Monitoring and evaluation adviser


Zambia
The Government of Zambia has established a National Monitoring and Evaluation Framework. The Ministry of Local Government and Housing is required to design and implement an appropriate M&E system that is based on and reports into the national framewor k. The Director of the Department of Local Government Administration has requested VSO to provide an M&E Advisor to develop an M&E system within the MLGH, based on the national framework, and to support the coordination of this monitoring and report system from district, provincial and central levels.

Background

What does the role involve?


Review the existing M&E framework and structures to identify the strengths and weaknesses of the Ministrys current M&E framework and departmental M&E frameworks o Conduct M&E capacity assessments of the various Ministry departments o Work closely with all ministry departments at various levels i.e. national, provincial and district, for the collection of the M&E best practices and subsequent implementation across the Ministry Provide substantive leadership and inputs into the design and formulation of the Ministrys overall M&E framework and departmental M&E frameworks, based on the Government of Zambias National M&E framework o Develop and maintain a coordinated data management information system across the Ministry to collect and analyze information on inputs, outputs, outcomes and impact of the various Ministry departments o Support the establishment of comprehensive and functional departmental management information system and institutionalize it within various Ministry departments o Develop an M&E capacity building strategy, accompanying activities and plans. Work with the various departments to advocate for the allocation of adequate resources for the same o Contribute in development of the Ministry staff capacities on M & E by developing appropriate training modules and organizing trainings

Skills, qualifications and experience required


A postgraduate degree in social sciences or other development field At least 8 years experience in setting up and managing M&E frameworks Experience in building capacity of institutions in data collection, analysis and reporting Ability to clearly articulate and communicate key messages about M&E and performance at highest levels An appreciation of a consultative, team approach to decision making. Familiarity with government planning, budgeting, M&E and reporting systems

You will be based in the town of Lusaka, which already has an established VSO volunteer community. English is widely spoken and facilities are good, although occasional power cuts may occur. It is a safe city, although like any city precautions should be taken at night. Well ask you to commit to 24 months to make a sustainable contribution to our development goals. In return, well provide you with extensive training before your placement and our financial package includes a local salary, return flights, accommodation and insurance. When you return to your home country, we'll help you to resettle and many of our returned volunteers stay involved with us long after their placement ends.
