ACTIONS TAKEN EMERGENCY PREPAREDNESS AND RESPONSE: 1. NDRRMC NDRRMC Operations Center is on Red Alert Status and has been continuously monitoring and disseminating Weather Bulletins, Gale Warnings, General Flood Advisories, and 24-Hour Public Weather Forecasts to all RDRRMCs/OCDRCs through SMS, facsimile and websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels; and directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR) PAG-ASA Disseminated Weather Advisories, provided media interviews re weather update and continuously monitoring Tropical Storm "Quinta". NAVFORSOL Floating assets were advised to take all necessary precautionary measures DOH CHD IV-B placed all CHD Extension Office Provincial Health Team Office on "Code White" and on continuous monitoring of reports from different Provincial Health Team Offices PCG CDG Palawan disseminated weather bulletins and gale warnings to their respective detachments and advised small sea crafts and fishing boats not to venture out into the sea. CG Southern Tagalog disseminated weather bulletins and gale warnings to their respective detachments and monitor area of responsibility PCG V alerted all PCG stations and detachments within the Bicol Region PCG VII Central Visayas cancelled all sea trips in and out of Cebu Province, Siquijor, Bohol, and Negros Oriental due to PSWS#1 PCG VIII temporarily halted issuing navigational clearance to the sea vessels in the affected areas and alerted fishermen and other vessels not to venture out into the sea due to the impending weather disturbance PCG CARAGA cancelled trips for all types of marine vessels and implemented "No Fishing Policy".

DEPED Surigao del Norte & Surigao City are advised to prepare the keys of various schools designated as evacuation centers in anticipation of any possible evacuation and designated multi-purpose halls and gymnasiums are also prepared for occupancy AFP 8th Infantry Division disseminated advisory to all unit commanders and directed to conduct of preemptive measures relative to the weather disturbance 19th Infantry Battalion on standby for possible deployment and prepositioned the following equipment to be utilized for SAR Operations: 3m35 truck(6x6), 3km 450 truck, 1 platoon for 3rd and 4th District of Leyte and 1 platoon for 1st and portion of the 2nd District of Leyte 9ID alerted all DRU's in the Bicol Region Phil Navy Reservists from Catbalogan City, Tacloban City, Biliran and Palompon Leyte are on standby for any eventualities TOG8-PAF Response Team on standby for possible deployment TOG5-PAF one (1) one team DRU on standby alert with SAR equipment BFP One (1) Team of BFP-SRU5 is on standby alert. SOLCOM Disseminated weather bulletin to all line units PNP PRO4-B disseminated Memorandum to all Provincial Police Offices on disaster preparedness PRO8 activated the Tactical/Disaster Operation Center and advised all lower units to conduct appropriate actions in preparation to the Tropical Depression PRO5 alerted all Police Provincial Offices down to all Municipal Stations within Bicol Region PRO13 are on alert status for the needed assistance. DPWH alerted their district engineers and prepositioned its heavy equipment for possible disaster response PIA Assisted in disseminating warning advisories to its 172 networks.

2. REGIONAL PREPAREDNESS MEASURES RDRRMCs IV-B, V, VI, VII, VIII and CARAGA disseminated weather and flood bulletins and gale warnings to all concerned local DRRMCs, RDRRMC member agencies, the tri media thru facsimile and SMS, and to several fishermen associations. RDRRMC IV-B Coordinated with OCD NCR to advise all buses travelling via Strong Republic Nautical Highway, Dangay Port Roxas Oriental Mindoro bound for Iloilo to temporarily suspend their trips including rolling cargoes to Port of Batangas, Calapan Port, Oriental Mindoro and Dangay Port, Roxas, Oriental Mindoro to avoid influx of strandees in the said port as the Port Operation in Iloilo has already been suspended RDRRMC VII Alerted operational units to assist Local DRRMCs and LGUs

PDRRMC Negros Oriental issued an advisory calling the public, especially those living in low lying areas to be watchful of possible floodings and landslides RDRRMC VIII PDRRMC Borongan coordinated with the coastal barangays in their AORs re conduct pre-emptive measures. MDRRMC Catarman, Tabango, Tunga, Palompon, Giporlos, Leyte and Limasawa, Southern Leyte alerted all residents along coastal, flood/landslide prone brgys. relative to the weather disturbance and advised to take appropriate actions and activated their SAR. PDRRMC Eastern Samar forwarded the latest weather advisory to its MDRRMO's and advised them to take all necessary preparations for TS "QUINTA" RDRRMC CARAGA Continues to maintain 24/7 monitoring and undertakes coordination with the local DRRMCs for situational updates. PDRRMC Dinagat advised pre-emptive evacuation in their AOR and activated 24/7 monitoring of the track of TS Quinta. PDRRMC Surigao del Norte and CDRRMC Surigao City conducted a joint meeting at Surigao City Mayor's Office to discuss the necessary measures and actions to be taken in relation to TS Quinta. Eighty (80) families with a total number of 265 individuals were evacuated (pre-emptive) at their designated evacuation centers in the Municipality of Dapa, Siargao Island, Surigao del Norte, Five (5) men were rescued by the Brgy. Officials while traversing the coastal area of Brgy. Corregidor, Dapa due to a damaged boat in Brgy. Corregidor, Dapa, Siargao del Norte __________________________________________________________________________
