BICYCLE BAY DESIGN COMPETITION 2013 APPLICATION FORM The Bicycle Bay Design Competition 2013, jointly organised

by Singapore Police Force (SPF) and the National Crime Prevention Council (NCPC), serves to tap on the creativity of anyone with a keen interest towards designing bicycle bays which are able to deter the theft of bicycles. 2. The design shall encompass the entire infrastructure of the bicycle bay ranging from its proposed layout to the specific design of the bicycle racks. The design shall also take into consideration essential factors such as security requirements, space limitations and ease of use. RULES AND REGULATIONS Eligibility of Participation 3. The competition is open to anyone with a keen interest towards designing bicycle bays. Participants may participate individually or form teams not exceeding 5 members of which a team leader shall be appointed. Multi-disciplinary teams are encouraged. Each participant may make one submission only and no individual may be a member of more than one team making a submission in this competition. Format of Competition 4. The competition will be held in two phases: a) Design Phase: Based on the submissions received, shortlisted designs will be evaluated by a panel of judges in a closed-door session, during which participants will be required to give a 5 min presentation of their design to the panel of judges. Participants will also undergo a Q&A session with the judges. At this stage, the top five designs chosen by the judges will proceed to the Prototype Phase, provided that the judges may select less than 5 teams or none at all, if in their opinion the designs submitted are of insufficient merit. b) Prototype Phase: Participants are given up to two months to fabricate a scaled model of the proposed bicycle bay and a working prototype of the selected bicycle rack design. The designs will be subjected to another round of evaluation by a panel of judges at a later date in a crime prevention road show to be organised by Singapore Police Force and the NCPC. The scaled models and prototypes will be showcased at this road show to be held at a public venue.

Format of Submission Design Phase 5. For the Design Phase, participants are to submit one A1 sized compact foam panel reflecting the captioned key technical drawings / photographs in full colour of the proposed design. The panel shall be accompanied by a description and text not exceeding 300 words about the design submission describing: a) how the submission addresses the design requirements; and b) material and component identification of the design. 6. Participants shall also prepare a 3D-model of the submitted designs through the use of Computer-Aided Design (CAD) software to be presented to a panel of judges during the close-door evaluation if shortlisted. Participants are allowed to use any preferred CAD software and are required to bring their own laptops and software on the day of the presentation. 7. The softcopy of all design submissions/presentation shall also be submitted in a CD-ROM (GIF, JPEG, CAD or PPT format) to the organisers. 8. All submissions and related equipments and materials for the Design Phase will be borne by the participants at their own costs. Prototype Phase 9. For the participants selected for the Prototype Phase, the organizer will provide funding, on a reimbursement basis of up to $1000 for the fabrication of the scaled model of the bicycle bay layout and components as well as a working prototype of the proposed design for the bicycle rack. 10. If the expenses incurred for the Prototype Phase are less than $1000, the organiser will only reimburse the actual expenses incurred. 11. All reimbursement for expenses incurred for the purpose of the competition will only be made upon presentation of the relevant receipts/invoices (original) upon the completion of the Prototype Phase. 12. The fabrication works will be subjected to another round of evaluation by the judges at the crime prevention roadshow to be organised by SPF and the NCPC. 13. Participants will also be required to submit a design report not exceeding 2000 words describing: i. ii. iii. An overview of the design of the bicycle bay; A detailed explanation of how the various components addresses the design requirements; Material and component identification of the designs including an indication of the colour and finishes of the various components within the design; and

A cost/benefit analysis which includes the development, implementation and recurrent costs of the design

DESIGN REQUIREMENTS 14. The designs submitted for the purpose of the competition: a) b) c) d) e) f) g) h) should be original and creative; place emphasis on security features that deter bicycle theft; allows for terrain space optimisation in which the concept is adaptable to accommodate both large and small spaces; allows for the inter-operability of deployment across different areas such as void decks, MRT stations and parks; ensure ease of use by both cyclists of all ages and enforcement agencies to remove derelict bicycles when necessary; suitable for all types of bicycles and allows the use of u-shaped locks; is safe to both pedestrians and cyclists; is cost effective, incorporating materials and finishes which are: i. durable and easy to maintain ii. adaptable to and hardy under the harsh outdoor climate conditions. gives due consideration to the aesthetic value.

Resource Personnel for Competition 15. Resource personnel would be made available for contact, to the participating teams upon the registration and they can be approached for further questions regarding the competition. Intellectual Property Rights 16. The participant(s) must be the sole author and owner of copyright, intellectual property and all other proprietary rights for the designs, models, prototypes and any other work submitted for the competition. Entries must be the original and unpublished work of the participant(s). It is the responsibility of the participant(s), not the organisers, to ensure compliance with all ownership and copyright requirements. Entries which do not fulfil the above criteria will be deemed ineligible and will be disqualified. 17. The participants shall indemnify and keep the organisers fully indemnified against all losses, liabilities, costs and expenses in respect of claims on the grounds that the design, model, prototype, or any other work submitted for the purposes of the competition by the participants hereunder infringes any intellectual property right or violates any obligation of confidentiality or limitation of use covering the intellectual property or copyright of any third party. 18. The designs, models, prototypes and any other work submitted are deemed to be for the sole purpose of this competition. Through the submission of the designs,

models, prototypes and any other works, the participants agree that all intellectual property including copyright and all data, documents, drawings, models and materials prepared in relation to the competition including but not limited to the content, designs and prototypes for the competition shall become property and be vested in SPF. The participants hereby assign to SPF the rights (if any) pertaining to all such intellectual property including copyrights as and when created. 19. SPF reserves the sole rights to use, reproduce, adapt, modify, publish and distribute the designs, models, prototypes and any other work submitted and to make full use of all such property, in any manner it thinks fit. Judging of competition 20. Judging will be based on adherence to the submission format as stated from para 5 to 13, as well as addressing the design requirements stated in para 14. The decision of the judges shall be final. Awards for competition 21. Subjected to meeting the minimum requirements, participants in the competition stand to win the following: Champion Runner Up nd 2 Runner up 4th Placing 5th Placing Timetable 22. 23. The organisers reserve the right to amend the timetable of the competition without prior notice.

Submission of Application Form 24. Participants are to submit the application form via email to spf_ops_ci_div@spf.gov.sg before the closing date of registration on 24th March 2013. Acceptance of Rules of the Competition 25. Participation in this competition connotes full acceptance of the above mentioned rules from the participants. The organisers reserve the right to amend the format of the competition and the timetable without prior notice. All participants will be informed of such changes. Confidentiality 26. The participants shall take proper steps to keep confidential all information which is disclosed to or obtained by them by SPF and NCPC or their personnel and agents pursuant to, arising from or resulting from this competition and the participants shall not divulge the same to any third party without the prior written consent of SPF. The information must not be used for any purpose other than for the purpose of this competition. Signing of Undertaking under the Official Secrets Act 27. All participants will be required to sign an undertaking to safeguard official information under the Officials Secrets Act to ensure that information provided by SPF in the course of this competition is not shared with any other party without the prior consent of SPF. By submitting the application, I/we shall be deemed to have immediately assigned all intellectual property rights in the designs, models, prototypes and any other work without charge to the Singapore Police Force (SPF) for the full term during which such intellectual property rights shall subsist and my signing and submission of this application shall constitute a written assignment of the same.
