every film. After these three, there have been some villains in Bollywood. But one name stands out: 'Bad Man' Gulshan Grover, who played the baddie in many movies, with varied getups. His Kesariya Vilayati in Ram Lakhan (1989) was one of his most famous 'bad man' characters. With action films in vogue, so much so that Ghajini (2008), perhaps the only film named after the villain becoming a big hit, and Dabangg (2010), there seems to be hope. By all indications, Prakash Raj (Wanted, Singham, Dabangg 2) and Sonu Sood (Dabangg, Shootout At Wadala), seem to be heading in that direction. And for all you know, with Aamir Khan playing the anti-hero in one of Bollywood's biggest franchises, there could be a new trend of top heroes turning into top villains.

The very first thing I noticed upon my arrival here was the decoration of the chapels in and around the city with confetti and lights put up for Easter, which was coming up in the next couple of weeks. The tranquility of this place confirmed my first impression that I was in a harmonious and sensational city. Being the city which is worshiped by gods and people and being a birthplace for civilization, Athens is a city with the most glorious history in the world. Who hasn't heard of the Acropolis of Athens? Photos and history of this most famous archaeological monument in Europe have attracted tourists who come to see it from all over the world. We sailed around the Greek islands in a cruise, visiting many of the quaint little fishing villages. Each place we visited has a unique picturesque ambience of its own. We also explored the island's mountainous areas, sandy crescent shaped beaches, pretty rocky coves and unrivalled diverse landscapes. When the bright sun laid its golden rays on the pristine and turquoise waters of the Pacific, the scenery my eyes behold was singularly breathtaking. The Nissan Pathfinder is a mighty familiar SUV nameplate in the market. It's been around more than a quarter century; yet this year it warrants a complete reintroduction. Current or former Pathfinder owners looking to rekindle their relationship with the new version are likely to be sorely disappointed, as the 2013 Pathfinder doesn't exactly follow in the previous model's footsteps. This is no longer a musclebound truck; and Nissan wasn't shooting for rock-crawling ability, or powerboat-towing prowess. Those who clear their preconceptions will find who Nissan was opening the doors to: families, and especially families who need a little extra space. For that, you'll likely find the Pathfinder to be an attractive, well-thought-out vehicle that performs better (and more efficiently) than a number of other family crossovers on the roadwhere it matters. The 2013 Nissan Pathfinder has made that transition to a passengeroriented uni-body designnow with just a dash of ruggednessand its styling, with a soft, rakish tall-wagon look, communicates exactly that. It's a little more swept-back, rakish, and curvaceous compared to other large crossovers, with a much more sweptback stance compared to most rival models; altogether it's more wagon-like to our eyes than any of its rivals, like the Highlander, Pilot, or Explorernot a bad thing, really. The Pathfinder's heavily sculpted front fenders and rear fender accents give the design the right degree of 'pop,' and they fit right in with the design aesthetic of Nissan's latest passenger-car models like the Altima and Sentra. Inside, there's some trickle-down design and appointments from Infiniti for sure, but unremarkable materials and a limited set of just two rather drab interior colors makes the cabin feel unexpectedly conservative. Provided you keep to the streets and highwaysas Nissan is anticipating that the vast majority of Pathfinder owners will dothis is a vehicle that responds far better than last

Here it makes 260 horsepower and 240 pound-feet of torque, is good to go on regular-grade gasoline, and provides strong, smooth acceleration with the continuously variable automatic transmission (CVT). With a wider span than the previous unitand a sturdy chain instead of a beltthis CVT allows quicker acceleration and lower revs when cruising, although we note that there's quite a delay for quick bursts of power for passing. Otherwise when you're behind the wheel of the Pathfinder, it's quite easy to forget that you're driving any kind of utility vehicle. The Pathfinder responds in corners much more like a softly spring sedan than an SUV, and it drives without the nagging sense of heft that heavier models like GM's full-size crossovers (which weigh several hundred pounds more) have. The hydraulic-electric steering in particular is excellent.
Models with four-wheel drive come with an Auto mode, as well as a 4WD Lock mode that sends an equal 50/50 to the front and rear axles, with traction-control electronics managing distribution side to side. Theres also a 2WD mode that can boost your gas mileage slightly when roads are completely dry and clear. There's still some trail ability here, but don't expect much more than you'd get in, say, a Subaru Outback (there's actually less ground clearance). When equipped with the tow package, the Pathfinder can pull up to 5,000 pounds, and the chaindriven CVT will settle to a different cruising RPM depending on loads. The new Pathfinder feels like it was designed for passenger comfort, interior space, and interior flexibility above nearly all else. It fits in for height and width within a few inches of the Honda Pilot, Ford Explorer, and Toyota Highlander, yet it's quite a bit longer than any of those modelsa few inches shorter than the super-roomy GM fullsize crossovers (Traverse, Acadia, Enclave) and around the same length as the Mazda CX-9. Ashif Ali is one of the Youth players for Rewa who have been sacrificing a lot to achieve his dream of playing in the Rewa senior side. The young lad was on fasting for the month of Ramadan where consuming of water and eating of food is forbidden from the sun rise to sun set. Despite not eating or drinking anything Ali took the field for his side and played gallantly and even scored a goal for his side against Navua Youth in the 2-0 win. I was fasting the whole day but still I played for my team because it is the love and the attachment for the game of football which I have though it is not allowed to eat but I guess it was the fitness which carried me throughout the two days of playing football which was a challenging one for me, Ali said. Futsal referee Jainut Dean will be another referee who will be accompanying Amitesh Behari to the 2013 Oceania Football Confederation (OFC) Futsal Championship in Auckland, New Zealand. The referees will face the first hurdle before the tournament giving the fitness test from where the best selected ones will be able to progress further to officiate at the event. I am looking forward for the championship next week and I have been training hard for the event and there for me I am ready to officiate at the event, Jainut Dean said. Dean who has a Muslim faith has been fasting and coping with the training has become difficult for him but he is determined to do well and over come all the challenges he faces. I cannot train for longer hours as currently I am fasting but then I have to train early in the morning before four in the morning and then after that I go on fasting which means I cannot
train during the day. In the even I start training after breaking my fast which is after six, just only for 30 minutes but I do not see this a obstacle in my path but this is for the blessing for the championship, Dean, a school teacher believes he is fully prepared to officiate at the championship and he has met all the requirements. For me I am ready to officiate and have met the requirements running 1000 metres in four minutes. The fitness test is completely different from the 11- a side football match and in the test we also have to sprint as well, Dean said. Dean is thankful to the Football house for giving him the chance to officiate at the championship. The 2013 OFC Futsal championship will be held in New Zealand from July 23 to July 27, 2013. Since the championship not being a World Cup playoff , the Australia, Malaysia national teams have been invited along with a NZ invitational side.
